PRECIS를 이용한 우리나라 기후변화 기상자료의 생성 (Generation of Weather Data for Future Climate Change for South Korea using PRECIS)

  • According to the Fourth Assessment Report of the Inter governmental Panel on Climate Change(IPCC), climate change is already in progress around the world, and it is necessary to start mitigation and adaptation strategies for buildings in order to minimize adverse impacts. It is likely that the South Korea will experience milder winters and hotter and more extreme summers. Those changes will impact on building performance, particularly with regard to cooling and ventilation, with implications for the quality of the indoor environment, energy consumption and carbon emissions. This study generate weather data for future climate change for use in impacts studies using PRECIS (Providing REgional Climate for Impacts Studies). These scenarios and RCM (Regional Climate Model) are provided high-resolution climate-change predictions for a region generally consistent with the continental-scale climate changes predicted in the GCM (Global Climate Model).

기후변화대응을 위한 문화유산 교육과정 개발 방안 연구 (A Study on the Curriculum Development for Climate Change and Cultural Heritage)

  • This study aims to develop a cultural heritage curriculum for climate change and present educational directions for cultural heritage and climate change impact in the future. In this study, the role and necessity of cultural heritage education for climate change were first discussed based on previous studies on climate change and cultural heritage. Next, the current status analysis of educational cases related to climate change and cultural heritage was conducted based on educational manuals, curriculum, and heritage competency systems associated with climate change. Finally, we propose a plan to develop a curriculum to cope with climate change and cultural heritage for graduate students in higher education institutions based on the four components of developing a curriculum. In future studies, we intend to propose guidelines for designing educational manuals and specific curricula for each educational target to cope with the climate change of cultural heritage presented in this study.

Key to Success: Measures to Promote Climate Technology-Finance Linkage between South Korea and MDBs

  • As the climate crisis intensifies, the need to improve the climate resilience of developing countries is ever increasing. Hence, the international community is seeking ways to effectively conduct climate technology transfer by linking the projects with financial mechanisms. However, commercialization of climate technology in developing countries is no easy feat as comprehensive knowledge on the target country is a prerequisite for seeking a suitable technology-financial linkage measure. Hence, in-depth discussions on effective climate technology and financial linkage measures have become an important global agenda, and South Korea, as a country with long experience in climate technology transfer, and a strong ecosystem for public climate technology, should step forward to take up a leading role. Against this backdrop, this paper proposes strategies and implementation measures for linking funds from the Multilateral Development Banks (MDB) with Korea's Public Climate Technology (PCT) by examining several key areas of R&D, international cooperation, and technology commercialization.

The Impacts of Climate Variability on Household Consumption: Evidence Based on Village Weather Data in Indonesia

  • This study investigates the impacts of long-term climate variability on household consumption in Indonesia, a country highly vulnerable to climate change. The analysis combines household survey data from nearly 5,998 families with satellite-derived weather data from NASA POWER spanning 30 years. We use the long-term variability in temperature and precipitation as a proxy for climate change. This study examines the impact of climate change which proceeds over the long term, unlike previous studies concerning one-off or short-term climate events. In addition, using satellite data enhances the accuracy of households' exposure to climate variability. The analysis finds that households in a village with higher temperature and precipitation variability significantly consume less food. This implies that households more exposed to climate change are at higher risk of malnutrition in developing countries. This study has a limitation that it cannot rule out the potential endogeneity of choosing a climate-vulnerable residential location due to economic poorness.

기후변화 취약성 지수 산출을 위한 한반도 관측 기후 특성 분석 (Analysis of Climate Characteristics Observed over the Korean Peninsula for the Estimation of Climate Change Vulnerability Index)

  • Climate vulnerability index is usually defined as a function of the climate exposure, sensitivity, and adaptive capacity, which requires adequate selection of proxy variables of each variable. We selected and used 9 proxy variables related to climate exposure in the literature, and diagnosed the adequacy of them for application in Korean peninsula. The selected proxy variables are: four variables from temperature, three from precipitation, one from wind speed, and one from relative humidity. We collected climate data over both previous year (1981~2010) and future climate scenario (A1B scenario of IPCC SERES) for 2020, 2050, and 2100. We introduced the spatial and temporal diagnostic statistical parameters, and evaluated both spatial and time variabilities in the relative scale. Of 9 proxy variables, effective humidity indicated the most sensitive to climate change temporally with the biggest spatial variability, implying a good proxy variable in diagnostics of climate change vulnerability in Korea. The second most sensitive variable is the frequency of strong wind speed with a decreasing trend, suggesting that it should be used carefully or may not be of broad utility as a proxy variable in Korea. The A1B scenario of future climate in 2020, 2050 and 2100 matches well with the extension of linear trend of observed variables during 1981~2010, indicating that, except for strong wind speed, the selected proxy variables can be effectively used in calculating the vulnerability index for both past and future climate over Korea. Other local variabilities for the past and future climate in association with climate exposure variables are also discussed here.

