In road work zones, pedestrian workers' habituated inattention to warning alarms from construction vehicles can lead to fatal accidents. Previous studies have theorized that human factors such as personality traits may affect workers' inattentiveness to workplace hazards. However, there has been no study that directly examined how road construction workers' personality traits affect their attention to warning alarms within a work zone and the likelihood of engagement in a struck-by accident. This study examines how workers' sensation-seeking (especially boredom susceptibility) is related to inattention to warning alarms while performing a task in road work zones. An experiment with actual road construction workers was conducted using a virtual road construction environment. Workers' attention to repeatedly presented warning alarms was measured using eye-tracking sensors. In response to workers' frequent inattentive behaviors, a virtual accident was simulated. Results revealed a significant association between boredom susceptibility and workers' engagement in the virtual accident, a consequence of inattentiveness to warning alarms. The findings suggest that workers' personality traits predispose them to tune out warning alarms and become vulnerable to accidents in road work zones. The findings of this study can be used to develop targeted interventions aimed at preventing workers' inattention to repeatedly exposed workplace hazards, thereby contributing to reducing fatal accidents in road work zones.
This paper was reported on the seminar of Korean-Japanese professional engineers. The first of all, it was described the comparative rifle between Korea, Japan & USA on fatal accident on the construction works. Next, it was described that some accidents was occured in typical reason and it will help us to prevent the future accident.

This paper investigates the construction equipment accidents by time. Construction sites are unique with many different hazardous conditions which cause accidents. According to the Occupational Safety and Health Administration (OSHA), accidents related to construction equipment are one of the most leading causes of fatal injuries in the construction industry. While there have been many studies investigating the equipment-related accidents, few research studies provided in-depth analyses about the time that accidents frequently occurred. By using the OSHA accidents data collected between 1997 and 2012, this paper analyzed the accidents data by time, equipment type including excavator, backhoe, dozer, and crane, accident cause, and injury class. The analyses revealed that the time window with most accidents was between 13:00 and 13:59. In terms of the injury class, the time windows with the highest numbers of equipment accidents were between 13:00 and 13:59 and between 11:00 and 11:59 for fatality and hospitalization, respectively. For the accident causes, equipment operator's error was the highest number of accident causes. It is expected that findings from the analyses can be used to more strategically develop management plans and guidelines to prevent accidents related to construction equipment to practitioners.
As the construction project gets bigger in scale, the actual construction itself is becoming more complex. The construction accidents occupy 26.18 percent of total death disaster according to the accidents report in 2007. It is the highest figure among the entire industry, and it shows how serious the construction accident is. In order to reduce accidents occurred in the construction industry, we should find the accident characteristics of construction workers by age. In this study, we investigated 589 cases of fatal accidents, and classified them by trades, type of works, the things that caused the accident, how they occurred, and size. We then identified accident characteristics for each group by analysing them in accordance with workers age. The result of analysis showed that in carpenter and common laborer, the number of death accidents increased as the workers age increased. Another characteristics were that the number of death accidents increased as the age increased in finishing work and reinforced concrete construction and in a smaller-scale businesses, respectively. Common labor was the trade with the highest number of death accidents and the laborers of 50 age or higher in age in finishing working type were the most vulnerable to death accidents.
This study analyzed the accidents and researched on risk of the actual condition in roof works. This study revealed that 68% of accidents in roof works occurred on small sized construction sites. And 79% of accidents are caused by fall. It is simply because most laborers do not wear the safety harness and the mounted equipment is not properly installed. According to our research, we realize that most of roof works have some risk of the fall accidents. Most of roof working sites have the danger of falling at ladder and temporary walkway. In oder to prevent accidents in roof works, the basic rule such as wearing the safety harness must be followed.
In Japan, protective measures to reduce falls from scaffolds have been strictly applied within industry safety guidelines, and such measures have significantly decreased fatal accidents due to falls from scaffolds. However, the rate of fatal accidents from falls is still high in the construction industries. In order to examine further countermeasures to reduce such falls, the Japan Ministry of Health, Labour and Welfare established a committee in our institute. That committee$\acute{i}$s work experimentally confirmed the effectiveness of using plastic sheets as a covering around scaffolds to protect against falls of construction materials (a method widely used in Japan). However, the workers fell from the space between the work platform and the plastic sheets very occasionally. Based on those results, the plastic sheets were improved for fall protection from the space, and the effect of the improved sheets was confirmed experimentally.

