Character Extraction of Car License Plates using RGB Color Information and Fuzzy Binarization (RGB 컬러 정보와 퍼지 이진화를 이용한 차량 번호판의 개별 문자 추출)

  • In this paper we proposed the novel feature extraction method that is able to extract the individual characters from the license plate area of the car image more precisely by using the RGB color information and the fuzzy binarization newly proposed. The proposed method, first, extracts from the original image the areas that the pixels with the colors around the green are concentrated on as the candidate areas of the license plate, and selects the area with the most intensive distribution of pixels with the white color among the candidate areas as the license plate area. Second the noises of the license plate area should be removed by using 34{\times}$3 Sobel masking, and the fuzzy binarization method are proposed and applied to the license plate area to generate the binarized image of the license plate area. Lastly, the application of the contour tracking algorithm to the binarized area extracts the individual characters from the license plate area. The experiment on a variety of the real car images showed that the proposed method generates the higher rate of success for character extraction than the previous methods.

  • This study is performed to study the effect of the tray in the absorber of a flue-gas desulphurization (FGD) system by using a computational fluid dynamic (CFD) technique. Stagnant time of slurry and the pressure drop in the FGD absorber increase when a tray is used in the absorber. Stagnant time of slurry results in an increase in the desulfurization effect and a decrease in the power of the absorber recirculation pump; however, increased pressure drop requires more power of booster fan in the FGD system should be increased. The gas and slurry hydrodynamics inside the absorber is simulated using a commercial CFD code. The continuous gas phase has been modeled in an Eulerian framework, while the discrete liquid phase has been modeled by adopting a Lagrangian approach by tracking a large number of particles through the computational domain. It was observed that the power saved upon increasing the stagnant time of slurry was more than increased power with pressure drop.

  • This paper is based on the ubiquitous network of telematics technology, equipped with a black box to the car by a unique address given to IPv6. The driver's black box at startup and operation of certification, and the car's driving record handling video signals in real-time sensor signals handling to analyze the records. Through the recorded data is encrypted transmission, and the Ubiquitous network of base stations, roadside sensors through seamless mobility and location tracking data to be generated. This is a file of Transportation Traffic Operations Center as a unique address IPv6 records stored in the database. The car is equipped with a black box used on the road go to Criminal cases, the code automotive black boxes recovered from the addresses and IPv6, traffic records stored in a database to compare the data integrity verification and authentication via secure. This material liability in the courtroom and the judge Forensic data are evidence of the recognition as a highly secure. convenient and knowledge in the information society will contribute to human life.

A Study on the Investigation and Analysis of Collisions at Sea (선박충돌사고의 원인조사 및 분석방법에 관한 연구)

  • The collisions at sea among marine casualties are not reduced as the tonnage and speed of ship's increase as well as the traffic quantity increase at sea, in spite of the improvement of nautical equipment, enforcement of crew's education and training as well as improvement of quality standard according to the implementation of ISM code. The measures to prevent the collisions at sea are simple, and are composed of six stage.: The first stage is that the officer on duty detect the target from his eye or radar information. The second stage is determining the type and kind of target-ship. The third stage is target tracking; calculation of target speed, course, CPA and TCPA from radar information or visual check. The fourth stage is determination of vessel in danger after calculation of third stage. The fifth stage is the judgement of situation if own ship is stand-on or give way vessel according to the 1972 COLREG. The last stage is to carry out proper action according to 1972 COLREG, under the circumstances. But by the case, the situations are so different under the different external conditions; for example, natural/navigational conditions, crew's human factors, ship's particular, rule or regulation, management system on board, the condition of watch keeping. Therefore the reasons and casualties are so complicated. This study aims to investigate the collision casualty at sea which needs to clarity all these causal factors of afore-mentioned, and to analyze the causes of problems so as to utilize them to establish the measures of preventing marine accidents. This study, described the concepts of causal factors into three groups; environmental factor, and company/on board management system and navigator's act. Also described how to investigate and analyzes the casual factors. Even though it was described in this paper how to detect the causal factors and reasons of collisions, and how to analyze the inter-relation of each causal factors, it is necessary to do further study how to analyze between the liability of concerned parties and the casual factors involved.

Analysis of GPS Signal Acquisition Performance

  • Acquisition is to detect the presence of the GPS signal. Once the signal is detected, the estimated frequency and code phase are passed to a tracking loop to demodulate the navigation data. In order to detect the weak signal, multiple length of data integration is always needed. In this paper, we present five different acquisition approaches based on circular correlation and Fast Fourier Transform (FFT), using coherent as well as non-coherent integration techniques for the multiple length of collected GPS satellite signal. Moreover a general approach of determining the acquisition threshold is introduced based on noise distribution which has been proved effective, and independent of the hardware. In the end of this paper, the processing speed and acquisition gain of each method are illustrated, compared, and analyzed. The results show that coherent approach is much more time consuming compared to noncoherent approaches, and in the case of multiple length of data integration from 2ms to 8ms, the processing times consumed by the fastest non-coherent acquisition method are only 25.87% to 1.52% in a single search, and 34.76% to 1.06% in a global search of those in the coherent acquisition. However, coherent acquisition also demonstrates its better performance in the acquisition gain, and in the case of 8ms of data integration it is 4.23 to 4.41 dB higher than that in the non-coherent approaches. Finally, an applicable scheme of combining coherent and non-coherent acquisition approaches in the development of a real-time Software GPS receiver in the University of Tokyo is provided.

