A Study on the Estimation of the Proper Rates of Safety Management Cost in the Construction Technology Promotion Law for Reasonable Construction Safety Management (합리적인 건설안전 관리를 위한 건설기술진흥법상 안전관리비의 적정요율 산정에 관한 연구)

  • Despite the government 's efforts to reduce constructional disasters, it has been pointed out that the safety management cost of the Construction Technology Promotion Act does not reflect the actual site. Therefore, it is necessary to study the proper guideline of the safety management cost which can be used as the most fundamental measure to prevent construction accidents. Moreover for the securement of the reasonable safety management costs, it is important to calculate its appropriate rate. Thus, in this study, the appropriate rate of safety management cost was proposed by the construction cost & type based on the 111 execution plans of safety management cost, and the rate is analyzed to be 1/10 of the occupational safety and health management cost. The results of this study will be a guideline in improvement to the proper schedule rating system improvement and in implement of pilot projects.

  • The occupational safety and health expenses in construction since 1988 has contributed significantly to the reduction of injury occurrence rate. But accounted basis and criteria used of the occupational safety and health expenses have been pointed out so many issues. The purpose of this study, perform analysis of the effectiveness of the occupational safety and health expenses through the reviewing of several issues about the current system and analysis of existing statistical data. Based on the result of the research, it is concluded that the contribution survey of the occupational safety and health expenses on the safety accident prevention program qualitatively evaluated as an average of 4.39(standard deviatin 0.652) on the five point scale based was very positive.

  • The purpose of this study is to reduce the accident rate by introducing a safety system for small construction sites belonging to local governments. In the case of a small construction site, permission is granted through the building permission department and the construction management of the building safety management of 1,000 square meters of floor area less than 3 stories is not properly performed in the Enforcement Decree of the Building Act of Korea. In the current state of industrial accidents in 2016, 81.8% of all accident victims are found to be vulnerable to accident such as those occurring at work places with less than 50 employees. Considering the fact that the construction work with less than 5 billion KRW of the construction cost in Korea generates the most deaths, it is time to introduce the safety and health system of local governments.

  • Various safety measures have been established and implemented in order to reduce construction accidents. However, statistics data on at construction sites still show higher accident and mortality rates than other industries. As a result of investigating the causes of accidents occurring in the construction industry, most accidents resulted from the failure of the system. Therefore, the existing safety management system of the construction site is monitored so that it operates properly in the field, and it is an important factor to actively participate in construction work. In order to overcome this, the government emphasized on-site inspections and planning and implementation confirmation by public institutes to ensure the effectiveness of the safety management system through amendment of the Construction Technology Promotion Act, but the orderer' safety capability and manpower are insufficient at present. Therefore, in this study, the safety management system, such as design for safety, safety management plan, safety check, safety management cost, etc. specified in the Construction Technology Promotion Act, is regularly checked and confirmed to improve the effectiveness of the safety management system as well as to improve the safety management system of the construction site by deriving measures to strengthen the public function of the government.

  • According to Department of labor guideline "2012-104 (2012.9.26.)" This study is to suggest the basic information and the improvement for the application of risk assessment on a construction site by group interview & survey of construction worker who is the practice of the subject and then numerical analysis about awareness and action plan of Safety and health. The result of group interview and survey of construction worker, most of construction worker feel the danger during the work. Then construction worker analysis results that risk assessment helps to change & raise awareness of safety and reduce an industrial disaster. Easy Safety management activity such as TBM & safety education active will be necessary for safe worksite and then I suggest the TBT(tool box talk) active which combines TBM & safety education.