Among all industries, the construction industry still remains a traditional one with low productivity due to its labor-intensive and field-dependent production system, its supplier-oriented industrial structure, and the disruption of the information flow between participants. In addition, the construction industry in South Korea has recently been required to transform itself according to social trends such as aging, the reduction of skilled workers, and the shortening of working hours, and the disaster and death rates in the industry, which are more than twice as high as those in other industries, are making it more necessary to solve chronic safety problems. Therefore, the purpose of this study is to grasp the actual condition of safety management on construction sites in South Korea and analyze cases of K-smart technology utilization for preventing safety accidents on construction sites. The study investigated and analyzed the following. First, construction sites in South Korea were analyzed by type of safety accident, by type of construction, and by construction contract amount. Second, the current status of accidents on small-sized construction sites with a high fatal accident rate and cases of safety accidents on construction sites were investigated. The results of the study are expected to contribute to the dissemination and spread of smart safety technology for not only identifying major factors in safety accidents that occur on construction sites but also preventing workers from suffering accidents.
Background: Occupational accidents occur for a variety of reasons, such as unsafe behaviors of workers and insufficient safety equipment at the workplace, but there are also various economic and social factors that can impact working conditions and working environment. This study analyzed the relationship between changes in economic factors and the occurrence of occupational accidents in Korea. Methods: Multilinear regression analysis was used as the analysis model. The general to specific method was also used, which consecutively removes statistically insignificant variables from a general model that includes dependent variables and lagged variables of dependent variables. Results: The frequency of occupational accidents was found to have a statistically significant relationship to economic indicators. The monthly number of cases of occupational injury and disease and fatal occupational injuries were found to be closely related to manufacturing capacity utilization, differences in the production index in the services sector, and commencements of building construction. The increase in equipment investment indicators was found to reduce fatal occupational injuries. Conclusion: The results of this study may be used to develop occupational accident trends or leading indicators, which in turn can be used by organizations that manage and monitor occupational accidents toward taking administrative action designed to reduce occupational accidents. The results also imply that short-term and mid- to long-term economic and social changes that can impact workers, workplaces and working conditions, and workplace organizations must be taken into account if more effective government policies are to be established and implemented toward further prevention of occupational accidents.
Construction machinery has been utilized to carry out construction works effectively. Using construction machinery enables a builder to reduce the time and the cost needed for the construction, but the fatal accident caused by it has been increased. This study is intended to identify risk magnitude of accident by kind of construction machinery through interviews with experts. Construction machineries surveyed in this research are excavator, tower crane, lift, mobile crane and forklift, those are the machinery which accident occurs more often than the other machinery. To evaluate the risk of the accidents identified, risk category was determined according to the US DOD system safety program (MIL-STD-882B) considering the risk degree and intensity. As a result, accident occurred in the process of material transport & handling was found to be the most dangerous. On the other hand, the accidents caused by the defective machinery and the poor safety gear were considered to be less dangerous relatively. The risk category by type of construction machinery suggested in this study is expected to provide the basic data in developing the safety guidance for construction project.

It has been recognized that safety management is activated during the construction phase to prevent accidents and fatalities of workers. However, It is revealed that about 15% of fatal death accidents is caused by the lack of management of planning and design phases. There is a crucial need of assessing safety risk during building design phase. This paper is aimed to develop a safety risk assessment checklist that can be used during building design phase, utilizing the concept of Design for Safety. In doing so, a broad literature survey on safety management of building Process, various safety risk assessment toolboxes being utilized in the HSE and the BAA of UK. The proposed checklist contains the followings: 1) classification structure for safety design on space, element, and trade work 2) hazard risk factor, probability and degree of intensity of accident occurrence, and 3) safety assessment criteria. It is expected that the checklist would be an effective tool of preventing and minimizing fatal accidents of building construction projects.
