This paper investigates the long-term social changes and the emerging issues in social insurance that such changes will entail, It does not attempt to resolve the conflict between neo-liberal reforms and neo-corporalist reforms. Nor does it confine itself to proposing the options to secure the financial stability of social insurance schemes. The aim of this paper lies in anticipating various problems that result from social development, analyzing the impacts of these problems on social insurance schemes, and delineating the solutions to these problems. This paper is comprised of three parts. First, it describes the expected long-term changes in society and the ensuing problems. Second, it asks whether these problems can be solved with increased public expenditures. For this purpose, an analysis of the trend in the expenditures by welfare states is attempted. Third, it summarizes the issues in social insurance and presents the possible solutions to the problems. In the chapter that deals with social changes and social problems, various aspects are reviewed, including the globalization process, the development of It industries, the uncertainty in the classification of incomes, the widening gap in earnings due to the bio-economy, and the relation between social insurance schemes and the tax system. It is concluded that there are limits to the role that increased public expenditures can play to solve the social problems. This paper argues for a structural change in the social insurance system. In every social insurance scheme, the state should foe-us its effect on the provision of basic protection against social risks for the whole population. At the same time, the state should improve the financial stability of the scheme and avoid large-scale deficits.

Contact between Vehicle-to-vehicle and vehicle-to-infrastructural is becoming increasingly popular in recent years due to their crucial role in the field of intelligent transportation. Vehicular Ad-hoc networks (VANETs) security and privacy are of the highest value since a transparent wireless communication tool allows an intruder to intercept, tamper, reply and erase messages in plain text. The security of a VANET based intelligent transport system may therefore be compromised. There is a strong likelihood. Securing and maintaining message exchange in VANETs is currently the focal point of several security testing teams, as it is reflected in the number of authentication schemes. However, these systems have not fulfilled all aspects of security and privacy criteria. This study is an attempt to provide a detailed history of VANETs and their components; different kinds of attacks and all protection and privacy criteria for VANETs. This paper contributed to the existing literature by systematically analyzes and compares existing authentication and confidentiality systems based on all security needs, the cost of information and communication as well as the level of resistance to different types of attacks. This paper may be used as a guide and reference for any new VANET protection and privacy technologies in the design and development.

법률상의 기록분류체계인 정부기능분류체계를 운용하는데 있어 여러 문제점이 확인되고 있는 상황에서 현재 정부출연연구기관 기록분류체계의 수준은 어떠한지를 확인하고 공공기관이자 연구기관인 정부출연연구기관이 어떤 분류체계로 정련되어가야 하는지 앞으로의 방향을 모색하고자 하였다. 이를 위해 23개 정부출연연구기관의 분류체계와 이를 뒷받침하는 관련 규정을 분석한 결과, 대다수 기관의 기록물관리규정이 기본적으로 공공기록물법, 더 나아가 공공기록물관리법 이전에 존재하던 규정에 근거하고 있다는 점을 확인하였다. 또한 공공기록물법을 반영한 기록생산시스템이 도입된 기관도 많지 않아 기록의 생산과 분류가 별개로 이뤄지고, 조직분류와 기능분류가 혼합된 분류체계는 보존기간 책정시 참고도구로서만 기능하는 경우도 많았다. 이런 상황을 극복하기 위해서는 제도, 체계, 시스템 측면에서의 개선전략이 필요하다. 국가차원에서의 법률 개정과 기관차원에서의 기록관리규정 제정이 이뤄져야 하며 연구기관의 핵심기능인 '연구'에 대해 특성화된 분류체계가 설계되고 이 분류체계는 반드시 기록의 생산등록 단계부터 적용되어야 할 것이다. 기록관리의무를 외면하고 생산기록을 제대로 관리하지 않는 것은 해당 연구 분야 기록의 가치를 스스로 부정하는 것이다. 빠른 기간 내에 정부출연연구기관의 기록관리가 제자리를 찾고, 실무적 이슈가 학계로 전달되어 더 나은 방향으로 발전할 수 있는 좋은 아이디어가 다시 실무영역으로 환류되길 기대한다.

인터넷 정보검색과정에서 가장 보편적으로 사용되고 있는 검색방법은 키워드 검색이다. 키워드 검색은 정확률과 재현율의 관점에서 몇가지 단점을 지니고 있다. 이러한 키워드 검색의 단점을 보완해 줄 수 있는 장치로서 다수의 검색포털에서 디렉토리 검색서비스를 제공하고 있다. 검색포털에서 제공하고 있는 디렉토리 서비스는 포털별로 상이한 분류체계를 사용하는 이유로 이용자에게 불편을 주고 있으며, 이러한 불편의 해소를 위해 디렉토리 서비스간 통합검색을 제공하는 중개 게이트웨이의 구축필요성이 제기되고 있다. 이 연구에서는 네이버, 야후, 엠파스 등 국내 주요 포털의 디렉토리 서비스를 대상으로 통합검색을 제공하는 중개 게이트웨이의 모형을 구축하고 그 성능을 평가하였다.

