Prioritizing Freeway Segments for Variable Speed Limit (VSL) Operations based on Traffic Safety (교통안전을 고려한 고속도로 가변제한속도 운영구간 우선순위 결정 연구)

  • Variable speed limit(VSL) is a useful speed management tool for alleviating traffic congestion and enhancing traffic safety. The purpose of this study is to identify promising freeway segments for safety enhancement through VSL operations. An ordered probit model was adopted to capture factors affecting freeway crash severity that can be used to support decision making for selecting the promising segments. Pseudo elasticity and marginal effects, which are outcomes of the ordered probit analysis, were used to determine priority of promising segments for traffic safety. The results of this study would be useful in installing VSL systems and developing traffic control and operations strategies in practice.

Analysis of Urban Traffic Network Structure based on ITS Big Data (ITS 빅데이터를 활용한 도시 교통네트워크 구조분석)

  • Intelligent transportation system (ITS) has been introduced to maximize the efficiency of operation and utilization of the urban traffic facilities and promote the safety and convenience of the users. With the expansion of ITS, various traffic big data such as road traffic situation, traffic volume, public transportation operation status, management situation, and public traffic use status have been increased exponentially. In this paper, we derive structural characteristics of urban traffic according to the vehicle flow by using big data network analysis. DSRC (Dedicated Short Range Communications) data is used to construct the traffic network. The results can help to understand the complex urban traffic characteristics more easily and provide basic research data for urban transportation plan such as road congestion resolution plan, road expansion plan, and bus line/interval plan in a city.

An Analysis on Convergence of Local Public Expenditures in Korea (우리나라 지방재정지출의 수렴 분석)

  • This paper analyzes whether local public expenditures have converged during the 1985-2011 periods in Korea, using the sixteen metropolitan and provincial governments data. We analyze the convergence of per capita real local public expenditures in terms of both static view and dynamic view of convergence. Furthermore, we derive the estimating equation for per capita real local government expenditure growth function from theoretical model based on Skidmore et al.(2004)[23]. The main results from empirical analyses are such that an increase in aged people helped local government expenditures increase. Also, we found that the convergence speed of economic expenditure is greater than that of social welfare expenditure. Similarly the convergence speed of public capital expenditure is greater than that of public consumption expenditure. In the future we had better examine the convergence of local public goods taking into account their congestion rates.

  • The ATM Forum has been focusing on flow control mechanism for ABR traffic management. The goal of this activity is to efficiently manage the leftover network bandwidth and fairly distribute it among contending ABR VC so that communication links can be optimally utilized. ABR traffic is difficult to predict traffic shape because it has bursts and variable behavior. Also it's sensitive to lose but not to delay. This behavior makes difficult to UPC function in network and cause of congestion in switch, thus performance is degraded. To resolve this problem, various flow control mechanism has been worked in the ATM Forum. Especially, the rate-based flow control mechanism for ABR traffic has been standardized in the ATM Forum, Sept. 1994. Thus, various flow control mechanism has been working which likes EFCI, ER, VS/VD. VS/VD control is superior than existed ER control because it isolate different networks from each other. In this paper, we propose an expanded VS/VD flow control algorithm and compare with existed VS/VD flow control algorithm. Simulation result shows that this algorithm improve a problem in aspect of delay and fairness.

Effects of kinesiology tape after enucleation of mandibular dentigerous cysts

  • Objectives: Kinesiology tape (KT) creates a pulling force on the skin, thus improving blood and lymph flow by alleviating hemorrhage and congestion of lymphatic fluid. The authors hypothesized that the use of KT could be beneficial for the management of complications after head and neck surgery and designed this study to evaluate the effects of KT on swelling, pain, and trismus after enucleation of mandibular dentigerous cysts with third molar extraction. Materials and Methods: Forty patients who underwent enucleation of a dentigerous cyst with extraction of the mandibular third molar were selected. The patients were randomized into two groups (n=20 each): a KT group, where KT was applied after surgery in addition to basic postoperative care, and a control group, where patients received basic postoperative care without KT application. Swelling, pain, and trismus were evaluated before surgery (T0) and on postoperative days 1 (T1), 2 (T2), and 3 (T3). Cyst volume, gauze weight for assessing bleeding, and operation time were recorded. Results: There was a significant difference between the two groups in the change in swelling up to T1 and the change in swelling between T1 and T2. The maximum swelling in the KT group was significantly less than that in the No-KT group and maximum swelling appeared faster in the KT group than in the No-KT group. Both groups showed a mild pain response but there was no significant difference between the two groups. There was no significant difference on interincisal distance change between the two groups. There were no correlations between cyst volume, bleeding, operation time, and maximum swelling. Conclusion: KT can effectively manage facial swelling after oral and maxillofacial surgeries such as cyst enucleation and third molar extraction, thus improving postoperative patient satisfaction levels and quality of life.

