  • This study aims to examine and develop a Triple Helix model for social innovation to eradicate pervasive poverty in developing countries. To do this, this study explores and analyzes the Rural Saemaul Undong (RSU), a rural community development movement for eradicating poverty that was driven by the South Korean government during the 1970s. First of all, this study explores the characteristics of the RSU and explains why the RSU was a social innovation. To support and explain why the RSU was a successful social innovation, this study analyzes the roles and activities of three distinct actor groups: the chief policymaker and his aides who presented the vision and purpose, or the "why" of the Saemaul Undong; central and local government officials who were the planners and managers who showed "how" to plan and drive it; and village Saemaul leaders as the drivers and coaches showing rural villagers "what" to do. Based on this analysis, this study develops an actor-based Triple Helix model for social innovation to eradicate poverty.

  • The Saemaul Undong has brought great improvements tothe life-style environment of rural communities, but it has not been able to focuson a health program. In order to improve rural health, develop human resources, and utilise the nation's manpower, the Saemaul Undong should focus on a community health project. Mobilizing the manpower for such a project can be done by providing opportunities for youth and young adults, especially village women, to betrained as primary health caretakers. This project can be achieved through the joint support of the Ministry of Horne Affairs, the Ministry of health and Social Affairs, and other Ministries. It will take decision and courage by government officials to implement such a grand plan, but it is a very crucial task to promote primary health care throughout the whole nation. This calls for top leader's concern & will to adovocate and support a 'Saemaul Movement for health', giving health asfirst priority to the Saemaul Undong as afresh political drive of the fifth Republic of Korea Government.

  • The demand for green tourism has increased in Korea. The increasing demand for green tourism caused is by reduction of working hours and longing for rural life. Moreover, many view amenity regarded as a good resource of green tourism. Amenity is however an abstract and complex idea. Even though many people were interested in amenity, the movement or practice of amenity in Korea was still as its in infancy stage. This paper was an exploratory study of amenity and paving the way for further studies on amenity in Korea. The objectives of this study were 1) to explore the philosophical background, origin and history, and classification of amenity, 2) and decide on future course of using amenity for rural viability.

  • The rich cultural backgrounds and practices of children from native cultures are often absent in classroom instruction, as teachers might feel that they have inadequate knowledge and backgrounds in the unique practices of these populations. Historically, children from native cultures have had challenging educational experiences and poor educational outcomes. To address these challenges, we propose a Family and Culture Based (FCB) framework that draws from family-centered practice, asset-based practice, and culturally responsive pedagogy. This article describes the three steps of the FCB framework, which uses a teacher-as-learner approach to instruct students from native cultures by engaging teachers in reflection, gaining knowledge about the cultural practices of the family and community, and integrating the new knowledge into practice. We use a Pacific Islands case (Native Hawaiian family) and a Pacific Northwest case (First Nations family) to illustrate the potential benefits of using the FCB framework with indigenous students.

  • In these days, our social infra which are computer and internet has been developed and our community has been digitalized with a large quantity information that can be sharable or productive. So we can say that older knowledge organization based on the man power is changing with automatical and intellectual aspect. Thus we have to apply this movement to get the high efficiency and the competitive power in the organization and to take the voluntaries attitude of operator with real time inputting or fast calculating speed. Beside most of developed countries are owned their power system analysis software. Like kind of this facts can affect for national reliance. So in this paper we propose that the suggestion for both field power system and IT how these can be cooperated. The note that this paper is came from the project which name is Graphics Power Flow analysis.

  • In this study the pore water pressures were measured in sea dike constructed with the sand dredged in the sea, and they were analyzed with the hydraulic head loss rate to estimate quantitatively the state of blocking seepage in the sea dike embankment. Blocking state was expressed as the number between 0 and 1. the number of 1 means the state of perfectly blocking seepage and the number of 0 means the state of sea water being passing free. The deeper the installed position was the lower the hydraulic head loss rate was and the longer the seepage path length was the higher the hydraulic head loss rate was. The estimated R-squareds were close to 1, which means that the embankment was steady state without movement of soil particles.

  • Fish communities in river networks provide significant ecosystem services that will likely decline under future land use and climate change. We developed a model that simulates the consequences to multiple populations of one or more fish species-a meta-community-from multiple stressors across a river network. The model is spatially-explicit and age-structured, with three components: habitat suitability; population dynamics, including species interactions; and movement across a spatial network. Although this model is simple, it can form the basis of fisheries assessments and may be incorporated into an integrated modeling system for watershed management and prediction.
