Automatic Matching of Building Polygon Dataset from Digital Maps Using Hierarchical Matching Algorithm (계층적 매칭 기법을 이용한 수치지도 건물 폴리곤 데이터의 자동 정합에 관한 연구)

  • The interoperability of multi-source data has become more important due to various digital maps, produced from public institutions and enterprises. In this study, the automatic matching algorithm of multi-source building data using hierarchical matching was proposed. At first, we divide digital maps into blocks and perform the primary geometric registration of buildings with the ICP algorithm. Then, corresponding building pairs were determined by evaluating the similarity of overlap area, and the matching threshold value of similarity was automatically derived by the Otsu binary thresholding. After the first matching, we extracted error matching candidates buildings which are similar with threshold value to conduct the secondary ICP matching and to make a matching decision using turning angle function analysis. For the evaluation, the proposed method was applied to representative public digital maps, road name address map and digital topographic map 2.0. As a result, the F measures of matching and non-matching buildings increased by 2% and 17%, respectively. Therefore, the proposed method is efficient for the matching of building polygons from multi-source digital maps.

Content and Meaning of case Management Practice Success Experience of Regional Society Civil Case manager (지역사회 민간사례관리자의 실천 성공 경험의 내용과 의미)

  • Background/Objectives: The purpose of the study is to derive a goal usable in the field by exploring the case management success experiences of case managers. Civil case managers state that what is still important in case management practice is qualitative change made in the practice process. Therefore, the study will deal with detailed contents about case management that civil domain case managers consider to be important. Methods/Statistical analysis: For data collection, the study used focus group interview on 20 professional case management social workers and used Grounded theory method by Glaser for data analysis. The analysis of collected data consisted of a process of finding the categories and characteristics of the research problem. Findings: As a result of analysis, 4 categories, 10 subcategories, and 25 elements were derived for success experiences of case management practice. The categories were divided into satisfaction and ability improvement of client, case manager ability improvement, establishment of organization and environment function, and multilateral trust relationship strengthening. Improvements/Applications: The results of this study further clarified the goal of field case management practice and it was suggested as a plan to reflect on future case management related institutions evaluation.

Correlation and Spatial Analysis between the number of Confirmed Cases of the COVID-19 and Traffic Volume based on Taxi Movement Data (택시 이동 데이터 기반 COVID-19 확진자 수와 교통량 간의 상관관계 및 공간분석)

  • The spread and damage of COVID-19 are putting significant pressure on the world, including Korea. Most countries place restrictions on movement and gathering to minimize contact between citizens and these policies have brought new changes to social patterns. This study generated traffic volume data on the scale of a road network using taxi movement data collected in the early stages of the COVID-19 third pandemic to analyze the impact of COVID-19 on movement patterns. After that, correlation analysis was performed with the data of confirmed cases in Daegu Metropolitan City and Local Moran's I was applied to analyze the effect of spatial characteristics. As a result, in terms of the overall road network, the number of confirmed cases showed a negative correlation with taxi driving and at least -0.615. It was confirmed that citizens' movement anxiety was reflected as the number of confirmed cases increased. The commercial and industrial areas in the center of the city confirmed the cold spot with a negative correlation and low-low local Mona's I. However, the road network around medical institutions such as hospitals and spaces with spatial characteristics such as residential complexes was high-high. In the future, this analysis could be used for preventive measures for policymakers due to COVID-19.

Reliable Assessment of Rainfall-Induced Slope Instability (강우로 인한 사면의 불안정성에 대한 신뢰성 있는 평가)

  • Many slope failures are induced by rainfall infiltration. A lot of recent researches are therefore focused on rainfall-induced slope instability and the rainfall infiltration is recognized as the important triggering factor. The rainfall infiltrates into the soil slope and makes the matric suction lost in the slope and even the positive pore water pressure develops near the surface of the slope. They decrease the resisting shear strength. In Korea, a few public institutions suggested conservative slope design guidelines that assume a fully saturated soil condition. However, this assumption is irrelevant and sometimes soil properties are misused in the slope design method to fulfill the requirement. In this study, a more relevant slope stability evaluation method is suggested to take into account the real rainfall infiltration phenomenon. Unsaturated soil properties such as shear strength, soil-water characteristic curve and permeability for Korean weathered soils were obtained by laboratory tests and also estimated by artificial neural network models. For real-time assessment of slope instability, failure warning criteria of slope based on deterministic and probabilistic analyses were introduced to complement uncertainties of field measurement data. The slope stability evaluation technique can be combined with field measurement data of important factors, such as matric suction and water content, to develop an early warning system for probably unstable slopes due to the rainfall.

A Study on Designing of Information Integration Framework and Architecture with Enhanced Security Focused on defense field (보안성을 강화한 정보연계 프레임워크 및 아키텍처 설계에 관한 연구 - 국방 분야를 중심으로)

  • The amount and diversity of information is increasing, as is the information integration connecting data among the related institutions. In the defense field, DTAQ, which is in charge of the quality of military supplies, is attempting to collect and analyze the information which is related with it. In addition, the object of information integration is to expand civil data as well as defense data. There are many ways to integrate data in various environments. In the defense field, which needs enhanced security, it is necessary to establish and apply the information integration methods which are enhanced with more security. In this study, the framework and architecture of information integration was designed by considering task requirements and security conditions. As a result of example application of this framework for information systems to the selected 4 institutions, it was confirmed that the task can be performed through data connections. From the study result, integration architecture which can be applied securely in defense field was suggested. The data accumulated by using this framework with strengthened security are expected to be utilized for the quality improvement of military supplies.

