This study was conducted to examine the determinant factors for expenditure of the medical insurance program for self-employeds based on the analysis of 1991 'The Medical Insurance Program for Self-Employeds Statistical Yearbook', and also similar yearbooks in the metropolitan and other provinces. The major findings are as follows : We have divided benefits into these four components such as the utilization rate for out-patients, expenses per claim for out-patients as paid by the insurer, utilization rate for in-patients, and the expenses per claim for in-patients as paid by the insurer, in order to examine the determinant factors for it. The results of the study revealed the following findings, in urban areas, the supply of medical care had more influence on the benefits than other demographic and economic variables, while, in county areas, both the supply of medical care and the rate of those aged over 65 affected the provision of benefits. The determinant factors for financial balance of the medical insurance program for self-employeds are, first, the determinant factor for administrative expenses was the number of households. The more the number of households, the less the administrative expenses per the insured. This shows that the economy of scale is being. And so, the administrative district must be taken into consideration in the incorporation of small regional medical societies and should be re-organized for more efficient management. Second, in urban areas, the supply of medical care had more influence on utilization rate and expenses per claim as paid by insurer, and therefore it is necessary to control it. In county areas, the supply of medical care and the rate of those aged over 65 raised the utilization rate and expenses per claim as paid by insurer. For the financial stability of county areas, a common fund for medical care for the aged and expansion of finance stabilization fund would be necessary. But, in county areas, it would be unnecessary to control the supply of medical care because it was much more insufficient than in urban areas. The vitalization of public health facilities must be carried out in county areas, for they reduced benefits. Sice the more insured in a single household, the less the utilization of the medical insurance program, benefits for habilitation at home should be given consideration. The law of majority and the economy of scale were applied here, and therefore the incorporation of regional medical societies must be taken into consideration. In integrating regional medical societies, it would be absolutely necessary to review the structural differences among all regional medical societies, the medical demand of each region, and also the local characteristics of each region.

This paper is a comparative analysis of constitutional decisions in which the Korea Consitutional Court and the United States Supreme Court applied the void for vagueness doctrine into free expression issues. Common aspects are: both courts applied the void for vagueness doctrine on the grounds that vague laws bring chilling effect on freedom of expression. Acknowledging inevitable uncertainties in lawmaking and legal jargons, however, both courts required minimum standards in the void for vagueness doctrine. In the cases where unclear legal meanings resulted in constitutional challenges, both courts adopted the "narrowing construction" by the courts or judges based on average/ordinary person's understanding. The biggest differences between the two constitutional courts are their approach to the degrees of vagueness allowed in free expression cases. The U.S. Supreme Court underscored the necessity of narrowly drawn, reasonable and definite standards. Meanwhile, the Korea Constitutional Court relaxed its standards in some cases such as the National Security Law cases, even though it admitted the possibility of curtailing the right to free expression. The Court reasoned that those laws, though vague, brought with bigger social interests and are necessary tools in dealing with changing world.

Data from this study support the View that the following factors are not sufficiently important in Korea to invalidate the relationships observed between age of marriage and fertility: (1) Premarital pregnancy and common law marriage, (2) shortening of birth intervals in late marriages, (3) adverse effects of very eary marriage in reproductive capacity, and (4) postponement of first pregnancy among early marriages. Thirteen variables which were considered to be potential predictors of fertility were studied to determine their influence on three indices of fertility. Age of marriage and family planning praetice are the strongest predictors and account for about 10% and 7% of the total variance, respectively. Seven other factors each account for an intermediate amount of variability; these are ideal number of children, rural versus urban study area, education, aspiration for daughter, index of exposure to mass media, economic index of respondent's home at survey, and residence before marriage. The remaining variables have no consistently significant relationship to fertility. Most of the relationships appear to be stable and consistent over time; others appear to be changing. The latter group include those variables which are associated with modernization indices of family planning practice, mass media exposure. and aspiration for daughters. Thus, the index of family planning practice is of limited significance for the $40{\sim}49$ age group but is the most important variable for the $20{\sim}29$ year women. The relationship is a direct one for the two age groups between 30 and 49 years which suggests that these groups already had high fertility when family planning services became available and that this high fertility then became an inducement to acccept contraception. The pattern of relationship is not yet clear for the $20{\sim}29$ year group. Similar interactions are observed for the other indices of modernity and are discussed. The thirteen variables together can account for a maximum of about 40% of the variance in the number of live births in the age group $30{\sim}39$, and for lesser amounts of variance in other age and fertility groupings.

The purpose of this study is to explore the necessity and possibility of establishing a research institute for local educational autonomy where the importance and necessity of institution establishment and operation are increasing with the decentralization and educational autonomy. The necessity of establishing a local educational autonomous research institute was examined in terms of both external and internal necessities, and the possibility of establishment in terms of the form of establishment, financial resources, and legal basis. In order to effectively cope with common issues by leading the nation's educational autonomy policy and legal agenda, and to support regional policy research and development by linking and cooperating with regional educational policy research institutes, local educational autonomous research institutes are established. This is an urgent point. Considering the publicity, professionalism, economic feasibility, and stability of specialized research institutes, the form of foundation corporation seems to be appropriate, and, like the case of specialized research institutes in general local autonomy, legal grounds for the establishment of special law should be prepared. The Contracting Parties of these agreements set up their own EEZs, which extend certain ranges from their baselines, Fishing in the other party's EEZ is done based on mutual agreements, which take into account traditional fishing activity in the zones. Seperate fishries management systems, in accordance with the relevant legal status of the waters, are applied to individual overlapping areas: Middle Zone in the Bast Sea and the waters south of jeju Island, Interim Measure Zone in the Yellow Sea and East China Sea, and the Transitional Zone in the Yellow Sea. They decided to conclude fisheries agreements as the provisional agreement under Article 74(3) of the UN Convention before the delimitations of the EEZs to avoid the territorial disputes. Let us critique the common notion that ethical examination retards the development of science and technology. First, I shall reformulate such a notion in the following statements: 'To survive the competitive society, we must develop science and technology before others do. It will cost too much time to examine ethically the influence of developing science and technology. Therefore, we cannot but suspend the ethical matters until we have developed science and technology.' I will then show that even if we reconstruct the above argument in a deductively valid form, the second premise is not necessarily true and that we cannot accept the conclusion because the meaning of 'competing for better lives', in the first premise, is diverse. Especially if we are to take into account all the areas of ethics and base them upon the autonomous ethics of democratic societies, it cannot be concluded that ethics is an enemy of developing science and technology. In addition, I will argue that our moral considerations must be based upon autonomous ethics in order to make the development of science and technology contribute to enhancing the desirable science culture. In the midst of making the above argument, it is proposed that the title of the 1aw of bio-ethics be changed, for it has a mistaken implication that acting against ethics results in legal punishments.
