Evolution and Features of Korea's Science & Technology Policy Coordination System

  • Korea is examining how to coordinate its S&T policies and solidify its position as a leader of infrastructure innovation policy that forms the foundation for many different policies. A number of questions have been raised, such as whether to install a superior coordinating body like the National Science and Technology Council (NSTC) or separate the budget allocation and coordination authority from the budget-planning ministry. Korea has tried using various institutional coordination devices and functions such as reorganizing its administrative ministries based on related functions and installing or reinforcing a superior coordinating body. In line with these discussions, the strengthening of the S&T policy coordination function through the NSTC is currently under review. In order to design an effective S&T coordination system in step with changing political and social demands, it is important to have a clear recognition of the current context as well as the unique institutional characteristics of Korea. This study examines the evolution of Korea's S&T policy coordination systems and analyzes its features.

  • A-kinase-anchoring proteins (AKAPs) are scaffold proteins which compartmentalize protein kinase A (PKA, cAMP-dependent protein kinase) and other enzymes to specific subcellular sites. The spatiotemporal control of these enzymes by AKAPs is important for cellular function like cell growth and development etc. Hence, it is important to understand the basic function of AKAPs and their functional domains. However, diverse names, function, cellular localizations and many members of AKAPs increase difficulties when researchers search appropriate AKAPs for their experimental purpose. Nevertheless, there was no previous AKAPs-related database regardless of their important cellular functions and difficulty of finding appropriate AKAPs. So, we developed AKAPs database (AKAPDB), which contains their sequence information, functions and other information derived from prediction programs and other databases. Therefore, we propose that AKAPDB can be an important tool to researchers in the related fields. AKAPDB is available via the internet at http://plaza3.snu.ac.kr/akapdb/.

Effect of Coordination Environment on the Photophysical Properties of Luminescent Europium(III) Complexes

  • A series of Eu(III) complexes with various neutral ligands (2,2’:6’,2"-terpyridine (T), diglyme (D), 1N-(2-dimethylamino) ethyl)-1N, 2N, 2N-trimethylethane-1,2-diamine (PT), di-(2-picolyl)-amine derivative (HT), and multidentate terpyridine derivative (DT)) were synthesized to investigate the effect of coordination environment on the sensitized luminescence of Eu(III) complexes. The nine coordination sites of the $Eu^{3+}$ ion are occupied by three bidentate carboxylate moieties and one neutral ligand. The highest emission intensity is obtained for $Eu^{3+}$- $[NA]_3$ (PT), due to the difference in energy transfer efficiency and symmetry of the first coordination sphere of $Eu^{3+}$ ion. But, the lowest emission intensity is obtained for $Eu^{3+}$-$[NA]_3$(T). Terpyridine may not play an important role antenna for photosensitizing $Eu^{3+}$ ion. It could be attributed to the weak spectral overlap integral J value between its phosphorescence band and $Eu^{3+}$ion absorption band. Therefore, different coordination environment of $Ln^{3+}$ ion play an important role in providing sensitization of lanthanide ion emission.

  • In this paper, a practical methodology of hand-manipulator motion coordination for indoor service robot is introduced. This paper describes the procedures of opening door performed by service robot as a noticeable example of motion coordination. This paper presents well-structured framework for hand-manipulator motion coordination, which includes intelligent sensor data interpretation, object shape estimation, optimal grasping, on-line motion planning and behavior-based task execution. This proposed approach is focused on how to integrate the respective functions in harmony and enable the robot to complete its operation under the limitation of usable resources. As a practical example of implementation, the successful experimental results in opening door whose geometric parameters are unknown beforehand are provided.

A Study of the Efficient Coordination of Logistic Distribution Centers for the China Project

  • Purpose - This paper discussed and illustrated the most efficient method to calculate the distribution centers for a national project in China. Through demonstration of implementing the GIS, spatial analysis, and location calculation model, this paper mainly dealt with the construction distribution problem and inconvenient supply of materials problems. Research design, data, and methodology - In this paper, the research design structure based on three steps: implementing the Geographic Information System to locate the points coordination data, calculating the distribution centers of the project, and optimizing the most efficient and effective coordination. The data of the calculation is from an actual project. The methodology of this paper is summarizing the spatial analysis capabilities and digital graphic data calculation to locate logistics distribution centers, and since the illustration of the calculation is useful for locating the coordination, the result of this paper has certain reference values for the project construction. Results - This paper illustrates the steel and cement resource of every distribution point to confirm the most efficient distribution center location coordination. Conclusions - The integrated logistical management models are used to ensure the results for the purposes of our calculation. The result of the calculation is also a useful example for future Chinese national projects.

