Estimating the Valuation of Flood Control Reservoir Using the Contingent Valuation Method (조건부가치측정법을 이용한 홍수조절지 가치 평가에 관한 연구)

  • The purpose of this study is to evaluate the benefits of flood control reservoir and to derive the policy implication by significant variables of willingness to pay. As a result of analyzed using contingent valuation method, variables that affect the amount of willingness to pay are housing area, frequency of disasters, educational background, and family income. All variables are analyzed as the plus effect for the willingness to pay, and the annual benefits of flood control reservoir per family are estimated as approximately 32,000 won. The implication of this study is as followed. First, the value of the respondents about public goods is not small. Second, the contingent valuation method can be useful plan to estimate the value of public goods. Finally, the benefits should be compared with various aspects because of the wide deviation of the demand population.

Contingent Valuation of Fostering Storytelling for Culture and Tourism Industry (문화 관광산업 활성화를 위한 스토리텔링 육성정책의 가치평가)

  • The purpose of this paper is to enrich storytelling contents for culture and tourism industry and provide the implication for carrying out governmental policy by estimating economic value of storytelling using a Contingent Valuation Method. The empirical result shows that the economic value of storytelling development in culture and tourism industry is annually estimated 16,000 won per person, resulting from logit model and WTP mean method. The willingness-to-pay, degree of support and perception of the policy and culture contents expenditure have meaningful effects on probability of supporting and participating in execution of the policy. The findings imply that the economic value of storytelling development highly increases as the interest and expenditure of culture contents increase. Futhermore, informing storytelling related policy and business to the people will increase economic value of fostering storytelling-based culture and tourism.

An Analysis of the Contingent Valuation Method to Measure the Economic Value of Public Libraries (공공도서관의 가치평가를 위한 가상가치평가법 분석)

  • This study aims to present a new approach to measure the economic value of the public libraries, identifying and suggesting the modified contingent valuation method (CVM) application. The modified CVM, which applied Dissonance Minimizing (DM) format, is presented as a new approach. A cost-benefit analysis is used as a tool to determine if the benefits of public libraries outweigh the cost incurred in providing the services. The benefits of public libraries are based on estimates of how much the user is willing to pay for the library services and costs are based on the prices of providing the services. A comparison between two methods are conducted in a case study in order to measure the economic value of 'J Public Library'. The study also conducts a case study to analyse the WTP value of the 'J Public Library' and demonstrates how public libraries approach the their local studies.

Valuing the restoration of the Abandoned Roads (폐도로 복원의 경제적 가치 추정)

  • Abandoned roads, abandoned expressways included, cause a lot of problems such as contamination and environmental damages to underground water, fragmentation of wildlife habitats yet they are not appropriately maintained or managed because of jurisdictional conflicts and, often more importantly, insufficient budget of governments. The restoration of abandoned roads is known to benefit society and its constituents by providing better environment and higher living standards but the monetary value of the benefit is hard to measure because of non-marketability of the good that the restoration brings about. In this case, the contingent valuation method(CVM) is most powerful in evaluating non-marketable value of goods and hence it is used widely. We also used the CVM to value the benefit of restoration of abandoned expressways to find out: about 40% of total households are willing to contribute positive amount for restoration; better awareness of environmental issues leads to higher willingness-to-pay.

A Study on the Measuring of the Economic Value of a Public Library (공공도서관 경제적 가치 측정에 관한 연구 - 대출 서비스를 중심으로 -)

  • Variety methods are applied to estimating the value of a public library. This study explored the methods valuing of a public library focused on the consumer surplus and contingent valuation and measured the direct economic value of a public library by using these methods. 84% of the respondents are perceived that public library impact their life. And the users indicated that they are willing to pay 8,720 won per month to use a public library and 1,470 won to borrow a book from the library. Given reasonable assumptions about the cost of service, users place a value on the use of a public library is 1/3 times, the borrowing a book from the library is 3 times.

Can Renewable Energy Replace Nuclear Power in Korea? An Economic Valuation Analysis

  • This paper studies the feasibility of renewable energy as a substitute for nuclear and energy by considering Korean customers' willingness to pay (WTP). For this analysis, we use the contingent valuation method to estimate the WTP of renewable energy, and then estimate its value using ordered logistic regression. To replace nuclear power and fossil energy with renewable energy in Korea, an average household is willing to pay an additional 102,388 Korean Won (KRW) per month (approx. US $85). Therefore, the yearly economic value of renewable energy in Korea is about 19.3 trillion KRW (approx. US $16.1 billion). Considering that power generation with only renewable energy would cost an additional 35 trillion KRW per year, it is economically infeasible for renewable energy to be the sole method of low-carbon energy generation in Korea.

  • Objectives To protect public health from risk, the Minister of Environment in Korea legislated an act concerning the registration and evaluation of chemical substances. In this study, we estimated the value of a statistical life (VSL) of carcinogenic chemicals to evaluate the socioeconomic analysis in Korea. Methods The estimation of the health benefit can be calculated through an individual's VSL and willingness to pay (WTP). To estimate the VSL and WTP, we used a contingent valuation method through a web-based survey. Results The survey is conducted with 1434 people living in Seoul and six large cities. An analysis of the survey is essential to review the distribution of the characteristics of the target population. The statistically significant variables affecting the WTP are location, age, household income, quality of life. Through the review of data, we secured statistical validity. The WTP was estimated as 41205 Korean won (KRW)/person, and the estimated VSL appeared as 796 million KRW/person. Conclusions There is a case in which the amount of statistical life value is estimated in connection with domestic environmental policy, fine dust, etc. However, there are no cases of evaluation for chemical. The utilization of this result is possible for conducting other study with chemicals.

  • Recreation forests are offer to personal development through recreation, education about nature, association with people, mind relaxation in forests. Most efficient method for measuring Recreational value of natural forest is economic approach, and Obtained by this approach, visitors to the recreational forests and other people will be able to explain recreational value. The value of the environment goods are not traded in the market, it's real value is difficult to measure. People have appreciated the value of the natural environment but it is not easy to answer the question how much monetary value a natural enjoy prosperity environment. This study is involved in giving the right recognition to the value of recreation and environment by estimating economically the value of the environment in which visitors stay, and presenting the appropriate price. The environmental value of a recreation forests is estimated through contingent valuation method (CVM). The annual recreation value per person of surveyed recreational forests is WTP with a mean between about \14,000 and 16,500. The recreation value of one recreational forest surveyed is annually between approximately 1.2 billion won and 1.4 billion won. The annual recreation value of Chungbuk Province recreation forests is presumed to be between about 15 billion won and 16.9 billion won.