The Continuity of Operation (COOP) Application to a Local Government for Disaster Risk Reduction

  • Globally, various disasters such as typhoons, floods, earthquakes, fires, explosions have caused work to be halted. If there is a large-scale disaster at public institutions in charge of major national affairs and their works are interrupted, not only will there be property damage, but there will also lead to a decline in national credibility and direct and indirect impacts on the people. Therefore, it is necessary to ensure continuity of operation by minimizing the interruption period of critical operations due to disasters. Overseas advanced countries such as the United States and Japan developed guidelines for Continuity of Operation (COOP) to prevent unexpected work disruptions caused by disasters. Recognizing the necessity of COOP in South Korea, a relevant law has been newly established in 「the Framework Act on the Management of Disasters and Safety」 to enable public institutions to establish the COOP in response to this situation. In this study, the definition, the necessity and overseas cases of COOP were investigated and described. Using the templates developed by these results, operational impact analysis, risk assessment, operational continuity strategies and operational continuity procedures were applied to "A" City Hall in Gyeonggi-do province and those results were described. The objective of this study is to substantially contribute to the introduction of COOP to local governments through their pilot application and implications of COOP.

A Study of User Behaviors Based on Data from the Beopmaru, Supreme Court Library of Korea (법원도서관 법마루 도서대출 데이터 기반 이용자 연구)

  • This study analyzed the Beopmaru, Supreme Court Library of Korea, circulation data to identify user lending patterns and proposed a plan to reflect the analysis results in future user services. In 2022, Beopmaru's collection of books was 212,608, with law books accounting for 73%. However, general books accounted for 83% of actual circulation. Looking at the usage coefficient by topic, the literature field was the most actively used at 5.85, and the law field was the least used at 0.23. In the case of interlibrary loan, both KERIS member institutions and the Korean Bar Association had the highest loan ratios in the legal field, civil law field, and judicial litigation procedure field, in that order. However, member institutions affiliated with KERIS, a legal academic community, were lending law books on a wider range of subject areas than the Korean Bar Association, a practical organization. To improve access to legal information, the Beopmaru public service was implemented, but in reality, the use of reading space was high, and the proportion of general books loaned was much higher. In order to improve this, it seems necessary to strengthen the promotion of Beopmaru loan services, provide personalized services, improve book lending regulations, strengthen online services, and establish a cooperative network.

Research on status and characteristics of wastewater discharger cost in Local Government (국내 기초자치단체 하수도 원인자부담금 현황 및 특성 분석 연구)

  • The sewage system was continuously distributed as a concept of public service and protection for water system such as wet-land, resulting in deterioration of the management of sewage management institutions. Accordingly, under the leadership of the central government, various sewage policies are being promoted to streamline the management of sewage management institutions. The main points were related to costs, and typical characteristics include wastewater cost and wastewater discharger cost. In this research, the current status and characteristics of the wastewater discharger cost of 71 local governments in Korea were analyzed. As a result, 41 places (57%) were found to be less than 1,000,000 won/m3 to 2,000,000 won/m3, with an average was 1,990,653 won/m3 (median was 1,918,000 won/m3). In addition, the rate of wastewater discharger cost was increased when the wastewater discharger cost was higher stage. The influential parameters of local governments, which were relatively correlated with the wastewater discharger cost, were analyzed as the rate of recovering wastewater cost and financial independence rate. The results of this research could be used as basic data for wastewater discharger cost, and future researches are needed on how to calculate the appropriate level of wastewater discharger cost.

Work and Life Experiences and Demands of Women Activists with Children : A Focus on Activists in Women's Organizations and Grassroots Women's Organizations in Area B (자녀가 있는 여성 활동가들의 일·생활 경험과 요구 : B지역 여성단체 및 풀뿌리 여성조직의 활동가를 중심으로)

  • The aim of this study was to identify the factors that sustain the work of women activists with children by examining their work and life experiences and demands. This study focused on community-based institutions whose purpose was to spread gender equality and address gender issues. To achieve the purpose of this study, focus group interviews were conducted with 10 women activists working for women's organizations and grassroots women's organizations. By analyzing their interview responses, five topics were derived: the main activities and statuses of the women's organizations and grassroots women's organizations, the motivations for activities, the positive activity experiences that led to life as an activist, the factors that made it difficult to work, and the social support necessary to continue as an activist. The study results show that the work and life experiences and demands of civil society women activists provide the basis for understanding the lives of and scope of social support for women activists compared with women with jobs protected and supported by formal institutions. However, further analysis and discussion are required to identify the needs of more diverse women activists through continuous research in the future.

  • This study deals with the process by which 'Social problem-solving R&D model' is established in Korean society through the evolution of the government's R&D program. We will examine the process by which a 'Social problem-solving R&D model', which was not present in companies, science and technology communities, and civil society, is formed through government R&D programs. To this end, we present a conceptual framework to analyze the process of co-evolution of 'Social problem solving R&D model', the organizational community that supports and implements it, and the institutions that supports the new model. In the synthesis, policy measures to enhance 'Social problem-solving R&D model' are dealt with.
