친환경생산기반구축사업에서의 환경보전프로그램 도입 가능성 연구 (A Study on Possibility for Introduction of Environment Preservation Program)

  • The objective of this study is to introduce a program for environmental conservation in environment-friendly agriculture. For this, we first analyze a performance condition of environment-friendly agricultural districts and zones. And then we survey difficulties on implementation and main points for spread of environment-friendly agriculture. Finally we forecast an effectiveness and realizability on program for environmental conservation in environment-friendly agriculture. As a result, it is necessary to plan policies on qualitative as well as quantitative growth in environment-friendly agriculture. The results of this study will be meaningful to make policies on spread of environment-friendly agriculture.

한국 담수어류의 보존 및 복원 전략 (Strategies for Conservation and Restoration of Freshwater Fish Species in Korea)

  • The tiny fragment of freshwater body is providing home for huge biodiversity and resources for the existence of human. The competing demand for freshwater have been increased rapidly and it caused the declination of biodiversity in recent decades. Unlike the natural process of extinction in gradual progress, the current species extinction is accelerated by human activity. As a result many fish species are already extinct or alive only in captivity in the world and about fifty eight animal species are in endangered in Korea including eighteen freshwater species. Conservation of biodiversity is the process by which the prevention of loss or damage is attained, and is often associated with management of the natural environment. The practical action is classified into in-situ, or ex-situ depending on the location of the conservation effort. Recovery means the process by which the status of endangerment is improved to persist in the wild by re-introduction of species from ex-situ conservation population into nature or translocation of some population. However there are a lot of restrictions to complete it and successful results are known very rare in case. In this article the authors explore some strategies for conservation and restoration of freshwater fish species conducted in Korea for few years. The major causes are discussed in relation with the decline of freshwater fish diversity during few decades and some strategies are evaluated to advance the process of conservation. A study on the Korean bullhead, Pseudobagrus brevicorpus, is introduced as a case for ex-situ conservation and restoration in freshwater ecosystem.

서울 인왕산의 침입외래식물 특성 및 관리방안 (Invasive alien plant Characteristics and Management Measures in Mt. Inwang, Seoul)

  • This study was carried out for management of the invasive alien plants in Mt. Inwang located in central Seoul. The invasive alien plants are 11 families, 34 genera, 30 taxa, and they are 10.8% of the total vascular plants(314 taxa). The ecosystem disturbed plants designated by the Korea environment ministry are 6 taxa : Rumex acetosella, Lactuca scariola, Ambrosia trifida var. trifida, Ambrosia artemisiifolia, Aster pilosus and Eupatorium rugosum. In the life-form, herbaceous perennials are 13 taxa(35.3%). In the continent of origin, the species from America are 20 taxa(58.8%). In the introduction time, the species of third period are 14 taxa(41.2%). In the diffusion grade, 5 grade species are 14 taxa(41.2%) and they are wide spread species. Mt. Inwang was designated as ecological scenery conservation area of Seoul in 2007. But Mt. Inwang is in high danger by the spread of invasive alien plants and ecosystem disturbed plants, due to artificial factors such as development pressure and the occurrence of byway trail. Therefore, Mt. Inwang needs systematic management of invasive alien plants and monitoring of long-term changes.

  • Advances in silage technology, including precision chop forage harvesters, improved silos, polyethylene sheeting, shear cutting silo unloaders, and the introduction of total mixed rations, have made silage the principal method of forage preservation. A better understanding of the biochemistry and microbiology of the four phases of the ensiling process has also led to the development of numerous silage additives. Although acids and acid salts still are used to ensile low-DM forages in wet climates, bacterial inoculants have become the most widely used silage additives in the past decade. Commercial inoculants can assure a rapid and efficient fermentation phase; however, in the future, these products also must contribute to other areas of silage management, including the inhibition of enterobacteria, clostridia, and yeasts and molds. Nonprotein nitrogen additives have the problems of handling, application, and reduced preservation efficiency, which have limited their wide spread use. Aerobic deterioration in the feedout phase continues to be a serious problem, especially in high-DM silages. The introduction of competitive strains of propionic acid-producing bacteria, which could assure aerobically stable silages, would improve most commercial additives. New technologies are needed that would allow the farmer to assess the chemical and microbial status of the silage crop on a given day and then use the appropriate additive(s).

