This study was conducted for engineering optimization for the gasification process which is the key factor for success of Taean IGCC gasification plant which has been driven forward under the government support in order to expand to supply new and renewable energy and diminish the burden of the responsibility for the reduction of the green house gas emission. The gasification process consists of coal milling and drying, pressurization and feeding, gasification, quenching and HP syngas cooling, slag removal system, dry flyash removal system, wet scrubbing system, and primary water treatment system. The configuration optimization is essential for the high efficiency and the cost saving. For this purpose, it was designed to have syngas cooler to recover the sensible heat as much as possible from the hot syngas produced from the gasifier which is the dry-feeding and entrained bed slagging type and also applied with the oxygen combustion and the first stage cylindrical upward gas flow. The pressure condition inside of the gasifier is around 40~45Mpg and the temperature condition is up to $1500{\sim}1700^{\circ}C$. It was designed for about 70% out of fly ash to be drained out throughout the quenching water in the bottom part of the gasifier as a type of molten slag flowing down on the membrane wall and finally become a byproduct over the slag removal system. The flyash removal system to capture solid particulates is applied with HPHT ceramic candle filter to stand up against the high pressure and temperature. When it comes to the residual tiny particles after the flyash removal system, wet scurbbing system is applied to finally clean up the solids. The washed-up syngas through the wet scrubber will keep around $130{\sim}135^{\circ}C$, 40~42Mpg and 250 ppmv of hydrochloric acid(HCl) and hydrofluoric acid(HF) at maximum and it is turned over to the gas treatment system for removing toxic gases out of the syngas to comply with the conditions requested from the gas turbine. The result of this study will be utilized to the detailed engineering, procurement and manufacturing of equipments, and construction for the Taean IGCC plant and furthermore it is the baseline technology applicable for the poly-generation such as coal gasification(SNG) and liquefaction(CTL) to reinforce national energy security and create new business models.
The policy of suppling tax-exempt fishery oil in Korea has a history of almost 40 years, which was initiated by the National Federation of Fisheries Cooperatives in 1965. In 1999 the volume of fishery oil supplied to the earning fishermen and fishing entrepreneurs amounted to 8,390 thousand DM, 500 billion won in total. This paper analyzes the oil supplying system to fishermen in Korea and shows that the structural obstacles to the stable provision of fishery oil lies in the ineffective bargaining power (fixing price). Provided that the NFFC as a buyer, which is not equipped with the storage facilities for oil bids for a unit-price contract of fishery oil, there exists a possibility of collusion among 5 local oil refineries corporations to influence the oil price, making it difficult to reach a resonable price of oil. Though the international bids and direct imports following the liberalization of oil imports would help lower the unit price, purchasing and importing the oil out of season at a lower price would not be guaranteed without the oil storage facilities. Furthermore, the current supply system of oil is quite vulnerable to the extraneous factors and, say when the oil price soars unpredictably, it is almost impossible to supply low - priced fishery oil to fishermen. The National Federation of Fisheries Association of Japan(Zengyoren), for instance, possesses 10 oil storage facilities, which had been built across the country during the last 20 years (1964-1984). The storage capacity of these facilities reaches 0.6million DM(by kind, 0.56million DM for A heavy oil, 38thousand D/M kerosene, 5thousand D/M for diesel fuel oil). Allowing no intermediary of production associations(fisheries cooperatives) the NFFA's capacity for keeping oil in reserve rises much higher. As these storage facilities can keep the oil amounting to as much as of 70 days demand in reserve, a stable supply of fishery oil on favorable terms is secured. In contrast with Japan case, unequipped with the storage facilities for fishery oil, Korea does not have much bargaining power for bringing down the price of fishery oil. To make matters worse, the oil storing capacity of the member cooperatives is the volume of only 8 days demand. In case the oil price rises, it is almost impossible to supply the oil to the fishermen at a price lower than the price risen.

