Typical highway infrastructure systems include roadway pavement, drainage systems, tunneling, and other hardware components such as guardrails, traffic signs, and lighting. Tunnels in a highway system have provided significant advantages to overcoming various natural challenges including crossing underneath bodies of water or through mountainous areas. While only a few tunnel failure cases have been reported, the failure rate is likely to increase as these assets age and because agencies have not emphasized tunneling asset management. A tunnel system undergoes a deterioration life cycle pattern that is similar to other infrastructure systems. There are very few agencies in the United States implementing comprehensive tunnel asset management programs. While current tunnel asset management programs focus on inspection, maintenance, and operation safety, there is an increasing need for the development of a comprehensive life cycle tunnel asset management program. This paper describes a conceptual framework for a comprehensive tunnel asset management program. The framework consists of three basic phases including a strategic plan, a tactical plan, and an operational plan to provide better information to the decision makers. The strategic plan is a basic long term approach of tunnel asset management. The tactical plan determines specific objectives and the operational plan actually applies asset management objectives in practice. The information includes operational condition, structural condition, efficiency of the system, emergency response, and life cycle cost analysis for tunnel capital improvement project planning.

본 연구는 4차 산업혁명과 포스트 코로나 시대를 대비한 인천글로벌캠퍼스 도서관의 종합운영계획 수립을 위한 기초연구로, 인천글로벌캠퍼스 학생을 대상으로 현재 도서관의 현황 및 만족도, 수요도 조사를 실시하고 이를 기반으로 향후 종합운영계획수립 방향을 제안하고자 하였다. 연구 결과, 첫째 장서의 경우 지속적인 장서 확충을 위한 중장기적 계획이 필요하며, 특히 전공 관련 장서 확충이 필요할 것으로 보인다. 둘째 서비스의 경우, 이용자들의 연구단계별 맞춤형 정보서비스, 연구자 맞춤정보서비스, 학과전담 연구지원서비스 등을 제공하여 이용자들의 연구를 지원해야 하며, 정보활용교육프로그램 제공이 필요하다. 셋째, 공간 부분의 경우, IGC 이용자들은 학습 및 연구 공간에 대한 요구도가 매우 높게 나타나, 향후 공간 재구성을 통해 이용자들이 원하는 교육 및 관련 공간 개선이 필요하며, 학습 공간 확대와 더불어 토론 및·협업 활동, 세미나, 휴식 등 학생들의 삶과 밀접한 장소로서의 창의 협업 공간 확대도 필요하다. 마지막으로 홈페이지 및 정보시스템과 관련하여 홈페이지 활성화를 위해서는 가장 우선적으로 홈페이지 내에 이용자들이 원하는 다양한 콘텐츠 및 최신성을 갖춘 자료 확충이 필요하며, 이와 함께 국내 전자저널 및 DB 제공 계획이 이루어져야 할 것으로 보인다.

In general, the national rail system put an emphasis on distribution planing of stations for smooth operation of transporting goods, train allocation, parking, and maintenance. Since the national rail system is operated on the ground level, it is feasible to improve various aspects of the system during its operation. On the contrary, urban rail system is operated in the limited space under the ground, and thus, improving various aspects of the system during its operation is infeasible. Specifically, the urban subway system must have a comprehensive track distribution plan because the urban subway system has to operate in a limited environment such as it operates in a much shorter time period, The subway system has to be ready for various operations and events such as trains returning in the opposite direction. parking trains that need repair, parking during night time, storing various maintenance equipments, and connections to other tracks. Furthermore, considering the future extension of tracks, a comprehensive track distribution plan is a must.

