Low-flow simulation and forecasting for efficient water management: case-study of the Seolmacheon Catchment, Korea

  • Low-flow simulation and forecasting is one of the emerging issues in hydrology due to the increasing demand of water in dry periods. Even though low-flow simulation and forecasting remains a difficult issue for hydrologists better simulation and earlier prediction of low flows are crucial for efficient water management. The UN has never stated that South Korea is in a water shortage. However, a recent study by MOLIT indicates that Korea will probably lack water by 4.3 billion m3 in 2020 due to several factors, including land cover and climate change impacts. The two main situations that generate low-flow events are an extended dry period (summer low-flow) and an extended period of low temperature (winter low-flow). This situation demands the hydrologists to concentrate more on low-flow hydrology. Korea's annual average precipitation is about 127.6 billion m3 where runoff into rivers and losses accounts 57% and 43% respectively and from 57% runoff discharge to the ocean is accounts 31% and total water use is about 26%. So, saving 6% of the runoff will solve the water shortage problem mentioned above. The main objective of this study is to present the hydrological modelling approach for low-flow simulation and forecasting using a model that have a capacity to represent the real hydrological behavior of the catchment and to address the water management of summer as well as winter low-flow. Two lumped hydrological models (GR4J and CAT) will be applied to calibrate and simulate the streamflow. The models will be applied to Seolmacheon catchment using daily streamflow data at Jeonjeokbigyo station, and the Nash-Sutcliffe efficiencies will be calculated to check the model performance. The expected result will be summarized in a different ways so as to provide decision makers with the probabilistic forecasts and the associated risks of low flows. Finally, the results will be presented and the capacity of the models to provide useful information for efficient water management practice will be discussed.

Assessment of climate change impacts on uncertainty and sensitivity of paddy water requirement in South Korea using multi-GCMs (Multi-GCMs을 활용한 논벼 필요수량의 불확성 및 민감도 기후영향평가)

  • 기후변화는 농업생산량 감소와 식량 안보 문제와 같이 농업에 심각한 영향을 미칠 수 있다. 또한 기존의 농업수리 및 관개배수 시설 운영에 영향을 줄 수 있다. 따라서 지속가능한 농업 수자원 관리를 위해서는 기후변화의 영향을 고려한 장기적인 계획 수립이 필요하다. 따라서 본 연구에서는 논벼 지역의 설계용수량의 확률론적 분석을 통한 논벼 필요수량 및 설계용수량에 대한 기후변화영향 평가를 실시하였다. 이를 위해서 본 연구에서는 23개 GCM의 36개 산출물을 활용하여 Multi-model ensemble 구축하였다. 먼저 GCM별 증발산량과 유효우량을 산정한 결과 중부지역에서는 IPSL-CM5A 모델의 기후변화자료를 활용할 경우 증발산량과 유효우량이 타 GCM 모델들과 비하여 크게 산정되었다. 남부지역에서는 CanESM2 모델을 적용할 경우 가장 많은 증발산량과 유효우량이 모의되는 것으로 나타났다. 이처럼 GCM별로 다양한 결과가 모의되기 때문에 농업시설 설계에 적용되는 설계용수량의 경우 안전성을 위하여 Multi-GCM models을 활용할 필요가 있다. Multi-model ensemble의 RCP 4.5와 RCP 8.5 시나리오를 적용한 결과, 모든 경우에서 1995s(1981-2014)에 비해 설계용수량은 점차적으로 증가하는 것으로 나타났다. 평균 증가율은 RCP 4.5에서 중부지역이 9.4%, 남부지역이 6.0% 증가하는 것으로 나타난 반면, RCP 8.5에서는 중부지역이 11.1%, 남부지역이 8.2% 증가하는 것으로 나타났다. 또한 여러 GCM 산출물간의 불확실성은 RCP 4.5보다는 RCP 8.5 시나리오가, 중부 지역보다는 남부 지역이, 논벼 증발산량 보다는 유효우량이 더 큰 것으로 분석되었다. 본 연구는 향후 미래 가뭄 위험성을 최소화하기 위한 농업 수자원관리 전략수립에 활용될 수 있을 것이다. 또한 본 연구결과는 기후변화 영향 평가에 있어서 적합한 GCM 자료를 선택하는데 있어, 불확실성을 가늠할 수 있는 유용한 척도로 이용될 수 있을 것으로 기대된다.

Input-Output Analysis Focused on Forestry and Wood Industry in Korea (임업·목재산업의 산업연관분석)

  • In order to identify the economic impacts of forest-related industry on the national economy in general and the linkages between forestry and its related industries, an input-output analysis was conducted using the 2015 Input-Output Tables of the Bank of Korea. Production inducement effects are relatively high in paper products, lumber, and silviculture and relatively low in other wood industries. Value-added inducement effects are relatively high in silviculture and log production. With respect to the wood products industry, forward linkage effects are higher and backward linkage effects are lower. A Ritz-Spaulding multiplier analysis revealed that the growth of wood products production has only a modest impact on the growth of forestry. How to increase the linkage between forestry and the wood products industry is one of the most important policy tasks in Korea, given that it affects forest ecosystem management and climate change mitigation efforts.

