Despite the impressive development of water infrastructure and management in recent decades, Korea still faces a number of threats to water security owing to such factors as climate change. This puts the country at the top spot amongst the Organization for Economic Co-operation and Development (OECD) countries in terms of water stress. It is suggested that increasing food imports and decreasing domestic food production can contribute to water and land savings and in extension, to increased water and land security. This study therefore aimed at analyzing the impact of virtual water import through food trade on the water and land savings in Korea. It was concluded that over the period 2000 - 2017, significant amounts of national water and land was saved through the importation of major upland crops. In addition, we estimated the virtual water trade (VWT) that refers to the trade of water embedded in food products. The results showed a significant increase in the amount of virtual water traded over the study period.

Recently the demand for civil bodyguards and security guards shows rapid growth by the social development and improve the quality of life. However the supply and training system have some limitations in spite of the high demand guard-secretary. The main role of secretaries has been to accompany superiors in order to maintain their dignity or trait. But the secretaries are required to play additional roles of safety managers such as a security manager, a protocol manager, an intelligence manager and a protective driver in order to overcome the domestic and the international safety environment and to elevate the quality of service as a competitive work. So, the purpose of this article is to analyse current situation of civil body and security guard training industry and to seek an educational model. For it, the following questions will be examined. First, Do the professional training organizations meet social demand for the body and security guards? Second, What kind of training has to be provide for the body and security guards? and what the qualifications of the trainers? Then, what are the differences in training courses between private organizations and universities? Is there differences in the job placement among the trainers of private organizations and universities? etc.. In summary to meet the social demand common curriculum for the body and security guard will be drawn from the analyses of diverse training organizations with different training courses in contents, training periods, educational value, and social aim.

As the side effects of information society, for example hacking, virus, etc., diffuse, the information security becomes one of the most important issues over the world. Information security manpower are critical factor to complete secure information society. In spite of many plans formulated and implemented by government and civil sector, there is no systematic analysis on the current status of information security educational institutions in Korea. This article aims to analyze the current status of information security educational institutions - colleges, universities, graduate schools and civil academies with Statistical Yearbook of Education and the research of KAIT[11].

본 연구는 사회안전망구축과 시민문화 및 지역사회결속의 관계를 규명하는데 있다. 본 연구의 목적을 달성하기 위하여 2014년 7월 15일부터 9월 15일 까지 서울지역(강동, 강서, 강남, 강북) 일반 시민들을 모집단으로 선정한 다음 집락무선표집법(cluster random sampling)을 이용, 400명을 표집 하였다. 불성실한 자료를 제외하고 최종분석에 사용된 사례 수는 337명이다. 수집된 자료는 SPSSWIN 18.0을 이용하여 연구의 목적에 따라 분석 하였으며, 통계기법은 요인분석 신뢰도분석 상관분석 독립표본 t검증 일원변량분석 다중회귀분석 경로분석 등의 방법이 활용되었다. 결론은 다음과 같다. 첫째, 사회안전망구축은 시민 문화에 영향을 미친다. 자율방범활동이 활성화 될수록 질서준법정신은 높아진다. 지자체안전교육 경찰치안서비스가 활성화 될수록 참여의식은 높아진다. 자율방범활동 거리CCTV시설 경찰치안서비스가 활성화 될수록 관용정신은 높아진다. 반면, 거리 CCTV시설은 시민들의 자율성을 감소시킨다. 둘째, 사회안전망구축은 지역사회결속에 영향을 미친다. 거리CCTV시설 경찰치안서비스 범죄예방설계가 활성화 될수록 안정감은 높아진다. 지자체안전교육 경찰치안서비스 범죄예방설계가 활성화 될 수록 공동체의식은 높아진다. 자율방범활동 지자체안전교육 경찰치안서비스 범죄예방설계가 활성화 될수록 지역사회제도는 높아진다. 셋째, 시민문화는 지역사회결속에 영향을 미친다. 참여의식 관용정신이 활성화 될수록 안정감 공동체의식 지역사회제도는 높아진다. 넷째, 사회안전망구축은 지역사회제도에 직접적으로는 낮게 영향을 미치지만, 시민문화를 증대시켜 준다면 지역사회 결속에 더 크게 영향을 미친다.