To meet $CO_2$ emission regulation, this study describes the present state of $CO_2$ reduction technology and the effect of the regulation on power industry. In Japan, R&D investment is actively continuing through a long-term R&D project, along with trying to meet the reduction demand by the ways of energy saving and abroad business. EU has made a lot of investments in increasing the efficiency of power generation and developing alternative energy sources. The US is making provision of the portion of reduction by using energy saving program and emission trading, and the current DOE-driven program is addressing the development of cost-effective power systems. In the country, the research to reduce $CO_2$ emission has been mainly driven by the government and research institute supported by the government. Meanwhile, if the reduction obligation imposed on Portugal which is the least strict condition will be enforced in Korea, it is likely that about 50 running power plants should be stopped or shut down after 2015, in spite of voluntary reduction efforts such as conversion to clean fuels, etc. according to the government's long-term electric power need and supply plan.
The CRISPR/Cas9 is a core technology that can result in a paradigm for breeding new varieties. This study describes in detail the sgRNA design, vector construction, and the development of a transgenic plant and its molecular analysis, and demonstrates how gene editing technology through the CRISPR/Cas9 system can be applied easily and accurately. CRISPR/Cas9 facilitates targeted gene editing through RNA-guided DNA cleavage, followed by cellular DNA repair mechanisms that introduce sequence changes at the site of cleavage. It also allows the generation of heritable-targeted gene mutations and corrections. Here, we present detailed procedures involved in the CRISPR/Cas9 system to acquire faster, easier and more cost-efficient gene edited transgenic rice. The protocol described here establishes the strategies and steps for the selection of targets, design of sgRNA, vector construction, and analysis of the transgenic lines. The same principles can be used to customize the versatile CRISPR/Cas9 system, for application to other plant species.
The purpose of this study was to examine the estrus synchronization and superovulation of pigs with hormone treatments. Three different kinds of procedures for synchronization and superovulation were used as follow: I) gilts in natural estrus behavior (control): 2) gilts synchronized with 20mg altrenogest for 9 days regardless of the estrus cycle; 3) gilts received PG600 (400IU PMSG + 200 IU hCG) in 15 day of the estrus cycle; and then gilts administrated with PMSG (1,500 IU) and hCG (750 IU) after altrenogest and PG600 treatment for superovulation. Estrus was checked daily with a boar, in estrus synchronization, the intervals from hormone treatment to estrus were different between PG600 (43/47) and altrenogest (13/53) within 6 days. The percentage of animals displaying a estrus response were not different by hormone treatments. The average number of corpora lutea (C.L) and ovulated embryos were similar between PG600 25.4${\pm}$13.1, 19.0$\pm$12.8 and altrenogest 25.5${\pm}$0.7, 15.0${\pm}$4.2, respectively, but was increased (P<0.05) by hormone treatment compared to that 12.9${\pm}$1.8, 12.7${\pm}$3.9 in the control. The number of normal embryos after ovulation was higher in the control than hormone treatment. Therefore, these results suggest that altrenogest and PG600 treatment could be a valuable for cut down the labour and cost by synchronization.

Polymer Electrolyte Membrane Fuel Cell (PEMFC) is a power generation system to convert chemical energy of fuels and oxidants to electricity directly by electrochemical reactions. As a catalyst support for PEMFCs, carbon black has been generally used due to its large surface area and high electrical conductivity. However, under certain circumstances (start up/shut down, fuel starvation, ice formation etc.), carbon supports are subjected to serve corrosion in the presence of water. Therefore, it would be desirable to switch carbon supports to corrosion-resistive support materials such as metal oxide. $TiO_2$ has been attractive as a support with its stability in fuel cell operation atmosphere, low cost, commercial availability, and the ease to control size and structure. However, low electrical conductivity of $TiO_2$ still inhibits its application to catalyst support for PEMFCs. In this paper, to explore feasibility of $TiO_2$ as a catalyst support for PEMFCs, $TiO_2$ nanofibers were synthesized by electrospinning and calcinated at 600, 700, 800 and $900^{\circ}C$. Effects of calcination temperature on crystal structure and electrical conductivity of electrospun $TiO_2$ nanofibers were examined. Electrical conductivity of $TiO_2$ nanofibers increased significantly with increasing calcination temperature from $600^{\circ}C$ to $700^{\circ}C$ and then increased gradually with increasing the calcination temperature from $700^{\circ}C$ to $900^{\circ}C$. It was revealed that the remarkable increase in electrical conductivity could be attributed to phase transition of $TiO_2$ nanofibers from anatase to rutile at the temperature range from $600^{\circ}C$ to $700^{\circ}C$.

