A Study on the Evaluations and Issues of Rail Container Transport in Korea Railway (우리나라 철도컨테이너 수송서비스 평가와 과제)

  • The purpose of this study is to search how to improvement mathods of rail freight by understanding the problems and the evasion reasons in coping with various case of logistics environment and to enhance competitiveness of rail freight. So we examined improvement of in the productivity in the rail container possibility for Modal shift in Korea railway, we have done a survey among the shiffer and multimodal transport operators in Korea. Data were analyzed using quantitiative mathod.

On Promoting the Coastal Transport of Container (컨테이너 연안해송 활성화에 관한 연구 -부산항을 중심으로-)

  • There has been fast progress in economy in Korea derived by a consecutive five-year plan program for economic development started in the early 1960's. In the field of transportation, rapid changes in the technological environment of transportation and communication have brought a revolution of the transport system, of which inter-modal transportation through containerisation is typical. Because of the rapidly growing traffic volumes of cargo, especially container traffic, and lack of investment into transport infrastructure in the past, both road and railway are beyond their capacity. As a result, the public-road network has suffered a serious congestion problem. For instance, in relation to the corridor between Seoul and Pusan, today, it takes about 14 hours for the journey of container trailer through Kyongbu Expressway, for which it used to take only 7 hours in 1986. For the railway, though the congestion problem is not very serious compared with the road sector, a shortage of capacity on certain main lines has emerged as a problem as railway traffic has increased. Furthermore, the further expansion of the system in near future is difficult due to burden of higher construction the cost. Unlike these two modes, coastal shipping, which has been paid relatively less attention for commodity transport in Korea, shows no constraint in this respect. In addition, it is the most cost efficient mode of transport. This work therefore aims to make a proposal for the alternative inland transportation mode, which is to promote the coastal transport of container. Three obstructing factors for the promotion of the coastal transport are investigated and some solutions for those are suggested as follows : First, it appears to be essential to provide exclusive ports for the coastal shipping, that comply with simplification, specialization and rationalization. The optimum size of berths on the exclusive ports in Pusan port is estimated as 16-20. We found that it needs periodical study and publicity on the advantages from the adoption of the coastal mode. Inducing competition in the coastal shipping market is also necessary. For the supply of the fleet in the coastal shipping, chartering of the surplus ships in the oversea shipping is found to be more desirable than new shipbuilding. Second, to solve the fragmentation of the companies which wish to participate in the coastal transport, government has to implement the subsidy policy. The encouragement of participation of the shipping lines engaging in Korea-Japan run and Korea-East South Asia run, into coastal shipping also needs to be considered cautiously. Third, simplification of the document for entry in ports is needed for rational coastal shipping management. We can use B/L (Bill of Lading) for coastal shipping as a prerequisite to get the indemnity by P & I Club. The reduction of the government controls on entering and leaving the ports also needs.

A Study on the Resistance Factors about Modal Shift of Container Transport by Land: Focusing on the Transfer Nodes between Truck Links and Freight Train Links (컨테이너 육상운송의 모달 쉬프트 저항요인 평가 연구: 공로링크와 철도링크의 환적노드를 중심으로)

  • This study analyzes the basic characteristics needed for motivating modal shift from truck to rail. The object of the study is to consider the resistance factor for container transported inland and the object point is the transfer node where modal shift occurs. The main contents of the study are as follows. First, the study looks at what shippers, engaged in inland transport of container, think of current transfer node environment. From this, the study analyzes what resistance factors are attributable to the lack of motivation in modal shift from truck to rail. Second, the study estimates mode choice models in which the resistance factors at transfer node are applied. Also by using this, the study draws out elasticities, and analyzes characteristics of resistantance factors in modal shift. Third, as its result, the study suggests methods to promote modal-shifting container transport from truck to rail.

  • Approximately 95% of the world's trade moves by containers, primarily on large ships, but also on trains, trucks, and barges. The system is efficient and economical, but vulnerable. However, the rise of terrorism and the possibility that a container could be used to transport or actually be the delivery vehicle for weapons of mass destruction or high explosives have made it imperative that the security of shipping container system be greatly improved. This study proposed a trend of container security and its Countermeasures.

Recognition of Identifiers from Shipping Container Image by Using Fuzzy Binarization and ART2-based RBF Network

  • The automatic recognition of transport containers using image processing is very hard because of the irregular size and position of identifiers, diverse colors of background and identifiers, and the impaired shapes of identifiers caused by container damages and the bent surface of container, etc. We proposed and evaluated the novel recognition algorithm of container identifiers that overcomes effectively the hardness and recognizes identifiers from container images captured in the various environments. The proposed algorithm, first, extracts the area including only all identifiers from container images by using CANNY masking and bi-directional histogram method. The extracted identifier area is binarized by the fuzzy binarization method newly proposed in this paper and by applying contour tracking method to the binarized area, container identifiers which are targets of recognition are extracted. We proposed and applied the ART2-based RBF network for recognition of container identifiers. The results of experiment for performance evaluation on the real container images showed that the proposed algorithm has more improved performance in the extraction and recognition of container identifiers than the previous algorithms.

