Policies and Tasks for Improving Korean CM Industry (CM 산업 발전을 위한 정책 및 과제 추진 방안)

  • As domestic construction investment has been gradually reduced, the issue of expanding overseas CM market has increased. Strengthening CM capability from the view point of project life-cycle is required in overseas CM market. However, current regulations institutionally force public CM services to focus on the construction phase. Therefore, Korean CM firms can hardly have the opportunities for accumulating technical competitiveness especially for pre-construction phase. Result of this study shows that the total efforts in terms of man-hours for the construction phase is found to be more than 78 percent in domestic public CM projects. In this context, this study proposes the policies and tasks for improving 'rigid man-hour placement', 'unreasonable CM fee standards', 'CM firm selection method', 'unreasonable business scope decision', and 'evaluation of owner's project management capability' in order to improve domestic CM Industry as well as to expand overseas CM market successfully.

Efficiency Analysis of Construction Firms Using a Combined AHP and DEA Model (AHP와 DEA 결합모델을 이용한 상장 건설기업의 효율성 분석)

  • Recently, many construction firms fall on hard times because construction business continues to stagnate. In this paper, we analyze the efficiency of the listed construction firms using a combined AHP and DEA model. In order to determine the input and output factors of DEA, the AHP model is applied to evaluate the importance of input and output factors. The benchmarking companies and efficiency value for the construction firms with inefficiency are also provided to improve the their efficiency. We analyzed the 57 listed companies consisted of 36 listed on KOSPI and 21 listed on KOSDAQ at the end of 2009. The analysis results show that eleven companies whose values of CCR are 1, and fourteen enterprises whose values of BCC efficiency are 1. In additions, the eleven firms have the scalability efficiency. Finally, we test the correlation between efficiency and the stock price and the correlation coefficient of efficiency group is 0.7 in the CCR model.

A study on the strength Change of Used Pipe Support (재사용 파이프서포트의 내력변화 연구)

  • Formwork is a temporary structure that supports its weight and that of freshly placed concrete as well as construction live loads. In constructions site, pipe supports are usually used as shores which are consisted of the stab formwork. The strength of a pipe support is decreasing as it is frequently being used at the construction site. Among the accidents and failures that occur during concrete construction, there are many formwork failures which usually happen at the time concrete is being placed. The objective of this study is to find out the strength change of used pipe support and unused pipe supports according to aging. In this study, 2857 pipe supports were prepared. Among these pipe supports, 2337 pipe supports were lent to the construction companies free of charge. 520 pipe supports were kept on the outside. Compressive strength was measured by knife edge test and plate test at each 3 month. Test results show that the strength of unused pipe supports as well as used pipe supports was decreasing according to age, use frequency and load carrier, and the strength of used pipe supports was lower than the strength of unused pipe supports at the same age. So, the strength of used pipe supports from 191 days to present day was not satisfied the specification of KSF 8001. In this study, the strength of pipe support according to age, use frequency and load carrier was predicted using SPSS 12.0. It was known that the strength of pipe support using for 5 years was reduced to 42.8%. According to these results, it shows that attention has to be paid to formwork design using used pipe supports. Therefore, the present study results will be able to provide a firm base to prevent formwork collapses.

  • Recently, the design-build delivery system is being generalized in domestic construction project. The design-build system is becoming an increasingly preferable alterative to design-bid-build delivering method. In design-build project, however, a large construction company and design firm make up consortium as a design-build contractor rather than single company performs design and construction work. In this case, usually the construction companies take a leading role but due to their lack of managerial know-how in the design-build system, they could miss the merits of this approach. Therefore, it is necessary to investigated throughly the function and information flows all over the design-build project. In this research suggests a process model and database in the whole phase of design-build project. This process model and database system will also support to Improve the consistency of functional process and minimize incoherent activities in each phase of design-build project.

Empirical Study for the Appraisal System of Execution Capacity using Correlation Analysis (상관관계분석을 이용한 시공능력평가 제도의 실증적 고찰)

  • The system to appraise the execution capabilities of construction companies had been began as the Construction Contract Restriction System in 1958, was changed as the Construction Subcontract Restriction System in 1961, and finally has been operated as the Appraisal and Public Announcement of Execution Capacity (APAEC) from 1996. The APAEC system has been utilized as a firm and unique tool for assessing the execution capacities of construction companies despite many problems and continuous system changes. In spite of numerous studies to improve the APAEC system, however, efforts to analyze the system from the empirical point of view were insufficient. In this study, we analyze the status of APAEC system through analyzing correlations among assessment results of the APAEC, earned values of construction works, construction management performance indexes, and macroeconomic indexes for the past 10 years from 2007 to 2016. As a result of the analysis, it was found that Appraisal Value of Execution Capacity (AVEC) is excessively inflated in engineering and landscaping areas compared to Earned Value of Construction Work (EVCW) and the correlations between the AVECs and EVECs are not high in the areas of engineering, industrial equipment, and landscaping. In addition, technical appraisal values are excessively inflated in engineering and landscaping areas and correlations between AVEC and its components are high in the areas of engineering & building, industrial equipment, and large companies, but low in the areas of engineering, building, landscaping, and small and medium companies. Finally, the concentration of the AVEC is intensifying more and more and the concentration deteriorates construction management performance indexes and macroeconomic indexes. If we continuously improve the APAEC system based on the implications derived in this study, the APAEC system will be able to maintain it's position of a firm and unique means to access the execution capacities of construction companies.

  • In recent, Information Technology(IT) is the biggest issue on the world at large including construction industry as core strategic means for reinforcing competitive power of company and nation and raising its effectiveness. However, CEO of each finn is deferring IT investment decision because there's no case to measure real value of IT and confidence to economic effect of information system. IT Evaluation will be so helpful that most construction finns make a plan of IT investment. and it is necessary to achieve their management goal and have the maximum of firm's value with the usage of IT system. Therefore, The purpose of this research is to promote the increase of IT investment and the improvement of the standard in IT with the development of IT evaluation system to be monitoring IT level continually.

  • Normally there is a one-time relationship between stakeholders in the construction projects. Thus, project participants are easily exposed to opportunistic behavior. According to the theory of transaction costs, a contract effectively influence the behavior of counter-party. The important role of contracts in limiting opponent opportunistic behavior has been academically acknowledged and studied in inter-firm relationships. The purpose of this study is to reveal the mediating effect of the contract on the power of the contractor in the contractor's behavior. Power is divided into mediated and non-mediated power. We surveyed construction companies' employees who have conducted construction projects. Based on the questionnaire response, we examined the influence of the Employer's power on the behavior of the contractor. Both non-mediated power and mediated power were significant for in-role and out-role behaviors. Both non-mediated power and mediated power were found to have a significant effect on the control and coordination function of contracts. The results show that the control function of the contract is significant for the in-role behavior and the extra-role behavior. Finally, the mediating effect of the contract function was significant only in the control function.
