In recent years, there is growing concern about the potential use of biological agents in war or acts of terrorism accompanied an increased realization that rapid preparedness and response are needed to prevent or treat the human damage that can be caused by these agents. The threat is indeed serious, and the potential for devastating numbers of casualties is high. The use of agents as weapons, even on a small scale, has the potential for huge social and economic disruption and massive diversion of regional and national resources to combat the threat, to treat primary disease, and to clean up environmental contamination. Biological weapons are one of weapons of mass destruction (or mass casualty weapons, to be precise. since they do not damage non-living entities) that are based on bacteria, viruses, rickettsia, fungi or toxins produced by these organisms. Biological weapons are known to be easy and cheap to produce and can be used to selectively target humans, animals, or plants. Theses agents can cause large numbers of casualties with minimal logistical requirements (in wide area). The spread of disease cannot be controlled until there is awareness of the signs of infection followed by identification of agents; and if the organism is easily spread from person to person, as in the case of smallpox, the number of casualties could run into the tens of thousands. Biological weapons could be used covertly, there can be a lot of different deployment scenarios. A lot of different agents could be used in biological weapons. And, there are a lot of different techniques to manufacture biological weapons. Terrorist acts that make use of Biological Agents differ in a number of ways from those involving chemicals. The distinction between terrorist and military use of Biological Weapon is increasingly problematic. The stealthy qualities of biological weapons further complicate the distinction between terrorism and war. In reality, all biological attacks are likely to require an integrated response involving both military and civilian communities. The basic considerations when public health agencies establish national defence plan against bioterrorism must be 1) arraying various laws and regulations to meet the realistic needs, 2)education for public health personnels and support of concerned academic society, 3)information collection and cooperative project with other countries, 4)Detection and surveillance(Early detection is essential for ensuring a prompt response to biological or chemical attack, including the provision of prophylactic medicines, chemical antidotes, or vaccines) and 5) Response(A comprehensive public health response to a biological or chemical terrorist event involves epidemiologic investigation, medical treatment and prophylaxis for affacted persons, and the initiation of disease prevention or environmental decontamination measures). The purpose of this paper is providing basic material of preparedness and response for biological terrorism in modern society.

This research has been shown the strategic disaster prevention and safety management's methodology that minimize the demage and loss from environmental disaster: it is made the renewable energy using the urban wastes causing the main environmental disaster, it minimize the generating cost from the environmental disaster, it gain the energy source for preparing the large-scale shutdown electricity, it gain the profit from the continuous electric power and heat energy's generating, it gain the renewal energy source from the old urban wastes' landfill, it give back the citizen the clean environment, the construction cost is able to be solved form the profit which the power plant is made the plasma gasification generation of the urban wastes, it create the new related jobs in the local government, it base to be invested the local industrial zone's commercialization due to the renewal energy power plant. Especially, in happen to the large-scale natural disaster's typhoon and earthquake, in the result generating the large-scale urban wastes, it is shown the prepared and robust model which contribute the preventing recovery of the local economy using the renewal energy of the urban wastes, and the strategic disaster prevention and safety management's method in the future city.
Near the Gapcheon, a new suburban city will be developed by the Ministry of Construction and Transportation, and a intracity highway will be constructed by Daejeon Metropolitan City. By these new plans, rapid disruption of environmental conditions near the Gapcheon will be anticipated. The new construction of the city and highway will raise a problem of environmental pollution and disruption of natural status of this area, and will have an adverse influence to environment of the Dunsan area and an industrial complex which are located at the downstream of the Gapcheon. This re-search was conducted on the Gapcheon area, Daejeon (Gasuwongyo to Wonchongyo) from August, 2001 to June, 2002 years. Microorganisms of Gapcheon are three forms, 17 varieties, 105 species, 58 geneva, 31 families, and totalled 125 taxa. And zooidal micro-organisms, one varieties, 16 species, 12 genera, eight families, and totalled 17 taxa. Hydrogen ion concentration of the stream is ranged from 7.10 to 9.98 with great variation, especially high below bridges of Gasuwongyo and Mannyeongyo. The clean water quality of the stream is still maintained very well due to dense distribution of diverse aqua-tic and swamp plants. Furthermore, species diversity of microorganisms in the stream does help to purify the quality of water, and to keep the health of the Gapcheon as natural. More environmentally controlled and continuous efforts to keep the Gapcheon in a natural status and to purify the quality of water should be made by Daejeon Metropolitan City Officials who ave now spending about 6G,5()0 million won for overall conservation plans of the stream (from 1999 to 2003 years).

