건축물 시공단계에서의 온실가스 배출 관리 방안 -국내외 친환경 인증제도와 일본 현장의 대응 방안을 중심으로- (Greenhouse Gas Management Policy during Construction Execution Phase -Focused on Green Building Rating Systems and Japanese Case-)

  • Until now, the eco-friendly construction (green construction) has been focused on reducing environmental impacts in use(operation and maintenance) phase. Considering the environmental influence along the life cycle of construction project, the impact in execution phase is rather lower than that in use phase. However, that impact is thought to be greatly decreased by well-organized activities. Based on its urgency and requirement for timely action, this study aimed to discuss the greenhouse gas (GHG) reduction plan in execution phase from a broad perspective. To achieve this purpose, the green building rating systems in domestic and foreign countries have been reviewed, and the practice in Japan was investigated. In order to improve current on-site greenhouse gas management, the integration among construction phases, participants, and environmental factors, and institutional supports are required as well as the contractor's efforts.

ANALYZING CAUSES OF CHANGE ORDERS IN KOREA ROAD PROJECTS

  • The Korean government implemented 259 road projects from 2004 to 2007, valued at $18.4 billion. Change orders of these road projects occurred 8,973 times and, subsequently, caused significant increases in the cost of the projects, approximately up to $4.2 billion (22.8% of the initial budget). These significant problems of huge change orders require a more workable control system for budget management whereas the effectiveness of the government's control is still not satisfied. However, previous approaches and studies mostly limited their analyses to simply classifying the causes of the change orders. This paper investigates the real frequency and cost impacts incurred by each cause of a change order, primarily based on 218 road projects in Korea. The paper then identifies the attributes of change orders through a survey of 204 project participants in that those sources were inevitable or avoided if properly managed. The causes of the change orders are further analyzed with analysis of variance (ANOVA) in connection with contract volume, bid award rate, the contractor's capacity to perform, and the design company's capacity. This study found that if the contract volume is smaller, then the possibility of change orders is higher. Interestingly, if the bid award rate is less than 67.5%, it signifies the highest rate of change orders. In addition, the contractors whose construction ability is assessed as the top-ranked group showed the lowest change order rates. With these results, this paper provides the preventive guidelines for reducing the likelihood of change orders.

위탁급식전문업체, 고객사, 고객 측면에서 위탁급식업의 지적자본 지표간 인과관계 분석을 통한 다자간 활용도 탐색 (Directional Analysis on Intellectual Capital Indicators of Contract Foodservice Management Company in the Viewpoint of Contractor, Client, and Customer)

  • The purposes of this study were to a) examine IC (intellectual capital) circumstance of CFMC (contract foodservice management company), b) identify the correlation between IC of CFMC, c) analyze the cause and effect of IC in the viewpoint of contractor, client, and customer. The questionnaires of IC measurement were handed out to 108 CfHCs, there composing of main office employees, foodservice managers, customers, and clients of 207 school, 38 hospital, and 86 business/industry foodservices. The statistical data analysis was completed using SPSS Win (ver 12.0) for descriptive analysis, correlation analysis, simple linear regression analysis. First, CFMCs had operational experience for an average of 8 years and 8 months, and served an average of 38,540 meals a day. Most of the respondent companies operated 'food supply/distribution($50\%$)', 'catering ($46.7\%$)', and restaurant business ($43.3\%$)' except for institutional foodservice and managed an average of 66 clients for the contract period of 2 years and 3 months. Second, there was positive correlation between $\ulcorner$sales of foodservice$\lrcorner$ and 'market ability', $\ulcorner$client satisfaction$\lrcorner$ and necessary intellectual capital for managing branch/chain foodservice office, and $\ulcorner$customer satisfaction$\lrcorner$ and $\ulcorner$renewal and development$\lrcorner$, 'market ability', 'infrastructure support for foodservice operation', 'employee satisfaction', respectively. Finally, the result of the cause and effect analysis on CFMCs, clients, and customers was positively influenced by 'client satisfaction' with 'customer satisfaction', 'infrastructure support for foodservice operation' and 'customer satisfaction' with 'employee satisfaction', and 'infrastructure support for foodservice operation'. In conclusion, if CFMCs were to perform a routine checkups by utilizing CFMC's IC measuring tool, improvements in CFMC operational capacities as well as foodservice quality can be noted. Additionally, CFMCS can satisfy their client-customer relationship by employing internal marketing thechniques for employee, a more efficient infrastructure support system, and construc tive infrastructure utilization. Therefore, CFMCs can show significant improvement in their sales and foodservice quali-ty though continuous maintenance of the client and customer satisfaction.