In this paper we will concentrate on the Quality Control Policy which should be enforced as a part of the Total Quality Control considers the global concepts, the establishment Procedures, and the evolution and operation of Quality control policy to achieve effectively it. For enforcement of the Qualify control policy shall be focused for considerations : (1) suggestion of the optimum control policy (2) suggestion of a comprehensive plan and promoting method quality control (3) suggestion of matters that need special consideration at the time of decision of a comprehensive management of control policy thereof. (4) A comprehensive Proposal (5) suggestion of a plan for progress of the Quality control system and the supplementary plan In the future, accordingly, establishment d its own policy control level is desirably more reasonable, and the Total Quality Control System that employes the control efficiency of periodical and systematic and rationalization and radical reform of the enterprise management problem as the restrictive conditions must be applied for quality control system.

스마트도시계획은 스마트도시 건설사업의 기본방향, 추진전략, 서비스 구축 및 운영방안 등을 제시하여야 하고, 상위계획인 스마트도시종합계획의 내용을 반영해야 한다. 그러나 스마트도시계획 위계에 따라 계획 내용이 체계적으로 수립되고 있는지에 대한 실증적 연구는 미흡한 실정이다. 이에 본 연구에서는 지자체의 스마트도시계획이 국가 차원의 마스터플랜인 스마트도시종합계획과 실제로 연결성이 높은지를 네트워크 분석을 활용하여 파악하고자 한다. 이를 위하여 최근에 스마트도시계획이 승인된 광명시와 춘천시를 대상으로 사회연결망 분석을 실시하였다. 먼저 제2차 스마트도시종합계획에서 108개의 키워드를 도출하였고 이러한 키워드와 스마트도시계획의 연결성을 분석하였다. 사회연결망 분석결과, 광명시의 스마트도시계획의 총연결수가 371개로 춘천의 307개 보다 높았고, 키워드당 평균 연결정도와 네트워크 밀도도 광명 스마트도시계획이 춘천 스마트도시계획보다 높게 나타났다. 연구결과에 의하면, 스마트도시계획은 스마트도시종합계획과 실제로 연결성이 높았으며 연결중심성이 높은 키워드는 지자체마다 상이하게 나타났다. 본 연구결과는 지자체가 수립한 스마트도시계획이 상위계획과 계획간 연관성이 높은지 판단하기 위한 근거로 활용될 수 있을 것이다.

본 연구에서는 도서관발전종합계획에 대한 언론보도를 빅데이터 분석 기법을 활용하여 시기별 동향과 시사점을 도출하고자 하였다. 이를 위해 국내 주요 포털 사이트를 통해 2009년부터 2017년까지 관련 데이터를 수집하였다. 수집된 데이터는 텍스트 마이닝 과정을 통해 정제된 단어를 도출하였고 이를 바탕으로 빈도분석 및 중심성 분석, 구조적 등위성 분석 등을 수행하였다. 분석 결과 제1 2차 도서관발전종합계획이 시행되는 동안 도서관 정책의 흐름이 외연적 성장에서 도서관 운영의 내실화 고도화의 흐름으로 변화하고 있었으며, 도서관 시설 확충과 같은 특정 정책에 국한되어 언론보도가 이루어짐을 확인할 수 있었다. 이러한 연구 결과는 도서관발전종합계획으로 대변되는 도서관 정책을 어떤 관점에서 인식하고 이해하고 있는지 확인하는데 유용한 자료로 사용될 수 있으며, 향후 도서관발전종합계획의 비전을 모색하는데 활용되기를 바란다.

This study aimed to adaptive reuse plan a take advantage of Suncheon Bay Garden Expo 2013. Detailed objectives included: to identify and foster cultural and ecological resources in Suncheon Bay and Garden Expo Site; and to search and propose characterized program in the site for efficient utilization; and to revitalize a site for the vitalizations of the region where garden culture and garden industries for strengthening local competitiveness. The study was multi-phased. The first stage included basic surveys such as site status and environmental context analysis, and questionnaires and similar case studies, and the second stage was to review the direction of preliminary planning, develop associated industries and strategies for regional revitalization and review and incorporate project details. And the third stage aimed to develop a comprehensive plan from spatial plans and program plans and suggest plans to vitalize the operation of the site. The results of the study are as follows: First, the characterization strategy is 'healing experience tourism', 'healing garden', 'healing herbal care' are suitable for the site and regional revitalization. Second, the dimension of 2013 Suncheon Bay Garden Expo which was distinguished into four areas, in consideration of the characteristics and contents of the garden expo site for efficient operation and maintenance. Four area are as follows: the park oriented area, the experiential tourism oriented area, the existing conservation oriented area, and the area for associated industries. Third, the practice of private and public partnerships is needed in order to efficiently manage and operations. The significance of this study is that it is seeking to take advantage of the Garden Expo site and set the plan by existing resources and in consideration of local characteristics, in conjunction with area to envision and proposed management plan. Some problems are remained which have not been able to deal with details program and organization and financial planning programs for the operation of the site. This is for further study.