A Suggestion on the Traffic Flagger System in Japan (일본 교통유도 경비제도의 시사점)

  • The obstructive factors of the smoothly running traffic are street improvement, major commercial buildings like department stores, the large markets, the stadiums, the concert buildings, a lot of steady cars for using parking lot. The accident of cost many lives and traffic congestion from these factors cause the result that it enables to pay the enormous expenditure socially and financially. For solving these problems, Japan adopts the Traffic Flagger System in 1972. This task has the effects of improving traffic flow in the traffic jam and mitigating risk of car accidents as leading pedestrians and vehicles thereby the task carries into effect in the area where the accident took place. Moreover, this security task is rapid growth after adopting and 59.6%(5,317) of the whole security company 8,924 in Japan based on December 2009 registered as the traffic leading security business. While South Korea is demanded of the measures about obstructive factors of the smoothly running traffic, it represents the limitation of the system and the safety management. Thus the current study suggests the we will analyze South Korea's actual condition and then discuss the law and education system for a realizable plan reached the public-Private cooperation for adopting Japan's Traffic Leading Security System.

  • In the present maritime traffic conditions of Mokpo harbor, there exist many hazardous factors which may lead to huge accidents including marine oil pollution We analyze marine traffic environments including traffic congestion, natural conditions, maritime traffic accidents in the last 10 years, the fishery status, operation of traffic routes and management of navigational aids and regulations relating ships' routeing both in and out of the country. Consequently, this work is to propose improved marine traffic system in future.

  • Recently, as Internet and its services grow rapidly, IETF(Internet Engineering Task Force) introduced a new switching mechanism, MPLS(Multi-Protocol Label Switching), to solve the problem of the scalability in Internet backbone. In this paper, we implemented the LSR loaded with VC-merging function, which causes LSR's management cost to be significantly reduced. We propose a new VC-merge function which supports differentiated services. In case of network congestion in the output buffer of each core LSR, appling link polices to the output modules of the LSR using the EPD algorithm can prevent the buffer from being overflowed. Simulation was performed for Diffserv by using multiple traffic models and investigated the impact of VC-merge method compared to non VC-merge method. The proposed switch is modeled in VHDL and fabricated using the SAMSUNG $0.5{\mu}m$ SOG process.

Reconstruction of Various Perinasal Defects Using Facial Artery Perforator-Based Nasolabial Island Flaps

  • Background Classical flaps for perinasal defect reconstruction, such as forehead or nasolabial flaps, have some disadvantages involving limitations of the arc of rotation and two stages of surgery. However, a perforator-based flap is more versatile and allows freedom in flap design. We introduced our experience with reconstruction using a facial artery perforator-based propeller flap on the perinasal area. We describe the surgical differences between different defect subtypes. Methods Between December 2005 and August 2013, 10 patients underwent perinasal reconstruction in which a facial artery perforator-based flap was used. We divided the perinasal defects into types A and B, according to location. The operative results, including flap size, arc of rotation, complications, and characteristics of the perforator were evaluated by retrospective chart review and photographic evaluation. Results Eight patients were male and 2 patients were female. Their mean age was 61 years (range, 35-75 years). The size of the flap ranged from $1cm{\times}1.5cm$ to $3cm{\times}6cm$. Eight patients healed uneventfully, but 2 patients presented with mild flap congestion. However, these 2 patients healed by conservative management without any additional surgery. All of the flaps survived completely with aesthetically pleasing results. Conclusions The facial artery perforator-based flap allowed for versatile customized flaps, and the donor site scar was concealed using the natural nasolabial fold.

Similarity Analysis of Hospitalization using Crowding Distance

  • With the growing use of big data and data mining, it serves to understand how such techniques can be used to understand various relationships in the healthcare field. This study uses hierarchical methods of data analysis to explore similarities in hospitalization across several New York state counties. The study utilized methods of measuring crowding distance of data for age-specific hospitalization period. Crowding distance is defined as the longest distance, or least similarity, between urban cities. It is expected that the city of Clinton have the greatest distance, while Albany the other cities are closer because they are connected by the shortest distance to each step. Similarities were stronger across hospital stays categorized by age. Hierarchical clustering can be applied to predict the similarity of data across the 10 cities of hospitalization with the measurement of crowding distance. In order to enhance the performance of hierarchical clustering, comparison can be made across congestion distance when crowding distance is applied first through the application of converting text to an attribute vector. Measurements of similarity between two objects are dependent on the measurement method used in clustering but is distinguished from the similarity of the distance; where the smaller the distance value the more similar two things are to one other. By applying this specific technique, it is found that the distance between crowding is reduced consistently in relationship to similarity between the data increases to enhance the performance of the experiments through the application of special techniques. Furthermore, through the similarity by city hospitalization period, when the construction of hospital wards in cities, by referring to results of experiments, or predict possible will land to the extent of the size of the hospital facilities hospital stay is expected to be useful in efficiently managing the patient in a similar area.
