동경 128도 이동 오징어 공조조업에 관한 정치경제학적 연구 (A Political-Economic Study on Cooperative Squid Fishing East to the $E128^{\circ}$)

  • The main purpose of this study is to analyze the cooperative squid fisheries problems surrounding the $E128^{\circ}$, established by the 1965 Korea - Japan Fisheries Agreement which banned Korean large trawlers' fishing east to the $E128^{\circ}$ In fact, the moratorium was put on by Japans request. However, such issue did not occur until the filefish stock in the southern Korean sea, which was a major target fish species of the large trawl fisheries, The filefish stock collapsed completely around 1991 and at the same time most of bottom fish stocks in the East China Sea began to show a symptom of over - exploitation. Thus, the off - shore large trawlers learned to have a little opportunity of finding out alternative fish stocks as well as fishing grounds. Fortunately, at that time squid resource stock and consumption were on the increasing trend. The large trawl fisheries were able to economically exploit squid stock east to the $E128^{\circ}$ through cooperative fishing with squid angling light boats in the East and East - South Sea, even though such cooperative fishing activities violate the existing fishery laws apparently. Some important reasons that the large trawlers have continued the cooperative fishing seem to be because (ⅰ) squid resource stock has been on the increasing state over time, (ⅱ) the trawl fisheries have made a significant contribution to meeting domestic and export demands and stabilizing squid prices, and (ⅲ) they have kept domestic squid market from foreign competition. However, the new Korea - Japan fisheries agreement in 1998 provided a momentum of questioning the effectiveness of the $E128^{\circ}$ by the squid - related fisheries other than the squid angling. Serious conflicts between squid - related fisheries began to emerge and to be much intensified. Squid angling industries in the East opposed to large trawlers's efforts to formalize such illegal cooperative squid fishing activities. Their main argument was that such formalizing would definitely make the East coast squid prices lower and in turn their business performance would be worse off. The results of quantitative analysis suggest that the trawlers' massive landing may have a significant influence on lowering the east coast squid prices. Now, an important issue that the squid - related fisheries and the government are facing is to solve such complex squid fishing problems through a multi - participatory negotiation process, including price stabilization, total allowable catch level and its operation schemes, $E128^{\circ}$ rearrangement, and so on.

협조적 게임이론을 이용한 국가 간 수산자원관리에 관한 연구 (A Study on the Management of International Fishery Resources using Cooperative Game Theory)

  • This study demonstrates that cooperative management can provide more benefits than noncooperative management for Korea and Japan fishery. We have studied one management strategy, namely, fishing under joint maximization of net benefits in coastal waters of two countries, using a cooperative game theory. The present net return under non-cooperation amounts to 420,255 million won. However, if two countries cooperate one with another, this figure can get to 2,636,565 million won. We consider this to be an important conclusion as close management relationships have developed between the two countries since the establishment of the EEZ in 1996. The results of the study can also help balance resource conservation and the appropriate catch quota in each country.

일본의 양식어장 이용제도에 관한 연구 -구획어업권을 중심으로- (A Study on the Utilizing System of Aquaculture Farms in Japan)

  • The objects of this study are to consider the current features and the development process of the utilizing system of aquaculture farms in Japan, and to suggest the theoretical basis for improvement of aquaculture system of Korea in the future through the analysis of background of the liberalization theory proposed recently. The aquaculture-fishery system of Japan was begun from the Meiji Era Fishery Act and New Fishery Act of the World war II. A small sum of fishery fee is paid to the fishery cooperative having fishing rights for securing fishing area newly, because the aquaculture of Japan belong to fishery cooperative not individual ownership of union membr of cooperative society, the other words, cultivation fisheries household. In case of Korea, there are several differences with Japan as follows; almost cultivation fisheries household has a individual license, the lisence of fishing rights are recognized as an article, the license of fishing lights are able to do sale. Therefore, it is needed to paid a lots of money for securing fishing area newly. On the other hand, advanced countries in the marine aquaculture such as Norway have reached the stage where the managing abilities of marine aquaculture are similar to those in the manufacturing industry. And the number of large scale aquaculture farms with developed technologies and advanced marketing strategies in those countries is increasing. Considering that the marine aquaculture in Japan under the similar fishery systems of Korea has developed the state-of-the-art management skills or lead to large scale management, it is difficult to expect the decrease in the production costs under the small scale family business in Korea and this will lead to the decreasing competitive advantage over the imported seafood. Therefore marine aquaculture in Korea needs to increase the economy of scale to acquire the competitive advantage.

