The growing need for assuring efficient and sustainable investments in civil engineering structures has determined a renovated interest in the rational design of such structures from designers, clients and authorities. As a result, risk-informed decision-making methodologies are increasingly being used as a direct decision tool or as an upper-level layer from which performance-based approaches are then calibrated against. One of the most important and challenging aspects of today's structural design is to adequately handle the system-level effects, the known unknowns and the unknown unknowns. These aspects revolve around assessing and evaluating relevant damage scenarios, namely those involving unacceptable/intolerable damage levels. Hence, the importance of risk analysis of disproportionate collapse, and along with it of robustness. However, the way robustness has been used in modern design codes varies substantially, from simple provisions of prescriptive rules to complex risk analysis of the disproportionate collapse. As a result, implementing design for robustness is still very much a grey area and more so when it comes to defining means to quantify robustness. This paper revisits the most common robustness frameworks, highlighting their merits and limitations, and identifies one among them which is very promising as a way forward to solve the still open challenges.
This paper presents the results of a set of wind tunnel tests carried out to examine wind-induced overall structural loads on rectangular medium-rise buildings. Emphasis was directed towards torsion and its correlation with peak shear forces in transverse and longitudinal directions. Two building models with the same horizontal dimensions but different gabled-roof angles ($0^{\circ}C$ and $45^{\circ}C$) were tested at different full-scale equivalent eave heights (20, 30, 40, 50, and 60 m) in open terrain exposure for all wind directions (every $15^{\circ}C$). Wind-induced pressures were integrated over building surfaces and results were obtained for along-wind force, across-wind force, and torsional moment. Maximum wind force component was given along with the other simultaneously-observed wind force components normalized by the overall peak. The study found that for flat-roofed buildings maximum torsion for winds in transverse direction is associated with 80% of the overall shear force perpendicular to the longer horizontal building dimension; and 45% of the maximum shear occurs perpendicular to the smaller horizontal building dimension. Comparison of the wind tunnel results with current torsion provisions in the American wind standard, the Canadian and European wind codes demonstrate significant discrepancies. Suggested load combination factors were introduced aiming at an adequate evaluation of wind load effects on rectangular medium-rise buildings.
In current ductility-based earthquake-resistant design, the estimation of design forces continues to be carried out with the application of response modification factors on elastic design spectra. It is well-known that the response modification factor (R) takes into account the force reduction, strength, redundancy, and damping of structural systems. The key components of the response modification factor (R) are force reduction ($R_{\mu}$) and strength ($R_S$) factors. However, the response modification and strength factors for structural systems presented in design codes were based on professional judgment and experiences. A numerical study has been accomplished to evaluate force reduction, strength, and response modification factors for special steel moment resisting frames. A total of 72 prototype steel frames were designed based on the recommendations given in the AISC Seismic Provisions and UBC Codes. Number of stories, soil profiles, seismic zone factors, framing systems, and failure mechanisms were considered as the design parameters that influence the response. The effects of the design parameters on force reduction ($R_{\mu}$), strength ($R_S$), and response modification (R) factors were studied. Based on the analysis results, these factors for special steel moment resisting frames are evaluated.