Effect of Installing a Selective Withdrawal Structure for the Control of Turbid Water in Soyang Reservoir (탁수조절을 위한 소양호 선택취수설비 설치 효과 분석)

  • One of the most important water management issues of Soyang Reservoir, located in North Han River in Korea, is a long term discharge of turbid water to downstream during flood season. Installation of a selective withdrawal structure (SWS) is planned by the reservoir management institute as a control measure of outflow water quality and associated negative impacts on downstream water use and ecosystem. The objective of the study was to explore the effectiveness of the SWS on the control of outflow turbidity under two different hydrological years; one for normal flood year and another for extreme flood year. A two-dimensional (2D), laterally averaged hydrodynamic and water quality model (CE-QUAL-W2) was set up and calibrated for the reservoir and used to evaluate the performance of the proposed SWS. The results revealed that the SWS can be an effective method when the ${\Theta}$ value, the ratio between the amount of turbid water that containing suspended sediment (SS) greater than 25 mg/L and the total storage of the reservoir, is 0.59 during the normal flood year. However, the effectiveness of the SWS could be marginal or negative in the extreme flood year when ${\Theta}$ was 0.83. The results imply that the SWS is an effective alternative for the control of turbid water for moderate flood events, but not a sufficient measure for large flood events that are expected to happen more often in the future because of climate change.

Spatial distribution and temporal variation of hydrogeochemistry in coastal lagoons and groundwater on the eastern area of korea

  • Coastal lagoons play a crucial role in water exchange, water quality, and biodiversity. It is essential to monitor and understand the dynamics of hydrogeochemistry in lagoon water and its groundwater to preserve and sustainably manage the groundwater-dependent ecosystems like coastal lagoons. This study investigated the spatial and temporal hydrogeochemical characteristics of coastal lagoon (Songjiho) and groundwater on the east coast of Korea. The concentrations of major ions, water isotopes, and nutrients (nitrogen and dissolved organic carbon) in lagoon water and groundwater were periodically monitored for one year. The study revealed that major ions and total dissolved solids (TDS) concentration were higher at deeper depths of aquifers and closer to the coastal area. The hydrogeochemical characteristics of coastal lagoon and groundwater chemistry were classified into two types, Ca-Mg-HCO3 and Na-Cl, based on their spatial location from inland to coastal area. Moreover, the hydrogeochemical characteristics of coastal lagoons and groundwater varied significantly depending on the season. During the wet season, the increased precipitation and evaporation lead to changes in water chemistry. As a result, the total organic carbon (TOC) of coastal lagoons increases during this season, likely due to increased runoff by rainfall whereas the variation of chemical compositions in the lagoon and groundwater were not significant because there is reduced precipitation, resulting in stable water levels and during the dry season. The study emphasizes the impact of spatial distribution and seasonal changes in precipitation, evaporation, and river discharge on the hydrogeochemical characteristics of the coastal aquifer and lagoon system. Understanding these impacts is crucial for managing and protecting coastal lagoons and groundwater resources.

Assessment of extreme precipitation changes on flood damage in Chungcheong region of South Korea

  • Flooding has become an increasing event which is one of the major natural disasters responsible for direct economic damage in South Korea. Driven by climate change, precipitation extremes play significant role on the flood damage and its further increase is expected to exacerbate the socioeconomic impact in the country. However, the empirical evidence associating changes in precipitation extremes to the historical flood damage is limited. Thus, there is a need to assess the causal relationship between changes in precipitation extremes and flood damage, especially in agricultural region like Chungcheong region in South Korea. The spatial and temporal changes of precipitation extremes from 10 synoptic stations based on daily precipitation data were analyzed using the ClimPACT2 tool and Mann-Kendall test. The four precipitation extreme indices consisting of consecutive wet days (CWD), number of very heavy precipitation wet days (R30 mm), maximum 1-day precipitation amount (Rx1day), and simple daily precipitation intensity (SDII), which represent changes in intensity, frequency, and duration, respectively, and the time series data on flooded area and flood damage from 1985 to 2020 were used to investigate the causal relationship in the ARDL-ECM framework and pairwise Granger causality analysis. The trend results showed that majority of the precipitation indices indicated positive trends, however, CWD showed no significant changes. ARDL-ECM framework showed that there was a long-run relationship among the variables. Further analysis on the empirical results showed that flooded area and Rx1day have significant positive impacts on the flood damage in both short and long-runs while R30 mm only indicated significant positive impact in the short-run, both in the current period, which implies that an increase in flooded area, Rx1day, and R30 mm will cause an increase in the flood damage. The pairwise Granger analysis showed unidirectional causality from the flooded area, R30 mm, Rx1day, and SDII to flood damage. Thus, these precipitation indices could be useful as indicators of pluvial flood damage in Chungcheong region of South Korea.