A/R CDM(Afforestation/Reforestation Clean Development Mechanism) in Kyoto Mechanism means, either afforestation in the area used for other purposes more than 50 years or reforestation in the area used for other purposes on December 31st in 1989. South Korea has few sites due to the successful forestation in the past, but North Korea has not reforested the deforested lands since the mid-1970's. So these areas need to apply A/R CDM Project for restoration. The purposes of this study are to make a time series analysis in deforested areas and to estimate a feasibility of A/R CDM. To find the site satisfying A/R CDM business definition, land cover classification was applied using satellite images of the mid-1970's with good forestation, late 1980's including A/R CDM base year, and recent 2000's, and the chronological change was analyzed to categorize the possible sites. The North Korean topographical map of 1977 was used to verify land cover classification degree of 1970's, the land cover classification results made by the Ministry of Environment in 2000 were compared to verify the accuracy of 1980's results, and the land cover classification results in 2000's were verified by 2 site visits. The results of this study can be summarized as follows. The eligible A/R CDM sites are 605,156ha on the basis of the forestation change analysis in North Korea. Since the mid-1970's, 30.8% of the decreased forestation area of 1,966,306ha was classified into A/R CDM eligible sites. While other countries have the limited eligible sites, which has not been used for forestation since 1989 or which is being scattered, North Korea has large scale sites. Deforested sites are mainly around road and residential area, consequently give better accessibility for forestation than other countries. In conclusion, it is found that North Korea can provide efficient site for applying A/R COM Project to forestation restoring deforested land because of easy accessibility and existence of many possible sites due to artificial deforestation. Also, it is meaningful that the study suggests the application possibility of A/R COM Project to restore deforested land in North Korea and the related basic information through the chronological classification of the mid-1970's with good forestation, the late-1980's including A/R COM base year, and recent 2000's. It is expected that the study contributes to revitalization of A/R CDM Project and related research on North Korea forestation.
Recently, steel casing became an interesting issue when applying controlled-source electromagnetic (EM) method to various fields because effects of steel casing on EM responses are not negligible. This study employed an approach that approximates the steel casing as a series of electric dipole sources in order to develop the numerical algorithm for the efficient simulation of EM responses in the presence of steel casing. After verifying the validity of the developed algorithm, we analyze effects of steel casing on EM responses with the synthetic model simulating geothermal reservoir environment. The analysis showed that the effects of steel casing on EM responses are localized near the casing and increase as the transmitter becomes close to the casing. In addition, through the analysis on the EM responses by the injection of clean water, we confirm that the effects of casing are negligible when interpreting the after-injection data acquired using the transmitter located far enough from the casing. Considering the difference in EM responses between before and after injection in inversion, the effects of the casing can be neglected although after-injection data shows considerable difference due to the close distance between the transmitter and casing. To investigate this kind steel casing effect, the precise analysis on EM responses should be preceded. The algorithm introduced in this study will contribute to the reliable calculations of EM responses distorted by the conductive steel casing.
In noisy and multi-speaker environments, the performance of speech recognition is unavoidably lower than in a clean environment. To improve speech recognition, in this paper, the signal of the speaker of interest is extracted from the mixed speech signals with multiple speakers. The VoiceFilter model is used to effectively separate overlapped speech signals. In this work, clustering by Probabilistic Linear Discriminant Analysis (PLDA) similarity score was employed to detect the speech signal of the interested speaker, which is used as the reference speaker to VoiceFilter-based separation. Therefore, by utilizing the speaker feature extracted from the detected speech by the proposed clustering method, this paper propose a speaker diarization system using only the mixed speech without an explicit reference speaker signal. We use phone-dataset consisting of two speakers to evaluate the performance of the speaker diarization system. Source to Distortion Ratio (SDR) of the operator (Rx) speech and customer speech (Tx) are 5.22 dB and -5.22 dB respectively before separation, and the results of the proposed separation system show 11.26 dB and 8.53 dB respectively.

