A Study on the Introduction of Advanced Technology in the Realm of Defense (민간 신기술의 국방 분야 도입방안에 대한 연구)

  • It is expected that the technology of the fourth industrial revolution will increase the productivity and efficiency of the industrial world. Many countries are providing political and financial supports to make big advances in the technology. Especially, developed countries, such as USA, Germany and Japan, are trying to use the technology for manufacturing and finance industry, and to increase the opportunity of test-bed environment. However, many restrictions hinder adopting non-governmental technology in defense due to various limitations such as national security and protection of technology. In this study, we propose methods to adopt new and non-governmental technology in defense through by investigating internal and external policies related to technology and case studies. First, it is necessary to expand opportunities to let small and medium sized companies participate in defense R&D projects. Second, it is important to improve R&D systems for introducing new and non-governmental technology on the defense industry. Third, it is needed to increase test-bed environments for experimenting and evaluating new technologies in the defense industry. Thus, we expect that the proposed methods will help form strategies for small and medium sized companies, and analyze trends for introducing new technologies in the defense industry.

Usability Evaluation of the Drone LiDAR Data for River Surveying (하천측량을 위한 드론라이다 데이터의 활용성 평가)

  • Currently, river survey data is mainly performed by acquiring longitudinal and cross-sectional data of rivers using total stations or the GNSS(Global Navigation Satellite System). There is not much research that addresses the use of LiDAR(Light Detection and Ranging)systems for surveying rivers. This study evaluates the applicability of using LiDAR data for surveying rivers The Ministry of Land, Infrastructure and Transport recently launched a drone-based river fluctuation survey. Pilot survey projects were conducted in major rivers nationwide. Studies related to river surveying were performed using the ground LiDAR(Light Detection And Ranging)system.Accuracy was ensured by extracting the linearity of the object and comparing it with the total station survey performance. Data on trees and other features were extracted to generate three-dimensional geospatial information for the point-cloud data on the ground.Deviations were 0.008~0.048m. and compared with the results of surveying GNSS and the use of drone LiDAR data. Drone LiDAR provided accurate three-dimensional spatial information on the entire target area. It was able to reduce the shaded area caused by the lack of surveying results of the target area. Analyses such as those of area and slope of the target sites are possible. Uses of drones may therefore be anticipated for terrain analyses in the future.

Establishment of Health City Development Plan Using BSC Technique -The Case of 'N'-Gun Health Center- (BSC기법을 이용한 건강도시 발전계획수립 -N군 보건소를 중심으로-)

  • Although it is Gun area, 'N'-Gun in Gyeongsangnam-Do has continually been implementing the 'health city' project after it entered the program in 2005 to promote healthy lives of its residents. It is evaluated that there has been a considerable achievement; on the other hand, however, as the circumstances surrounding 'N'-Gun are rapidly changing, needs for new advanced 'health city' projects with improved qualities are growing. This study was conducted to suggest a advanced model of 'health city' plan through the case analysis of 'N'-Gun in Gyeongsangnam-Do. For this purpose, international as well as national health-city-related literature and data were broadly gathered and reviewed, and, based on this, we established 'N'-Gun Health City development plan, utilizing BSC(Balanced Scorecard) technique. Main contribution and implication of this study would be the suggestion of the model whereby the problems that many existing health city plans are facing can be systematically evaluated, and more effective methods of developing the plan can be applied based on the evaluation. Also, it is especially expected that the BSC technique would be a very useful framework for developing health city plans in the future.

A Study on the Ways to Embrace Stereoscopic 3D Cinema in Korea (3D 시네마 수용 방안 연구)

  • James Cameron's "Avatar" has broken the national record of movie ticket sales, and it caused the boom of 3D and 3D related fields. This research is focused on the appropriate ways to embrace the stereoscopic 3D cinema and the assumable result in Korea. The new stereoscopic 3D is different from the old fashioned analogue 3D, and it has many possibilities that may influence Korean film industry. Since 1990s, the number of Korean film school has increased drastically, and many of those who graduated from the schools would experience fierce job market. 3D converting projects that require a lot of film majored personnels would solve the overly supplied film majored professionals. Through Korea's hundreds of film schools, when they include 3D filmmaking in their curriculum, they can train and educate 3D related staff such as stereographer, convergence puller, and depth continuity artists, and Korea can be an important 3D staff train center in the world. Educating 3D filmmaking can produce a noticeable result in terms of accepting 3D cinema. Stereoscopic 3D cinema has many possibilities in many fields not only in cinema but also almost every fields that related to the imagery. With government's supports, the investments from the 3D related corporations, and 3D education in colleges would be fast and efficient way to embrace and accept stereoscopic 3D cinema in Korea in terms of the size and the profit.

