A Comparative Study of the Environment of After-School Child Care by Type of Facility (방과후 아동지도 시설유형별 교육환경 비교)

  • This study examined the conditions and administration of 548 private, social welfare, and elementary school-based facilities providing after-school child care. The School-Age Care Environment Rating Scale developed by authors was administered to the teachers of these facilities. The rating scale consists of 84 items in 9 sub-areas. Seven point ratings were obtained for each item. One-way ANOVA confirmed differences between all items at the (p<.001) except for supplementary special needs items. The private facilities had the best environment for after-school child care except for staff development. The social welfare facilities showed good evaluation in staff-child interactions, activities, staff development and administration. The elementary schools obtained low evaluations except for supplementary special needs items. The evaluation of social welfare facilities was highest in Seoul and private child care facilities were highest in other areas.

Efficacy of Mobile Device Distribution Improvement Act : Long-term Contract and Cap Regulation on Breach Fee (약정 위약금 규제와 단말기 보조금 차별금지의 실효성)

  • This study analyzes how breach fee under long-term contract and/or cap regulation on the breach fee can affect the impacts of "Mobile Device Distribution Improvement Act" on handset bundle price, average revenue per unit (ARPU), and social welfare. We conduct comparative analysis with an economic model of duopoly competition in price when users are under long-term contract and the breach fee can be regulated. The results show that the Act lowers the equilibrium prices, lower than incumbent price without the Act. Price of non-dominant Mobile Network Operator (MNO) can be lower than poaching price without the Act if significant portion of switching cost is breach fee or the market is significantly asymmetric. Under the significant circumstances, the Act can raise ARPU even though it improves social welfare. By contrast, the Act increases consumer surplus without affecting social welfare if breach fee is the only source of user's switching cost and is capped by the regulation, and more symmetric market and the stronger cap leads to higher consumer surplus.

  • 본 연구는 노인 단독세대와 자녀동거세대 노인들의 가족 및 거주형태, 경제적 상황, 건강 및 의료, 여가활동 등의 생활실태를 파악함으로써 단독세대 노인과 자녀동거세대 노인들의 복지 증진을 위한 서비스 향상과 노인복지정책의 방향 정립에 필요한 시사점을 제공하는 데에 그 목적이 있다. 이러한 연구목적을 달성하기 위해 문헌연구와 설문조사를 병행하였다. 문헌연구로는 고령화 사회와 노인문제, 노인의 동거형태, 노인의 생활실태에 대해 이론적 고찰을 하였으며, 설문조사는 서울시에 거주하는 노인 단독세대 75명과 자녀동거세대의 노인 75명으로, 총 150명을 대상으로 실시하였다. 수집된 자료는 SPSS WIN 13.0 프로그램을 이용하여 분석하였다.

  • The purpose of this study is to contribute the improvement of national welfare by presenting of pension welfare business of Korea and Japan. The reason why I take the management of Japan's pension accumulation as the object of comparative study is that the history of pension system of Japan is relatively longer than that of Korea. First of all, National Pension Fund comes into use for public sector, financial sector, and welfare sector, The scale of pension management for welfare sector is 50 small. Therefore, the study for welfare business investment reflecting the intentions of pension entries and pensioners is needs of times. This study defines the concept of welfare investment business and prospects welfare investment business of the future on the basis of Japanese experiences, and then suggests the direction of efficient propulsion of welfare investment business to the reasonable decision-makers. Especially this study redefine the concept of welfare investment business on the basis of pension entry's social benefits which are composed of pension entry's gains and pensioner's gain. Of course, welfare investment business has to be presupposed the stability of pension system and the continuous contribution to national economy. Thus, in order to efficiently perform welfare business, the policy-making for national welfare improvement has to be established after the good of business is set up like the results of this study.

On the Effects of Social Welfare Expenditure to Economic Growth: Comparative Analysis between Korea and Northern European Countries (사회복지 지출이 경제성장에 미치는 영향 분석: 한국과 북유럽 국가를 중심으로)

  • The aim of this study is to investigate how social welfare expenditure affects to economic growth in Northern European countries, and such implication might be compared with Korean episode. ARDL cointegration model is employed for emplrical analysis. The model is usefully utilized to analyze short-run and long-run relationships of the variables in general. The result suggests that private welfare expenditure is effective in Korea and Finland even though the magnitude of effectiveness is quite a small scale. On the other hand, public welfare expenditure is effective in Denmark and Norway. However, none of social welfare expenditures affects in economic growth in Sweden. And, therefore, it could be concluded that although social welfare expenditures contribute to improve income inequality, these hardly support income-led growth strategy.

A Study of Active Labor Market Policy and Unemployment : An Analysis Using Fuller-Battese Model (적극적 노동시장정책의 실업 감소 효과에 관한 연구)

  • This paper examines the effect of active labor market policy on the unemployment rates in 8 welfare states. This paper focuses on the following questions: what are the major predictors of the changes in unemployment rates?; and what is the effect of active labor market policy in reducing unemployment rates? Using the data from Comparative Welfare States Data Set by Stephens (1997), Key Indicators of the Labour Market by ILO (1999) and Social Expenditure Database by OECD (1999), this paper attempts to answer the above research questions. Fuller-Battese model, a data analysis method in pooled cross-sectional time-series analysis, is adopted to identify variables predicting changes in unemployment rates. This paper analyzes the predictors by using 3 analysis models about 2 types of unemployment (overall unemployment and long term unemployment). Results are as follows: (1) economic variable such as changes in GDP has a positive effect in reducing unemployment rates; (2) active labor market policy has a positive effect in reducing unemployment rates as well; (3) job brokering service among 3 major active labor market programs has a positive effect in reducing unemployment rates; and (4) there is an interaction effect between unemployment benefit level and active labor market policy in reducing unemployment rates. Through the empirical analysis, this paper provides valuable knowledge about effects of active labor market policy on unemployment in 8 welfare states and discusses implications for the active labor market policy in Korea.

