산업안전보건관리비 계상기준 개선방안 연구 (A Study on Improving the Occupational Safety and Health Management Cost Calculation Standards)

  • Occupational Safety and Health Management Cost, used to protect workers in Korean construction worksites and to create safe working environments, is a legally managed expense item. As this cost item is grounded on the Occupational Safety and Health Act, it is always implemented. However, because there is a ceiling on its rates, insufficient amounts of Safety Management Costs are often allocated to worksites, with the money not being used to areas essential to worker safety. As such, the current study raises the need to develop a set of standards to enable some items under the Occupational Safety and Health Management Costs-appropriated under the rate of indirect costs-to be appropriated as direct construction costs. As a preliminary step in this effort, the current study will provide basic data that can be used to create construction cost calculation standards for items that can be calculated as direct construction costs.

  • Together with the trend of enhancement in domestic industrial development and economic progress due to import and export, the demand for construction of the roads, bridges, especially port facilities, and several coastal protection and ocean structures is increasing rapidly. MOMAF of Korean Government is driving construction of 9 new ports and renovation of the existing fishery ports. Among these structures most of bridge base, wharves, dolphins, quays, and jetties are being newly built of steel or concrete pile. As the base, supporting bulkheads, and piles are underwater after construction, it is difficult to figure out the status of structures and not enough to get maintenance and strengthen the structures. Every year, moreover, these works suck the government budget due to higher incomplete maintenance expense for protection from corrosions of structures and increased underwater construction period. for the purpose of cutting down the government budget, it is necessary to extend the life cycle of the existing structures. We developed a new method for maintenance of submerged structures near the waterline by allowing dry work environment with the floating caisson. The method shows easy to move around the working area and handle. It also showed not only a significant reduction of maintenance expenses and time for anti-corrosion work but also better protection. This will be a milestone to reduce the maintenance and construction expenses for the shore and water structures.

  • This paper introduces the result of performing research analysis on awareness and demand on economic aspect of dwellers toward remodeling by aiming at the fact that there are existing dwellers which is the biggest feature of remodeling. Providing services that are suitable for economic conditions and demands of owners or dwellers of Apartment House could be seen as something that must be considered first above all things in remodeling in which consumers have to pay for expenses are specified.

조선후기 거창향교의 유지와 관리 (A Study on the Maintenance and Management of Geochanghyanggyo Local Confucian School during the Latter part of Joseon Dynasty)

  • During the latter part of Joseon Dynasty, Local Confucian School(Geochanghyanggyo) had served as a government school and left many official documents on the educational construction. The construction of Local Confucian School(Geochanghyanggyo), which was recorded in official documents, was diverse, and most of them were reconstructed. Construction-works recorded in an official document was drafted in two ways. One was in the same format as the accounting records and the other was written in the diary format by date. The construction cost was mainly financed by selling the land owned. Of course, with the help of the government, they could receive some of the essential timber and expenses for the construction. The management and maintenance of educational construction was entrusted by a manager called 'Chaji(次知)'. Then there were employees called 'Jeonjik(殿直)' and 'Gojik(庫直)' and they were paid for their work.

  • The BTL project, 4 years since its operation. has benchmarked the PFI Project in Japan and has been introduced. Given the evaluation step to select a preferred bidder, in a technological factor, the basic plans are corrected and complemented, whereas in a price factor, the low price bidding system is being enforced. There is concern that how to select preferred bidders and how to operate project costs during operation and management period may be problematic. Thus, in this study, using the Analytic Hierarchy Process, the method of deciding the priority to select preferred bidders in an early stage of the project and the evaluation model to evaluate the validity of BTL project expenses in process of project enforcement are established. Targeting the group composed of experts who have experiences in the BTL project. Then, the levelling of evaluation factors and grouping have been carried out as following : LCC analysis and disbursement for government including two more detailed factors.

주거환경개선지구 건축물해체 시 발생원단위 적용의 경제성 효과 (Economic Benefits of An Application of Construction Debris Units in Housing Environment Amelioration Area)

  • The construction debris has been enormously increased since 90's because of a reconstruction and developing a new building site. Under the construction law, construction debris must legally recycle or reclaim at cost, but almost people have depended on reclamation of the illegal process to treat construction debris. Therefore, the environmental disruption and contamination have been begun the hot issue of society and in controversy with residents. With the consequence that indicates a substitute about an application of construction debris units is the most important thing for studying construction debris of quantity when the construction units are demolished. Nowadays, the area under the housing environment amelioration policies is getting rapidly old, then it is beyond anticipating reconstruction. Before construction units are demolished, generally three of four engineers investigate or predict the quantity of construction debris for two months. But this study is using the units of construction debris instead of the investigation and gets more precise data than investigation or prediction. In conclusion, the purpose of this study offers that units of construction debris can alternate the investigating of construction debris and curtail the expenses of labors and finances. Finally, those effects are going to make economical benefits covering the whole of the process of constructions.

  • The waterproofing in slab and wall of underground structure, have a couple of construction methods which are inside waterproofing methods for inner surface, and outside waterproofing methods for out wall and slab surface waterproofing. In resent years, however, it has been adapted the inside waterproofing construction method, as increasing of construction expenses cost and low workability and technology, nevertheless, outside waterproofing has set a most high value construction method. In inside waterproofing construction method, it is difficult to repair and assure durability and safety for concrete which has direct water-press. So, It is necessary for adopt the outside waterproofing method.

공공임대주택 수선비 지출 실태에 관한 연구 (A Study on the Maintenance Expenses of the Public Rental Rousing)

  • 공공임대주택은 공공이 건설, 소유하고 관리하는 임대주택으로 사업주체는 건설부터 폐기처분에 이르는 전 과정을 관리하게 된다. 일반분양주택 사업주체가 초기투자비에 적극적인 관심을 보이는 반면, 공공임대주택 사업주체는 초기투자비와 더불어 건물의 유지보전을 위해 지출되는 수선비에 관심을 기울이지 않을 수 없다. 하지만 국내 공공임대주택의 수선비용은 단지 회계상의 지출요소로 관리되어 왔을 뿐, 체계적인 실태조사 및 분석에 대한 선행연구가 많이 부족한 실정이다. 따라서 본 논문은 공동주택 LCC모델링이나 수선비 예측모델의 신뢰성 향상 및 실무적 활용성 제고를 목적으로 공공임대주택에 지출된 수선비 실적자료를 바탕으로 통계적 방법을 활용, 경과연수와 지출비용과의 관계, 단지별 수선비 지출차이, 준공 후 시기에 따른 수선비 지출 경향에 초점을 맞추어 실태를 분석하였고, 단지별 수선비 지출격차가 발생하는 원인과 경과 연수에 따른 수선비 변화의 특성을 파악하여 제시하였다.

  • Unlike price calculation by cost accounting, which categorizes costs into material costs, labor costs, and miscellaneous expenses to determine the construction budget price, construction cost calculation based on Construction Standard Unit Prices utilizes unit prices extracted from market prices of items from projects already completed to estimate costs of similar construction projects. Although unit price information is collected through construction site surveys to revise these construction standard unit prices every year, but due to the limitations of the site survey method, it is difficult to quickly implement the rapid changes in the construction methods and market prices. As such, an important issue that arose was the identification of work items whose prices need urgent revision. This study conducted research on factors that need to be considered when developing online survey system for monitoring construction site market prices. This study is expected to enhance convenience for users, and provide an efficient data collection and management system for administrators.