The retrofit of existing structures in high seismic zones is a crucial issue in the earthquake engineering field. The interest of the research community is particularly high for the structures that do not respect current seismic codes and present structural deficiencies such as poor detailing and lack of capacity design provisions. A reinforced concrete (RC) school building is used as case study to show the influence of different knowledge levels on the seismic retrofitting cost assessment. The safety assessment of the case study building highlights deficiencies under both vertical and seismic loads. By considering all the possible knowledge levels defined by the Italian such as by the European codes in order to derive the mechanical properties of the school building constitutive materials, the retrofit operations are designed to achieve different seismic safety thresholds. The retrofit structural costs are calculated and summed up to the costs for in-situ in tests. The paper shows how for the case study building the major costs spent for a large number of in-situ tests allows to save a consistent amount of money for retrofit operations. The hypothesis of demolition and reconstruction of the building is also compared in terms of costs with all the analyzed retrofit options.
Shear lag phenomenon has long been considered in numerous structural codes; however, the AISC provisions have now no longer proposed any unique equation to calculate the shear lag ratio in bolted connections for angles in general. It is noticeable that, however, codes used in this case are largely conservative and need to be amended. A parametric study consisting of 27 angle sections with equal legs and different with bolted connections was performed to investigate the effects of shear lag on the ultimate tensile capacity of angle members. The main parameters were: steel grade, connection length and eccentricity from the center of the plate, as well as the number of rows of bolts parallel to the applied force. The test results were compared with the predictions of the classical 1-x/l law proposed by Mons and Chesen to investigate its application to quantify the effect of shear lag. A parametric study was performed using valid FE models that cover a wide range of parameters. Finally, based on the numerical results, design considerations were proposed to quantify the effect of shear lag on the ultimate tensile capacity of the tensile members.
Seismic design codes permit the use of Equivalent Static Analysis of buildings considering torsional eccentricity e with dynamic amplification factors on structural eccentricity and some accidental eccentricity. Estimation of e in buildings is not addressed in codes. This paper presents a simple approximate method to estimate e in RC Moment Frame and RC Structural Wall buildings, which required no detailed structural analysis. The method is validated by 3D analysis (using commercial structural analysis software) of a spectrum of building. Results show that dynamic amplification factor should be applied on torsional eccentricity when performing Response Spectrum Analysis also. Also, irregular or mixed modes of oscillation arise in torsionally unsymmetrical buildings owing to poor geometric distribution of mass and stiffness in plan, which is captured by the mass participation ratio. These irregular modes can be avoided in buildings of any plan geometry by limiting the two critical parameters (normalised torsional eccentricity e/B and Natural Period Ratio 𝜏 =T𝜃/T, where B is building lateral dimension, T𝜃 uncoupled torsional natural period and T uncoupled translational natural period). Suggestions are made for new building code provisions.
Reinforced concrete (RC) moment frames are used as lateral seismic load resisting systems in mid- and high-rise buildings in different regions of the world. Based on the seismic design provisions and construction details presented in design codes, RC frames with different levels of ductility (ordinary, intermediate, and special) can be designed and constructed. In Iran, there are RC buildings with various uses which have been constructed based on different editions of design codes. The seismic performance of RC structures (particularly moment frames) in real seismic events is of great importance. In this paper, the observations made on damaged RC moment frames after the destructive Sarpol-e Zahab earthquake with a moment magnitude of 7.3 are reported. Different levels of damage from the development of cracks in the structural and non-structural elements to the total collapse of buildings were observed. Furthermore, undesirable failure modes which are not expected in ductile seismic-resistant buildings were frequently observed in the damaged buildings. The RC moment frames built based on the previous editions of the design codes showed partial or total collapse in this seismic event. The extensive destruction of RC moment frames compared with the other structural systems (such as braced steel frames and confined masonry buildings) was attributed not only to the deficiencies in the construction practice of these buildings but also to the design procedure. In addition, the failure and collapse of masonry infills in RC moment frames were frequent modes of failure in this seismic event. In this paper, the main reasons related to design practice which led to extensive damage in the RC moment frames and their collapse are addressed.
Procedures given in Eurocode 3 Part 1.1 (EN 1993-1-1) for design of the main types of structural member under given systems of loading are presented and described. Whereas some of these e.g. the procedure for axially loaded columns, are little changed from the early concept that appeared more than 25 years ago in the European Recommendations and have subsequently been adopted in many other steel codes of the world, others such as the interaction formulae for beam-columns are new, with aspects of the provisions still under development. For each type of member the basis of the procedure is described and some comparative comments made.

The Level of uncertainties comesponding to these algorithms are proposed approprite values considering our actuality. It may be asserted that the proposed LRFD reliability based design criteria for the pile foundation may have to be incorporated in to the current Highway Bridge Design codes as a design provision corresponding to the USD(or LFD) provisions of the current Highway Bridge Design Code.

And the selection of the main entry requires a considerable amount of decision making which is time-consuming and costly. From the point of view of computers, all entries are equal as points of retrieval. In light of the above considerations the most important recommendation to be made is that the main entry principle be abandoned from cataloging theory and practice and be replaced by the title entry. It would eliminate the need for personal judgments required by the present rule. In so doing, it would bring uniformity and Standardization to cataloging practice. Use of the title entry would reduce the time and effort spent on the selection of the main entry which serves no important purpose in the catalog. Therefore title entry is more developed finding device than author entry in direct approach for document retrieval.
