A common feature in the three-dimensional numerical model experiments of coastal discharge with simplified model and idealized external forcings is investigated. The velocity fields due to the buoyancy and flaw flux, are spreaded radiately and the surface velocites are much greater than the homegeneous discharges. The coastal dischargd due to the Coriolis force and flaw flux are shaped a anticyclical gyre (clockwise) and determined the scale of the gyre in the coastal zone, respectively. The bottom topography restricts a outward extention of the coastal fronts and it accelerates a southward flow.

Bottom sediments, in various types of sediment transport models, have been usually assumed to be horizontally and/or vertically homogeneous. The assumption may be appropriate in well-sorted sedimentary environments including sand beaches and high turbid regions of fine grained cohesive sediments. (omitted)

This paper develops a risk index based on an indicator of risk assessment in terms of coastal activity location and accident type. The risk index is derived from a formula which adds the consequence of failure to a vulnerability value, then subtracts the mitigation value. Specifically, the consequence of failure is the number of casualties in coastal activity locations. An indicator of vulnerability refers to coastal environment elements and social elements. A pointer of mitigation includes managerial and organizational elements that indicate the capabilities of coastal activities. A risk rating of coastal activity location is found from a risk matrix consisting of the accident location and type. The purpose of this study is to prevent accidents at coastal activity locations by allowing the Coastal police guard to monitor effectively and inform visitors of potential risks.

Jeju coastal landscape has been changed from 1980's. Construction of coastal road, rearing fm, restaurant and condominium are main reasons of destroying the Jeju coastal area. Recently, the law for preserving coastal landscape is effective to prevent diverse construction activities, the land is comparatively restricted in the coastal landscape preservation districts. The resident's attitude toward restricted landlord has been carried out in Jeju province and compensation program has been developed for landlord in the coastal landscape preservation district. To speak compensation programs, First, land compensation as if cash compensation and right of purchase claim, Second, incentive as if tax reducement or regional support, Third, assignment of development right.

Government tries to revise the article 25 in Korea Maritime Transport Act which describes subject of coastal carriage for exported-imported container cargoes. The subject of coastal carriage will be replaced coastal carrier by ocean liner carrier according to the revised article 25. By adopting the revised article, coastal shipping industry will be deteriorated in terms of returns on investment, sales and etc. Even though the revision is inevitable to harmonize the flow of exported-imported container cargo movement, coastal shipping industry should be developed and restructured to get competitive power and to set up an efficient international logistics system. To enhance competitive power of coastal shipping companies successfully, government must realize the importance of coastal shipping, and aid the industry through various methods such as arrangement of law and regulation, indirected financial assistance, decrease of tax rate, etc.

The revision of domestic laws is in progress according to the UN Convention on the Law of the Coastal Zone Management . Along with it, the governmental policies related to maritime environmental preservation, especially around coastal zones and public works have been promoted based on enviornment, swiftly changed from the old function-based style. Therefore, this report will point out the important aspects which should be considered whenever there is any project on the coastal zones, suggest and classify projects of reviving the nationwide coastal zones, and show how to planning , check and evaluate the necessary technologies for reviving the coastal zones. This research will track down the coastal zone management method based on the natural enviornment as one of the necessary process to check the coastal zone enviornment for effective operating of the coastal zone management equipment method, starting on August 9, 1999, and report the technologies related with it.
