Discussion of Education Laws on Compulsory Education and its Limitations for the Gifted (영재에 대한 의무교육 제도의 교육법적 검토)

  • The study attempted to articulate standpoints towards compulsory education system based on schooling age and year in careful considerations with the gifted. For these ends, literatures were reviewed and various education laws, regulations and documents and related law reports and judicial decisions were investigated. Literature review was conducted to develop that ideas of rights to compulsory education for regular students are closely related to those for gifted. Structures of general education laws and gifted education law and regulations were compared. Later, limitations of compulsory education were discussed when it was applied for the gifted. In conclusions, it is inappropriate that the gifted are ruled by compulsory education system based on schooling age. If compulsory education system is designated to provide an effective opportunity for all students, it should be duties and rights to enter elementary schools at schooling age. However, it appeared that the duties and rights to enter elementary schools at certain schooling ages function as inhibitors against the gifted with giftedness and potentials far beyond those of regular students. Therefore, the gifted should be separately ruled under flexible systems of compulsory education if their achievement level is assessed as sufficient to enter elementary schools before schooling age. On the other hand, legal systems of compulsory education are gradually evolved to flexible systems. However, it is necessary to establish social atmosphere and support system of educational administration in order to practice the flexible system of compulsory education for the gifted.

Analysis of the Efficiency and Influencing Factors of Fiscal Expenditure on Compulsory Education

  • Using the panel data of 31 regions in China from 2006 to 2021, this paper analyzes the efficiency and influencing factors of the fiscal expenditure on compulsory education in China. Through the analysis found that the efficiency of some economically developed regional is lower, but the efficiency of economically backward regional is higher. In order to further analyze the influencing factors of the efficiency of fiscal expenditures on compulsory education, using Tobit model is analyzed. It is found that regional per capita GDP and fiscal self-sufficiency rate have a negative impact on the efficiency of fiscal expenditure on compulsory education. Age structure, percentage of fiscal expenditure on compulsory education and level of teachers have a positive impact on the efficiency of fiscal expenditure on compulsory education. Fiscal decentralization has no significant effect on the efficiency of fiscal expenditure on compulsory education.

A Study on the Education System of Seamen's Competency Certificate in Small Ships under the Concerned Laws (소형 선박 해기사의 교육 제도에 관한 기초 연구 -법정 교육을 중심으로-)

  • This study was carried out to reduce the number of marine accidents on versatile small ships and to minimize the casualties. The study looked into the compulsory education systems regarding embarkation on small ships such as the Korean Marine Officers Act, conducted a survey targeting on the education receivers to suggest problems, and drew a conclusion. Conclusions are as follows. First, it is needed to give education opportunities in the system by increasing the recipients of the Ships Officers Act, and to simplify the compulsory education by separating similar courses from the education regulated by the Korean Marine Officers Act, and by establishing integrated courses suitable to each size and facility of ships. Second, in cases where the compulsory education courses of different purpose of ships by other legislations are similar, it is necessary to expand the scope of the inter-education so that corresponding year's education is exempted. Third, by classifying the education ares, the education courses should be based on case studies and the audiovisual or field education that correlates relevant expertise should be managed within a reasonable time frame. Fourth, it is needed to enhance the education effect by converting the regular education courses to practical courses by different ships for safe navigation, and is also needed to review the system so that special courses for safe navigation can be carried out in each region on a regular basis by expanding both human and financial support of special institutions.

  • In this paper, the time series models for the number of reported death claims of compulsory automobile liability insurance in Korea are studied. We found that IMA${(0, 1, 1)}\;{\times}\;{(0, 1, 1)}_{12}$ would the most appropriate model for the number of reported claims by the Box-Jenkins method.

  • The purpose of this study is to clarify the background of the controversial attempt to establish a new public medical school linked to compulsory service as a means of strengthening public healthcare in Korea, and to raise anticipated problems with possible solutions. In Korea, healthcare is predominantly provided by the private sector focused on medical care, rather than public healthcare, even under the national health insurance system. The government has been mainly in charge of public health and unmet medical services from a residual perspective, but health inequalities still exist. To resolve this issue, the government created the concept of public health and medical service (PHMS) from a universal perspective and tried to strengthen the infrastructure of public healthcare and to foster core PHMS doctors by establishing a new public medical school linked to compulsory service in medically vulnerable areas. This study investigated the reality and concept of the new public medical school planned by the government, and identified problems such as the possibility of obtaining accreditation and evaluation before its establishment, the side effects of dividing doctors' roles, the waste of huge amounts of resources, and insensitive policies. In conclusion, in order to resolve health inequalities in Korea, we need to train doctors through medical school education that strengthens the social responsibility of doctors along with strengthening public healthcare infrastructure, and to provide a better environment for doctors working in medically vulnerable areas through sophisticated policies.

Study on the Institutional Change of Early Childhood Education Quality Assurance in China: From the Perspective of Historical Institutionalism (중국 유아교육의 질 보장제도 변천에 관한 연구: 역사적 제도주의 관점에서의 분석)

  • This study discusses the institutional change of Chinese early childhood education quality assurance institution (ECEQAI) from the three dimensions of the perspective of historical institutionalism of that refer to the external environment, dynamic mechanism containing with nation-market-society, and the invisible ideology of the institutional change. Chinese ECEQAI was divided into five historical periods, which were 17 years after the founding of China (1949-1966), the Great Cultural Revolution (GCR) period (1966-1976), the early stage of Reform and Opening-up (RO) (1976-1995), the social change period (1995-2010) and the new period (2010-now). This study also concludes five separate change models for Chinese ECEQAI that correspond to the five periods. The first was a compulsory and gradual institutional change model influenced by the Soviet model and dominated by national power. The second was compulsory and radical change model controlled by the counter-revolutionary group. The third was a compulsory and gradual institutional change model dominated by national power. The fourth was induced and gradual institutional change model driven by market power and forced by society power. The fifth was a compulsory and gradual institutional change model led by national power and forced by society power. Finally, the future change direction of China's ECEQAI was further pointed out, that was the government-leading and tend to balanced three-pole power model of "Nation-Market-Society", as well as the "three-pole power relationship" of indepth communication and positive interaction.

A Study on Research Ethics and Education for Aviation Tourism Researchers

  • Purpose: Compared to the research results that have achieved remarkable growth, research ethics problems that threaten the quality of research. This issue appears not only in Korea but also in research societies worldwide where research competition has risen This study attempted to prepare improvements and institutional implications to establish research ethics in the research field. Research Design, data and methodology: This study examined total 26 prior studies to examine the current status of aviation tourism research ethics in the literature reviews for the finding section. The procedure of data obtaining included the elimination process to screen dissertation papers, conference papers, and internet sources. Results: Researchers must have an institutional mechanism to publish papers after completing education. Research ethics education programs suitable for aviation tourism research should be developed and detailed and clear guidelines for research ethics should be provided. This can prevent research irregularities. Conclusions: It is necessary to create a clear research ethics education for the spread of positive research ethics on aviation tourism researchers. Develop research ethics education and complete long-term compulsory education. Establish a research culture that requires compulsory completion of research education. It is necessary to support continuous education and learning through various research ethics methods.

From the document we are able to know the structure of the curriculum, compulsory subjects, and minimum mathematical contents for training mathematics teachers at universities.
