Weapon System effectiveness indices are a key factor to the cost-effectiveness analysis in the process of allocating national resources in an optimal fashion. First part of this paper reviews the need of weapon -effectiveness indices, historical development of methodologies on military strength evaluation with various models of indices, and the interrelation-ship between weapon effectiveness indices and war-game. Second part of this paper analyzes the concepts and usage of the already developed methodologies, i .e., index of power, weapon lethality index (W.L.I.), index of fire power potential (I.F.P), fire power potential (F. P. P), and weapon effectiveness indices/weighted unit value (W. E. I/W. U. V.). Finally, weaknesses and limits of these methodologies are compared and evaluated. Result of this research shows that the W. L. I, I. F. P, and F. P. P seem to possess many non-scientific or ambiguous facets, but the W. E. I/W. U. V method produces more detailed, inclusive, and reasonable indices. The paper concludes with the emphasis on the importance of the provision of the theoretical bases to develop effectiveness indices which can be used to evaluate Korean weapon systems, and the early establishment of a specialized research group to manage and develop methodologies on the weapon effectiveness indices.

In this paper we present a simple and efficient robust optimal design formulation for MEMS structures and its application to a resonant-type micro probe. The basic idea is to use the gradient index (GI) to improve robustness of the objective and constraint functions. In the robust optimal design procedure, a deterministic optimization for performance of MEMS structures is followed by design sensitivity analysis with respect to uncertainties such as fabrication errors and change of operating conditions. During the process of deterministic optimization and sensitivity analysis, dominant performance and uncertain variables are identified to define GI. The GI is incorporated as a term of objective and constraint functions in the robust optimal design formulation to make both performance and robustness improved. While most previous approaches for robust optimal design require statistical information on design variations, the proposed GI based method needs no such information and therefore is cost-effective and easily applicable to early design stages. For the micro probe example, robust optimums are obtained to satisfy the targets for the measurement sensitivity and they are compared in terms of robustness and production yield with the deterministic optimums through the Monte Carlo simulation. This method, although shown for MEMS structures, may as well be easily applied to conventional mechanical structures where information on uncertainties is lacking but robustness is highly important.
A new method is developed to estimate road profile in order to estimate IRI based on the ASTM standard. This method utilizes an accelerometer and a Dynamic Tire Pressure Sensor (DTPS) to estimate road roughness. The accelerometer measures the vertical axle acceleration. The DTPS, which is mounted on the tire's valve stem, measures dynamic pressure inside the tire while driving. Calibrated transfer functions are used to estimate road profile using the signals from the two sensors. A field test was conducted on roads with different quality conditions in the city of Brockton, MA. The IRI values estimated with this new method match the actual road conditions measured with Pavement Condition Index (PCI) based on the ASTM standard, images taken from an onboard camera and passengers' perceptions. IRI has negative correlation with PCI in general since they have overlapping features. Compared to the current method of IRI measurement, the advantage of this method is that a) the cost is reduced; b) more space is saved; c) more time is saved; and d) mounting the two sensors are universally compatible to most cars and vans. Therefore, this method has the potential to provide continuous and global monitoring the health of roadways.

Swelling and shrinkage characteristics of expansive fine grained soil cause volumetric changes followed by distress and damage to the structures. Soil stabilization can be explained as the alteration of the soil properties by chemical, mechanical or any other means in order to enhance the engineering properties of the soil. Utilization of industrial wastes in soil stabilization is cost effective and environment friendly. This paper presents an experimental study on stabilization of expansive soil using industrial wastes, viz. fly ash and dolochar. The paper includes the evaluation of engineering properties like unconfined compressive strength and California bearing ratio (CBR) of expansive soil collected from Balasore district of Odisha stabilized with fly ash and dolochar in different proportions and to predict the influence of these additives on engineering properties and strength characteristics of expansive soil. Both fly ash and dolochar were found to increase the CBR and decrease many index properties such as liquid limit, plastic limit, plasticity index, swelling index and UCS, thus enhancing the strength parameters of expansive soil.