We investigated the concentration and the sources of ubiquitous persistent organic pollutants [i.e., 17 toxic polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs), 12 coplanar polychlorinated biphenyls (Co-PCBs), and 16 priority polycyclic aromatic hydrocarbons (PAHs)] in waste papers and lumbers from industrial complexes. The total concentrations in waste papers and lumbers ranged from 9.69~176.77 pg/g-dry and 0.14~0.25 pg/g-dry for 17 PCDD/Fs, 109.95~4097.25 pg/g-dry and 28.23~59.88 pg/g-dry for 12 Co-PCBs and 9.30~52.18 ng/g-dry and 0.82~1.82 ng/g-dry for 16 PAHs respectively. Generally, the concentration of these pollutants in waste papers was higher than those in waste lumbers. OCDD was dominant in waste papers and lumbers and the PCDD/F patterns of these samples were similar with that of stack gas. The distribution patterns of Co-PCBs in wastes were related with commercial PCB products, indicating the effect of commercial PCB products on ubiquitous environment. The diagnostic ratios of several PAH compounds in waste paper showed that they were related with pyrogenic sources.

As the interest on the air-pollution is gradually rising up at home and abroad, automotive and fuel researchers have been working on the exhaust emission reduction from vehicles through a lot of approaches, which consist of new engine design, innovative after-treatment systems, using clean (eco-friendly alternative) fuels and fuel quality improvement. This research has brought forward two main issues : exhaust emission and PM (particulate matter) particle emissions of gasoline vehicle. Exhaust emission and PM particle of automotive had many problem that cause of ambient pollution, health effects. In addition, researcher studied the environment problems of the MTBE contained in the fuel as oxygenate additives. The researchers have many data about the health effects of ingestion of MTBE. However, the data support the conclusion that MTBE is a potential human carcinogen at high doses. Based on the oxygenated fuel additive types (MTBE, Bio-ETBE, Bio-ethanol, Bio-butanol), this paper discussed the influence of oxygen contents on gasoline fuel properties and evaporative emission characteristics. Also, this paper assessed the acceleration and power performance of gasoline vehicle for the fuel property.
Landfill gas is a mixture of methane and carbon dioxide produced by the bacterial decomposition of organic wastes, and it is considered to produce bad smells and pollute the environment. Economic trials and the developments of landfill gas, as an alternative energy resource, become known at the recent years. Resource development of landfill gas, which is managed by Korea up to now, is for the most part generation using gas engine. Medium BTU and High BTU are considered for the power generation as well. I\10st income of generation using gas engine is selling charge through a power plant. Expecting to manage the power plant for up to 10 years, the analysis based on revenue and expenditure shows when the unit price is 65.2 Won and the operating rate reaches 90%, it is possible to be into the black in 2012 without considering additional financial expense. It was also analyzed that the profit at a unit price of 85 Won under the anticipated rising unit price by the operating rate of 71% is larger than at the operating rate of 90% under limited unit price of 65.2 Won. It means to manage the power plant at a unit price of 65.2 Won and the operating rate must be higher than 90% for economic logicality. If we assume that the operating rate is 90% and it increases the unit price, the unit price must be higher than 85 Won for the management of a power plant. Analysis of changing a unit price, however, might be expected to have a gradual rise of prices. If there is no price rising and additional income related to CDM(Clean Development Mechanism) and emission trading upon Kyoto protocol, the management of a power plant using gas engine will get financial difficulties because of many operating expenses. However, since landfill gas is considered as a worthy energy resource for the guarantee of sustainable development and for the equity between recent generation and future generation, the development of it must be accomplished by the government's additional supporting and efforts under the interest of all stakeholder who are involved.

Electrochemical water treatment process as a useful treatment method for the removal of non-degradable matter has been consistently studied for several decades. Key process of electrochemical water treatment are oxidation reaction from an anode and reduction from a cathode. In this study, the effect of pre-treatment methods in the insoluble electrode manufacturing process for the water treatment has been evaluated for the life time of electrode The results of this study showed that pre-treatment methods of a base metal such as surface roughness, clean method and interlayer formation influenced to life time of electrode when the same condition (catalyst electrode layer coating method and material system) was applied for pre-treatment methods. This study was conducted by using $IrO_2/Ti$ electrode In the test of sand-blasting process, an electrode manufactured by using sanding media of different sizes resulted in the most effective electrode life time when the size of alumina was used for $212{\sim}180{\mu}m$ praticle size (#80). The most effective method was considered using arc plasma in the additional roughness control and cleaning process, sputtering method to form Ta type interlayer formation process.