IUU 어업 방지를 위한 국제적 규범과 우리나라 관련 법제의 개선방안 (International Laws for the Prevention of IUU Fishing and Improvement Plans for Related Law Systems in Korea)

  • Efforts to prevent IUU fishing began in 1996 as the IUU Antarctic Marine Living Resources Conservation Committee reported the multilateral efforts of the international community and related international organizations to prevent IUU fishing. Korea has recently been pointed out by the international community as to many problems regarding its will to eradicate IUU fishing. It is true that Korea has ever been designated as an 'IUU participating country' or a 'non-cooperative third country' by the international community and that there have been considerable difficulties in exporting seafood and using ports along with the deterioration of the national image. In 2020, with the efforts of related organizations and fisheries companies, Korea is now free from being known as a that Korea has recovered some degrees of trust from the international community through strengthening legal sanctions against IUU fishing and thorough implementation of follow-up measures is now free from non-cooperating country it cannot be said that the basic problems have been completely resolved just because it has emerged as a disgraceful country, and the current state of IUU fishing of Korea leaves a room for designation as a 'non-cooperative third country' again at any time in the future. Accordingly, there is an urgent need to examine the problems of the IUU fishing-related legal system in Korea and to come up with an improvement plan. Therefore, this paper reviews international norms for IUU fishing regulation (PSMA etc.) and domestic laws with the Distant Water Fisheries Development Act and Propose the improvement methods for related legal systems in Korea.

  • The study is an analysis of the responses to a questionare by members of various fishing communities in Korea regarding their opinion about the vocational value of the fishing industry and factors which are acting as obstacles to entrance into the Fisheries High Schools, etc. Subjects were 2,000 : fishermen, members of the fishermen's cooperative society, and teachers and students of the Fisheries High Schools. Results indicated as follows: (a) It would be desirable to have fisheries courses incorperated in middle schools on islands and in fishing villages to improve enthusiasm of middle school students for entrance into Fisheries High Schools. (b) It is desirable that the principal or the administrator of middle schools in fishing villages and on islands should be a person who has majored in fisheries field, and so would support fisheries courses in the middle schools. (c) The level of peoples' appreciation of the fishing industry should be enhanced.

수산자원 소유.이용제도의 변천에 관한 연구 (A Study on the Evolution of the Holding and Utilizing System of Fisheries Resources in Korea)

  • This study deals with the evolutional history of the holding and utilization of fisheries resources in Korea. Fisheries resources have the basic characteristics of the density dependent self-regulating renewable and common property resources, Irrational utilization of fisheries resources is mainly due to the unlimited access to the resources. The holding and utilization of fisheries resources in Koryo era was opened to everyone. But it was nationalized in the early Yi Dynasty. The purpose of its nationalization was to provent the paticular powered-man with their monoplized holding and to levy fisheries tax. Eoeop-peop, the first modern fisheries law in Korea, was enacted as a part of the invasion policy of Japan in 1908. With the japanese annexation of Korea in 1910, the Japanese Government established a new institutional system of fisheries as a part of an overall reformation of the institutional for an implementation of the colonial policy. It was very the new enacted Fisheries Law (Gyogyorei). Also the Government enacted compulsorily another new Fisheries Law (Chosen Gyogyorei) with its adjunct laws and regulations revise the institutional system of fisheries on May 1, 1930. After Eoeop-peop enactment, the fisheries resources in Korea could be used only under the license, permission, and statement. After Korea was from Japan in 1945, Korea Government at last enacted the new fisheries law (Susaneop-peop) in 1953. The goal of Susaneop-peop was to achive the general usage and protection of the fisheries resources, and to attain the development and democratization of the fishery in Korea. This law was amended 13 times until 1990. The license fishery have a legal right on the fishery, called a fishery rigt. This right means a right of exclusive occupation and utilization of a unit of the inshore fishing grounds. The main evolutional issues of license fishery are as the following : 1) the foundation of the exclusive usable fishery right(1911, Gyogyorei), 2) the deletion of the settled U9space lift net and settled space sein net fishery, and the expansion of the cooperative fishery-No.1, 2, and 3 type cooperative fishery-(3rd amendment, 1963), 3) the deletion of the No.2 and 3 type cooperative fishery, and the separation of the culturing fishery in No.1 and 2 type culturing fishery (13th amendment, 1990). The effective period of the license fishery was amended as the following : 1) 1908(Eoeop-peop) : within 10 years, renovation system, 2) 1929(Chosen Gyogyorei) : within 10 years, unlimited extension system, 3) 1971. 7th amendment : 10 years, renovation system, 4) 1972. 8th amendment : 10 years, only 1 extension system, 5) 1975. 9th amendment : 5-10 years, only 1 extension system, 6) 1990.13th amendment : 10 years, within 10 years of total extensional years. The priority order of the fishery license was established in 1953 (Susaneop-peop). 중국 어선의 북한 동해수역 입어동향과 대응방향 (A Study on the Status of Chinese Fishing in the East Sea off North Korea and Directions for Countermeasures)

