The purpose of this paper is to draw main characteristics of local climate change plans of 8 pilot cities through a serious of comparative analyses. The results of the analyses on the mitigation plans and the adaptation plans are the followings; Firstly, climate change plans have two types of distinctive frameworks. Secondly, vision, objectives, and main strategies are composed of main key words. The key words of mitigation plans are low carbon, GHG, green city, energy, and green growth. Adaptation, ecosystem, healthy, safe, disaster, water are the key words that frequently shown in adaptation plan. Thirdly, the mitigation plans tend to place emphasis on transportation and common area. The adaptation plans tend to weigh on water control and forestry. The main characteristics of both mitigation plans and adaptation plans of 8 pilot cities are summarized and policy implications are suggested.
Surface winds over the ocean influence not only the climate change through air-sea interactions but the coastal erosion through the changes in wave height and direction. Thus, demands on a reliable projection of future changes in surface winds have been increasing in various fields. For the future projections, climate models have been widely used and, as a priori, their simulations of surface wind are required to be evaluated. In this study, we evaluate the climatological mean surface winds over the Korean Waters simulated by five regional climate models participating in Coordinated Regional Climate Downscaling Experiment (CORDEX) for East Asia (EA), an international regional climate model inter-comparison project. Compared with the ERA-interim reanalysis data, the CORDEX-EA models, except for HadGEM3-RA, produce stronger wind both in summer and winter. The HadGEM3-RA underestimates the wind speed and inadequately simulate the spatial distribution especially in summer. This summer wind error appears to be coincident with mean sea-level pressure in the North Pacific. For wind direction, all of the CORDEX-EA models simulate the well-known seasonal reversal of surface wind similar to the ERA-interim. Our results suggest that especially in summer, large-scale atmospheric circulation, downscaled by regional models with spectral nudging, significantly affect the regional surface wind on its pattern and strength.

Although most of the debate on global climate change policy has focused on quantity controls due to their political appeal, this paper argues that agreement commitment are more efficient. Scenarios show that to have a likely chance of limiting the increase in global mean temperature to two degrees Celsius, means lowering global greenhouse gas emissions by 40 to 70 percent compared with 2010 by mid-century, and to near-zero by the end of this century. Ambitious mitigation may even require removing carbon dioxide from the atmosphere. This paper emphasizes on global cooperation which is a key for preventing global warming and toward sustainable development, and fair emission reduction targets among countries are significant for achieving emission reductions.

2007년 Intergovernmental Panel on Climate Change(IPCC) 4차보고서 이후로 지구 온난화에 대한 다양한 부분에 영향 분석 연구가 더욱 활발하게 진행되고 있으며, 그 가운데 수자원 즉 육상의 물 순환은 인간 활동과 생태계 전반에 대한 직접 영향으로 인해 기후변화 정책 수립 시 그 중요성이 더욱 부각되고 있다. 현재까지, 많은 연구에 있어서 Global Circulation Model (GCM)을 직접 축소기법을 이용한 후 이를 수문 모형에 입력하여 수자원 영향 분석을 실시해오고 있다. 국외를 중심으로 기존 GCM보다 해상도가 높은 Regional Climate Model(RCM)을 이용한 분석이 일부 시행되고 있으나, 국내에서는 자료의 가용 여부 및 적용성의 검토가 아직 미비한 실정이다. 이러한 관점에서 본 연구에서는 27km의 해상도를 갖는 기상청 RegCM3 RCM에서 도출된 10일 간격 기후변화 SRES 시나리오 자료에 대한 적합성을 평가하고자 한다. 적합성을 평가 하기위해서 국내 주요지점에 근접한 격자자료를 RCM으로부터 추출하고 이에 대한 수문학적 특성치 분석, 저빈도 분석(low frequency analysis), 극치사상의 분포형태 등을 실측 강수자료와 다양한 형태로 비교 검토하여 RCM 자료의 적합성을 평가하였다.

In this study CALPUFF was used to estimate the influence of temperature rise, according to the observation value of temperature rise based RCP scenario, on meteorological elements (wind direction, wind speed, mixing height) and the change of pollutant diffusion. According to the result. applying estimated value of year 2050 temperature rise, the mixing height is increased as per the temperature rise, so the range of atmospheric diffusion is widened. In summer case, by applying temperature rise of $4^{\circ}C$ and comparing with before applying temperature rise, there was change of diffusion range as per the change of temperature between 10 AM to 11 PM. And the range of diffusion was wider than that of before temperature rise. In winter case, by applying estimated value of temperature rise, $2.3^{\circ}C$, diffusion range has been changed between 8 AM to 4 PM, showing different diffusion aspect from summer. Also, according to the result of air pollution level assessment with temperature rise, it was proved that the ratio of area with increasing air pollution level has been getting higher by increase of temperature.
In this study, Non-$CO_2$ emission factors were estimated for the coal briquette boiler, which is the Korean heating system. As a result, the $CH_4$ and $N_2O$ emission factors of the coal briquette boiler were estimated to be $11.76gCH_4/TJ$ and $7.44kgN_2O/TJ$, respectively. The results showed that $CH_4$ emission factor was 12 times and $N_2O$ emission factor was 5 times higher than IPCC default value. Also the emission factors developed in this study were compared with a precedent study. The results indicated that were similar to open the air inlet of coal briquette stove because the combustion condition of this study was similar to that of coal briquette stove.