기후 변화 주제를 다룬 역사 수업의 환경교육 효과 (The Educational Effect of History Lessons on the Subject of Climate Change Regarding Environmental Awareness)

  • Currently, climate change is regarded as one of the most important environmental issues in the 21st century. However, climate change education is not seriously carried out in schools. This study is concerned about enhancing students' recognition about climate change and actions responding to climate change through an history discipline. More specifically, this study tried to identify the effect of history lessons on environmental education, especially focused on climate change, by performing an experiment. The experiment was designed based on Solomon four-group design and carried out in one high school in Gwangmyeong city. Findings of the experiment are as follows. First, students who had taken the reorganized history lesson based on climate change - that is, students with experimental treatments - gained higher understanding of climate change than before and students of control groups. Second, students with experimental treatments gained higher understanding about relationship between history and climate change. Third, students with experimental treatments showed higher possibility of taking responding actions to climate change. In conclusion, history lessons reorganized with environmental issues, for instance climate change, have big potential for environmental education since they contribute to enhancing environmental recognition and prompting responding actions through exploration the effects of existing historical facts. Interdisciplinary approach like that taken in this study will provide students with more comprehensive and extended prism for the environment.

VESTAP 기반 기후변화 취약성 평가 지침 (Guidelines for the VESTAP-based Climate Change Vulnerability Assessment)

  • The Korea Adaptation Center for Climate Change (KACCC) located in Korea Environment Institute has serviced a climate change vulnerability assessment support tool (VESTAP) since 2014 in order to help local governments to establish their own adaptation plans. Owing to its easy usage, the VESTAP has been utilized by not only local governments but also academia for examination of climate change vulnerability in various fields. However, the KACCC has not suggested a standard usage how to compose indices for climate exposure, sensitivity, and adaptation capacity which are main components of vulnerability although the KACCC manages operation and application of the VESTAP. Many users had no choice but to compose indices based on their own interpretation on the components of vulnerability. This technical note suggests the standard usage of VESTAP by reevaluating some vulnerability assessments previously developed. This may help users to correctly compose indices for climate change vulnerability assessment, and may minimize possibility of inter-user inconsistency in definition of vulnerability assessments.

기후변화 적응을 위한 도시계획 방안 연구 (A Study on the Method of Urban Planning for Adaptation to Climate Change)

  • This study aims to understand abnormal climate caused by impacts of climate change and to suggest the direction of urban planning focusing on adaptation to climate change. The study consists of theory consideration and case study(Chicago, Philadelphia, Seattle). As a result, the main impacts of climate change faced by urban areas are heat wave, precipitation, and drought. To prevent these impacts, it is important to prepare methods of urban planning as followings: planning for land use, park and green considering the climate patterns, establishing and managing water resources systems similar to the nature, securing renewable energy resources, and transportation facilities and exterior space with proof against climate. It is especially necessary to introduce infrastructures related to storm water, green roof, shading tree planting, green space, and permeable pavement. Finally, in order to realize urban planning for adaptation to climate change, it is needed to make the detailed and specific goal and strategy for the climate change adaptation plan and to extend the scope from the goals to an action plan, a detailed plan, and a design guideline.

기후변화 리스크의 지역 불평등 모니터링 : 폭염을 중심으로 (Monitoring regional inequalities in climate change risk - A Focus on Heatwave -)

  • Abnormal climate caused by climate change causes enormous social and economic damage. And such damage and its impact may vary depending on the location and regional characteristics of the region and the social and economic conditions of local residents. Therefore, it is necessary to continuously monitor whether there are indicators that are weaker than other regions among the detailed indicators that constitute the risk, exposure and vulnerability of climate change risk. In this study, the concept of climate change risk was used for heatwave to determine regional inequality of climate change risk. In other words, it was judged that inequality in climate change risk occurred in regions with high risk but high exposure and low vulnerability compared to other regions. As a result of the analysis, it was found that 13 local governments in Korea experienced regional inequality in climate change risk. In order to resolve regional inequality in climate change risks, the current status of regional inequality in climate change should be checked based on the analysis proposed in this study, there is a need for an evaluation and monitoring system that can provide appropriate feedback on areas where inequality has occurred. This continuous evaluation and monitoring-based feedback system is expected to be of great help in resolving regional inequality in climate change risks.

중학교 과학과 기후변화 교육 프로그램 개발과 적용 (Development and Application of Climate Change Education Program in Middle School Science)

  • 이 연구의 목적은 중학생들의 기후변화에 대한 이해 증진과 미래의 기후변화에 대한 예측을 통해 기후변화에 대응하고 실천할 수 있는 능력을 길러 주기 위한 중학교 과학과 기후변화 교육 프로그램을 개발하고 적용하여 그 효과를 분석하는 것이다. 이 연구의 결과는 다음과 같다. 첫째, 중학교 과학과 교과시간을 위한 기후변화 교육 프로그램이 개발되었다. 중학교 과학과 기후변화 교육 프로그램은 8개의 주제가 기후변화의 현상과 원인, 영향 및 대응방안 등의 교육내용을 중심으로 중학교 교과 교육과정에 활용될 수 있도록 개발되었으며, 기후변화가 가지는 지구시스템 과학 교육의 특성과 지속가능 발전 교육의 통합적인 특성을 반영하도록 개발하였다. 둘째, 개발된 중학교 과학과 기후변화 교육 프로그램을 적용하여 효과를 분석하였다. 효과를 분석해 본 결과, 중학교 과학과 기후변화 교육프로그램은 학생들의 기후변화에 대한 지식 이해 수준 및 기후변화에 대한 인식 및 태도, 실천의지의 향상에 기여했음을 보여주었다.