In this paper we propose a waveform design algorithm that localizes the maximum output power in the target direction. We extend existing monostatic radar optimal waveform design schemes to bistatic multiple-input multiple-output (MIMO) radar systems. The algorithm simultaneously calculates the direction of departure (DoD) and the direction of arrival (DoA) using a two-dimensional multiple signal classification (MUSIC) method, and successfully localizes the maximum transmitted power to the target locations by exploiting the calculated DoD. The simulation results confirm the performance of the proposed algorithm.

Recently, LG chemical corporation developed new material called HYPERIER, which has an excellent barrier characteristic. It has many layers which are made of nano-composite within LDPE(Low-Density Poly Ethylene). In order to guarantee the quality of the final product from the production line, a certain test equipment is required to investigate the existence of layers inside the HYPERIER. In this work, ultrasonic sensor based test equipment for investigating the existence of inner layers is proposed. However, it is a tedious job for human operators to check the existence by just looking at the resounding waveform from ultrasonic sensor. Therefore, to enhance the performance of the ultrasonic test equipment, wavelet and PCA(Principle Componet Analysis) schemes are introduced into neural network scheme which is used for classification. To verify the feasibility of the proposed scheme, some experiments are executed.

The Public Private Partnership/Private Finance Initiative (PPP/PFI) schemes have made the private sector become a major participant involved in the development of infrastructure systems along with the government. Due to more integrated efforts among project participants and longer concession period, PPP/PFI projects are inherently more complex and risky. It is therefore very important to proactively manage the risks involved throughout the project life cycle. Conventional risk management strategies sometimes ignore managerial flexibility in the planning and execution process. This paper starts with a revised risk management framework which incorporates the real option concept. Following the presentation of the framework, a new risk classification is proposed which leads to different ways of structuring options in a project according to the stage of the project life cycle. Finally, the paper closes by discussing other issues concerning option modeling and negotiation.

Many departments in the governmental organization including Ministry of Science & Technology (MOST) allocate some of their budget into research and development in astronomy and space science. We identify the research projects related to astronomy and space science that were funded by the government during fiscal years 2004-2005. Then the distribution of budgets of those projects is analyzed according to several classification schemes and characteristics in order to find out the status and trends of the investment in this field. Five departments had conducted more than 190 projects related to astronomy and space science, which accounted for 7.3% of the government R&D budget in space and aeronautics area. As for most fields of basic science, MOST and Ministry of Education & Human Resources Development invested the most of budget in astronomy related projects. We briefly discuss the implications of this study.

다양한 기기들이 상호 연결되어 통신하는 IoT 환경에서는 보안 위협을 방지하기 위해 암호 알고리즘, 메시지 인증 코드 등 기밀성과 무결성을 제공하는 암호 기술을 사용한다. 안전성이 검증된 기존 암호 기술들이 다수 존재하지만, 저전력 저성능의 마이크로 컨트롤러 기반 IoT 기기에 기존 암호 기술을 그대로 사용하기 어렵기 때문에 다양한 경량 암호 기술이 등장하게 되었다. 최근 경량 블록 암호 알고리즘에 대한 연구는 꾸준히 증가하고 있지만, 경량 메시지 인증 코드에 대한 연구는 미흡한 실정이다. 따라서, 본 논문에서는 다양한 메시지 인증 코드에 대한 분류 분석을 통해 향후 메시지 인증 코드의 발전 방향에 대해 제시한다. 또한, 기반 기술별 대표 알고리즘을 실제 마이크로 컨트롤러에 구현 실험하여 저사양 환경에서의 알고리즘 성능 저하를 실증적으로 검증한다.

In the past, strong social bands, which had spontaneous communities, existed in Korean traditional society. However, while it's developing through industrialization; monolithic apartment houses were introduced which causes less interaction between neighbors. With the growing attention to the higher living quality, various schemes to revitalize the community spirits have been groped, including to improve in hardhearted neighborhood relationships and to cope with the dreariness in the city. With the development of the internet and the spread of 'digital home', the communities in cyber space have been especially revitalized since the information-oriented society. In a move to strengthen the communities in apartment complexes, this study tries to find the revitalization scheme for virtual communities in apartment complexes by analyzing the contents of its web sites and understanding the world of virtual community. These are compared and analyzed. The related virtual communities ("cafe" or "blogs") are also analyzed. The results are as follows. 1) There are some differences among the contents provided by apartment virtual community developing companies, still, it could be categorized into four types; "apartment complex introduction and management information" "community revitalization" "living guide" "individual services" 2) The contents provided by self-organized communities of residents neither require additional charge nor special membership for information while the formation is not systematized. 3) In the comparison of apartment virtual community developing companies with residents self-organized communities, "apartment complex introduction and management information" on freeboard, notice, request and Q&A, and "community revitalization" on communication board are both provided throughout the web sites. 4) The contents provided by apartment virtual community developing companies makes the information available in a wide range with managers, on the other hand, self-organized communities emphasize on showing attachment and concern of residents and requiring communications between neighborhoods.
