This study was performed to evaluate the appropriateness of resource allocation based on the ranking of health center function. Through the Delphi processes, health center functions were ranked in order of importance as follows; planning and research, followed by health education, health promotion, management of chronic diseases, health screening tests, welfare activities, mental health services, medical personnel management, medical services, prevention of communicable diseases, maternal and infant health services, housekeeping, management of oral hygiene, nutrition services, surveillance for community health services, family planning, and administration of the health center. In relation to the above priorities, the allocation of manpower was not appropriate. Even though the expert groups emphasized on functions such as planning and research, health education, and health promotion, they inputted more personnel for administration of a health center, maternal and infant health services, and medical services which were evaluated with lower importance. The budget allocation showed the same trends as the above. Although the functions such as planning and research, health education, and health promotion, and management of chronic diseases were evaluated highly, the budget was allocated accordingo to the the results of the former fiscal year rather than on the importance of function. However the budget for nutrition services, surveillance for the community health services, family planning, and administration of a health center was allocated according to priority. Based upon the above findings, community health center should be given the opportunity to make their own ranking of health center function and to allocate their resources including personnel and budget in order to improve the responsibilities and roles of the community health center.
The aim of this study was to study the functions and roles of Green Community Rediscovery Center (GCRC) in terms of community integration, to design GCRC with various types of green roofs, and to investigate the possibility of applying a renewable energy system (e.g., PV) to the building greenery systems. The four major functional modules for GCRC were suggested: implementation of ecopark and community gardens with environmental education programs, implementation of green housing model with education programs, Discover Science Center, and implementation of green business model with education programs. Three major functions of the center are also presented in terms of design: 1) functions of community gardens; 2) establishment of a green business model, community composting system and an urban farming system; and 3) roles of community gardens in social interactions within GCRC. GCRC provides residents with the opportunities of community gardens, urban farming based on a successful recycling system, as well as a green business model and environmental education programs near their homes. The air temperature of the green roof (utilizing Sedum sarmentosum as a cover plant) was approximately $3^{\circ}C$ lower than that of the non-green roof, indicating a potential efficiency increase in PV systems for GCRC. It was concluded that the GCRC suggested would enhance the neighborhood satisfaction, improve the quality of life and contribute to social integration and community regeneration.

This study investigates the current usage and needs of community resources for children with disabilities by the families in the inclusive and segregated care as well as education centers to provide information for the effective implementation of the current system. A total of 109 surveys were distributed and 62 (57%) were returned. 44 families in the 14 inclusive care and education centers as well as 18 families in the 2 segregated care and education centers participated in this study. They were asked to report on access to community resources that include compulsory education, family support, medical treatment, counseling services, commuting support, ways to gain necessary information, current use, and further needs for community resources for their children. Research results indicated that families in two different types of child care centers needed differentiated community services. Parents who use a segregated child care center demanded physical accessibility and increased numbers of highly qualified teachers; however, parents who use the inclusive child care center require the unified information system for the community resources. Survey findings are discussed related to differences between the two types of child care centers. Implications for sharing comprehensive information through child care teachers and directors of child care centers and future research are also discussed.

This issue is particularly important for the elderly people with chronic diseases. This study was conducted in order to identify the prevalence, predicting factors of perception and exercise behaviors of among the elderly population. Methods: Using data from the 2009 Korean Community Health Survey, we employed two-level logistic regression models to determine whether individual and community factors are associated with perception and exercise behaviors among the elderly population. Results: Results from weighted two-level logistic regression analyses indicated the individual-level factors of smoking, education level, health center education, community exercise program participation and unmet needs in men, and marital status (being separated), health center education women predicted the elders' perception. As for the community-level predictors, higher smoking and living in regions with high suicide rates significantly predicted the elders' perception and exercise behaviors of metabolic syndrome. Purpose: The introduction of community-based medical education would help improve the quality of primary care. This paper suggests learning objectives and an educational program for community-based medical education. Methods: The educational program was developed in a 1-day consensus workshop. Twenty experts, including faculty members from family medicine department of a college of medicine in Seoul and community-based preceptors, participated in the program. A needs-assessment survey was conducted among community-based preceptors before the workshop. Through this workshop, we derived learning objectives and a standardized curriculum for community-based medical education. Results: In the questionnaire before the workshop, community-based preceptors voiced concerns over the program's potential costs and the time required for teaching. The learning objectives and educational programs derived from the workshop's consensus were consistent with the characteristics of the primary care. Based on the results of this workshop, the joint expert team developed a standard educational program on two core topics: clinical teaching and mentoring. Conclusion: From this curriculum development process, participants could construct a more standardized curriculum for community-based medical education. Future studies are needed to evaluate the long-term outcomes of these educational programs, such as the learners' satisfaction and achievement.
