A Study of Technical Standard Making from Governance Perspective: The Case of Master Spec. in Electrical Construction (기술 표준 제정과 거버넌스 접근법: 전기공사 마스터 스펙 사례)

  • For a few recent years, KECA(Korea Electrical Contractor Association) has promoted a project to establish an electrical construction specification called Master Spec. This paper analyses the characteristics of standards-making process of the Master Spec. as an umbrella technical standard in electrical construction industry in Korea. This paper argues that even if the Master Spec. is recognized to be technical standards, the standards-making process involves both technical and social practices when viewed from social construction theory and governance perspective. This aspect of social practices in technical standards making should be well understood because various stakeholders in terms of interests, resources, and motives try to influence the process positively and negatively. KECA in responsible for enactment of the Mater Spec. should be very thoughtful in building consensus first of all among electrical contractors, managing relationship with concerned government officials, and dealing with potential deviant groups as well as in pooling expertises and developing technical knowledge needed for designing technical specification.

"Homeward returning": A Plebeian Romance and Naturalization of Vagrancy in John Milton's Paradise Lost

  • Focusing on the hermeneutic instability of a key word of Paradise Lost, "wander," this study attempts to situate John Milton's early modern epic in the longue $dur{\acute{e}}e$ historical transition from seignorial to capitalist mode of production, especially the displacement and reorganization of producer population, a corollary of early phase of modernization. The historic experience of vagrancy and its normalization, and the concomitant shift of the primary human sociability from given to voluntary bonds, I suggest, shape and inform Milton's early modern rewriting of the Biblical story of the fall and his revising of the heroic epic romance into a plebeian romance of a wandering, companionate couple. While building on the critical consensus on this poem's deliberate distancing from the tradition of classical epic and chivalric romance, this essay argues that Milton re-appropriates and re-channels the aspirational aspect of chivalric wandering, or mobility, for his plebeian heroes, a companionate conjugal couple. The hermeneutic instability of the word wander, this essay suggests, captures the duality of the historic experience of vagrancy, both the tragic experience of displacement and the liberational and uplifting dimension of that experience.

  • The acceptance of unsolicited proposals (a private-initiated process) has been viewed by several governments as a means of encouraging innovative initiatives. However, the ramifications of this mechanism are still poorly understood. This paper analyzes a framework used by the Taiwanese government to evaluate unsolicited proposals. Taiwan's experience demonstrates the need for an improved framework in which key issues such as building consensus, maintaining a transparent procurement process, ensuring sufficient competition, and protecting intellectual property rights shall be addressed. In addition, the case study suggests that the roles of participants, the relationships and interfaces of activities, information flows, and decision making points should all be well defined. Some fundamental differences between solicited and unsolicited proposals are also discussed.

Preferences of Mixed Types in a Social Mix Apartment Community and It's Residents' Social Behavior - Focused on the first district in Eunpyeong New Town in Seoul - (사회적 혼합아파트 거주자의 혼합유형 선호특성과 사회적 행태 연구 -서울시 은평뉴타운을 대상으로-)

  • In order to solve social exclusion and segregation phenomenon and to realize social integration, the necessity of social combination and consensus has been presented and existing conception about the public lease apartment confronts a turning point due to the diversification of apartment supply system. With this social background, Eunpyeong New Town Project implemented by Seoul Metropolitan Government is the first example that supplied diverse apartments for social integration. Survey was made upon the residents aged 20 and over and living in combination apartments, lease apartments and common apartments for private ownership in the Enpyeong New Town Apartment Complex in section 1 area, and the survey sheets filled up by the respondents were collected by personal visits or by using specified gathering spots. Summary of study results is as follows: Firstly, regarding the combination method, respondents preferred the irregular combination of lease apartment units and common apartment units in the same apartment building at the top, analyzing by survey groups marked that residents of common apartment with initial ownership responded not to choose combination apartment complex or combination apartment in future. Secondly, the living consciousness with neighbors revealed that respondents were generally satisfied without difference between the residents of lease apartment and common apartment. As the demand and policies for diverse lease apartments are increasing recently, Eunpyeong New Town Project aimed for positive social integration and consensus will be evaluated as model case for social combination apartment in future. And it is necessary to introduce the policies that consider the differences in consciousness and interest of the residents among the lease apartments and common apartments.

Matching for Cylinder Shape in Point Cloud Using Random Sample Consensus (Random Sample Consensus를 이용한 포인트 클라우드 실린더 형태 매칭)

  • Point cloud data can be expressed in a specific coordinate system of a data set with a large number of points, to represent any form that generally has different characteristics in the three-dimensional coordinate space. This paper is aimed at finding a cylindrical pipe in the point cloud of the three-dimensional coordinate system using RANSAC, which is faster than the conventional Hough Transform method. In this study, the proposed cylindrical pipe is estimated by combining the results of parameters based on two mathematical models. The two kinds of mathematical models include a sphere and line, searching the sphere center point and radius in the cylinder, and detecting the cylinder with straightening of center. This method can match cylindrical pipe with relative accuracy; furthermore, the process is rapid except for normal estimation and segmentation. Quick cylinders matching could benefit from laser scanning and reverse engineering construction sectors that require pipe real-time estimates.