Measurement of Port Service Quality in Container Transport Logistics Using Importance -Performance Analysis: A Case of Busan Port

  • This study aims to propose an assessment tool of port service quality (PSQ) in the context of container transport logistics (CTLs), by taking the perspectives from port users. The CTLs defined in this study are the relevant activities of serving the physical flows of a container box from a point of origin via a container port to a point of destination. To address the ports' role in collaboration between its channel members in CTLs, the PSQ measures for all port user groups (i.e. common PSQ measures) are selected based on the relevant CTLs activities involved by port, and its users within terminal/port area as well as throughout the CTLs chain. An importance-performance analysis (IPA) is applied as a diagnostic tool to analyse the status quo of Busan Port in CTLs contexts, by comparing the importance and performance (IP ) scores against each individual CTLs criterion. The findings from the IPA reveal that port managers and policy makers at the Busan Port should concentrate on six PSQ measures (i.e. SR1, SR4, ITS1, VAS1, VAS4, ICI3) to enhance PSQ in CTLs. However, four measures (i.e. ITS2, ITS3, ITS4, VAS2) are identified as a possible overkill, indicating an area of inefficiency where a remedial action of the cost-cutting decision is necessary. On the other hand, the Busan port shows an outstanding performance on four measures such as SR2, SR3, ICI1 and ICI2. The measures are not only important but also high performance. The study findings provide managerial guidance to port managers in Busan Port, in view of searching for managerial and operational strategies for sustainable port growth.

  • As the quantity of goods transported, port industry and inland transport industry have developing to transport 630million ton goods annually. And the inland transport industry consists of ground transport for almost 80% of total transported goods. But, ground transport causes some serious problems especially the emission of greenhouse gases from trucks. According to issue "global warming", many regulations and agreements with countries in the world are becoming necessary and it is being fulfilled now. It is sure that Korea will have duty to reduce CO2 emission from 2013. Thus inland transport must cut off CO2 emission level. Therefore this paper will address that the calculation of CO2 emission under route of transportation container from six major container ports in Korea. And then, it will predict CO2 emission of inland transport industry according to increasing container traffic rate at ports.

Numerical estimation of errors in drop angle during drop tests of IP-Type metallic transport containers for radioactive materials

  • For industrial package (IP)-type transport containers for radioactive materials, a free drop test should be conducted under regulatory conditions. Owing to various uncertainties observed during the drop test, errors in drop angles inevitably occur. In IP-type metal transport containers in which the container directly impacts onto a rigid target without any shock absorbing materials, the error in the drop angle due to a slight misalignment makes a significant difference from the ideal drop. In particular, in a vertical drop, the error in the drop angle causes a strong secondary impact. In this paper, a numerical method is proposed to estimate the error in the drop angle occurring during the test. To determine this error, an optimization method accompanying a computational drop analysis is proposed, and a surrogate model is introduced to ensure calculation efficiency. Effectiveness of the proposed method is validated by performing the verification and comparison between the test and the analysis applied with the drop angle error.

  • Increasing costs and competition in the global trade and transportation arena have led to a search for effient, cost-effective, particularly through the application of computer and information technologies. Most recently the introduction of Electronic Data Interchange(EDI) technologies in both trading and trade facili-tation activitiess have bagun to change the complextion of the international transport space. Korea as well as the other developing countries has become aware of the need to embrace EDI strate-gies in order to maintain a competitive market position with their more technologically advanced neighbou-ring and international trading partners. A way of EDI implementation, KMPA has invested large budgets in the research of the EDI since 1990. As the result of study in EDI of transport, KL-Net(Korea Logistics Network) was organized for the EDI business in cargo logistics. In spite of these KMPA's activities, the development plan of container logistics data interchange is not good and useful. So a new model of EDI in transportation is required by using the concepts of cargo data sharing. The purpose of this paper is to suggest a new way of container logistics data interchange model. This paper therefore analyze the information flow in the current container logistics and find the problem in the area to derive a new model. The followings are the results of this paper : (1) There are many problems and user's requirements in container logistics data interchange in Korea. (2) Many messages of UN/EDIFACT are able to be used in container logistics data interchange. (3) The container cargo data are stored in Container Logistics Network(CL-Net) database. And when necessary by requesting message transmission, the container logistics data interchange is possible. (4) Customs cargo clearance system and PORT-MIS can be linked to CL-Net. If the systems, however, are to introduce EDI in data interchange, the quality of user's software has to be assured.
