ICT Standardization and Innovation Change: Case of ISO Consensus Standardization

  • This paper clarifies the change in international technology standardization as a change in innovation. The change comes to be shown in how to take the consensus standard. The tendency to standardize the systematized concept is a rather arduous and complex endeavor. This paper focuses on Mitsubishi Electric Corporation as such a case. The results interpreted from the approach of closed innovation, open innovation, and social innovation. The following findings are clarified by. 1) The consensus standardization is open innovation in which the enterprise creates value. 2) When the value creation is large, the possibility of the maximization of such value capture that achieves the earnings acquisition can be improved. 3. The innovation of the consensus standardization is reciprocal for the stakeholder. The possibility for open and social innovation to supplement the success in innovation mutual and to achieve an effect is suggested.

분산 무선 네트워크에서 컨센서스 알고리즘의 트레이드오프 분석 (Tradeoff Analysis of Consensus Algorithm in Distributed Wireless Networks)

  • 본 논문에서는 CSMA/CA기반의 분산 무선 네트워크에 컨센서스 알고리즘을 적용할 때 발생하는 트레이드오프 성능을 분석한다. 컨센서스 알고리즘 자체는 협력 이웃 노드가 많을수록 빠른 수렴 속도를 갖지만, 무선 네트워크상에서는 협력 이웃 노드가 많을수록 접속 충돌로 인하여 전송 지연이 증가한다. 따라서 두 성능 간에 트레이드오프가 존재하며, 이로 인하여 컨센서스 달성 시간을 최소화하는 최적의 협력 이웃 노드 수가 존재한다. 시뮬레이션을 통하여 컨센서스 참여 노드 수에 따라 최적 이웃 노드 수를 도출한 결과, 네트워크 규모가 작을 때에는 모든 노드가 다 같이 협력하는 것이 최적이지만 네트워크 규모가 어느 이상으로 커질 경우에는 이웃 노드 수를 일정 값으로 제한하는 것이 최적 운용 전략이 된다.

COLLECTIVE BEHAVIORS OF SECOND-ORDER NONLINEAR CONSENSUS MODELS WITH A BONDING FORCE

  • We study the collective behaviors of two second-order nonlinear consensus models with a bonding force, namely the Kuramoto model and the Cucker-Smale model with inter-particle bonding force. The proposed models contain feedback control terms which induce collision avoidance and emergent consensus dynamics in a suitable framework. Through the cooperative interplays between feedback controls, initial state configuration tends to an ordered configuration asymptotically under suitable frameworks which are formulated in terms of system parameters and initial configurations. For a two-particle system on the real line, we show that the relative state tends to the preassigned value asymptotically, and we also provide several numerical examples to analyze the possible nonlinear dynamics of the proposed models, and compare them with analytical results.

Quantitative ethnobotanical investigation in Northern District of Lesser Himalayas of Azad Jammu and Kashmir, Pakistan

  • Background: The present study provides valuable insights into the traditional uses of medicinal plants by the inhabitants of the Northern District of the lesser Himalayas in Azad Jammu and Kashmir, Pakistan. The study likely focuses on documenting and preserving the region's indigenous knowledge and practices related to medicinal plants. Ethnobotanical data were collected by interviewing 72 local informants including practitioners, farmers, teachers, and laborers from different localities of District Jhelum Valley. Different quantitative tools were used for the analysis of ethnobotanical data including relative frequency of citation, use value, informant consensus factor, fidelity level, cultural value, practical value, consensus value for plant part, rank order priority, percentage respondent knowledge, economic value and their total value were calculated. Jaccard's index (JI) was used to compare the present knowledge with the previous studies in the same or surrounding areas. Results: A total of 129 species belonging to 111 genera and 63 families were documented along with their ethnobotanical uses. Dominant families based on the number of species include Rosaceae contributing 12 species followed by Asteraceae and Saxifragaceae with 8 species each. The comparative study of the novelty of species and their uses by the JI revealed 13 novel plant species which were not reported earlier from this region. Conclusions: This information is not only important for scientific and ethnobotanical purposes but also for the sustainable management of medicinal plant resources and the potential discovery of new natural medicine. Such studies can help to bridge the gap between traditional and modern medicines and collaboration between traditional healers and health care practitioners.

  • Best value in value engineering has relation to cost and performance. But a severe problem in VE study of a project is to reduce value due to loss of performance, caused by focusing on cost reduction. Also a lack of understanding performance concept, no trial VE workshop as well as cost saving-based policy have not satisfied customer needs. A efficient and practical methodology for accomplishing best value in construction projects is proposed. This study developed a more objective approach for performance measurement approach of mega projects and suggested a systematic process of performance quantitative analysis verifying value improvement. The proposed performance measurement method would be very useful for better communication and consensus between stakeholders and VE team especially through value engineering.

  • Doctors are often faced with difficult decisions and uncertainty when patients need a certain treatment. They routinely rely on the scientific literature, in addition to their knowledge, experience, and patient preferences. Clinical practice guidelines are created with the intention of facilitating decision-making. They may offer concise instructions for the diagnosis, management (medical or surgical treatments), and prevention of specific diseases or conditions. All information included in the final version are the result of a systematic review of scientific articles and an assessment of the benefits and costs of alternative care options. The final document attempts to meet the needs of most patients in most circumstances and clinicians, aware of these recommendations, should always make individualized treatment decisions. In this review, we attempted to define the intent and applicability of clinical practice guidelines, expert consensus documents, and registry studies, focusing on the management of patients with thoracic aortic disease.