COBie-based Building Information Exchange System Framework for Building Facility Management (건축물 유지관리를 위한 COBie기반 건축정보교환체계 프레임웍 연구)

  • The Construction Operations Building Information Exchange (COBie) collects and documents a large amount of information from different paths in one place during design and construction projects. This documented information is readily available as a means of continuously transferring data to the facility management systems used by building engineers. In this process, the COBie Worksheet, an open standard form, is used to input the information by simplifying the list required by the user. As a result, COBie was developed to improve dramatically how relevant information is obtained and updated to support operations, maintenance, and asset management at the design and construction stages. On the other hand, to use COBie, a great deal of manual work is required for information linkage and quality inspection with heterogeneous data models. These issues become obstacles to COBie-based facility management system development. This study analyzed the COBie information system and defined the framework for simpler operating maintenance information from BIM (Building Information Modeling). Moreover, the rules for facility management information submission, quality inspection, role definition of framework components, and information linkage were derived. COBie DB schema and support data linkages could be generated effectively based on the proposed framework in prototype development.

Military Life Pattern of Maladjusted Soldiers (복무부적응 병사의 군생활 패턴)

  • This qualitative research examined the experiences and patterns of military life of service maladaptive soldiers. The research site was the place where the soldiers of the A-adaptive soldiers' healing program were conducted, and the study period was conducted from September 2016 to December 2017. Maladaptive soldiers' military life experience pattern was analyzed, and their experience consisted of three domains (early domain after joining the army, middle domain after joining the army, and last domain where they failed to adapt themselves), five cultural themes, 12 categories, and 29 attributes. The cultural themes of maladaptive soldiers in their military life experiences were as follows: facing unfamiliar military culture, hardship, being left alone in a group, pain becoming unbearable, and the last choice of leaving a painful military life. Maladaptive soldiers attempted suicide after they failed to overcome the psychological pain, but they needed help during their early period of adaptation. Moreover, during their middle period of adaptation, they needed guidance for their immature coping strategies, and ultimately they had misperceptions about their death together with a pessimistic view about their life. These results are expected to be used as basic data for the development of mental nursing arbitration programs and suicide prevention projects to help service maladaptive soldiers.

A Study on Output Enhancement Method of PV Array Using Electrical Circuit Reconfiguration Algorithm (전기적 회로절체 알고리즘에 의한 태양광 어레이의 출력향상 방안에 관한 연구)

  • Recently, RES (renewable energy source) projects have been spreading all over the world as an alternative to solve the shortage of energy and environmental problems caused by fossil fuel consumption. The Korean government also supported the policy and demonstration project to increase the proportion of renewable energy to 63.8[GW] until 2030, which is 20[%] of the total power generation. On the other hand, output loss of a PV array can occur when the surrounding high-rise buildings and trees shade a PV array. Therefore, this paper proposes an algorithm to improve the output loss of a PV array, which electrically changes a circuit configuration of PV modules by wiring and switching devices. Furthermore, this study modeled a PV system based on PSIM S/W, which was composed of a PV array, a circuit configuration device, and a grid-connected inverter. From the simulations results with the modeling and test device, the existing method showed no output when 50% of the shade occurs in PV modules. In contrast, the proposed method could produce the output because the voltage in the PV module could be restored to 246[V], and the operation efficiency of the PV system could be improved by the operation algorithm of the circuit configuration device.

