Through the harmony of natural and artificial systems a city is composed of, the ecology-oriented urban planning seeks for qualitative improvements of a city on which our life is based. To enhance the ecology-oriented urban planning, the followings are suggested by a comparative analysis of Korea with Germany regarding the development process, the instruments, and the establishment of indicators for the planning. Firstly, though our national land development plan is closely connected with B-plan, it has little to do with the natural environment. Moreover, the natural environment plan of the Ministry of Environment is almost impossible to carry out in terms of urban construction work. For this reason, the instrument for dealing with the development and environment plan systems together as well as the completion of the current plan system is needed for the ecologically acceptable urban development in the long term. Secondly, in order to realize what is mentioned above in the concrete it seems to be desirable for the system and the instrument to be devised at the extent of B-plan. The regulations of the plan should have strong legal binding force and practicality as well. The element of ecology-oriented urban planning are (1) degree of independence and appropriate density, (2) conservation of natural elements such as soil, water, animals and plants etc., (3) energy saving in land use, (4) activation of B-plan and inducement of active participation of residents. Thirdly, it will be useful to develop various kinds of indicators for the environment plan provided in advance so that the ecology-oriented urban developments may be under control. It also should be taken into consideration that the indicators are supposed to be comprehensive, representative, and practical enough to make the most of at the early stage of drawing up a plan. The kinds of indicators which can be used in the ecology-oriented urban development include (1) soil, (2) water, (3) vegetation and plants, (4) animals, (5) climate, and (6) transportation.

Railroad a field of basic industries in Korea had developed as representative transportation means in the interior. But since the 1970s, its transport requirement decrease had influenced in reduced earning. Thus railroad try to find a various subsidiary earning creations. Among the various subsidiary earning creations, a plan of privately financed station buildings is constructing and using. For the mean time the privately financed station have been constructed by in a narrow sensible development. But now like a Yongsan areas surrounding stations development, comprehensive development think over surrounding stations in a wide sensible development. Yeongdeungpo Station the traffic center of the south part in Seoul had been constructed by privately financed station of Lotte Shopping Co. after 1987. Yeongdeungpo Station constructed station building is a successful example for profitable. The successful instance of Yeongdeungpo privately financed station investigates and devises comprehensive development as thinking over surrounding stations for more and more benefits.

This study aims at advancing waterfront planning and development of North Port or of Pusan and attempting to establish an identity through the analysis and case studied of waterfront development of foreign countries. This study is based on Pusan urban harbor plan and the case study which was investigated the relational port with an urban area to find a model of development method and procedure of urban waterfront renewal. The approach of this study is to classify diversified cases and to suggest elements after reviewing successful cases. The point in the waterfront development plan of North Port of Pusan is how to secure an amenity on the edge and provides a comprehensive theoretical base such as skyline, coastline, green area, accessibility scenery, landmark, open space, and so on. The results of this stud is useful for the planner to develop more and systematic approaches which could utilize waterfront. Waterfront development will be a new change of urban development for Pusan.

우리나라 농촌의 현실인 저소득 문제와 공동화 문제 등이 서로 맞물려 상승작용을 하면서 문제가 더욱 심화되어가는 악순환 현상이 발생하고 있는 것이 현실이다. 이를 극복하기 위해 다양한 농촌개발사업이 추진되고 있으며, 1990년대 이후 부터 농어촌지역의 생활환경, 산업기반 및 편익 복지시설 등을 정비 확충하기 위해 정주권 개발과 문화마을조성사업, 신활력사업, 농촌마을종합개발사업 등을 추진되고 있다. 기존 연구동향을 살펴보면, 농촌마을종합개발사업에 대한 평가지표, 문제점 및 개선사항, 투자우선순위 등의 연구가 시행되어졌지만, 실제적으로 농촌마을종합개발사업이 지역개발에 대한 지역주민의 태도와 관광개발에 대한 영향인식에 대한 연구는 미흡한 실정이다. 이에 본 연구에서는 농촌마을종합개발사업을 통해 농촌지역 관광개발이 경제적, 사회문화적, 환경적 측면의 변화가 지역주민의 개발 태도와 인식에 어떠한 영향을 미치며, 특히 중요 영향요인이 무엇인지를 분석하고, 농촌지역 개발에 따른 영향지각이 지역주민 태도에 미치는 영향을 분석하여 향후 농촌마을종합개발사업 추진단계, 계획수립단계에서부터 실행단계까지 지역주민의 적극적인 참여를 유도할 수 있는 전략적 방안을 제시하고자 한다. 분석결과를 바탕으로 농촌마을종합개발을 위한 지역주민의 적극적인 참여를 유도할 수 있는 방안은 다음과 같다. 첫째, 농촌관광과 농촌관광개발에 대한 인식 제고가 이루어져야 할 것이다. 농촌마을종합개발사업의 주테마가 농촌관광개발의 경우에는 관광에 대한 지역주민 교육 및 인식이 명확하게 제고되어야 사업의 효과를 발휘할 수 있을 것이다. 둘째, 사업추진을 통한 경제적 수익 등의 경제적 영향, 기반시설 및 복지시설 확충 등의 긍정적인 효과를 느낄 수 있는 계획이 이루어져야 할 것이다. 셋째, 농촌마을종합개발사업의 긍정적 인식과 태도를 부각시키고, 부정적 인식과 태도에 대해서는 교육과 홍보를 통해 긍정적인 인식을 높여 사업에 대한 관심과 참여를 높여 효과적인 사업 추진을 이룰 수 있어야 할 것이다.