본 연구는 광주광역시 광산구에 건립될 거점도서관인 하남도서관 운영종합계획을 수립하기 위한 기초연구로, 이용자, 공공도서관 사서, 거점도서관의 관리자 등으로 대상을 구분하여 인식조사를 진행하여 거점도서관의 장서, 프로그램, 지위, 역할, 공동보존서고의 운영 등에 대한 시사점을 제시하고자 하였다. 연구 결과, 이용자가 선호하는 정보자원은 문학 주제의 단행본이며, 선호하는 도서관 서비스는 정보자원의 이용과 문화행사의 참여로 나타났다. 공공도서관 사서는 이용자 대상 도서관서비스와 도서관 간의 협력사업을 수행하는 것을 중요하게 생각하고 있었고, 분담 수서를 우선적으로 수행해야 하는 업무로 인식하고 있었다. 또한, 공동보존서고의 운영에 대하여는 전반적으로 긍정적으로 생각하고 있었다. 거점도서관 관리자는 거점도서관의 지위와 역할을 명확하게 하여 도서관 거버넌스를 수립하는 것이 중요하다고 하였고, 공공도서관으로서 지역의 이용자에 대한 정보서비스와 협력사업의 추진이 중요하다고 하였다. 본 연구의 결과는 하남도서관 종합운영계획의 수립 및 향후 운영시 유용한 기초자료가 될 것으로 기대할 수 있다.

Strategic Environmental Assessment (SEA) is an assessment process integrated with policy and planning processes considering environmental impacts, not at the level of individual project, but at higher level of policy and plan. Presently, two systems for the SEA are being implemented in Korea. One is "the consultation of environmental investigation into a change in national land utilization", which is to be pre-discussed with the head of the related central administrative organizations, based on the respective individual code. The other is "the consultation of environmental investigation into an administrative plan and project", which is to be pre-discussed with the minister of the environments for the administrative plan. However, these two systems are not integrated procedures with the planning process. In other words, there is a separate post-environmental assessment after planning. Also concrete proposal is not yet prepared for the method and procedure of environmental investigation about details of the planning. Therefore, they do not playa role in taking precautions for environmentally sustainable development. In this study, for the effective environmental investigation at the level of planning, environmental assessment model to be integrated with urban comprehensive plans was developed. The results of this study can be summarized as follows: First, based on the analysis of systematic problems in environmental investigation of this country, the study compared and analysed the SEA method of foreign countries. derived the potential limitations in its applications to this country. Also, the new method in this study, is integrated into planning process by improving the limitations. Thus, we developed the SEA model for this country, which consists of seven steps ; Phase 1; establishing a work program, Phase 2; defining the scop. of the SEA, Phase 3; analyzing an existing environmental situation, Phase 4; examining the consistency with environmental policy, Phase 5; appraising and synthesizing the plan content, Phase 6; proposing recommendations, Phase 7; monitoring and feedback. Second, the two types of application program of the developed assessment model were proposed. One is to integrate this model into planning process, and the other is for the institute and ministry of environments to implement SEA after planning. An aim of this study was developing an environmental assessment model at the planning level which was not yet established in this country and was to apply the model to urban comprehensive plan for inspection. This research will make the effective operation of environmental investigation system possible at the planning level in this country and contribute to the environmental protection at the global level.