  • Safety accidents, which are called industrial accidents in construction work, are often caused by unstable physical and personal conditions combined during preparation and execution of work. It is difficult to manage all the construction works, but especially in the field of apartment construction work, complex and many kinds of works are being carried out at the same time. In the current construction, safety regulations such as safety management guidelines are generally well maintained, but the execution of manpower resources that can fulfill them is limited, and it is difficult to reduce the accident rate and loss cost. Therefore, in this study, it is a reality that most of the types of construction work are under contruction by subcontracting contract, so they are limit by methods of manual maintenance and safety education. Currently, the subcontractor is also allowed to perform safety management through the composition of the safety management review body, but it is operated formally. So alternatives to this were studied. As a result, safety accidents occur in the subcontractor's worker due to vertical integration, which is characteristic of the construction industry, together to the contractor, the safety management system is based on a safety construction system in which a worker who has a certain qualification condition such as career experience of the work type, work understanding of the work type, and management experience of the work type among the subcontractor, when we manage based on mutual personality which is the personality of interpersonal relationship that can communicate with each other by work type, process and grouping, it is concluded that effective and practical safety management can be achieved to reduce the accident rate and loss cost.

국내 의류기업의 정보공유 시스템 특성 및 활용효과에 관한 실증연구 (A Case Study on the Properties and Effects of the Information Sharing System in the Korean Apparel Manufacturers)

  • As apparel manufacturers have increased their outsourcing garment making to cope with the rapid changing market, the information sharing has been the most important factor for the Korean apparel industry. The purpose of this research was to identify the properties and effects of information sharing system between Korean apparel manufactures and contractors. For this study, two apparel manufactures which actually used the information sharing systems were case-studied for the properties and effects of the information sharing system. The results of this study are shown as follows; 1) The companies ("J" and "S"), studied in this paper used sharing information mostly on order, delivery, and accounts within their contractors based on information sharing system. Company "J" turned out to have strong partnership with their contractors and developed more flexible manufacturing system and QR strategy. They shared not only basic transaction information but also quality inspection information and work-in-process information by using information sharing system. 2) The effects of information sharing system were proved as business transaction time reduced more than 60 percent, compared when staffs had to face to face, or use phone or fax to deliver documents. This study was investigated to provide an example which introduces information sharing system objectively and systematically to the apparel industry.

  • 측량 기준점은 국민의 재산권 설정과 밀접한 연관이 있는 국가 중요시설물로 국가 또는 지자체에서 관리하고 있다. 따라서 이와 같은 측량 기준점은 측량성과는 물론 데이터베이스 및 표지의 관리에 이르기까지 중요한 국가 자료임에도 그동안 방대한 물량에 따른 인력, 시스템, 관련 제도 등 관리적 측면에서 각종 문제점들이 지속적으로 제기되어 왔다. 현재, 지자체마다 지리정보시스템이 개별적으로 구축 및 운영되고 있으나, 통합, 연계 및 활용 측면에서는 미흡한 실정이다. 따라서 본 연구에서는 지리정보시스템을 기반으로 한 측량 기준점 관련 정보 제공 및 관리를 위한 관리시스템의 기능 개선 방안과 기준점 이전 경비의 선납부제도 정착방안을 제시하였다. 이를 통해 관리자와 사용자 중심의 One-stop 기준점 관리 통합 시스템 구축의 근간을 마련하고, 기준점 망실 원인자 불명에 따른 기준점 복구비 부과 문제를 해결할 수 있을 것이다.