  • Researchers indicates several issues as to performance evaluation methods for public health centers. Firstly, health centers are passively involved in the evaluation process, the performance indicators are activity-oriented, and mostly unrealistic. Balanced Scorecard is one of the methods for evaluating organizational performance, which is utilized at current in many industries including public sector. The purposes of this study is to apply balanced scorecard approach to a public health center and to develop performance indicators as well as their vision and strategies. For developing performance indicators, researchers selected K City Public Health Center and implemented brainstorming with members of health promotion team. Through team process they suggested goals, strategies and several indicators they considered proper to accomplish their shared vision. And then appropriateness of the indicators were evaluated by professional researchers in health promotion field for consensus building by email questionnaire. Based on survey and professional consensus meeting, 11 performance indicators were tailored in four perspectives as well as 6 strategies and 10 strategic goals, which are steps for accomplishing shared vision of health promotion team. For details, refer to the paper. Most members of health promotion team were satisfied with the indicators. However issues such as low level of recognition and familiarity with a new concept of BSC, and cultural resistance to strategic approach in public organizations should be addressed for future application and dissemination of BSC technique to public health organizations.

A Study on the Promotion for Convention Industry in Korea (국내 컨벤션산업의 육성전략에 관한 연구)

  • Many Countries in the world are struggling to foster the industry of international convention while attracting various international convention on the politics, economy society, culture, religion and sports. The needs of international conventiones are increasing now becourse of the expansion of international visitors exchanges and it affect on the promotion of national economy development of tour industry internal and overseas public relation of the countries. The important point in this situation is to make a consensus between public organization in eluding goverment related civil industry and academic society and set up and process the long term and short-term strategy basis on the consensus. First related facilities should be enlarged and inproved and maketing activities to hold the conventions that are propec to their facilities should be fostered. Second it is imporment to try to hold the international convention through in troducing our related abilities and facilies if the world and through Positive public realations and marketing activities in the world. Third to perform the inducde international conventions successfully the gualities of related personnel should be improved and the experts such as conventions Planner and simultaneous interprefec should be nurtured. Fourth related enterpries should be supported step by step by goverment level to foster their activifies on holding and operating the international conventions. Fifth the tourism effect can b promoted by harmonizing the tourism and international convention through building large scale convention centers in the cities. Therefore to develop the international conventions industry more positively and effectively publicity work and activity to hold of the goverment posifive and creative effort of related enterprise and people's active participation are all needed.

Matching for the Elbow Cylinder Shape in the Point Cloud Using the PCA (주성분 분석을 통한 포인트 클라우드 굽은 실린더 형태 매칭)

  • The point-cloud representation of an object is performed by scanning a space through a laser scanner that is extracting a set of points, and the points are then integrated into the same coordinate system through a registration. The set of the completed registration-integrated point clouds is classified into meaningful regions, shapes, and noises through a mathematical analysis. In this paper, the aim is the matching of a curved area like a cylinder shape in 3D point-cloud data. The matching procedure is the attainment of the center and radius data through the extraction of the cylinder-shape candidates from the sphere that is fitted through the RANdom Sample Consensus (RANSAC) in the point cloud, and completion requires the matching of the curved region with the Catmull-Rom spline from the extracted center-point data using the Principal Component Analysis (PCA). Not only is the proposed method expected to derive a fast estimation result via linear and curved cylinder estimations after a center-axis estimation without constraint and segmentation, but it should also increase the work efficiency of reverse engineering.

  • The controversy over the mad cow disease in Korea can be understood as a demonstration of complex and skeptical public sentiments toward the government that were all mixed with expectations, demands, hope and mistrust. The governments decision to resume the import of American beef turned such expectations into mistrust and public hope into nationwide resistance expressed in the form of candlelight vigils. This phenomenon can not be simply explained as a fear of risks. Concerns over mad cow disease were a trigger but they were riot sufficient cause to explain the nationwide controversy involving all the Koreans. It was mad cow disease that triggered a sharp confrontation between the government trying to stick to its decision to resume the import of American beef and the opponents who were not convinced by the government. In fact, this is not simply an issue of a disease. It is rather a complex issue of the acceptance of risks, the consistency of the government policy, trust in the government, and the public consensus on the government policy. In this context, this study analyzes the controversy over the mad cow disease from the perspectives of risk management, public policy-making, and public trust and social consensus-building.

Research on National Korean Medicine Policy Priorities using Delphi-AHP : Focusing on the 4th Comprehensive Plan for Korean Medicine Development (델파이-AHP 기법을 사용한 국가한의약정책 우선순위에 관한 연구 - 제4차 한의약육성발전종합계획을 중심으로 -)

  • Objectives : The purpose of this study is to identify priorities for the 4th Comprehensive Plan for Korean Medicine Development using Delphi and AHP techniques. Methods : This study uses Delphi-AHP method to first, select the target priority policy based on the policy content of the 4th Comprehensive Plan. In addition, two surveys on the priorities were conducted to reach consensus between experts. The main results of the first survey were also provided to experts participating in the second survey to help form expert consensus. Finally, the final policy priority was chosen based on the second survey result. Results : Survey results showed that of the 39 policies in the 4th Comprehensive Plan, "improve the accessibility of Korean medicines," was the most important goal. This was followed by "support for Korean medicine R&D from clinical research to industrialization," "provide foundation for a pilot project that provides customized medical services" and "strengthen the public medicine function of Korean medicine by expanding the its infrastructure in national and public hospitals." Conclusion : The results showed that capacity building of Korean medicine in primary care, improvement of the health insurance system, and research centered on industrialization are relatively more important goals, while the need to enhance global competitiveness was much less important. These key points can serve as a reference when formulating the 5th Comprehensive Plan for Korean Medicine Development in the future.
