  • The purpose of this study is to provide the problems of insurance system of maritime facilities(Gas Plant) in korea. In order to find out the problems of insurance system of construction work, the literature research and case study on the maritime facility construction are adopted as research method. And this study analyzed the construction cases of maritime facilities(Gas Plant) to which the national contract law was applied for the first time. The findings of this study are as follows: In the case analysis of 00 facility construction, the contractor pay additional insurance fees for the construction. And the regulations on insurance registration are not stated clearly relating to the enforcement ordinance of the national contract law.

  • 소프트웨어의 크기가 대형화되고 복잡화됨에 따라 소프트웨어의 기능성 오류 및 취약점을 개발 후 테스팅에 의해 찾는 비용이 매우 커지고 있다. 또한 테스트에 의한 방법을 통해 내재된 모든 오류나 취약점을 찾는 것은 거의 불가능하다고 인식되고 있다. 이러한 이유로 소프트웨어 개발에서 오류 및 취약성을 제거하고자 하는 노력이 증대되고 있다. 본 논문에서는 오류를 줄이고자 하는 기법중 하나인 Design by Contract와 취약성을 줄이고자 하는 시큐어 코딩을 소개하고, 이 두 가지 기법을 접목하여 오류가 없는 안전한 소프트웨어를 개발하는 방법을 소개한다.

  • Sensor networks are often deployed in unattended environments, thus leaving these networks vulnerable to false data injection attacks in which an adversary injects forged reports into the network through compromised nodes. Such attacks by compromised sensors can cause not only false alarms but also the depletion of the finite amount of energy in a battery powered network. In order to reduce damage from these attacks, several security solutions have been proposed. Researchers have also proposed some techniques to increase the energy-efficiency of such security solutions. In this paper, we propose a CH(Cluster Header) selection algorithm to choose low power delivery method in sensor networks. The CNP(Contract Net Protocol), which is an approach to solve distribution problems, is applied to choose CHs for event sensing. As a result of employing CNP, the proposed method can prevent dropping of sensing reports with an insufficient number of message authentication codes during the forwarding process, and is efficient in terms of energy saving.

The Effect of Construction Safety Supervision System on Risk Control and Reduction (건설안전감리제도가 위험제어 및 절감에 미치는 영향)

  • This study is intended to look into the effect of construction safety supervision system on risk control and reduction. To achieve this, a survey was carried out to 114 companies in construction, ordering, contract and management. The overall findings were as follows. The effect of construction safety supervision system on risk control and reduction showed that factors of supervision system, supervision cost and supervision method had a positive effect on risk control and reduction. And their perception of the introduction of safety supervision system in construction sites according to process showed that there was a difference between them according to the field of ordering, contract and supervision. There was the biggest difference between owner and contractor in double supervision system, but no difference between them in the perception of risk reduction. These results show that all ordering, contract and supervision are positively needed for the introduction of construction safety supervision. This means that there is a difference between owner and contractor in the perception of process according to system operation. All companies agree to system improvement by the settlement of safety supervision system for the prevention of safety accidents and safe construction, but the systematic complement of safety supervision is the burden of contractor. And there is a big difference between owner and contractor in the perception of responsibility and concern for cost burden.

  • Traditionally, schedule analysis in Korea has been used, mainly through the Critical Path Method, to evaluate the claim for extension of time and/or the amount of liquidated damages for delay. Critical path method, however, cannot identify the delay event and its impact occurred in non-critical path especially in multi facility projects. In multi facility projects that comprise several independent but related facilities or structures, each facility has its own facility critical path the duration of which will be impacted by facility specific critical delays. Thus, only through the non-critical delay analysis along with the critical delay analysis damages not attributable to contractors may be remedied in full. Because all the records and pictures can reveal what has actually happened in post contract review, only the retrospective analysis rather than the prospective analysis based on the assumptions can establish the cause and allocate the each parties' responsibilities appropriately.

  • Blockchain technology has been highly evaluated for its contracts (contracts for sale, real estate contracts) because of its excellent security, including integrity and non-repudiation. In a blockchain, these contract services can be developed using a technology called a smart contract, and several blockchain platforms provide a programming language for developing smart contracts. Bitcoin and Ethereum, typical blockchain platforms, provide the Bitcoin Scripts and Solidity languages. Using these programming languages, we can develop the smart contract, a digital contract that can be processed dynamically. Smart contracts are being developed in a variety of areas, but studies of designs based on a blockchain are insufficient. In this paper, we propose a meta-model and a static/dynamic design method based on Unified Modeling Language (UML) for smart contracts based on Ethereum. We propose a method for static design attributes and functions of smart contracts, and propose a technique for designing structures among contracts. Dynamic design proposes a technique for designing deployment, function calls, and synchronization among smart contracts, accounts, and blocks within a blockchain. Experiments verify the validity of the design method by applying the static/dynamic design method through real estate contracts.

First Smart Contract Allowing Cryptoasset Recovery

  • Cryptoassets such as Bitcoin and Ethereum are widely traded around the world. Cryptocurrencies are also transferred between investors. Cryptocurrency has become a new and attractive means of remittance. Thus, blockchain-based smart contracts also attract attention when central banks design digital currencies. However, it has been discovered that a significant amount of cryptoassets on blockchain are lost or stranded for a variety of reasons, including the loss of the private key or the owner's death. To address this issue, we propose a method for recoverable transactions that would replace the traditional transaction by allowing cryptoassets to be sent to a backup account address after a deadline has passed. We provide the computational workload required for our method by analyzing the prototype. The method proposed in this paper can be considered as a good model for digital currency design, including central bank digital currency (CBDC).

The Rationalization of Contract Sum Adjustment through Case Study of Price Fluctuation Adjustment based on Index Adjustment Method (물가변동조정 사례분석을 통한 지수조정방법기반 계약금액조정 합리화방안)

  • In case of long time progressive construction work, we need contract sum adjustment due to escalation for a period of works and the process of applying, consistent and obvious criterion is required. In this study, it were attempted to figure out problem and study this rational improvement by giving examples based on core activities of escalation adjustment. Based on literature study and legal system analysis, we classified processes of contract sum adjustment for escalation and defined 20 core activities for each process. From this measured variable, we carried out case study by giving 37 examples of escalation. As a result of case study, problems of each process was found and we suggested rational improvement. As this study, providers will be able to waste budget and the other will be given smooth escalation adjustment.

Efficient Evaluation Method of Operation Cost for Wastewater Treatment Plant by BTL Contract Type (하수처리시설 BTL사업의 합리적인 운영비 산정방안)

  • The BTL (Build-Transfer-Lease) contract of construction project serves as a part for early establishment of industrial foundation for social overhead capital. However, project cost of BTL contract is focused on initial construction cost. Accordingly, operation cost is lowly evaluated because there is no standard criterion for estimating maintenance cost for the facility. The low operation cost can be a factor that reduces service quality of facility operation. This study suggests a resonable method for estimating cost and manpower in the operation phase by using the existing practical data for wastewater treatment plant by BTL contract. The results of the study can be used for evaluating rough operation cost and manpower of similar plant project by facility size.
