  • OPRC-HNS Protocol places the responsibility for having on-board a pollution incident emergency plan, notifying other States the incident facts in case of being affected by that incident, development of national contingency plan, international co-operation in pollution response, research and development, technical co-operation, promotion of bilateral and multilateral co-operation in preparedness and response, providing of information service, promotion of education and training, providing of technical services and technical assistance, etc. on parties to pursue their goals. After joining OPRC-HNS protocol, the government is required to inspect current status of matters related to HNS for its relevance on any laws. Additional items including establishment of component organization playing a role of managing response institution, manpower and resources, purchase response resource, development of response technique, and those also to enforce education and training to promote the party's duty. The facts described above drive up to analyze the benefits and burdens of relevant industry which appears in those procedure.

The Development of 10 kW Class Tidal Power Generator System - Focusing on Field Experiments with Pipelines (10 kW급 조력발전장치 개발 - 관수로 현장실험을 중심으로)

  • Along with the growing interest in renewable energy development, Korea's west coast is one of the favorable regions for tidal power. Tidal power using tidal barrages that work like hydroelectric dams is a representative method of tidal power through long-term operation, but the promotion of tidal power projects is being delayed or stopped due to impacts on ecological changes, reproduction, water column processes and hydrology. In order to reduce the high construction cost and environmental cost problems caused by tidal power using tidal barrages, in this study, field experiments were conducted to develop and verify the performance of tidal power generation devices applicable to sea areas where dykes are already installed. As a result of conducting five cases of experiments using two water tanks, pipe lines, open channels, and water turbine and generator, the possibility of developing a power generation system capable of generating more than 10 kW output and more than 60% efficiency were confirmed. The results of this study can be used for small-scale tidal power by utilizing the existing dykes of the west coast.

  • Temporal and spatial variability of phytoplankton pigment concentrations around the Korea Peninsula was described, using the monthly mean composite images of the SeaWiFS (Sea-Viewing Wide Field-of-View Sensor). The high pigment concentrations appear in the spring and fall in the East Sea The spring bloom in the southern regions (in April) occurs one month in advance in comparison with tint in the northern regions (in May). In summer season, the pigment concentrations are low all over the region in the East Sea And the high pigment concentrations exist yearly around warm stream along the coast of the East Sea, and in the coast of the West Sea and South Sea In particular, the high pigment concentrations linking near the mouth q the Yangze River to coast of South Sea in Korea appear during August to December.

Monthly Changes of Marine Benthic Algae and Community Structure at Gahakri, Southern Coast of Korea (한국 남해안 가학리의 해조류와 군집구조의 월별변화)

  • The marine algal flora and community structure of Gahakri in Jindo Gun, southern coast of Korea, was investigated monthly during September, 1993-August, 1994. As the results, a total of 87 species including 11 greens, 15 browns and 61 reds was identified. The marine algal flora was classified as the mixed flora based on the species composition. The dominant species of algal community throughout the year was Gloiopeltis furcata, and the subdominants were Sargassum thunbegii, Ulva pertusa and Hizikia fusiformis. In their vertical distribution, the species of algal community distributed yearly (or seasonally) from upper to lower intertidal zones were Gloiopeltis furcata-Corallina pilulifera, Myelophycus simplex, Gloiopeltis tenax (May$\~$October), Dumontia simplex, Sargassum thunbergii-Hizikia fusifomis, Ulva pertusa, Chondracanthus intemedius, Carpopeltis affinis.

Testing the Andrews Framework of Strategy Formulation and Implementation: Case Study of the University of Cape Coast Digital Library in Ghana

  • This paper investigates how strategy formulation and implementation processes used by the University of Cape Coast (UCC) in building its digital collections compare with the Andrew's strategic formulation and implementation theoretical framework. Theory-testing case study methodology was used. The data collection instruments were the key informant interview technique and document reviews. During the formulation phase, two aspects (resources and aspirations of senior management) were emergent. During the implementation phase, five aspects (achieving results, processes and behaviour, standards, motivation, personal) were emergent. All other elements of building the UCC digital collections were planned during both the formulation and implementation phases. Although the emphasis on students and learning is laudable and apt, there seems to be lack of focus on research support beyond digital collection building, despite the fact that research excellence is one of the UCC's key priorities. Opportunities exist for improving feedback mechanisms between the users, digital library staff and the university management; and inclusion of social media tools in the digital library project. Since only the experience of a single institution of higher learning is considered, it cannot be definitively stated that strategy formulation and implementation will be similar in every institutional context. However, the results provide a basis for academic digital libraries to draw lessons from this case. In African public universities, there is little earlier research on strategy formulation and implementation in digital library management. Strategy formulation and implementation is a critical issue for higher education academic libraries especially in developing countries like Ghana, due to limited financial resources and the rapid change in the information environment during the last several decades.

Observation of Shoreline Change Using an Aerial Photograph in Hampyung Bay, Southwestern Coast of Korea (항공사진을 이용한 서남해 함평만의 해안선 변화 관측)

  • The coastline of semi-enclosed Hampyung Bay, southwestern coast of Korea, consists largely of erosional sea-cliffs characterized by steep face slope, low in height (less than 3m), and composition of soft reddish soil. Recession rates of the sea-cliffs in the Haeuri coast of Hampyung Bay, which were Quantified by photogrammetry using single aerial photographs taken 1976 and 1990, respectively, were approximately 1${\sim}2m/yr. This value is in good agreement with the field measurement conducted by Chang et al. (1999). Subsequently, the photogrammetry seems to be a very useful method to measure easily long-term coastline change. This severe erosion of sea-cliff in the semi-enclosed bay environment, furthemore, is probably due to combined effects of typhoon or/and storm surges and weak resistance of soil cliff itself.