AUTOMATED HAZARD IDENTIFICATION FRAMEWORK FOR THE PROACTIVE CONSIDERATION OF CONSTRUCTION SAFETY

  • Introducing the concept of construction safety in the design/engineering phase can improve the efficiency and effectiveness of safety management on construction sites. In this sense, further improvements for safety can be made in the design/engineering phase through the development of (1) an automated hazard identification process that is little dependent on user knowledge, (2) an automated construction schedule generation to accommodate varying hazard information over time, and (3) a visual representation of the results that is easy to understand. In this paper, we formulate an automated hazard identification framework for construction safety by extracting hazard information from related regulations to eliminate human interventions, and by utilizing a visualization technique in order to enhance users' understanding on hazard information. First, the hazard information is automatically extracted from textual safety and health regulations (i.e., Occupational Safety Health Administration (OSHA) Standards) by using natural language processing (NLP) techniques without users' interpretations. Next, scheduling and sequencing of the construction activities are automatically generated with regard to the 3D building model. Then, the extracted hazard information is integrated into the geometry data of construction elements in the industry foundation class (IFC) building model using a conformity-checking algorithm within the open source 3D computer graphics software. Preliminary results demonstrate that this approach is advantageous in that it can be used in the design/engineering phases of construction without the manual interpretation of safety experts, facilitating the designers' and engineers' proactive consideration for improving safety management.

Establishment of a Safety Inspection System for Public Institutions Ordered Construction Projects (건설공사 발주 공공기관의 안전점검 체계구축에 관한 연구)

  • Public institutions have a responsibility to ensure the safety of their employees and the public. One way to do this is to implement a systematic safety inspection system based on risk assessments and continuous improvements. This study developed a systematic safety inspection system for public institutions that are ordered construction projects. The proposed system in this study consists of a three-step process: (1) developing safety grade evaluation tables, (2) preparing and conducting safety inspections, and (3) evaluating and improving safety management grades. The first step is to develop safety grade evaluation tables by analysis and diagnosis of the construction site's work type, disaster statistics, and related laws. The second step is to conduct safety inspections using the developed evaluation tables. The third step is to determine the safety management grade based on the results of the safety inspection, and to improve risk factors found during the safety evaluation. The proposed system was implemented in highway construction projects carried out by public institutions. The results showed that the proposed system has two major effects: (1) reducing accident-related deaths and injuries, (2) improving safety management levels by continuous evaluation and improvement. The proposed system can be utilized in construction projects ordered by public institutions to improve the level of occupational safety and health.

  • The large-sized, complex, and multi-storied construction industry caused the increasing construction amount together with insufficient skilled workers to increase the probability of occurring accident, resulting in the most construction accidents next to manufacturing industry. Death accidents have risen to serious level, compared construction industry with manufacturing industry along the numbers of workers. Due to the main feature of one-time industry receiving orders, open-air dispersed production activity and the long-complex production process, the continuous efforts to prevent and manage safety accidents were made but the results were of no effect. They didn't deeply analyze the falling accidents that consist of half death accidents in construction industry. This study has classified in detail Missteps, Slip, Trip, Unstability and the others on the basis of gait characteristics, occurrence types, frequency and intensity of death accidents. This study suggested the effective methods on the construction safety management according to the causes of falling accidents. This study will be expect to be used as the basic data in the procedure and the program of safety management.

  • Occupational safety and health management expense in construction industry means the monetary amount that the purchaser appropriates to prevent various disaster from happening during the construction period by setting aside a certain amount from subcontract based on the construction type and scale. The current appropriation standard of the Ministry of Employment and Labor has been enforced since its stipulation in 1988 although various policy changes for the safety in construction industry, e.g. the development of occupational safety management techniques in construction industry, changes in construction field site environment, cost depreciation, etc., are happening in Korea and overseas. Therefore, it is required at this point to examine whether the current occupational safety and health management expense appropriation is proper or not on the basis of time trend and the changes in the construction industry environment. Accordingly, this study aims at investigating the appropriation of occupational safety and health management expense for construction industry by the construction type and target expense in response to current construction industry environment and proposing the proper appropriation. The above research result proposes the calibration of the appropriation as specified and stipulated by the Ministry of Employment and Labor by the construction type and target expense, which is necessary to reflect the actual condition of the current construction industry environment.

  • In this paper, we survey and analyze the characteristics of the special health and safety education in the construction industry, and provides a few solutions. In particular, the implementation of special safety and health education conducted a study to target the construction site of heavy chemical plant many domestic. If you look at the results of research and analysis, problems of special health and safety education that are currently being conducted in many cases, the proportion of respondents who do not know the special safety and health education is very high, workers of the scene, this education it is possible to know that the proportion of respondents answered to have the experience that are submitted to the work while not subject to are operated poorly in the field of special health and safety education high. Finally, improve the quality of the most important education has to be done on a priority basis that fixing the safety education system systematically in line with the actual situation in the field and the use of specialized external agency.
