Revising the Archives Law to Boost Commercial Records Facilities Industry : Issues & Tasks (민간시설 활성화를 위한 공공기록법 개정(안) : 쟁점과 과제)

  • Korean archival community had continuously dealt with attempts at weakening the core of records and archives principles in the name of deregulation. In 2015, Korean government announced revisions of the Archives Law in order to boost uses of commercial records facilities by public institutions. As key concepts were unclear and understandings among stake-holders varied, a considerable degree of chaos and anxiety aroused. The amendment itself was held at National Assembly. The unresolved disputes rested, however, waiting for another attempt of similar nature. As the recognition propelled this paper, it aimed at reviewing major contending arguments and proposing future actions.

Records Management Business Analysis of Certified Electronic Document Center as the 'External Electronic Records Storage Facilities' ('외부전자기록물저장시설'로서 공인전자문서센터의 업무 분석)

  • The purpose of this study is to review whether Certified Electronic Document Center can perform electronic records preservation work as 'external electronic records storage facilities'. It began with addressing the current state of Certified Electronic Document Center. And then reviewed the key concepts of archival science in archival science literature and the meaning of electronic records preservation. The results of the review pointed out that these concepts are confused depending on each designated community's interests while the revision of the Archives Law. And finally we inspected whether Certified Electronic Document Center has an ability to perform the electronic records preservation work. For this, we compared and analyzed Archives Law, national archives' standards and regulations related to Certified Electronic Document Center. As a result, we may confirm that the current Certified Electronic Document Center did not have the capability for records management.

A Study on the Current Status and Improvement Methods for Records Management in Local Broadcasting Stations (지역방송국 기록관리 현황과 개선 방안)

  • This study aims to analyze the current status of records management in local broadcasting stations. To that end, it conducted interviews with personnels in charge of keeping records in KBS in J province, MBC in J province, and 2 local commercial broadcasting stations as well as KBS headquarter. The findings show that the local broadcasting stations keep digital files of born-digital broadcast records in a server in a relatively systematic way. However, they never digitalized their analog records and do not even know the exact volume of total records they own. In addition, they have significant difficulties in preserving and utilizing broadcast records because of outdated preservation facilities and information retrieval systems. Based on the findings, this study suggests ways to improve current broadcast record management such as preparation of record management guidelines, construction of an inventory for owned records, digitalization initiative, and provision of metadata education for PDs, etc.

Industrial Fluctuations and Locality of Busan with Records (기록으로 본 부산의 산업변동과 로컬리티)

  • This study analyzes the process of growth of Busan from a fishing village to the capital city of South Gyeongsang Province and the central city of transportation and commerce, and an industry with records. The results of the analysis are as follows: after the port opened in 1876, there has been a decline in settlement spaces in Dongnae; on the other hand, there has been an increase in migration spaces around the port of Busan. Waegwan (倭館) nearby Yongdusan Mountain (龍頭山) was changed to the Japanese concession; thus, the number of Japanese moving into Busan had rapidly increased. As a result, the Japanese government carried out reclamation work for securing available lands for the construction of port facilities and other facilities. The Japanese government built public offices and houses, as well as production facilities for daily necessities around the port of Busan. The opening of the Seoul Busan railway (京釜線) and the cross-channel liner between Busan and Shimonoseki (釜關連絡船) led to the growth of Busan and the development of its status. At this time, as the main industry of Busan was trade, Busan had grown as a commercial city. As Busan had grown as a central city of transportation and commerce, the provincial government building of Gyeongsangnam-do (慶尙南道) moved to Busan. Thus, Busan became the central city of local politics and administration. After the Land Survey Project, a large scale of farmers were recruited for low-wage work in the new port. Because of the abolition of the corporation law, Japanese capitalists moved into their colony in Busan. There, large-scale factories, such as the Joseon cotton textile factory, were established. Through this process, the locality of Busan was changed from a fishing village to a commercial city and, finally, to a city of commerce and industry.

MEASURING AND COMPARING PROFIT PATTERNS OF TRADITIONAL CONSTRUCTION COMPANIES EXTENDING TO HIGH-TECH CONSTRUCTION

  • The need of constructing high-tech facilities is one of the important issues concerning the competitiveness by the high-tech companies. It, simultaneously, offers a magnificent opportunity for construction participants. Nevertheless, the high-tech construction is experience-based, resulting in little related construction knowledge that has been statistically analyzed and documented. This study measures and confers with the profit patterns causing the disparity between the traditional and high-tech construction. The database was the result of collecting detailed information of 65 construction projects from eight construction companies, including detailed records of over 20 main construction operations in each project. All of these were performed during the recent 10 years and encompassed in the project types of the high-tech construction, residential building, and commercial building. Rendering suggestions regarding profit management and expecting to economize cost of learning from inexperience while extending to the high-tech construction were both presented.

Size Distribution and Physicochemical Characteristics of MSW for Design of Its Mechanical Biological Treatment Process (폐기물전처리(MBT)시설 설계를 위한 생활폐기물의 입도분포 및 물리화학적 특성에 관한 연구)

  • There has been a recent trend in Korea that treatments for combustible wastes among municipal solid waste (MSW) by those methods, such as incineration and landfill are restricted as much as possible and Mechanical Biological Treatment (MBT) are encouraged actively in order to promote resource recovery. To build and operate properly these facilities, the physicochemical characteristics of MSW should be analyzed precisely beforehand. In particular, designing a crusher or separator properly which is the main process in MBT facilities of MSW. require the information on the size distribution characteristics of MSW, but they are nor sufficient in the qualities and quantities yet as of now. Accordingly, this study aims to evaluate size distribution characteristics of MSW and its physicochemical characteristics by size. The samples of MSW were collected from detached dwelling area, apartment area, business area, and commercial area of A city in Korea. According to the result of analysis, paper records 29.78~60.02% by wet weight basis, so it was the most regardless of the regions where the wastes were generated. And in terms of element analysis, Carbon(C) was 34.77~44.39%, the largest friction, and Oxygen(O) was the next occupying 19.46~33.71%. As indices of RDFs, Chlorine(Cl) was 0.39~0.83%, so it was less than the standard, 2.0%(by dry weight basis); moreover, Sulfur(S) did not exceed the standard, 0.6%, either. In the size distribution of MSW, waste fraction ranging 50~80mm in diameter was the most in combustible waste while 30~50mm was in incombustible waste.
