Communications deliberation conducted by Korea Communications Standards Commission(KCSC) has been caught up in controversy in terms of the legitimacy of KCSC and its operating system. But there is few or no analysis of the state of affairs concerning the subject. This article critically examines the proceedings of KCSC in 2010 and attempts to see how true and reasonable some points of issues towards communications deliberation raised mostly by civic groups are. The study pays particular attention to unfaithful and arbitrary deliberation and broadness of the items of deliberation. By doing so, the article tries to suggest some alternative ways for improving the system of communications deliberation in Korea.

The recent Internet environment demands a new approach to Internet content regulation. The need for regulation on the Internet has been recognized due to the rise of digital sex crimes, illegal information such as drugs and suicide, fake news, hate speech, false consumer reviews, and harmful content for young people. This article attempts to analyze the legislative, judicial, and administrative aspects of Internet content regulation in Korea. It covers the current status and characteristics of the Internet content regulation law, the judicial judgment on KCSC's communications deliberation and regulation, and the process and characteristics of KCSC's communications deliberation. Problems in Korea's communications deliberation system were addressed through legislative, judicial, and administrative approaches. This article concludes with policy suggestions for improving Internet content regulation in Korea.

The IPTV Service provides various interactive services beyond the level of being able to substitute cable TV. The IPTV system is to be decentralized gradually in which one server conducts all tasks. Primarily, deliberation of media needs to be changed into a system in which relayer and peer from the central server is utilized. Secondarily, the way of controling IPTV network need to be decentralized. Unlike the current client-server system, P2P(Peer To Peer), the main technology of decentralized IPTV is able to provide a service by cooperation of each node. Dealing with live streaming IPTV system which is based on the P2P protocol, this paper design the pure P2P IPTV structure and does verify the performance of P2P IPTV structure by realizing real system.

This study analyzed the comments and the replies on internet news related to the presidential election in order to verify whether online discussions are properly conducted. According to Habermas' public sphere theory, discussions is an effort among participants to reach a social consensus through the deliberations that are based on open communications. We propose that if such discussions properly take place through the act of writing in the Internet space, the comments and the replies will show a certain difference in terms of the structure and the content. To validate, this study analyzed more than 40,000 comments collected from Daum News portal site in Korea. The topic of the related news was the presidential election, because it is a topic of which people are highly interested in and that comments are actively running. The result of the t-test and topic modeling result show that all the hypotheses were supported thus we conclude that online discussions properly took places. This study also showed that online comments are not chaotic remarks that relieve people's stresses, but rather an outcome of the deliberation processes moving towards a social consensus.

This article tries to find out some regulatory facts to improve and vitalize roles of social media such as facebook, twitter, etc in the election campaign. For this goal, a theoretical approach is based on the agnostic and open aspects of the regulation system of election. Case study and in-depth interview were used as research methods in this article. The results are as follows. First, some differences are in the election regulatory system regarding the roles of social media in UK, US, Japan and Korea. The election public sphere systems of these countries categorized to the types of legal factors to control political communications in election public sphere; free-speech oriented system(UK. US), limited free-speech oriented system(Korea), normative-oriented system(Japan). Second, most respondents answered they agreed with some improvement ideas to reflect needs of netizen and academic who suggest to minimize regulatory burdens on social media in the political communication during the election campaign.
