This paper presents a practical and realistic Life-Cycle Cost (LCC) optimum design methodology for steel bridges considering the long-term effect of environmental stressors such as corrosion and heavy truck traffics on bridge reliability. The LCC functions considered in the LCC optimization consist of initial cost, expected life-cycle maintenance cost, and expected life-cycle rehabilitation costs including repair/replacement costs, loss of contents or fatality and injury losses, road user costs, and indirect socio-economic losses. For the assessment of the life-cycle rehabilitation costs, the annual probability of failure, which depends upon the prior and updated load and resistance histories, should be accounted for. For the purpose, Nowak live load model and a modified corrosion propagation model, which takes into consideration corrosion initiation, corrosion rate, and repainting effect, are adopted in this study. The proposed methodology is applied to the LCC optimum design problem of an actual steel box girder bridge with 3 continuous spans (40m+50m+40m=130m). Various sensitivity analyses are performed to investigate the effects of various design parameters and conditions on the LCC-effectiveness. From the numerical investigation, it has been observed that local corrosion environments and the volume of truck traffic significantly influence the LCC-effective optimum design of steel bridges. Thus, these conditions should be considered as crucial parameters for the optimum LCC-effective design.

The priority of repair areas are chosen with the probability distribution of 0.3mm wide crack and carbonation induced corrosion. Data is analyzed and evaluated based on the 28 section of Precise Inspection for Safety and Diagnosis (PISD) in seoul. As the crack is distributed in log-normal, the carbonation and cover are in normal distribution. To have rational in repair sections among 503 sheets of underground structure, it is adopted the reliability index as well as the environment factors: strength, sonic speed, $CO_2$ concentration, corrosion, and content of chloride.
This paper mainly discusses the influence of the aggregate properties including grading, shape, content and distribution on the chloride diffusion coefficient, as well as the initiation time of steel corrosion from a probabilistic point of view. Towards this goal, a simulation method of random aggregate structure (RAS) based on elliptical particles and a procedure of finite element analysis (FEA) at meso-scale are firstly developed to perform the analysis. Next, the chloride diffusion coefficient ratio between concrete and cement paste $D_{app}/D_{cp}$ is chosen as the index to represent the effect of aggregates on the chloride diffusion process. Identification of the random distribution of this index demonstrates that it can be viewed as actually having a normal distribution. After that, the effect of aggregates on $D_{app}/D_{cp}$ is comprehensively studied, showing that the appropriate properties of aggregates should be decided by both of the average and the deviation of $D_{app}/D_{cp}$. Finally, a case study is conducted to demonstrate the application of this mesoscopic method in predicting the initiation time of steel corrosion in reinforced concrete (RC) structures. The mesoscopic probabilistic method developed in this paper can not only provide more reliable evidences on the proper grading and shape of aggregates, but also play an important role in the probability-based design method.

Reinforcement corrosion is generally prohibited under normal condition by the alkalinity of the pore water in the concrete. However, concrete structures in marine environment are subjected to chloride attack due to the high salinity of the sea water. Thus the probability of steel corrosion becomes higher when the chloride ions are introduced into the concrete. Steel corrosion is a decisive factor for the determination of service life of the marine concrete structure because chloride ions are abundant in the sea, and piers are the typical construction elements in concrete structures in marine environment. Hence, it is of great importance to evaluate the service life of the piers. In this paper, chloride penetration analysis for the rectangular pier in the marine environment is performed considering the diffusion and convection movement of chlorides. Result reveals that the service life of the reinforcement with drying-wetting cycles is much shorter than that of the reinforcement with saturated condition. This may be due to the fact that moisture movement is much faster that chloride diffusion.

Recently, a variety of researches has been carried out to obtain a more controlled durability and long-term performance of concrete structures under chloride attack environments. In particular, new procedures for probability-based durability analysis/design have been noticed to be very valuable for the enhancement of service life of concrete structures. Although there is still a lack of relevant data, this approach has been successfully applied to some new concrete structures. In this paper, the diffusion equation based on Fick's second law has been solved with a time dependent diffusion coefficient and the probabilistic analysis of the durability performance has been carried out by using a Monte Carlo Simulation. From the results, the influence of each parameter on the durability of concrete structures was investigated and the new procedure for durability analysis was demonstrated in terms of chloride penetration data from various concrete structures. The new procedure might be very useful in designing important concrete structures and help to predict the remaining service life of existing concrete structures under chloride attack environments.