The Systems Engineering, as a methodology for engineering and management of today's ever-growing complex system, is a comprehensive and iterative problem-solving process. The process centers on the analysis and management of the stakeholders'needs throughout the entire Life-cycle of a system and searches for an optimized system architecture. There are many essential needs and requirements to be met when a system development task is carried out. Systems Engineering Management PLan(SEMP), as a specification for system development process, must be established to satisfy constraints and requirements of stakeholders successfully and to prevent cost overrun and schedule delay. The paper suggests a systematic SEMP development process and demonstrates a data model and schema for computer-aided systems engineering software, RDD-100, for use in the development and management of SEMP These are being applied to the systems engineering technology development task for the next-generation high-speed railway systems in progress.

현 코로나 시대 속에도 실제 도서관들은 어떠한 영향을 받고 있으며, 또 이를 극복하기 위한 방안들로 무엇을 계획하고 활동하고 있을까? 이러한 질문을 바탕으로 본 연구에서는 도서관발전종합계획 2020년도 시행계획 추진실적, 2021년도 시행계획 내 코로나 관련 동향을 분석하여 공공도서관들의 코로나에 따른 영향 및 변화, 코로나 대응 방향을 분석하고자 하였다. 2020년도 공공도서관들의 추진상의 문제점들은 크게 코로나19의 전염성으로 인한 도서관 휴관 또는 축소 운영, 예산 삭감 및 예산 한계, 이용자들의 관심 및 참여 저하 문제, 급격한 서비스 변화에 따른 인프라 한계 및 운영상의 한계 등으로 나타났다. 이러한 한계점에 대한 개선조치 및 향후 추진계획으로는 1) 비대면 프로그램 개발 및 제공, 2) 온라인 기반 서비스 개발 및 제공, 3) 정보자료 및 인프라 확대 및 안정화, 4) 수요 대응을 위한 예산 확충, 5) 코로나 대비 공간 마련, 6) 협업 확대 등으로 구분할 수 있다. 아울러 향후 공공도서관에서는 체계적으로 코로나19를 대응하기 위해서는 첫째, 하이브리드 형태의 프로그램과 서비스 운영, 둘째, 온라인 및 비대면 서비스를 위한 인프라 확보, 셋째, 예산 활용의 유연성 확보가 필요할 것으로 전망된다.

This study was conducted by community survey of 215 community health practitiner's posts and literature review of official documents. The result was as follows ; 1. The role and responsibility of community health practitioner's post must be studied by the community health practitioner and the community health leader, and on the basement of community health needs, community development plan, and reforom of health care system. 2. Comprehensive health care of community is very important role and responsibility of community health practitioners. However, it was supervised by the senior community health practitioner in provincial government. 3. The community health practitioner must be trained by formal inservice educational program focused on comprehensive health care. 4. The community health practitoner must be the health guider and health leader as the member of community.

Asan city has many strengths, for examples, the distinction of innovation ability, several places with clean environmental resources, conventional-cultural resources and favorable conditions of location in regional agriculture development. But it has not devised the comprehensive development plan for regional agriculture that is integrating natural, cultural and industrial resources. So the plan linked with those resources should be to promoted to develop agricultural production, marketing and regional economy. And a development strategy is to have the system of agricultural independence within Asan. Namely, originality, identity and cooperative spirit in economic and social-cultural aspects of Asan agriculture are needed, which are a great help to settle agricultural issues in Asan itself And the governance system needs to be introduced that has the main bodies of Asan agriculture, so as to promote agricultural policy.