국립중앙박물관 보존과학 기능 발전 방안연구 (Plans for Improving Functions of Conservation Science at the National Museum of Korea)

  • 국립중앙박물관은 지난 40년간 한국 보존과학의 중심 기관으로 보존처리, 분석 및 연구 등 다양한 업무를 하였다. 그러나 소장품 대비 처리 인력 부족, 장비 노후화, 외부 기관의 업무 지원 요구와 기능 강화 등의 문제점이 확인되었다. 이에 국립중앙박물관 보존과학 분야의 발전 방안을 위한 상황을 진단하고, 향후 요구되는 기능과 발전방안에 대한 연구를 수행하였다. 박물관 현황 진단 및 국외 사례 분석을 통해 보존과학이 발전하기 위한 5가지 기능을 제시하였다. 기존 보존처리 기능 및 보존과학 지원 기능의 강화가 필요하다. 또한 가치 판단을 포함한 첨단 분석 및 진단 기능, 기후 변화에 따른 박물관 보존환경 및 관리 기능, 그리고 콘텐츠를 중심으로 한 디지털 보존·복원 기능을 신설하고 확대 운영하는 방향을 제시하였다. 이상의 기능 강화 및 신규 기능 확대를 통해 국립중앙박물관 보존과학은 향후 아시아의 중심 보존과학센터로서 발전될 수 있을 것으로 기대된다.

금개구리 (Rana chosenica) 개체군의 생존분석: 개체군의 효과적인 보존과 야생복귀를 위한 제안 (Population Viability Analysis of a Gold-spotted Pond Frog (Rana chosenica) Population: Implications for Effective Conservation and Re-introduction)

  • 멸종위기종 금개구리 (Rana chosenica)개체군의 존속 가능성을 알아보고 효과적인 보전 대책의 마련과 야생복귀 방법을 개발하기 위하여 충북 청원군에 서식하는 개체군을 대상으로 개체군생존분석을 실시하였다. 해당 금개구리의 개체군은 30년간 1,000회의 시뮬레이션을 통해 0.113의 낮은 성장률을 가지고 존속해 나갈 것이라 예측이 되었으나 절멸가능성 또한 81.1%로 매우 높아 환경적으로 민감한 특징을 가지고 있었다. 금개구리 개체군의 개체군 성장률과 절멸가능성은 변태율의 변화에 대해 가장 민감하게 반응하는 것으로 나타났는데, 이는 금개구리의 야외 개체군을 안정적으로 유지하기 위해서는 무엇보다도 금개구리 유생이 변태할 때까지의 생존율을 높이는 것이 결정적이라는 것을 의미한다. 항아리곰팡이병이나 개구리바이러스와 같은 질병이 발병할 경우 개체군의 절멸확률이 100%로 예측되었다. 절멸 개체군의 야생개체군 복원의 방법으로는 수컷의 비율을 83%, 투여개체들의 나이구조가 정상분포를 보이는 100마리의 개체군을 200마리를 수용할 수 있는 지역에 복귀를 시키고, 4년 후 2년 단위로 10년 후까지 10%씩 보충하는 방법이 가장 안정된 개체군을 복원, 유지하는 방법으로 나타났으며, 이 복원된 개체군의 경우 지속적으로 금개구리의 유생이 변태할 때까지의 생존율을 높일 수 있는 보호대책이 마련된다면 성장률 0.297, 절멸가능성 0.290을 갖는 안정된 개체군을 30년 후 138마리까지 유지할 수 있을 것으로 분석되었다. 이러한 결과들은 금개구리 개체군의 보전과 재도입을 위한 효과적인 전략수립의 근거로 활용될 수 있을 것이다.

Biodiversity Conservation and Its Social Implications: The Case of Indigenous and Community Conserved Areas in Sabah, Malaysia

  • With natural resources-terrestrial or coastal-fastly diminishing, governments are now resorting to biodiversity conservation, fast-tracking the introduction of new legislations, as well as the amendment of existing ones, and laying out programs that interpret existing practices and research agendas. This paper examines how biodiversity conservation-in addition to eco-tourism-has become an important symbol of the modernizing state of Sabah, Malaysia. It further examines the effects of biodiversity conservation on state and community management of natural resources, with particular reference to the management of natural resources by the indigenous peoples of Sabah. Citing case studies and focusing on a forest community at Kiau Nuluh, in the district of Kota Belud, Sabah, this paper evaluates strategies used by indigenous groups to maintain access and control over the management of natural resources-and by implication to livelihoods-via ecotourism, making creative alliances with non-government organisations as well as forging cooperation with government agencies which act as custodians of these resources. For a majority of indigenous groups however, the practice of biodiversity conservation has meant reduced and controlled access to natural resources, considering the fundamental issue of the lack of security of tenure to the land claimed under customary rights. New initiatives at recognizing Indigenous and Community Conserved Areas (ICCAs) by international conservation groups provide a means for tenure recognition, for a price, of course. The recognition of ICCAs also faces obstacles arising from developmentalist ideology which upholds that forests are valuable only when converted to other land use, and not left to stand for their intrinsic value.