공공발주자 의사결정에 미치는 가치공학(VE)의 영향력 분석 - 프로젝트 생애주기를 중심으로 - (The Influence Analysis of Value Engineering for the Public Empoyer's Decision Marking - Focused on the Project Life Cycle -)

  • 공공프로젝트 발주자들에게 VE의 중요성이 점증되고 있다. 본 연구에서는 VE 공공발주체계의 과학화, 시스템화를 통하여 공공발주자의 의사결정을 객관화시키고 발주체계 관련자들의 상호신뢰 회복을 위한 의사결정 지원체계의 구축을 위하여, 공공발주자에게 미치는 VE 프로젝트 발주체계의 영향력 분석에 대한 DB를 구축하는데 그 목적이 있다. 이에 국내의 VE 수행현황 분석을 통하여 수행체계의 문제점을 고찰하고, 도출된 문제점의 개선을 위하여 건설VE 수행사례를 통한 프로젝트 발주 시 고려하여야 할 VE 영향요소를 추출하여 설문결과에 대한 회귀분석 및 요인분석을 통하여 전체의 60%이상의 영향력을 가지는 15개의 영향요소를 도출한다. 도출된 영향요소에 대한 AHP분석을 통하여 프로젝트 생애주기 동안의 각 단계에 미치는 영향력을 분석하여 제시하였다.

  • 건설사업의 관리는 정보화 환경에서 이뤄지고 있으며, 건설업무 추진 중 많은 양의 건설정보가 생성된다. 사업종료 후 건설정보는 성과물 형태로 정리되어서 발주자에게 이관된다. 정보화의 발전에도 불구하고 성과물은 문서, 자료 등 파일을 CD로 작성하여 제출하는 방법을 현재 따르고 있다. 기업의 관점에서 다수의 프로젝트가 존재할 경우 파일형태의 성과물 관리는 데이터 관리에 있어서 비효과적이다. 본 논문은 XML 데이터베이스를 기반으로 하는 성과물 관리 프로세스를 제시하여 프로젝트 성과물의 활용성을 높이는 것을 목적으로 한다. 새롭게 제시된 프로세스에서는 건설 프로젝트의 성과물을 단순한 파일 형태로 제공하는 것이 아니라 데이터베이스 형태로 제공한다. 본 연구의 효과를 검증하기 위해서 개발된 XML 데이터 베이스 기반의 성과물관리시스템 파일럿은 성과물 자료의 이관을 편리하게 할 뿐만 아니라, 데이터의 저장과 검색, 수정을 용이하게 하여 성과물의 활용성을 높인다는 것을 보여준다.

  • EVMS(Earned Value Management System)는 사업을 관리하는 정부나 사업을 수행하는 업체의 관리자들이 비용과 일정을 주기적으로 추적함으로써 현재의 사업진행 상태를 파악하고 미래를 예측할 수 있는 관리기법이다. 이 관리기법은 미국, 호주 등에서 국방연구개발 사업에 의무적으로 적용해오고 있으며, 그 효율성이 이미 입증된 기법이다. 그러나 외국에서 수행하고 있는 EVMS를 그대로 우리나라에 도입하는 것은 환경적 차이로 인해 많은 문제점을 가지고 있기 때문에 우리나라에 환경에 적합한 EVMS 적용을 위해 연구를 꾸준히 수행하고 있다. 본 논문에서는 먼저 EVMS에 대한 개념을 먼저 고찰 해보고, 저자가 직접 관리하고 있는 차기경구난차량 연구개발사업에 적용한 EVMS 적용실태 분석을 통해 문제점을 도출하고자 한다.
