  • Focusing on Gyeonggi Library, which is preparing Metaverse services using resident participatory budgets, we deduced the role of Metaverse suitable for metropolitan representative libraries, conducting a preliminary study and analyzing various informational resources. Subsequently, we presented a collaborative content construction and service model primarily centered around the metropolitan representative library. We conducted a survey targeting on-site librarians from metropolitan representative libraries, as well as various libraries across Gyeonggi Province and the entire nation. Through this survey, we extracted insights into the Metaverse role, content possibilities, and considerations for seamless cooperation within the scope of the metropolitan representative library. Based on the opinions of surveyed librarians, it was evident that the role of the metropolitan representative library's Metaverse should function as a tool for continuous utilization of library resources and serve as a space for the entire local community. Approximately three-fourths of the respondents expressed willingness to participate in collaborative content development. However, concerns were raised about human resource limitations, budget constraints, and excessive workloads as potential obstacles to participation. This highlighted the need for systematic support from the metropolitan representative library to address these concerns.

  • This study aims to examine the International Development Cooperations (IDCs) of Daesoon Jinrihoe and discuss the future prospects of these programs in terms of Daesoon Thought. The international community calls for the active participation of various donors, and this is not limited to only traditional donors such as governments, public institutions, and multilateral organizations. In this regard, the role of Faith-Based Organizations (FBOs) and Non-Governmental Organizations (NGOs) for religious communities is recognized as important. Daesoon Jinrihoe has systematized its IDCs by expanding its overseas services to implement the three major works with the official establishment of the Daejin International Volunteers Association (DIVA) in 2013. In addition to these activities, Daesoon Jinrihoe was selected by Korea International Cooperation Agency (KOICA) in 2022. As a new religion, Daesoon Jinrihoe does not provide as much support via FBOs when compared to other traditional religions (Christianity, Buddhism, Catholicism, etc.), but it is able to conduct strategic IDCs by utilizing its expertise and capabilities (education, healthcare, etc.). In fact, the nature and content of the projects carried out by these FBOs and Daesoon Jinrihoe are similar, and the results have been remarkable considering that these programs are still in their infancy. Above all, Daesoon Jinrihoe's foreign aid is more meaningful because it does not have a religious purpose such as missionary work, and it is funded by donations from believers. In carrying out IDCs, it is necessary to promote the professionalism of IDCs based on the strategic linkage of the three major works (charity aid, social welfare, and education). It is also necessary to recognize the value and spirit of IDCs for peace and coexistence based on mutual beneficence.

  • Local governments are required to take measures to prevent occupational accidents under Articles 4(2) and 4(3) of the Occupational Safety and Health Act, and this study suggested the necessity of establishing an IT-based integrated safety and health information sharing system for serious accident reduction and safety and health management through the case of Incheon Metropolitan City. Recently, as local governments have established labor and health ordinances and basic plans, the need for an independent integrated safety and health management system based on local industrial characteristics has increased. It is necessary to establish a cooperation and support system with basic local governments and hub institutions, share integrated safety and health information with related institutions and organizations, and play a pivotal role in regional safety and health management by managing occupational accident statistics and implementing basic policies. The system through local governments' safety and health management will reduce serious accidents in the region, and the comprehensive safety and health management system for small businesses and projects ordered by local governments will strengthen the operability of the site, which will be effective in preventing critical accidents and industrial accidents.

  • This paper aims to examine how and why the role of Seoul National University has evolved through the formation of Seoul National University's entrepreneurial ecosystems (SNUEEs). To identify this, we used secondary data on SNU entrepreneurship and did in-depth interviews with 17 student entrepreneurs and supportive actors in the ecosystems. First, the university-industry cooperation policy and the first start-up boom in the late 1990s gave rise to the first generation of SNUEEs. They entered the second generation with the second start-up boom in 2010. The third generation emerged through the government's start-up support policy and the venture investment market revitalization in 2017. Second, SNUEEs have experienced transformations of the university's role from an 'ivory tower' to a 'feeder of knowledge and labor' and have become a 'hub of knowledge networks.' Third, hub institutions and organizations were established and supported by government policies, and networks of SNUEEs have been embedded in these hub institutions and organizations. SNUEEs as a hub university are evolving through the formation of a voluntary entrepreneurial culture by student entrepreneurs, the supportive policy at the university level, and the establishment of linkages with the region where the university is located.

  • This paper analyzes the danmu phenomenon with the concept of participatory culture proposed by Henry Jenkins. Unlike other comments, Danmu is a function that allows users to post anonymously while watching a video, and comments posted at that time are immediately displayed on the screen and can be viewed by other viewers. The service was first launched by Niconico. In this paper, the danmu phenomenon in the Chinese video platform Bilibili is analyzed by focusing on three aspects. First, in terms of creative sharing under collective intelligence, we explore how users create their own creations and share them with other users through danmu. Second, in the collaboration model under public participation, the method and meaning of collective cooperation through users' interaction is dealt with. Third, in terms of financial support of commercial capital, the influence of danmu videos to create commercial profits is analyzed as a case. In addition, the negative aspects and challenges of participatory culture in Bilibili are analyzed. Negative aspects such as participation gap, copyright infringement, excessive use of danmu and problems of anonymity were reviewed, and major challenges to realize the potential of danmu as a participatory culture were suggested. This paper comprehensively analyzes danmu using research methods such as literature review and case studies, and through this, tries to derive insights on how participatory culture and danmu interact and evolve in modern society. Danmu, as a participatory medium, is an important tool that promotes individual and collective creation and interaction, and is pioneering a new boundary between the media industry and its users.

Currently, on account of strategic competition between U.S.A, and China in this area as well as supranational·non-conventional threats, the security environment is unstable, required joint/allied responses. So, lots of states inside(U.S.A., Japan, ASEAN, etc.), also, out of this Indo-Pacific area like EU-NATO, open their own strategy related in Indo-Pacific issues to be involved. R.O.K. government took its own line with publishing self strategy following this international trend, it can be shown korean government's strong intend to join in the pending security issues in this region with 'strategic clarity'. Now, R.O.K. Navy has to back up governments, policy. First, R.O.K. Navy should strengthen the relationship inside and take part in the multilateral cooperation of security. • This study was conducted to understand current management status of 'day and night care' facilities and to explore the related factors with rates of operation of them. The nationwide mailing survey was conducted with structured questionnaires from July, 14, 2010 to July, 28, 2010. The subjects were 277 facilities (response rate 24.5%). Regarding the types of operating, 79.1% of faculties was run by cooperation, and 17.8% and 3.6% for individuals and national/public institutes respectively. The average of operation rate was 70.15%. National/public institutes showed higher in the rate of operation(79.08%) than 72.49% of cooperations and 57.78% of individuals. The number of manpower was not nearly different by the types of operating bodies, but the number of nurse was significantly different among them. The national/public institutions had 1.07 nurses while individual institutions have only 0.08. We found that facilities run by national/public institutes and founded before 2008 years showed higher rate of operation. In case of providing regular monitoring and evaluation services, and music program for patients showed higher rate of operation. In addition, the number of managers, social workers, and nurses increase the rate of operation. We suggest that quality management and monitoring program for the facilities which run by individuals or established after 2008 years would be developed. We also call for development of programs for facilitating utilization of 'day and night care' facilities such as expanding the family support.