대도심 하구역 개발과 보전의 융합이용모형 개발 연구 -낙동강 하구역을 중심으로- (A Study on the Development of Integrated Utilization Considering Multi Functions of Urban Estuarine Area)

  • The purpose of this study is to develop a integrated(fusion) utilization model aimed at maximizing the development/management functions of urban estuarine area and to present an integrated concept by analyzing the existing document and data. The main points of this study are as follows: 1) The integrated utilization model suggested in this paper goes beyond the existing idea of sustainable utilization and conservation, putting an emphasis on rational decision-making in estuary management and peaceful coexistence between human and nature. 2) Policies for utilization/development/conservation/regeneration of urban estuarine area include the establishment of communication system between human and nature and a safety net considering both human and nature, the support for environment-friendly community development and the importance of preserving valuable ecosystem and wetland habitat. 3) Lastly, this study suggested that the major tasks for the fusion utilization model development are the integrated management of estuary areas, the conservation and preservation of wetland ecosystem, proper utilization of estuary's productivity, and the introduction and action plans of the integrated management model including the best way to address contamination and disaster management.

습지보전.관리를 위한 국가 중장기 계획 소개 (Introduction to National Mid-term Fundamental Plan for Wetlands Conservation and Management)

  • 환경부는 국가습지의 체계적인 조사 관리를 강화하고 지속가능한 국가습지의 보전과 이용을 위해서 "제2차 습지보전기본계획"을 수립하였다. 이 계획은 습지보전법 제5조의 규정에 따른 중기계획으로 계획의 범위는 시간적으로는 2013년부터 2017년까지 5개년계획이며 공간적으로는 습지보전법에 규정되어 있는 내륙습지와 연안습지를 포함한 전국의 습지를 대상으로 한다. "제2차 습지보전기본계획"은 제1차 습지보전기본 이행성과평가에 따라 국가습지의 지속가능한 보전 정책 방향을 설정하여, 습지조사 체계 개선과 습지 기초자료 강화를 통해 국가습지정책 수립과 집행에 과학적 기반을 마련하고, 국가습지의 보전과 관리체계 강화를 통한 습지 생태계건강성 확보와 생물다양성 보전, 인식증진 확대와 교육 홍보 여건 다변화 등을 통해 습지의 현명한 이용 활성화를 목적으로 한다. 제2차 기본계획의 주요 추진 내용은 습지보전법 전면 개정, 전국내륙습지 모니터링 제도 신설, 국가습지인벤토리 강화, 사전예방적 습지관리를 위한 '생태자연도 반영', 습지건강성 회복을 위한 '습지복원 관리' 제도정비, 지역과 상생하는 습지의 '현명한 이용'체계화 등이다. 본 기본계획에 따라 향후 5년간 환경부가 습지보전을 위한 기본계획을 수립하여 이를 이행할 예정이므로 습지에 관련한 업무를 수행하는 관계자들에게 이를 소개 하고자 한다.

Methods for sampling and analysis of marine microalgae in ship ballast tanks: a case study from Tampa Bay, Florida, USA

  • Ballasting and deballasting of shipping vessels in foreign ports have been reported worldwide as a vector of introduction of non-native aquatic plants and animals. Recently, attention has turned to ballast water as a factor in the global increase of harmful algal blooms (HABs). Many species of microalgae, including harmful dinoflagellate species, can remain viable for months in dormant benthic stages (cysts) in ballast sediments. Over a period of four years, we surveyed ballast water and sediment of ships docked in two ports of Tampa Bay, Florida, USA. Sampling conditions encountered while sampling ballast water and sediments were vastly different between vessels. Since no single sample collection protocol could be applied, existing methods for sampling ballast were modified and new methods created to reduce time and labor necessary for the collection of high-quality, qualitative samples. Five methods were refined or developed, including one that allowed for a directed intake of water and sediments. From 63 samples, 1,633 dinoflagellate cysts and cyst-like cells were recovered. A native, cyst-forming, harmful dinoflagellate, Alexandrium balechii (Steidinger) F. J. R. Taylor, was collected, isolated, and cultured from the same vessel six months apart, indicating that ships exchanging ballast water in Tampa Bay have the potential to transport HAB species to other ports with similar ecologies, exposing them to non-native, potentially toxic blooms.