Usefulness analysis of radial non-cartesian trajectory in the high-resolution MRA (고해상도 MRA 시 방사형 비직각좌표계 k-space 주사방식의 유용성 분석)

  • With the application of k-space trajectory in a different manner and analyzing the influence of noise and its direction, this study was conducted to obtain high-quality images with minimal influence of noise during an MRI examination for cerebrovascular disease, which has a low signal for imaging. To evaluate influence of the noise of different k-space trajectories, a linear Cartesian coordination trajectory and non-Cartesian coordination trajectory were applied to 38 people who had received a high-resolution MRI examination for the early detection of cerebrovascular disease. As a result, the non-Cartesian coordination trajectory showed a 43.32% lower signal of lumens in the internal carotid artery than a linear Cartesian coordination trajectory, and the noise level was also 50.19% lower in a non-Cartesian coordination trajectory. This result shows that noise occurs less in a non-Cartesian coordination trajectory than a linear Cartesian coordination trajectory, and a non-Cartesian coordination trajectory is more effective in low-signal and low-resolution MRI examination. Therefore, when performing high-resolution MRI examination with a low-signal cerebrovascular system, the use of non-Cartesian coordination k-space trajectory will minimize the influence of noise and provide good images.

Coordination Chemistry of Chlorophylls: Which Side of the Chlorin Macrocycle is Favored for the Ligand Coordination\ulcorner

  • Since chlorophyll a and bacteriochlorophyll a are asymmetric molecules, an external ligand can coordinate to the central Mg atom either from the chiorin macrocycle side where the C13$^2$-methoxycarbonyl moiety protrudes (denoting as the 'back' side) or frome the other side (the 'face' side). We investigated which side of the macrocycle is favored for the ligand coordination, by survey of the highly resolved crystal structures of various photosynthetic proteins and theoretical model calculations. It is found that chlorophyll a as well as bacteriochlorophyll a and b in the photosynthetic proteins mostly bind their ligands on the 'back' sides. This finding was confirmed by the theoretical calculations for methyl chlorophyllide a and methyl bacteriochlorophyllide a as models: the 'back' type ligand-(bacterio )chlorophyll complex was more stable than the 'face' type one. The calculations predicted influence of the Cl3$^2$-stereochemistry on the choice of the side of the ligand coordination, which is discussed in relation to the presence of the Cl3$^2$-epimer of chlorophyll a in photosystem I reaction center [I].

  • Purpose : To identify importance of coordinative locomotor training, we reviewed the coordinative locomotor training using sprinter & skater with respect to motor control theory. Methods : We reviewed literatures related with sprinter & skater and coordination.. Results : The coordinative locomotor training is useful tool to improve interlimb coordination. A problem of interlimb coordination ability is to minimize the degree of freedoms during walking and to solve with context-condition variability and how to make a interlimb coordinative structures. A way of solving method is coordinative locomotor training using sprinter & skater in PNF. The coordinative locomotor training set to fit the gait steps can be applied with gait tasks and can be extended by applying the irradiation of the PNF. Conclusion : The coordinative locomotor training using sprinter & skater in PNF is a useful way method to improve interlimb coordination during walking.

Treatment of GABA from Fermented Rice Germ Ameliorates Caffeine-Induced Sleep Disturbance in Mice

  • ${\gamma}$-Aminobutyric acid (GABA), a major inhibitory neurotransmitter in the mammalian central nervous system, is involved in sleep physiology. Caffeine is widely used psychoactive substance known to induce wakefulness and insomnia to its consumers. This study was performed to examine whether GABA extracts from fermented rice germ ameliorates caffeine-induced sleep disturbance in mice, without affecting spontaneous locomotor activity and motor coordination. Indeed, caffeine (10 mg/kg, i.p.) delayed sleep onset and reduced sleep duration of mice. Conversely, rice germ ferment extracts-GABA treatment (10, 30, or 100 mg/kg, p.o.), especially at 100 mg/kg, normalized the sleep disturbance induced by caffeine. In locomotor tests, rice germ ferment extracts-GABA slightly but not significantly reduced the caffeine-induced increase in locomotor activity without affecting motor coordination. Additionally, rice germ ferment extracts-GABA per se did not affect the spontaneous locomotor activity and motor coordination of mice. In conclusion, rice germ ferment extracts-GABA supplementation can counter the sleep disturbance induced by caffeine, without affecting the general locomotor activities of mice.

  • Purpose: The purpose of this study was to identify role through job analysis (duties and tasks) of nurses who work as clinical nurses with education and clinical nurse with patient coordination within the hospital. Methods: The DACUM committee was organized with 8 nurses each, clinical nurses with education and clinical nurses with coordination. The committee derived the duties and tasks of the two groups of clinical nurses from their actual work in the hospital through a DACUM workshop. Validity of the derived duties and tasks was tested by 12 nurses at each of 3 hospital. Results: For clinical nurse with education, 8 duties and 45 tasks were identified, which included patient education and consultation, patient advocacy, management of the therapeutic process, direct nursing care, activities work directed at improvement, management of health promotion events, administration work, and self-improvement. For clinical nurse with coordination, 10 duties and 54 tasks were identified, and included client consultation, client education, direct nursing care, coordination of therapeutic flow, employee education, public relations with the community, planning and operation of meetings, administration work, work directed at improvement, and self-improvement. Conclusion: The results of this study contribute to not only the work of the participants but also basic data for human resource management in the hospital.