An Assessment of the Multiple Challenges Associated with Student's Access to Electronic Resources at a Public University Library in Ghana

  • Our understanding of how barriers to access systematically varies with the compositional and contextual characteristics of users is incomplete. Using a public university library in Ghana, this study assessed the heterogeneous barriers or constraints students encounter in accessing electronic resources based on their demographic and contextual attributes. A descriptive survey design was adopted and structured questionnaires were administered randomly to 558 students in the four constituent colleges of the University of Cape Coast, Ghana. Data were collected and analysed using SPSS and descriptive statistics were generated. The results revealed that students faced six key challenges in accessing electronic information resources in the library namely delays in download of information, poor internet connectivity, and limited accessibility of university portal, inadequate computers in the library, poor lighting and limited ancillary services (on the spot printing facilities), with differences based on gender, academic level, and college affiliation. Only 24% males and 26% females had no challenges or problems with delays in download of electronic information. About three-fourth of all users had poor internet connectivity and complained about inadequate computers associated with accessing electronic resources. 40% percent of undergraduate students in the Colleges of Education Studies, Agriculture and Natural Sciences, and Humanities and Legal Studies each encountered four to six simultaneous challenges. Irrespective of gender, first year undergraduate students in all the four colleges were the least likely to report multiple challenges. This suggests the need for targeted and context-specific interventions to address the identified challenges.

The Influence of Oceanic Conditions on the Occurrence of Cochlodinium polykrikoides Blooms in the East Sea (동해안의 Cochlodinium polykrikoides 적조 발생에 미치는 해황의 특성)

  • Harmful dinoflagellate Cochlodinium polykrikoides blooms have been frequently occurred in coastal areas of the East Sea since 1995. We compared the oceanic conditions in years 1995, 2001 and 2003 when the C. polykrikoides bloom was strong, and in years 1998 and 2004 when the C. polykrikoides bloom was not appeared. We studied temporal and spatial variation of upwelling and geostrophic currents on the western channel of Korean Strait, an entrance of the East Sea. The period and occurrence area of C. polykrikoides bloom was depended on variation of upwelling in summer. In the distributions of geostrophic current, southward current was dominant near the coast in August, 1998 and 2000. Whereas northward current was dominant near and off the coast in August, 1995 and 2003 which the C. polykrikoides bloom was strong. When compared dominant phytoplankton of the coastal areas in each year, Kuroshio indicator species Proboscia alata and Chaetoceros affine were dominant, respectively, in 2001 and 2003 at every stations. However, the dominant species was variable at each coastal area in 1998 and 2000. In 2003, the abundance of Sagitta elegans which is known as the cold water indicator was low, but the abundance of S. enflata, warm water indicator, was very high in Gangneung compared to Sokcho. It seemed that the distribution of S. elegans is restricted by strong warm water current. In conclusion, it was estimated that the distribution of C. polykrikoides bloom in the coastal area of the East Sea was closely related with the strength of East Korea Warm Current and upwelling.

Tetramine Contents of Sea Snails from the Korean Coast (한국 연안산 권패류의 tetramine 함량)

  • To prevent food poisoning after ingesting sea snails containing tetramine we measured the tetramine $[(CH_3){_4}N^+]$ contents of sea snails from the Korean coast using both ion chromatography (IC) and spectrometry. In total, 177 sea snails were collected from the east (Pohang, 19 species, 95 individuals), the west (Gunsan, 4 species, 46 individuals), and the south (Tongyeong, 8 species, 36 individuals) coasts. The working solution of tetramine standard for IC and the tetramine extract from the salivary gland of Neptunea arthritica cumingii were very stable for one month at $18^{\circ}C,\;4^{\circ}C$, and room temperature. The tetramine content was high in the salivary gland of Heptunea species such as N. intersculpta $(9,813{\mu}g/g)$, N. arthritica $(8,240{\mu}g/g)$, N. arthritica cumingii $(6,967{\mu}g/g)$, N. eulimata $(6,946{\mu}g/g)$, N. constricta $(5,965{\mu}g/g)$, and N, amianta $(4,502{\mu}g/g)$. The mid-gut gland and muscle contained small amounts of tetramine. The tetramine content was highest in the autumn, but no clear regional variations were observed.

Residues of Antibiotics in Wild and Cultured Fishes Collected from Coast of Korea (시중 유통 자연산 및 양식산 활어의 항생제 잔류)

  • Wild and cultured fish including olive flounder, sea bass, rock bream, yellowtail, gray mullet, gizzard shad, black rockfish, red seabream and squid were collected from a fish market located on the coast of Korea, and the antibiotic content of their muscle was investigated. Tetracycline group antibiotics were not detected in the 108 individuals of 9 species of wild fish. However, oxytetracycline (OTC) and tetracycline(TC) were detected in some samples of the 111 individuals in 7 cultured live fish species. The detected ranges of OTC and TC were ND~ 0.06 and ND~ 0.03, respectively. Five different fluoroquinolone antibiotics were also tested for, but were not detected in the wild fish species. Only small amount of criprofloxacin(ND~0.029 mg/kg) were detected in a few cultured fish samples. Oxolinic acid was not detected in either wild and cultured fish samples. Results showed that even very low levels of antibiotics could be detected by the testing methods used. Antibiotics were identified in a few fish samples but levels were far below the maximum allowable limits of the Korean Food Code, and the safety of fish being sold in markets, with regard to antibiotic levels, was confirmed.