  • This study is aimed to analyze the change of chinese fishing vessels' entry into the East Sea off North Korea and suggest directions for countermeasures. Based on the real landing data in China, Chinese fishing vessels' squid catch volume and value in the East Sea off North Korea are estimated. Results show that at least 205 thousand tons of squid was caught by Chinese fishing vessels in 2014. If the catch amount is calculated by the unit price per kilogram at the same year in Korea, it would be 556.3 billion KRW. As the UN sanctions become stricter with the recent resolution 2371 passed, Chinese fishing vessels' entry may increase in the future to compensate decreased seafood supply from North Korea. Even though there are not many options left for Korea to decrease the impact of Chinese depletive fishing, the study suggests countermeasures such as strengthening cooperative crack down on the Chinese illegal fishing vessels in Korean waters; increasing cooperation with UN member countries to incorporate banning the trade of fishing rights in the next UN sanctions; establishing regional fisheries management organization and managing migratory species with China and Japan cooperatively in the long term.

어촌 소득 증대 방안에 관한 연구 : 어업외 소득을 중심으로 (A Study on Policies to Increase the Income of Fishing Villages Focused on Non-fishing Income)

  • The reduction of fishing grounds due to the establishment of EEZ system among China, Japan and Korea together with the depletion of fish resources by pollution of waters and successive reclamation projects along the east and the south coastal lines has made many problems in coastal communities including the decrease of population, the deepening aging phenomenon in the fishery society and the fall of relative income level compared with those of rural and urban residents. Especially, the income level of a fishing household is 90%. of a rural resident and 70% of a urban resident. The income of a fishing household consists of 55% of fishing income, 20% of a agricultural source, 20% of income from non-fishing areas, and 10% of transferred income. Compared with that of a Japanese fishing household which has more diverse income sources such as 62% of income coming from non-fishing areas through being hired in manufacturing firms, etc., that of Korean ones is highly dependent upon fishery and agriculture, so that the diversification of income sources is urgently needed, especially in non-fishing areas. This paper shows that as a model to upgrade fisherman's income level, firstly, it is necessary to enhance the value-added of fishing products through processing and new innovation of distribution process and, secondly, to promote tourism in fishing villages. To ascertain this model, a questionnaire survey to fishermen was carried out and showed that they expressed a strong support for the increase of income by the value-added process through processing and innovative distribution system and the active introduction of tourism in fishing villages. A case study on Gosan cooperative in Jeju was also introduced to identify the rationale of the suggested model and this study proved the validity of the model again. Conclusively speaking, to level up the fisherman's income requires the value- added activities through the introduction of product processing and new distribution system together with the introduction of marine tourism in fishing villages.

수산업협동조합의 어업권관리기능에 대한 비교 연구 -어촌계의 어장관리활동을 중심으로- (A Comparative Study of the Co management of Fishery Right by Fisheries Cooperatives - Centered on the Management of Fishing Ground through Eochon-gye -)

  • The government is largely responsible for preventing “the tragedy of the common property”, but fisherman's effort fer an autonomous fishery control is equally required. Especially in these days of EEZ such self- regulated fishery management system should be developed and cared for as well. This study aimed to explore a proper management system for coastal fishing ground that now requires the responsible fisheries management by investigating and analysing more drastically the managerial functions of fishery right by Eochon-Gye(the smallest unit of fisheries cooperative based on a fishing village), a typical fishery producer's organization in Korea. This study also included such contents as (1) an understanding of fishery producer's organization, (2) the utilization and management system of coastal fishing ground, (3) the actual condition of fishing right distribution in Korea, (4) the fishery right management and activity of Eochon-Gye, (5) the operation and distinctive feature of fishery right in Japan, (6) the intervention and limit of fishery producer's organization for fishing ground management function, and (7) summary and proposal. We made all Eochon-Gye of the whole country an object of this study and carried out an investigation into Eochon-Gye through a questionnaire. We extracted 359 Eochon-Gye, 20% of the total 1,719 Eochon-Gye as a random sample and investigated these regions through a questionnaire by mail. The contents of the questions consist of 40 items, including six categories about the organization of eochon-gye, and fishing ground management and activities.

부산시 연안 어선어업 경영체의 성공요인에 관한 연구 (A Study on Success Factors of Coastal Fisheries in Busan Region)

  • Due to the environmental changes such as decreasing and aging fishing population and increasing imported marine products, improvement of fishing business competitiveness has become one of important issues. This study aimed to analyze the coastal fishing business units in Busan region and compare their business performances in order to find out success factors. The logistic regression analysis between 4 determination factors of competitiveness and business performances showed that the ship tonnage in the factor conditions, catch of species of fishing types'kg per price in the demand conditions, cooperative sales ratio in the related & supporting industries, and net per cost in the firm strategy, and structure & rivalry had the positive(+) impacts on business performances.