전 세계적으로 기후변화에 따른 영향을 전망하고 분석하는 연구가 활발히 진행되고 있으며, 우리나라 역시 기후변화 시나리오에 따른 영향평가를 실시하고 증가하는 위험에 대처하기 위한 다양한 연구가 진행되고 있다. 2013년부터 IPCC(Intergovernmental Panel on Climate Change)에서 배포하는 RCP(Representative Concentration Pathway) 시나리오에 의하면 우리나라의 연평균 강수량과 호우일수는 뚜렷하게 증가할 것으로 전망되고 있다. 하지만, 수공구조물을 설계하는데 있어서 기후변화의 영향을 고려한 설계기준은 미흡한 실정으로 본 연구에서는 우리나라 한강 유역을 대상으로 기후변화 시나리오에 따른 설계홍수량을 분석하였다. 유출량은 실무에서 널리 사용하고 있는 HEC-1을 이용하여 산정하였고, 입력매개변수 중 강수인자는 RCP 시나리오 기반의 확률강우량을 적용하였다. 또한, 한강유역종합치수계획(2008)을 참조하여 나머지 매개변수를 사용하였다. 본 연구를 통하여 RCP 기후변화 시나리오 기반의 확률홍수량을 산정하여 점차 증가하는 홍수위험도에 능동적으로 대처할 수 있도록 기존 하천시설물의 설계 기준의 타당성을 분석하고자 한다.
This study investigates relation of food safety incidents with climate. Therefore food safety incidents and climate data during 1999 to 2009 have been analyzed. In situ observations of monthly mean temperature, maximum temperature, minimum temperature, precipitation, and relative humidity in 60 observation stations of Korean Meteorological Administration (KMA) have been used in this study. Food safety incidents data have been constructed by searching media reports following Park's method (2009) during the same period. According to the Park's method, 729 events were collected. To analyze its relations, food safety incidents data have been classified into chemical, biological, and physical hazards. Pearson product-moment correlation coefficients have been applied to analyze the relations. The correlation of food safety incidents has negative one with precipitation (-0.48), and positive one with minimum temperature(0.45). Precipitation has been correlated with biological and physical hazards more than chemical hazard. Temperatures (mean temperature, maximum temperature, and minimum temperature) have been correlated closely with chemical hazard than others. Food safety incidents data has been interblended with human behavior factor through decision-making processes in food manufacturing, processing, and consumption phases of "farm-totable" food processing. Act in the preventing damage will be obvious if the hazard were apparent. Therefore abnormal condition could be more dangerous than that of apparent extreme events because apparent events or extreme events become one of alarm over hazards. Therefore, human behavior should be considered as one of the important factors for analysis of food safety incidents. The result of this study can be used as a better case study for food safety researches related to climate change.
Predicting the changes in the potential distribution of invasive alien plants under climate change is an important and challenging task for the conservation of biodiversity and management of the ecosystems in streams and reservoirs. This study explored the effects of climate change on the potential future distribution of Paspalum distichum var. indutum in the Korean Peninsula. P. distichum var. indutum is an invasive grass species that has a profound economic and environmental impact in the waterfronts of freshwater ecosystems. The Maxent model was used to estimate the potential distribution of P. distichum var. indutum under current and future climates. A total of nineteen climatic variables of Worldclim 1.4 were used as current climatic data and future climatic data predicted by HadGEM2-AO with both RCP 2.6 and RCP 8.5 scenarios for 2050. The predicted current distribution of P. distichum var. indutum was almost matched with actual positioning data. Major environmental variables contributing to the potential distribution were precipitation of the warmest quarter, annual mean temperature and mean temperature of the coldest quarter. Our prediction results for 2050 showed an overall reduction in climatic suitability for P. distichum var. indutum in the current distribution area and its expansion to further inland and in a northerly direction. The predictive model used in this study appeared to be powerful for understanding the potential distribution, exploring the effects of climate change on the habitat changes and providing the effective management of the risk of biological invasion by alien plants.
The low flow is the necessary and important index to establish national water planning, however there are lots of uncertainty in the low flow estimation. Therefore, the objectives of this study are to assess the climate change uncertainty and the effects of hydrological models on low flow estimation. The 5 RCMs (HadGEM3-RA, RegCM4, MM5, WRF, and RSM), 5 statistical post-processing methods and 2 hydrological models were applied for evaluation. The study area were selected as Chungju dam and Soyang river dam basin, and the 30 days minimum flow is used for the low flow evaluation. The results of the uncertainty analysis showed that the hydrological model was the largest source of uncertainty about 41.5% in the low flow projection. The uncertainty of hydrological model is higher than the other steps (RCM, statistical post-processing). Also, VIC model is more sensitive for climate change compared to SWAT model. Therefore, the hydrological model should be thoroughly reviewed for the climate change impact assessment on low flow.