Purpose: This paper provides a method to identify cost-effective standards by analyzing the relationships between certified company and standards. It also aims to provide a evaluation model to establish a certification portfolio strategy of institutions. Methods: By analysing the networks of certified company and certification standards, this paper developed an evaluation model of standards. The evaluation model uses an index(Certificated Standard Evaluation Index; CSEI) to assess the value of standards. Results: To verify the applicability of the evaluation model, the proposed model and the CSEL index have been applied to certification standards of Korean Standard Association. The results show that the evaluation model can effectively identify potential customers and thereby establish a certification portfolio strategy. Conclusion: The main contribution of this study is a provision of a new approach to certification portfolio strategy by evaluating the value of standards. The proposed model is expected to provide implications for the certification portfolio strategy.

In the lower arm design process, a tolerance optimization of the variance of design variables should be preceded before manufacturing process, since it is very cost-effective compared to a strict management of tolerance of products. In this study, a design of experiment (DOE) based on response surface model (RSM) was carried out to find optimized design variables of the lower arm, which can meet a given requirement of probability constraint for the process capability index (Cpk) of the weight and maximum stress. Then, the design space was explored by using the central composite design method, in which the 2nd order Taylor expansion was applied to predict a standard deviation of the responses. The optimal solutions satisfying the probability constraint of the Cpk were found by considering both of the mean value and the standard deviation of the design variables.
It is the most important sucess factor for the electricity generation industry to minimize operations cost of surplus electricity generation through accurate demand forecasts. Temperature forecast is a significant input variable, because power demand is mainly linked to the air temperature. This study estimates the information value of the temperature forecast by analyzing the relationship between electricity load and daily air temperature in Korea. Firstly, several characteristics was analyzed by using a population-weighted temperature index, which was transformed from the daily data of the maximum, minimum and mean temperature for the year of 2005 to 2007. A neural network-based load forecaster was derived on the basis of the temperature index. The neural network then was used to evaluate the performance of load forecasts for various types of temperature forecasts (i.e., persistence forecast and perfect forecast) as well as the actual forecast provided by KMA(Korea Meteorological Administration). Finally, the result of the sensitivity analysis indicates that a $0.1^{\circ}C$ improvement in forecast accuracy is worth about $11 million per year.

This study was carried out to cultivate evergreen-leaved tree container seedlings having low cost of equipment and easy to control. Two species of V. odoratissimum var. awabuki and Q. glauca planting in respective underground container were showed survival rate above 90%. The Relative growth rates of height was good in non-treatment and root collar diameter was no significant difference between treatments. The T/R ratio was respectively 1.1, 1.0 in container type of F, G. and root's biomass products was more effective than others. A container type of F showed better Quailty index than others with 16.2 values. Q. glauca was higher T/R ratio in root development than shoot and the quality index was high in container type of E, D with 4.0. 3.5, respectively. On the basis of the results obtained in this study, we can concluded that the underground container type was suitable to F in V. odoratissimum var. awabuki and to D or E in Q. glauca.

Recently, along with the innovative development of wireless communication techniques and mobile devices, mobile P2P services in mobile wireless networks have gained a lot of attention. In this paper, we propose a resource discovery scheme with data dissemination over mobile P2P networks. In the proposed scheme, each peer manages a local information table, a resource index table, and a routing table in a local database to enhance the accuracy and cost of resource discovery. The local information table stores the status of a mobile peer, and the resource index table stores the resource information of the neighbor peers via the ranking function. The routing table is used to communicate with the neighbor peers. We use a timestamp message to determine whether or not the resource index table will be changed before the resource information is exchanged. Our ranking function considers the interest and mobility of the mobile peer and prioritizes the resource information transmitted from the neighbor peers. It is shown via various experiments that the proposed scheme outperforms the existing scheme.