Generally, steel corrosion occurs in concrete structures due to carbonation in down-town area and underground site and it propagates to degradation of structural performance. In general diagnosis and inspection, only carbonation depth in sound concrete is evaluated but unsound concrete such as joint and cracked area may occur easily in a concrete member due to construction process. In this study, field survey of carbonation for RC columns in down-town area is performed and carbonation depth in joint and cracked concrete including sound area is measured. Probability of durable failure with time is calculated through probability variables such as concrete cover depth and carbonation depth which are obtained from field survey. In addition, service life of the structures is predicted based on the intended probability of durable failure in domestic concrete specification. It is evaluated that in a RC column, various service life is predicted due to local condition and it is rapidly decreased with insufficient cover depth and growth of crack width. It is also evaluated that obtaining cover depth and quality of concrete is very important because the probability of durable failure is closely related with C.O.V. of cover depth.
Reliability based design and assessment (RBDA) methodology is one of the newest directions of natural gas pipeline design method. Reliability targets are used to ensure that safety levels are met relevant limit states in the stage of design and maintenance. The target reliability for ultimate limit states such as large leak and rupture were developed using tolerable risk criteria for individual and societal risk. This paper shows the reliability target can be met through the implementation of periodic maintenance measures during the life cycle of the pipelines. The case study involves the calculation of the failure probability due to equipment impact, the calculation of the failure probability due to corrosion, and the estimation the re-inspection interval for domestic natural gas transmission pipelines.

Carbonation is the results of the interaction of carbon dioxide gas in the atmosphere with the alkaline hydroxides in the concrete. Reinforced steel corrosion due to concrete carbonation is one of main factors on the decrease in durability of RC structure. This study investigates the influence of carbonation on the bridges under various environment condition and quantifies the effect of carbonation various domestic field data. The failure probability of durability is evaluated on the basis of reliability concept. In addition, service life of the structures is predicted based on the intended probability of durable failure in domestic concrete specification. According to experimental results of the carbonation depth, the carbonation depth increased with structural age. It is analyzed that carbonation velocity of the structures under urban area and sea condition is 1.6-1.9 times faster than the river condition. Service life of the bridges under urban area and sea condition is decreased about 2.4-3.3 times than river condition.

RC (Reinforced Concrete) structures are considered as cost-benefit and durable however performances of structural safety and durability are degraded due to steel corrosion. Service life in RC structure is differently evaluated due to different local environmental conditions even if it is exposed to the same chloride attack. In the paper, 25 concrete cores from field investigation are obtained from 4 RC columns with duration of 3.5~4.5 years exposed to sea water. Through total chloride content measurement, surface chloride contents and apparent diffusion coefficients are evaluated. Service life of the target structure is estimated through deterministic method based on Fick's $2^{nd}$ Law and probabilistic method based on durability failure probability, respectively. Probability method is evaluated to be more conservative and relatively decreased service life is evaluated in tidal zone and splash zone over 40.0 m. Chloride penetration behavior with coring location from sea level and the present limitations of durability design method are investigated in the paper.

The infrastructures such as offshore, bridges, power plant, oil and gas piping and aircraft operate in a harsh environment during their service life. Structural integrity of engineering components used in these industries is paramount for the reliability and economics of operation. Two regression models based on the concept of Gaussian process regression (GPR) and Minimax probability machine regression (MPMR) were developed to predict stress intensity factor range (𝚫K). Both GPR and MPMR are in the frame work of probability distribution. Models were developed by using the fatigue crack growth data in MATLAB by appropriately modifying the tools. Fatigue crack growth experiments were carried out on Eccentrically-loaded Single Edge notch Tension (ESE(T)) specimens made of API 5L X65 Grade steel in inert and corrosive environments (2.0% and 3.5% NaCl). The experiments were carried out under constant amplitude cyclic loading with a stress ratio of 0.1 and 5.0 Hz frequency (inert environment), 0.5 Hz frequency (corrosive environment). Crack growth rate (da/dN) and stress intensity factor range (𝚫K) values were evaluated at incremental values of loading cycle and crack length. About 70 to 75% of the data has been used for training and the remaining for validation of the models. It is observed that the predicted SIF range is in good agreement with the corresponding experimental observations. Further, the performance of the models was assessed with several statistical parameters, namely, Root Mean Square Error (RMSE), Mean Absolute Error (MAE), Coefficient of Efficiency (E), Root Mean Square Error to Observation's Standard Deviation Ratio (RSR), Normalized Mean Bias Error (NMBE), Performance Index (ρ) and Variance Account Factor (VAF).
