A Study on Collaborative Governance: Focusing on the Cultural Heritage Guardians (문화재지킴이 정책의 협력적 거버넌스 운영 체계 연구)

  • Governance is valued as a new concept and principle of social operation and public policy management, and its influence is gradually expanding. Among the various governance theories being put into practice and in case analysis studies, collaborative governance embracing various governance concepts has been found to increase interdependence and responsibility beyond participation and compromise, and create new public values by integrating and utilizing optimal social coordination forms. In the field of cultural assets, governance-related research is also being conducted for the efficiency, sustainability, and scalability of public policy enforcement. This study explored the government's role (promotion, arbitration, and condition creation) in collaborative governance, focusing on the "Cultural Heritage Guardians" to understand how collaborative governance operates in the cultural heritage sector. Regarding governance policies in the cultural asset sector, the cultural asset guardians highlighted the status, role, and characteristics of policies by examining their introduction, development, and implementation. The results of the analysis revealed that private-led, horizontal public-private cooperation, collaborative governance, policy introduction, solidarity, professionalism, resource/knowledge imbalance, cooperation precedence, etc., facilitate increased participation. The government has accordingly proposed measures to establish comprehensive legal stability centered on cooperation; strategic reorganization of dedicated organizations; strengthened, supportive intermediate organizations; and individual and multi-party consultative bodies.

A Study on Collaborative Network for Coping with COVID-19 Using Social Network Analysis (소셜 네트워크 분석을 활용한 코로나19 대응 협력 네트워크에 관한 연구)

  • The purpose of this study is to reveal the specific current and future shapes of the collaborative network among organizations witch cope the COVID-19 in Korea. For this, this study conducted social network analysis, based on the response data of 73 experts from 36 COVID-19-related organizations. As a result of the analysis, it was confirmed that the Korea Disease Control and Prevention Agency (KDCA) plays a pivotal role as a control tower in coping COVID-19 in all of the analysis of degree, betweenness, and closeness centrality. In addition, the results revealed concrete forms of collaborative relationships among participating organizations in the public and private sectors that constitute the present and future networks centered on the KDCA. Furthermore, this study presented which organizations and relationships should be the focus of establishing a future collaborative network through comparative analysis between the current cooperative network and the network to be built in the future. The analysis results and discussions of this study are expected to be used as useful information for policy development related to collaborative networks that can effectively respond to disasters caused by new diseases in the future.

An Empirical Analysis of Worldwide Cyberinfrastructure

  • Cyberinfrastructure is a research infrastructure that provides an environment in which research communities can get access to distributed resources and collaborate at unprecedented levels of computation, storage, and network capacity. The Worldwide LHC Computing Grid (WLCG) is a global collaborative project of computing or data centers that enables access to scientific data generated by the Large Hadron Collider (LHC) experiments at CERN. This case study analyzes the WLCG as a model of cyberinfrastructure in research collaboration. WLCG provides a useful case of how cyberinfrastructure can work in providing an infrastructure for collaborative researches under data-intensive paradigm. Cyberinfrastructure plays the critical role of facilitating collaboration of diverse and widely separated communities of researchers. Data-intensive science requires new strategies for research support and significant development of cyberinfrastructure. The sustainability of WLCG depends on the resources of partner organizations and virtual organizations at international levels, essential for research collaboration.

  • A research shows that a new category of software, Collaborative Product Commerce (CPC), is now emerging, allowing discrete manufacturers to once again distinguish themselves on their products and innovations. CPC permits discrete manufacturers to significantly improve the core processes around the management functions associated with the complete product life cycle that are the basis of their existence. As a way to develop computing tools of CPC to support a design process of product, a web-based design supporting system was constructed in the paper. The system consists of C-Product system and Net Meeting Communication system to improve communications between designers and persons for verification of design. The product data files of C-Product system were designed by Pro/Engineer and converted to 3D Viewer format for being used in the web browser. Also, Net Meeting Communication system and Database were developed using ASP and Microsoft SQL 2000 Server to share diverse files that can be utilized to design on the web in real time.

  • We developed a similar product recommendation system for implementing a collaborative commerce model between the cooperating companies. The system is based on a similar product finding algorithm. The main idea of the proposed algorithm is using a multi-attribute decision making(MADM) to find the utility values of products in same product class of the companies. Based on the values we determine what products are similar. The system helps the companies to recommend products in accordance with the customer's preferences regarding product specifications.

  • The telemedicine & distance education system that this paper suggests has been designed on the CTE(Collaborative Telemedicine & distance Education) framework, which is an integrated multimedia environment. This is a CBM-based collaborative telemedicine & distance education type, different from the conventional doctor based general practice, and is an integrated multimedia telemedicine & distance education system capable of many application developments using information super highway. This paper presents the content regarding electronic medical examination chart and data treatment for efficient medical examination and prompt treatment by realizing mutual conversation type remote medical examination system among 3 parties(patient, doctor, pharmacist) on internet base. And, The implementation of this new teaming system should be designed with multimedia application development platform base which is interfaced with computer engineering, computer network technology, CSCW (Computer-Supported Cooperative Work) technology, and education engineering.

  • 많은 기업들은 협업 시스템을 사용하여 제품을 보다 효율적으로 개발하기 위해서 조직과 조직 또는 기업과 기업간의 동시성 협업을 실시간으로 지원하는 시스템에 대한 연구와 개발이 진행되고 있다. 협업설계 시스템은 가상 협동 공간에서의 공동작업을 통해 지역적으로 떨어져 있는 개발자들이 직접 만나지 않고 CAD, VR, Web, 오피스문서와 같은 기업내의 다양한 데이터를 손쉽게 공유할 수 있는 시스템으로 제품의 다양화 및 신속한 출시를 가능케 한다. 본 논문에서는 실시간 협업설계 시스템 개발에 필요한 요소기술과 주요 구성원을 먼저 소개하고 CPC (Collaborative Product Commerce) 환경을 지원하는 방안과 시스템 구축사례를 소개한다.
