  • This paper presents a heuristic algorithm for classifying vehicles using a single loop detector. The data used for the development of the algorithm are the frequency variation of a vehicle sensored from the circle-shaped loop detectors which are normal buried beneath the expressway. The pre-processing of data is required for the development of the algorithm that actually consists of two parts. One is both normalization of occupancy time and that with frequency variation, the other is finding of an adaptable number of sample size for each vehicle category and calculation of average value of normalized frequencies along with occupancy time that will be stored for comparison. Then, detected values are compared with those stored data to locate the most fitted pattern. After the normalization process, we developed some frameworks for comparison schemes. The fitted scales used were 10 and 15 frames in occupancy time(X-axis) and 10 and 15 frames in frequency variation (Y-axis). A combination of X-Y 10-15 frame turned out to be the most efficient scale of normalization producing 96 percent correct classification rate for six types of vehicle.

  • Because of the changes made in the modes of cataloguing and classification in its long history, the present catalogue of the National Central Library has become complicated and provides an inadequate guide to its collection. There can be no doubt that this is a serious deficiency in a closed access library since materials housed in the library are virtually inaccessible to unskilled readers. The whole breakdown of the efficiency of the catalogue is emminent and will ultimately create the most serious problems for the library. The main purpose of this survey is: (a) to identify problem areas created by the frequent changes in the cataloguing and classifying principles in the library and (b) to grope a rational direction for the future development. Analysing the various classification schemes and cataloguing rules adopted in processing materials (mainly books) in the library, the following conclusions have been made. A. The library adopted five different clasification schemes in different periods, of which KDCP was used for the most part of its collection. KDCP is recommended to use for the future colletion. A classification development office is recommended to be established within the library, of which the main function is to revise the KDCP in collaboration with the appropriate committee of the Korean Library Association. B. The present practice in the library is to apply three different cataloguing rules and two different author notation tables to the Oriental, classical, and Western collections. Efforts should be made to find out an efficient system so that this variety is simplified. An alphabetical index should be added to the classified catalogue, and improvements are required in the Japanese collection. C. The technical services division is inadequately staffed. The staff should be sufficiently numerous and specially qualified. D. The present financial support for the technical services of the library is inadequate. Sufficient financial provision should be made to ensure the effective work. E. A feasibility study should be carried out to develop a computer processing system for providing machine-readable catalogue records on magnetic tape for use by the library community in Korea.

  • It is important to identify and evaluate poor working postures properly to prevent work-related musculoskeletal disorders. The purpose of this study is to develope a new upper body micropostural classification scheme for analyzing postural stress in industry. Most of the existing postural classification schemes were based either on the literature, or on simple biomechanical principles, or on a subjective ranking system. The scheme suggested in this study was based on perceived joint discomfort measured through experiment, in which nineteen subjects participated and the magnitude estimation method was employed to obtain subjects' joint discomfort. Also, the criteria for evaluating postural stress of working postures were presented for practitioners of health and safety to be able to redesign working methods and workplaces, which was based on maximum holding time by Miedema and other people. It is expected that the scheme developed in this study could be used as a valuable tool when evaluating working postures.

  • The purpose of this research is to analyze the differences between electronical engineering class in KDC3 and electronical engineering class in DDC 19. The results of the study can be summarized as follows ; 1. The characteristics of the classification items in classification schemes of the electronical engineering fields is that KDC is classified by the vacuum tubes, electron tubes, special tubes, computers etc and DDC is classified by the microwave electronics, short-and long-wave electronics, X-ray and gamma-ray electronics, computers etc. 2. There is a blank in KDC and there are three blanks in DDC of the electronical engineering fields, but the total classification items number is much more in DDC than in KDC. This means that DDC is more classified than in the special classification items. 3. Classification items over 70% in the total classification items of computer fields in KDC, are classified a classification items of the short-and long-wave electronics in DDC. 4. There is a blank of computer fields in KDC and there are three blanks of computer fields in DDC, but the total classification items are many eighteen items. This means that DDC is more classified than KDC. 5. The sections of computers in DDC were established the 621.38195 classification item and the subsection of analogue computers in DDC were established the 621.381957 classification item and the subsection of digital computer in DDC were established the 621.381958 classification item. As we have seen, because of the development in technology and the subdivision of knowledge, the number of items is increased, and the terminology also become simplified and specified in the field of electronic engineering in KDC and DDC.

  • The industry information grows faster than any other information resources in the Internet age. Unfortunately, however, there is no consensus on the standard of the classification among the information providers of the industry fields. This may a problematic issue not only in building a continuous and systematic development of the industry information, but also in the use of the information among the users. This study aims to propose a well-structured and/or an efficient classification scheme for the industry information to help the users with easy to retrieve the Internet resources. To do this, we analyzed the subject classification scheme of the domestic industry information on the web sites, which is largely adopted the \"Korean Standard for the Industry Classification\". In addition, we suggested the principle of the subject classification and their hierarchial structure derived from the analysis of the knowledge and document classification scheme. As a result, it was suggested an optimized industry classification scheme based on the analysis of the validity test of classification item measured by the quantitative analysis of the industry information, which it currently accessible through the Internet. • A new manual of System of Health Accounts (SHA) 2011, was published jointly by the Organization for Economic Cooperation and Development (OECD), Eurostat, and World Health Organization in 2011. This offers more complete coverage than the previous version, SHA 1.0, within the functional classification in areas such as prevention and a precise approach for tracking financing in the health care sector using the new classification of financing schemes. This paper aims to demonstrate current health expenditure (CHE) and National Health Accounts of the years 1970-2014 constructed according to the SHA2011. Data sources for public financing include budget and settlement documents of the government, various statistics from the National Health Insurance, and others. In the case of private financing, an estimation of total revenue by provider groups is made from the Economic Census data and the household income and expenditure survey, Korean healthcare panel study, etc. are used to allocate those totals into functional classifications. CHE was 105 trillion won in 2014, which accounts for 7.1% of Korea's gross domestic product. It was a big increase of 7.7 trillion won, 7.9%, from the previous year. Public share (government and compulsory schemes) accounting for 56.5% of the CHE in 2014 was still much lower than the OECD average of about 73%. With these estimates, it is possible to compare health expenditures of Korea and other countries better. Awareness and appreciation of the need and gains from applying SHA2011 for the health expenditure classification are expected to increase as OECD health expenditure figures get more frequently quoted among health policy makers.

  • Purpose Due to the complexity of policy environment in modern society, it is accepted as common basics of policy design to mix up a variety of policy instruments aiming the multiple functions. However, under the current situation of written-down policy specification, not only the public officers but also the policy researchers cannot easily grasp such frameworks as policy portfolio. The purpose of this study is to develop "Policy Attributes Taxonomy" identifying and classifying the public programs to help making decisions for allocative efficiency with effectiveness-based information. Design/methodology/approach To figure out the main scheme and classification criteria of Policy Attributes Taxonomy which represents characteristics of public policies, previous theories and researches on policy components were explored. In addition, to test taxonomic feasibility of certain information system, a set of "Feasibility Standards" was drawn from "requirements for well-organized criteria" of eminent taxonomy literatures. Finally, current government classification system in the area of social service was tested to visualize the application of Taxonomy and Standards. Findings Program Taxonomy Schemes were set including "policy goals", "policy targets", "policy tools", "logical relation" and "delivery system". Each program and project could be condensed into these attributes, making their design more easily distinguishable. Policy portfolio could be readily made out by extracting certain characteristics according to this scheme. Moreover, this taxonomy could be used for rearrangement of present "Program Budget System" or estimation of "Basic Income".