  • Sea level rise due to climate change is an increasing concern for the international community, and especially for coastal States. In case of regression of the coastal line or inundations of maritime features, including islands, the questions of whether coastal States are under an obligation to redraw their baseline and the outer limits of their maritime jurisdiction and of whether the existing maritime boundary treaties should be terminated are raised. This article reviews the arguments raised by the Small Island Developing States, International Law Association, and International Law Commission and suggests a solution within the current legal framework of the Law of the Sea through an interpretation of the existing provisions of the UNCLOS focusing on the legal issues relating to the Law of the Sea.

  • 최근 기후변화로 인한 전 세계적인 기온상승이 야기되고 있으며, 농업에 직접적인 영향을 주는 기상학적 및 수문학적 변화가 급격하게 진행되고 있다. 우리나라의 경우 최근 7년 동안 지역별로 극심한 가뭄이 매년 발생하고 있고, 가뭄의 발생 빈도와 강도가 증가하는 추세이다. 특히 밭의 경우 농업용 저수지 등 수리시설물로부터 관개용수를 공급받는 논 작물과 달리 자연 강우를 통해 필요한 용수량을 공급받는 천수답이 대부분이고 관개시설이 부족하기 때문에, 기후변화에 의한 가뭄의 취약성이 높다. 밭작물은 작물의 생육 시기와 기후 환경, 수자원 환경에 민감하고 토양수분을 흡수함으로써 생육하기 때문에 이러한 밭작물의 소비수량 및 관개용수량은 증발산량 뿐만 아니라 토양내 수분의 이동을 고려하여 수분 부족량을 산정해야 한다. 본 연구에서는 미래 기후변화에 의한 밭가뭄 평가를 위하여 밭 작물별 소비수량 및 관개용수량을 추정하기 위한 밭 토양수분 물수지 모형 (Soil Moisture Model)을 구성하였다. 또한 대표농도경로 (Representative Concentration Pathway, RCP) 시나리오 기반의 제5차 결합기후모델상호비교사업 (Coupled Model Intercomparison Project Phase 5, CMIP5)에서 제공하는 RCP 시나리오를 기반으로 한 전지구 기후모델 (General Circulation Model, GCM)의 기후예측결과를 적용함으로써 미래 밭 가뭄 평가를 수행하였다. 과거 기상자료 및 미래 대표농도경로 시나리오와 작물 기초자료를 수집하여 과거 및 미래 작물증발산량을 산정하였으며, 토양수분 물수지 모형에 적용하여 밭작물의 토양수분 변화를 모의하고 기후변화에 따른 작물별/생육시기별 소비수량 및 관개용수량을 추정하였다.

The Impacts of Carbon Taxes by Region and Industry in Korea: Focusing on Energy-burning Greenhouse Gas Emissions (탄소세 도입의 지역별 및 산업별 영향 분석: 에너지 연소 온실가스 배출량을 중심으로)

  • This study estimates the regional input-output table and GHG emissions in 2019 and then analyzes the economic effects of carbon taxes by region and industry in Korea. The GHG emission, emission coefficient, and emission induction coefficient are estimated to be higher in manufacturing-oriented metropolitan provinces. The GHG emission coefficient in the same industry varies from region to region, which might reflect the standard of product classification, characteristics of production technology, and the regional differences in input structure. If a carbon tax is imposed, production costs are expected to increase and demand and production will decrease, especially in the manufacturing industry, which emits more GFG. On the other hand, the impact of carbon taxes on each region is not expected to vary significantly from region to region, which might be due to the fact that those differences are mitigated by industry-related effects. Since the impact of carbon taxes is expected to spread to the entire region, close cooperation between local governments is necessary in the process of implementing carbon neutrality in the future.

The Path Formation of Thailand's Electricity/Energy Regime and Sustainability Assessment (태국 전력/에너지 체제의 경로 형성과 지속가능성 평가)

  • This study aims to examine the electricity/energy regime of Thailand, the largest energy-hungry country in the Mekong region. This study examined how the electricity/energy regime of Thailand has been shaped and changed up to the present, not only at the national level but also at the sub-regional level covering the Mekong region. Meanwhile, according to the Paris Agreement in 2015, which will get in to effect from 2020, developing countries as well as developed countries have been given voluntary responsibilities and reduction obligations in response to global climate change. Under the post 2020 Climate Change Regime, Thailand also needs to revise its existing electricity/energy policy. We reviewed the recent energy policy of Thailand and evaluated the possibility of transition to a sustainable energy system based on Energy Trilemma's analysis framework. And we examined the roles and impacts of the Thai civil society on the national power and energy planning as well as in the future climate change policy. As a result of the analysis, it can be seen that Thailand's electricity/energy regime has grown rapidly through the support of the West countries under the Cold War era. In particular, Electricity Generating Authority of Thailand(EGAT) played the key role in Thailand's energy policy. In addition, Thailand's geopolitical location and relatively high economic level compared to neighboring countries will continue to be of importance in the future construction of power grids in the region. Meanwhile, in the frame of Energy Trilemma, Thailand has still been vulnerable to environmental sustainability. Thai NGOs have resisted to as well as collaborated with the government to influence the existing electricity/energy policy in the various dimensions but their influence has weakened considerably since the coup in 2014. In conclusion, this study suggests to cooperate with government as well as civil society for sustainable energy transformation of Thailand and Mekong region.