This paper shows procedure and strategies to improve military facilities and local residents' welfare through a civil-military sustainable cooperation project. Military installations tend to impede urban developments, so that a few civil compliant have been often filed. Meanwhile, it is sometimes impossible to relocate military units due to their own unique purpose, even though they belong to core sites of civil developments, which are generally indispensible due to urban expansion, magnified road networks and so on. The solution to offset these conflicts between civil and military demands, which are associated with military units and urbanization surrounding them, is to establish sustainable strategies which enable both civil and military be beneficial. In this study, it is described, decision making procedure to make some facilities of a military unit be better as well as promote local residents' welfare through securing high-quality sports facilities. Delphi-technique and Paired Comparison Method are used to collect civil and military opinions regarding sustainable agreements. As a case study, a civil military cooperation project between a military unit and a local government is introduced. With successful projects, it is expected that the better installations could lead positive images of a military unit, provide advanced athletic environments for both local residents and military personnels, and lessen defense cost to maintain them. Moreover, this project will go down as a paragon of civil military sustainable cooperation.
In the late summer of 1990 and 1991, mass mortality occured among cage-cultured grouper, Epinephelus septemfasciatus in south cost of Korea. The moribund fish didn't feed and became pale or dark chestnut colour and irregularly swimmed due to the loss of equilibrium, finally the diseased fish fell down side away on the bottom or the surface of cage showing the bent of body and died. The diseased fish showed the extensive hemorrahge in brain, the swelling of spleen and bile duct as the specific syptoms of internal organs. So the gill, skin and other organs of the diseased fish were examined for the presence of pathogenic parasites and bacteria. The parasitic Trichodina sp. were detected only from the gill lamella of the diseased fish, but these parasites seemed to be not a direct causative agents that induced the gross mortality of the cultured grouper. because these parasites were also observed in normal grouper, yellowtail, red seabream and rock bream co-cultured with the diseased grouper in same or near cages. In the viral examination, although isolation of the causative agent by the use of estabilshed cell Lines, RTG-2 and CHSE-214, was not succeed, the normal grouper inoculated intramuscularly with the filtered homogenate of the organs of the diseased fish showed the same external and internal signs with the naturally infected grouper. They died within a week. By using the naturally and the artificially infected fishes, electron microscopic observation revealed numerous hexagonal or polygonal particles in the cytoplasm of liver cells. Based on the these results, we suggest that the mass mortality of the cultured grouper would be occurred by the infection of a viral agent.
We carried out to investigate the refining effect of molybdenum by Ar-H$_2$ vacuum arc melting(VAM) process for recycling Mo scrap. The purity of the Mo metals refined by VAM was evaluated using glow discharge mass spectromety(GDMS). From the result of GDMS, most impurities in the Mo metals except for W were removed by Ar-H$_2$ VAM down to a few mass ppm levels. The purity of the refined molybdenum scrap was improved up to 4N5(99.995%) from 3N(99.95%) of the initial Mo scrap. The amount of gaseous impurities such as C, N, and O in Mo scrap were decreased from 1290 ppm to 132 ppm. As a result, it is considered that a possibility of refining and cost-effective method for recycling Mo scrap by Ar-H$_2$ vacuum arc melting process was confirmed in this study.
The software defects that are not found in the course of a project frequently appear during the conduct of the maintenance procedure after the complete development of the software. As the frequency of surfacing of defects during the maintenance procedure increases, the cost likewise increases, and the quality and customer reliability decreases. The defect rate will go down only if cause analysis and process improvement are constantly performed. This study embodies the defect tracking system (DTS) by considering the Pareto principle: that most defects are repetitions of defects that have previously occurred. Based on the records of previously occurring defects found during the conduct of a maintenance procedure, DTS tracks the causes of the software defects and provides the developer, operator, and maintenance engineer with the basic data for the improvement of the software concerned so that the defect will no longer be manifested or repeated. The basic function of DTS is to analyze the defect type, provide the measurement index for it, and aggregate the program defect type. Doing these will pave the way for the full correction of all the defects of a software as it will enable the defect correction team to check the measured defect type. When DTS was applied in the software configuration management system of the W company, around 65% of all its software defects were corrected.