Comparative Analysis on Health Care Expenditure and Its Improvement Effect for Social Welfare: An Application of Principal Component Analysis (보건의료비의 사회후생 증대효과 비교분석: 주성분분석을 중심으로)

  • Health care expenditure might be understood as a core source of social welfare. It is mainly due to the fact that the health care expenditure is closely related to the level of social welfare. And, therefore, the paper is basically designed to investigate the effect of social welfare improvement resulted from an increasing in per capita, private, public, and total health care expenditures during 1995-2009 periods. Empirical evidence reveals that the improvement of social welfare in middle income group reveals the highest improvement in social welfare, and the other income groups maintain a quite similar pattern in improvement of social welfare. As far as category of health care expenditure concerns, the effect of social welfare improvement by per capita health care expenditure is in general lower in all case. And, private sector achieves the highest improvement of social welfare in comparing with public and total health care expenditures. To this end, it could be tentatively concluded that the private health care expenditure has to be substituted for the public sector to induce market-oriented operational system. Accordingly, it would be better to build an institutional basis more elaborately in setting up the market system.

A Comparative Study on UN Convention on the Rights of the Children and the Korean Child Welfare Law (아동권리에 관한 국제협약과 국내 아동복지법 비교)

  • The purpose of this study is to monitor the implementation of UN Convention on the Rights of the Children (CRC) and to find out new directions for the promotion on the children's rights in Korea. Based on the module of International Save the Children Alliance (1993) about the children's rights and the Indicators of Korean Children's Wellbeing (Korean Council for Children's Rights, 1999), the revised Korean child welfare law (2000) as a related domestic law has compared with the 54 articles of CRC (1989). The results of this study are analyzed as follows: The Korean child welfare law has only 2 articles on the civil and political rights of the children in special need and neglects the economic, social and cultural rights of the general children at home. In consequence the Korean law has few survival rights of the general children for securing their adequate living standards and supplementing their parents' role. And it limits only to the development rights of the children in special need, therefore, it neglects the genera: children's rights to information, play and leisure, cultural activities. Above all, it has only 2 articles on the participation rights of the children in special circumstances. On the other hand, based on the indicators of Korean Children's Wellbeing, the collected data say that the budget for the child welfare is only 1.12% of the total budget of the ministry of the health and welfare and its 96.28% is for the children in substitutional care. Based on the results, implications for practice and future research are discussed, and new directions for the promotion of the children's rights are also suggested.

Physical and Mental Health of Disaster Victims: A Comparative Study on Typhoon and Oil Spill Disasters

  • Objectives: The purpose of this study was to compare the physical and mental health status of disaster victims according to disaster types, such as a typhoon disaster and an oil spill disaster, and to suggest adequate health care services for them. Methods: A total of 484 people who suffered disasters were selected for this study, and data were collected from July to August, 2008. The data-set for this study included 286 victims of typhoon disasters in Jeju and Jeollanamdo district in South Korea, and 198 victims of the oil spill disaster in Taean. Physical health status was measured using revised Patient Health Questionnaire and mental health status was measured using the Korean version of 'Post-traumatic Diagnostic Scale'. Results: According to the comparative analyses of typhoon disaster victims and oil spill disaster victims, poorer physical health outcomes were shown among the oil spill disaster victims when compared to the typhoon disaster victims. Also, the oil spill disaster victims showed symptoms of depression, anxiety, and post-traumatic stress disorder, at rates higher than those found among the typhoon disaster victims. Conclusions: These findings suggest that there is a need to provide adequate physical and mental health-related care services for oil spill disaster victims. The seriousness of oil spill disaster should be realized and reconsidered in developing recovery strategies and disaster preparedness for physical and mental health services.

A qualitative Comparative Analysis of Welfare Regimes : Interventionist, Liberalist, and Confucian Welfare State (복지국가의 유형에 관한 질적 비교분석 : 개입주의, 자유주의 그리고 유교주의 복지국가)

  • The purpose of this study is to classify welfare regimes using the method of qualitative comparative analysis(QCA). By formalizing the logic of qualitative analysis, QCA makes it possible to bring the logic and empirical intensity of qualitative approaches to studies that normally call for the use of quantitative methods. In QCA each case is conceived holistically, as a configuration of conditions, not a collection of scores on variables. Major findings of this study are as follows. Firstly, major explanations for welfare state differences are partly supported. Indicators relevant to each explanation can appear to be important only if other causal conditions are considered. For example, in the interventionist welfare states, high GDP per capita must be combined with the weakness of the Right and ethnic homogeneity. Otherwise, it can't discern interventionist from liberalist welfare states. Secondly, the equation for the interventionist welfare states includes multiple causal conjunctures. Many studies of welfare state find the same results. The third main finding is that IDV(individualism index) which is proxy for the weakness of informal network matters. Combining with other variables, IDV seems to be important in explaining the emergence of Confucian welfare states.