A Study on the Improving Fiscal Capability of Local Government -Focusing on the case of zeroing debt policy in Yong-in city (지방정부 재정역량 제고에 관한 사례 연구 -용인시 채무제로화 정책을 중심으로)

  • The purpose of this study is to analyze debt zeroing policy process of Yong-in city based on the Kingdon's Multiple Stream Framework in order to contribute to strengthening financial capacity and competitiveness of local governments. This study focused on the Yong-in case because the city had a local debt of about KRW 800 billion as of 2012, but it completed the debt repayment in early 2017. The results are as follows. First, policy problem streams are the perception of Yongin City's debt indicator, the failure of the LRT project, and the failure of sale of buildinglots of Yukbuk district. Second, in the political stream, there have been the election of new governors, cooperation of local administration and citizens like budget cut. Third, policy alternative streams are the reduction of large-scale investment projects, the expansion of revenues through the sale of idle shared properties, the increase of tax revenues, and the activation of light rail. As the each streams flowed independently, the window of policy change opened by the revitalization of the real estate market and the sale of buildinglots of Yukbuk distric and combined with other policy factors such as the activation of the light rail. In this process, the role of the policy entrepreneurs such as negotiation and persuasion of the related institutions influenced achieving tight fiscal policy. As a result of this policy output, Yongin City achieved zero debt. This study suggests that it is necessary not only the importance of the role of policy entrepreneurs but also of the administrative and citizen cooperation and the institutional complement such as a large scale of the investment review system.

A study on the Determinant Priority of Royalty between Government-funded research centers and Companies who were transferred the technology. ; Focused on the case of 'N' Center. (기술이전 협상에서 기술도입 기업의 기술료 결정 요인 중요도에 관한 연구 ; N 사업단 기술도입 기업 사례를 중심으로)

  • The purpose of this study is to present meaningful information and policy implications concerning the determinants of royalties to the government-funded research centers and agencies. These groups are responsible for policies encouraging technology transfer from the public sector to the private sector. To identify key determinants of royalties in technology transfer, this study conducted AHP survey analysis (Survey period: 01/10~31/10, 2016) of 85 companies which were participants of the R&D project "Next Generation BioGreen21" of R.D.A in the "N"center from 2011 to 2015. Research results show that the critical factors include: 1)Technical considerations for determining the profitability of the technologies, 2)The interest and willingness of the management group, 3)Necessity and urgency of technology transfer. These findings suggest three main policy implications. First, the government-funded research centers and agencies should develop technologies that help companies improve their commercialization as well as the profitability in the near future. Second, government-funded research centers and agencies should consider reducing the administrative burden of the royalty payment for private companies. Third, public R&D projects should reflect the proper research schedule for technology development on the basis of the R&D time span of companies which transfer technology.

A Study on the Architectural Meaning and Characteristics of L'Art Sacré Movement advocated by Marie Alain Couturie (마리 알랭 쿠튀리에가 주창한 성미술(L'Art Sacré) 운동의 건축적 의미와 특성 고찰)

  • This study aimed to find the architectural meaning and characteristics of L'Art Sacr? Movement advocated by Dominican Father Marie Alain Couturie. From 1936 till 1954 Father Couturier was the chief editor of the review L'Art Sacr? that became very influential among art critics no longer satisfied with what was considered outdated 19th century church interior decoration. Marie Alain Couturie was a French Dominican friar and Catholic priest who gained fame as a designer of stained glass windows. He was noted for his modern inspiration in the field of Sacred Art. Couturier's greatest ambition was to revive Christian art by appealing to the independent masters of his time. From these viewpoint, we investigated the background and process of the movement and analyzed the architectural meaning and characteristics which represented the Art Sacr? movement. The analyzed chapel buildings were as follows: 1) The Church of Notre-Dame de Toute Gr?ce du Plateau d'Assy, bringing together Braque, Matisse, Rouault, L?ger and Chagall, 2) The Chapel of Saint-Marie Rosaire by Henri Matisse, 3) The Chapel of Notre Dame du Haut and The Couvent de La Tourette by Le Corbusier, and 4) The Rothko Chapel by Mark Rothko and Philip Johnson. These L'Art Sacr? projects inscribedthemselveswithin what was the century's most serious attempt at the reintegration of Art and religious space. Courturier's interactions with artists and architects are traced and shown to have played a major role in the evolution of the priest's thinking and Church interior decoration. At the same time, Courturier's clear and vigorous L'Art Sacr? articles were both defining the theoretical basis of new vision and anticipating the renewal of the religious space.