Comparison of the Democratic Concepts of the People in Mainland China and Taiwan: Support and Understanding

  • Through an empirical comparative analysis, we found that people in mainland China and Taiwan demonstrate strong similarities in their support for democracy, based on democratic suitability, efficiency, preference, and priority. There are also differences in beliefs about democratic values. Compared to people in mainland China, the Taiwanese have a deeper and more widely shared belief in the principles of participation and pluralism, while the differences between their beliefs in the principles of equality, freedom, and checks and balances are narrow. Furthermore, people in mainland China and Taiwan have a strong similarity in their understanding of democracy, that is, they all present a mixed democratic understanding based on substantive bias. Overall, although the differences between mainland China and Taiwan's democratic practices are reflected in the level of value identification from the perspective of democratic support and democratic understanding, the popular democratic political culture in mainland China and Taiwan still has a relatively broad consensus. Thus, the integration and development of cross-strait relations not only has an increasingly profound social and economic foundation but also considerable consensus and mass support on the political and cultural level.

생명복제, 합의회의, 심의민주주의 (Cloning, Consensus Conference, Deliberative Democracy)

  • 이 글은 1999년 유네스코 한국위원회가 개최한 제 2차 생명복제 합의회의를 다룬다. 기존의 연구는 합의회의를 시민참여모델의 일환으로만 이해했고, 그것이 갖고 있는 심의민주주의적 측면을 다루지 못했다. 이 글은 시민들이 합의회의에 참여해 중요한 사회적 쟁점을 토론이라는 형식을 통해서 다루었다는 점에 주목한다. 합의회의는 시민의 공적인 판단에 기초한다는 점에서 선호취합적 민주주의와는 다르다. 이번 합의회의는 한국에서 있었던 최초의 심의민주주의의 실험이라는 점에서 역사적 의의를 갖는다. 1) 우선 합의회의의 토대를 살펴본다. 그것은 과학의 사회구성주의, 사회적 토론의 전통, 심의민주주의다. 2) 심의민주주의가 무엇인지 살펴본다. 그것은 사적 선호가 아니라 공적 판단에 기초한다는 점에서 기존의 선호취합적 민주주의모델과 구별된다. 3) 이번 합의회의에서 실험된 심의민주주의의 특징과 의미를 살펴본다. 합의회의에서 시민들은 심의과정의 결과로 자신들의 선호를 변화시키고, 공동체적 사유로 발전하는 모습이 관찰되었다. 이는 심의민주주의의 의미를 확인해주는 것이다. 동시에 이번 합의회의는 심의민주주의의 문제점과 개선점을 확인하는 계기이기도 하다. 우선 시민패널과 전문가패널 간의 위계뿐만 아니라, 토론능력과 관련해 시민패널간의 위계가 발견되었다는 점이다. 둘째, 생명의 가치를 논증이나 담론의 형식으로 표현하기가 쉽지 않다는 점이다. 셋째, 생명복제가 미래세대 및 자연과 관련된다는 점에서 이들을 배려하는 제도적 노력이 요구된다는 점이다.

한국 월출산 국립공원 지역민들이 이용하는 약용식물에 대한 민족식물학적 연구 (Ethnobotanical Study of Medicinal Plants used by Indigenous People in Wolchulsan National Park, Korea)

  • Objectives : The purpose of this study was to document the use of medicinal plants in traditional practices and to analyze and evaluate medicinal traditional knowledge of indigenous people in Wolchulsan National Park. Methods : Data were collected through interviews, informal meetings, open and group discussions, and observations guided by semi-structured questionnaires. Data were analyzed via quantitative analysis of use value (UV), informant consensus factor (ICF) and fidelity level (FL), and network analysis. Results : A total of 580 methods of usage recorded in this study were classified into 55 families, 95 genera, and 104 species. Plants with the highest recorded UVs were Glycine max (L.) Merr., Leonurus japonicus Houtt., and Artemisia princeps Pamp.. The informant consensus factor about using medicinal plants ranged from 0.55 to 0.92, which showed a high level of agreement among the informants on respiratory system disorders and pains. There were 22 species of plants with a fidelity level of 100 %, after eliminating the plants that were mentioned only once from the analysis. Finally, using network analysis, Glycine max (L.) Merr. and Artemisia princeps Pamp. were defined as species with meaningful medicinal use, while lumbago and leg pain were defined as significant ailments in the study area. Conclusions : This study highlights the diversity and importance of medicinal traditional knowledge for communities of Wolchulsan National Park, Korea. The results of this study will provide basic data for phytochemical and pharmaceutical studies, such as new medicines and therapies.

가족가치확산을 위한 정책과제와 대안 (A Study on Policies and Practices for Family Value)

  • This study is to review the policy objective of the spread of family value in 2nd Family Policy 2011-2015. The spread of family value is newly adapted sphere in 2nd Family Policy. But this policy objective is not clear, diverse or comprehensive. So, this study attempts to examine two questions: what is the family value in healthy family policy? How this objective is reflected to policy services. Because families are shaped by changes in social norm or trend, this study examined the changing demographics of family affect to family value. And the meaning of family value and the viewpoints are clarified. Last, for the extend of this policy objective, this study suggests to reach consensus on future family in Korean society, to emphasize function of family as social safety net.