The Technical Benefits of Future GNSS for Taiwan

  • The next decade promises drastic improvements and additions to global navigation satellite systems (GNSS). Plans for GPS modernization include a civilian code measurement on the L2 frequency and a new L5 signal at 1176.45 MHz. Current speculations indicate that a fully operational constellation with these improvements could be available by 2013. Simultaneously, the Galileo Joint Undertaking is in the development and validation stages of introducing a parallel GNSS called Galileo. Galileo will also transmit freely available satellite navigation signals on three frequencies and is scheduled to be fully operational as early as 2008. In other words, a dual system receiver (e.g., GPS+GALILEO) for general users can access six civil frequencies transmitted by at least fifty eights navigation satellites in space. The advent of GALILEO and the modernization of GPS raise a lot of attention to the study of the compatibility and interoperability of the two systems. A number of performance analyses have been conducted in a global scale with respect to availability, reliability, accuracy and integrity in different simulated scenarios (such as open sky and urban canyons) for the two systems individually and when integrated. Therefore, the scope of this article aims at providing the technical benefits analysis for Taiwan specifically in terms of the performance indices mentioned above in a local scale, especially in typical urban canyon scenarios. The conclusions gained by this study will be applied by the Land Survey Bureau of Taiwanese as the guideline for developing future GNSS tracking facilities and dual GNSS processing module for precise surveying applications in static and kinematic modes.

  • Recently, there have been many studies on RFID-based SCM. Yet, studies of synchronizing errors caused by tracking logistics information in supply chain, and activating & monitoring RFID infra is still insufficient. Also, there is no case of developing the intelligent SCM system enabling total monitoring and controlling RFID Infra by applying these technologies. Logistics information synchronization based Smart SCM model is intelligent supply chain service model to monitor the status of the RFID equipments in supply chain and the synchronization of the logistics process in each logistics point through one integrated view, as well as to react instantly by providing the information to help the various decision makings, when the emergency occurs. By adopting global logistics standard, RFID related standard specification, EPCIS standard, and SSI middleware platform, this model provides the domestic standard specification.

  • In this paper, we investigate the type and detection methode of spoofing attack, and then analyze the performance of spoofing detection algorithm in GPS L1 signal through the simulation. Generally spoofer is different from the jammer, because the receiver can be operated and not. In case of spoofing the GPS receiver is hard to recognize the spoofing attack and can be operated normally without stopping because the spoofing signal is the mimic GPS signal. To evaluate the performance of spoofing detection algorithm, both the software based spoofing and GPS signal generator and the software based GPS receiver are implemented. In paper, we can check that spoofing signal can affect to the DLL and PLL tracking loop because code delay and doppler frequency of spoofing. The spoofing detection algorithm has been implemented using the pseudorange, signal strength and navigation solution of GPS receiver and proposed algorithm can effectively detect the spoofing signal.

Modification of RFSP to Accommodate a True Two-Group Treatment

  • RFSP is a computer program to do fuel management calculations for CANDU reactors. Its main function is to calculate neutron flux and power distributions using two-energy-group, three dimensional neutron diffusion theory. However, up to now the treatment has not been true two-group but actually "one-and-half groups". In other words, the previous (1.5-group) version of RFSP lumps the fast fission term into the thermal fission term. This is based on the POWDERPUFS-V Westcott convention. Also, there is no up-scattering term or bundle power over cell flux (H1 factor) for the fast group. While POWDERPUFS-V provides only 1.5 group properties, true two-group cross sections for the design and analysis of CAUDU reactors can be obtained from WIMS-AECL. To treat the full two-group properties, the previous RFSP version was modified by adding the fast fission, up-scatter terms, and H1 factor. This two-group version of RFSP is a convenient tool to accept lattice properties from any advanced lattice code (e.g. WIMS-AECL DRAGON, HELIOS...) and to apply to advanced fuel cycles. In this study, the modification to implement the true two-group treatment was performed only in the subroutines of the *SIMULATE module of RFSP. This module is the appropriate one to modify first, since it is used for the tracking of reactor operating histories. The modified two-group RFSP was evaluated with true two-group cross sections from WIMS-AECL. Some tests were performed to verify the modified two-group RFSP and to evaluate the effects of fast fission and up-scatter for three core conditions and four cases corresponding to each condition. The comparisons show that the two-group results are quite reasonable and serve as a verification of the modifications made to RFSP. To assess the long-term impact of the full 2-group treatment, it is necessary to simulate a long period (several months) of reactor history. It will also be necessary to implement the full two-group treatment of reactivity devices and assess the reactivity-device worths.ce worths.

  • Recently, Radio Frequency Identification (RFID) systems stands in the spotlight of industry as a common and useful tool in manufacturing, supply chain management (SCM) and stock management. In the near future, low-cost RFID Electronic Product Code; (EPC) or smart-labels may be a practical replacement for optical barcodes on consumer items. However, manufacturing cheap and small RFID tags, and developing secure RFID authentication Protocols are problems which need to be solved. In spite of advances in semiconductor technology, computation and storage ability of the tag are so limited that it is difficult and too expensive to apply existing crypto-systems to RFID tags. Thus it is necessary to create a new protocol which would require less storage space and lower computation costs and that is secure in the RFID system's environments. In this paper, we propose a RFID authentication protocol that is secure against location tracking and spoofing attacks. Our protocol can be used as a practical solution for privacy protection because it requires less computations in database than the previous RFID authentication protocol.
