  • Coastal Zone is a integrated space including both coastal waters and inland. C.Z.M is a strategic practice system which can integrate and coordinate the coastal zone for preserving and making use of coastal resources. Through foreign and domestic C.Z.M Cases, this study analyzes the operating mechanism in the three aspects: role sharing among the administrative agencies, mediation and cooperation among the interested parties, and inducements of voluntary participation. And it achieves the common characteristics of C.Z.M: building the assessment system for establishing desirable policy directions, the stable support system for sustainable coastal management, the mediation system for cooperation of stakeholder, and the education system for reinforcing the management ability and inducing the voluntary participation. Finally it suggests the implications to build the coastal zone management system properly on the basis of common values in this mechanism.

Improvement of Marine Environmental Impact Assessment for Golf Course Projects in Southern Coastal Area of Korea (남해연안 골프장조성에 따른 해양환경영향평가 개선방안)

  • We evaluated the status and problems of golf course developments in the southern coast of Korea. It's adjacent waters supports nursery and fishing grounds for commercially-important fisheries species, and various sites are designated and protected as marine protection area(MPA), fisheries reserve, or clean area(blue belt) for producing shellfish. We proposed key assessment items for environmental impact assessment(EIA) and checklists in selecting golf course locations. For the protected areas, we suggest that it is essential to limit golf course establishment while setting a minimal distance from the coast to secure a buffer zone for mitigating the environmental impacts. To efficiently utilize existing regional coastal management plans, it is necessary to diagnose how a golf course development will potentially modify geomorphology and scenery, amplify pollutant loads from non-point sources, and disrupt the functions of coastal ecosystem. Especially, continued monitoring and assesssing input loads of hazardous materials originating from agricultural chemicals should be obligatory. Finally, measures for improving the QA/QC analysis were discussed to enhance reliability of environmental data with respect to golf courses and adjacent coastal waters.

  • The exploration of genes which expressions are changed by exposure to ecotoxicants or pollutants can provide the important information about the reaction mechanisms in the body as well as adaptation to exterior stimulus or environmental changes. Also they can be developed as biomarkers for the detection of environmental pollution. Differential display polymerase chain reaction (DD-PCR) technique has been usefully used to hunt the clones which expressions are up-regulated or down-regulated by exterior changes and this study aimed to search for those clones in diesel oil-exposed rockfish (Sebastes schlegeli) using DD-PCR. The RNA isolated from liver of 20 ppb diesel oil-exposed rockfish was used for screening of the differentially displayed genes and total 44 differentially expressed genes (DEG) are detected then their nucleotide sequences were analyzed. The present data provided the general information about the effect of diesel oil contamination on marine organism and further more the primary step in development of new biomarkers for marine environmental pollution or ecotoxicological stresses.

  • Coastal zone management indicators are being used as an important means of decision making in the process of policy establishment for integrated coastal management and implementation, and these indicators are very useful tools that enable the evaluation of the coastal zone management from an integrated perspective, the understanding and analysis of interactions according to each department. Accordingly, most of organizations in international society and advanced coastal states tend to develop coastal zone management indicator system in order to check current coastal environment, social and economic status, also to grasp effectiveness of the coastal zone management policy. In this research, therefore, the characteristics of coastal zone management indicator system was drawn through understanding of strength and weakness, and conducting comparative analysis of the coastal zone management indicator system according to each level having classified domestic and international coastal zone management indicator system into three aspects at large: natural and environmental aspect; social and economic aspect; and network aspect. As a result, following features were drawn as the common characteristics among the cases in the advanced coastal states: the management means for realization of sustainable coastal zone management; scientific decision making tools for various stakeholders; evaluation means for effectiveness of coastal zone integrated management; and dualization of coastal zone management indicator system; etc. Lastly, based on these common values revealed in the domestic and international coastal management indicator system, a suggestion for correct establishment of the domestic coastal management indicators was proposed in the regional aspect.

Development of hull form of small and medium size coastal ships (연안항로용 중소형 섭박의 선형 개발)

  • The technology of small and medium sized shipbuilding companies is lower relatively to major shipbuilding companies, and should be up-graded from the viewpoint of national economic development. In spite that hul form design is one of the most important elements with respect to shipbuilding technology, small and medium sized shipbuilding companies are incapable of developing hull form. Inorder to support technically such companies hull form development was carried out for G/T 999ton class tanker and D/W 4990ton class tanker which are the typical vessels operating in coastal area. The operating efficiency for the developed hull forms are impeoved by 30% for G/T 999ton class tanker and 24% for D/W 4990 tonclass tanker respectively. The results of hull form development including ship model test and performance analysis are presented in this paper.

Development of a Real-Time Water Quality Monitoring System using Coastal Passenger Ships and PCS Telemetry

  • To meet increasing needs for environmentally sustainable management of coastal area, there has been compelling pressure to establish a cost-effective and long-term coastal water quality (CWQ) monitoring system. A remote CWQ monitoring system, STAMP, has been developed and is in operation along the route between Kyema harbor and Anma Island in the southwestern coastal area of Korea. STAMP uses a PCS phone as a telemetry unit to transmit acquired data for monitoring general water quality parameters, and a routinely operating coastal passenger ship or car ferry. STAMP has various merits of low-cost operations; long-term monitoring with secure instrumentation; and stable real-time telemetry of acquired data with-out the loss and noise. It is expected that the system will serve as a very useful tool in the CWQ managing programs of Korea taking the advantage of many coastal passenger ships in various routes including the ships departing from the coastal industrial cities. The acquired data compiled on suspended surface sediment concentrations (SSSC) will be also valuably helpful in understanding the sediment budget across the routes of the vessel.
