Aims of the EXCEPT project and tasks and characteristics of the EXCEPT system are presented based on an analysis of urban planning EIAs. The methodology of evaluation in EIAs, which had to be developed in order to program the system, is based on a model of evaluation processes. Evaluation principles, evaluation rates, an environmental model and a model of the projects being planned are presented. The evaluation concern re-unifies the different components of evaluation again.

In computer subject assessment based on attitudes and skill, it is necessary to assess the ability of analyzing, capability, and attitudes. In this research, we propose a new method of performance assessment for computer subject. We made an experiment to prove this method in school. The result shows that the performance ability of students is more correctly assessed.

In this paper, we tried to investigate whether the influence of 'I' in a heterogeneous network of physical network and virtual network can be quantitatively measurable. To do this, we used Networked Community(NC) methodology to devise a concrete model of influence assessment in heterogeneous network. In order to test the model, we conducted an experiment with Donald J. Trump and his surroundings to evaluate the effectiveness of this influence assessment model. Experimentation included the measurement of impacts on the physical and virtual networks, and the impact on the networked community. Using Trump's case, we found that analyzing only one of the two networks can not accurately analyze the impact on others.

Programming is very important subject in computer science and similar computer-related areas such as electronics engineering, etc. Programming is also important for information education for elementary, middle, and high school students since programming is one of the most basic subjects in computer science courses and other similar areas. In current information and knowledge society, raising programming ability is a key factor for everyone's competitiveness. With highly-competitive programming ability, one can enjoy his or her daily life abundantly. He or she also can get a highly-paid job, and make money using his or her programming ability. In this paper, a programming ability assessment tool is developed and introduced for the no-programming experienced. It is very difficult to test programming ability for the no-programming experienced with non-programming tools or activities. In this paper, a programming ability assessment tool is developed based on logical thinking ability. Especially the proposed tool consists of 15 questions for test one's logical thinking ability. The tool does not require any computer science or programming background. The proposed tool will be helpful as criteria for entrance examination or job screening examination for programming-related areas or subjects.
Three degrees of freedom plus(3DoF+) and six degrees of freedom(6DoF) system, which supports a user's movements in graphical and natural scene-based virtual reality, requires multiple high-quality and high-resolution videos to provide immersive media. Previous video quality assessment methods are not appropriate for the 3DoF+ and 6DoF system assessment because different types of artifacts occur in these systems which are not shown in the traditional video compression. This paper provides the performance assessments of several quality assessment methods in 3DoF+ system. Furthermore, this paper presents a super metric, which combines multiple quality assessment methods, thereby it showed a higher correlation coefficient with the subjective quality assessment than the previous methods. Experimental results on 3DoF+ immersive video showed 0.4513 gain on correlation coefficient with subjective quality assessment compared to that of peak signal-to-noise ratio(PSNR).
Recently, large-scale mathematics assessments are shifting from traditional paper-based tests to computer-based tests, nationally and internationally. This study explored the mode effect (the difference in student achievement by the change of test mode) according to the types of test items, the technological function reflected in the items, the characteristics of students' computer use, and the computer-based test environment. To this end, we analyzed the results of the 2020 national assessment of educational achievement of high school mathematics conducted on a paper and computer basis. As a result, firstly, the mode effect induced by the mode transition was generally insignificant, but the mode effect was larger in the extended response type than other types. Secondly, there were differences in the mode effect according to the transition to test with computer mode where innovative items were added. Thirdly, the difference between mode effects was statistically significant according to the student's sense of efficacy in computer use. The results of this study suggest that innovative items should be introduced deliberately according to the targeted content and competency in evaluation, and that assessment design and environment preparation need to be carefully developed so that nonessential abilities other than students' mathematical ability or incidental situation do not distort the assessment results.

To assess structural condition in a non-destructive manner, computer vision-based structural health monitoring (SHM) has become a focus. Compared to traditional contact-type sensors, the advantages of computer vision-based measurement systems include lower installation costs and broader measurement areas. In this study, we propose a novel computer vision-based vibration measurement and coarse-to-fine damage assessment method for truss bridges. First, a deep learning model FairMOT is introduced to track the regions of interest (ROIs) that include joints to enhance the automation performance compared with traditional target tracking algorithms. To calculate the displacement of the tracked ROIs accurately, a normalized cross-correlation method is adopted to fine-tune the offset, while the Harris corner matching is utilized to correct the vibration displacement errors caused by the non-parallel between the truss plane and the image plane. Then, based on the advantages of the stochastic damage locating vector (SDLV) and Bayesian inference-based stochastic model updating (BI-SMU), they are combined to achieve the coarse-to-fine localization of the truss bridge's damaged elements. Finally, the severity quantification of the damaged components is performed by the BI-SMU. The experiment results show that the proposed method can accurately recognize the vibration displacement and evaluate the structural damage.

This paper is intended to show some new approaches and concepts for the development of system model and prototype software for computer-aided Monitoring and Assessment(M&A) of grand bridges. The system model that incorporates optimal strategies for M&A of grand bridges is suggested. Reliability models are developed and a reliability-based capacity rating method is established for the evaluation of the bridge safety and reliability based on the real responses measured from a series of field load tests. Based on the proposed models, an integrated prototype software is then developed for computer-aided M&A of grand bridges under the environment of the graphic user interface, which is successfully applied to the M&A of an existing cable-stayed bridge. It may be stated that the system model and prototype software developed in this paper can be utilized and implemented in the development of the computer-aided M&A system for cable-stayed and suspension bridges.
This study conducted a visual impact assessment of an apartment complex project proposed in Jungkye-dong, Seoul. Three design alternatives of the project-alternatives 1, 2, and 3-which differed in form, color, scale, and arrangement of buildings were simulated with computer image processing technique. The simulations were presented to the public who were mainly residents in the project area, and visual impact resulted from the alternatives was assessed by them. Their responses were then statistically analyzed. It was found that, in terms of compatibility with the surrounding landscape, alternative 1 was the most favourable because it was more traditional, natural, and diverse than alternatives 2 and 3. At the same time, the alternative was most preferred by the public because it was more plain, natural, and diverse than other alternatives. It was suggested that the visual impact assessment with public participation conducted in this study would help both planners and the public to make more intelligent decisions.

This study is directed for the development of a computer aided safety assessment system for agricultural irrigation structures, The developed system is composed of four subsystems that incorporate database, structural analysis, safety assessment, and postprocess, which are made to be interfaced systematically. It is developed in the user-friendly menu driving form with pull-down type interaction on a personal computer. The main algorithm of safety assessment of deteriorated structures is a rational rating system based on the reliability method. From this study, it may be stated that the proposed rating and safety assessment system provide an effective tool and thus it can be widely used in practice for the assessment of safety and load carrying capacity of existing deteriorated or damaged agricultural irrigation structures.