최근 정부 민원 행정 시스템은 단순한 네트워크 환경에 의한 민원 서비스에서 클라우드 컴퓨팅 환경으로 진화하고 있다. 오늘 날 방대한 양의 전자 민원 서비스 처리 환경은 클라우드 컴퓨팅 환경을 기반으로 하는 빅데이터 서비스를 의미한다. 그러므로 이러한 정부 민원 행정 서비스 업무를 위한 빅 데이터 처리 과정은 기존 정보 수집 환경에 비해 많은 문제점을 가지고 있다. 즉, 기존 네트워크 환경에서의 정보 서비스 차원을 넘어 다양한 정보 시스템으로부터 필요 정보를 수집하고 이를 통한 새로운 정보를 가공해 내는 과정을 거친다. 이에 따라 방대한 양의 빅 데이터 서비스 처리를 위한 행정 정보 제공 어플리케이션들은 불법적인 공격자들의 집중적인 표적이 되고 있는 실정이다. 본 논문은 전국 각지의 민원서비스 센터의 IP를 이용하여 전자민원 서비스 업무를 수행하는 어플리케이션의 불법적인 이용과 이들이 보유하고 있는 중요 정보 유출을 막기 위한 모델이다. 본 논문에서는 이를 위하여 다양한 인증과정과 이를 통한 암호화 방법을 제시하여 서비스의 안정성과 가용성, 기밀성을 유지할 수 있도록 하였다.

An essential area is the creation of a single digital market between the EU and Ukraine through information technology. Purpose: to investigate and analyze civil law relations in the field of adaptation of Ukrainian civil law to civil law regulations of the EU. The object of research: Ukrainian civil law and civil law of the EU. The subject of the study is civil law in the context of adaptation of civil law to the legislation of the EU. The following methods of scientific cognition were used during the research: semantic, historical, comparison, analysis and synthesis, generalization. The results of the study show that the harmonization of the legal system of Ukraine with EU law is caused by several goals: successful integration of Ukraine into the EU, legal reforms based on the positive example of EU countries, promoting access of Ukrainian enterprises to the EU market; attracting foreign investment, increasing the welfare of Ukrainian citizens. The adaptation includes three stages, the final of which is the preparation of an expanded program of harmonization of Ukrainian legislation with EU legislation. In the process of adaptation, it is important to take into account the legal history, tradition, features and mentality of Ukraine and before borrowing legal structures to analyze the feasibility of their application in the Ukrainian legal field.

신변보호사 자격검정제도는 2006년 민간자격으로 처음 시행되어 오다가 2012년 12월 국가공인자격으로 인정받게 되면서 2013년도부터 국가공인자격시험으로 시행되고 있다. 본 논고에서는 자격의 특수성상 자격검정 응시상한연령과 일부면제요건의 규정이 미흡하다고 사료되어 본 연구자가 다음과 같이 개선방안을 피력하고자 한다. 첫째, 자격검정 응시에 있어 최저응시 연령만 제시하고 있을 뿐 상한응시연령의 제한은 없는 실정이므로 실질적인 신변보호활동이 가능한 자를 선발할 수 있도록 상한응시연령 제한의 규정을 신설하는 방안이다. 둘째, 경찰공무원, 경호공무원 뿐만 아니라 군인공무원과 대학에서 신변보호사 1차 학과시험과목을 모두 이수하고 경비업무에 종사한 경력이 있는 자에 대해서도 자격검정 일부면제를 확대하는 방안이다. 셋째, 경력인정 자 조건을 관련 직종 퇴직 후부터 자격검정 접수일 기준으로 일정유효기간을 규정하여 경력자들이 실무에 있어 능력을 충분히 발휘할 수 있도록 하는 방안이다. 넷째, 신변보호사 자격검정 면제과목은 1차 학과시험에 한하고, 신변보호실무능력의 요구에 부응할 수 있도록 2차 실기시험은 면제하지 않는 방안이다. 이와 같이 국가공인자격으로서 민간경비산업의 부흥에 발맞추기 위해 신변보호사 자격검정제도를 신중히 검토할 필요성이 제기된다.

This article defines the process of formation of anti-corruption consciousness as one of the areas of interaction between public authorities and civil society institutions. It is concluded that the implementation of the state anti-corruption policy in Ukraine may be more promising if the institutions of civil society are actively involved. The degree of citizen engagement can be increased by increasing social trust, as well as by increasing the level of political and legal education and culture. Particular attention should be paid to the organization of public control and monitoring of the activities of public authorities, impartial coverage of information on the fight against corruption in the media, as well as the joint conduct of an information and educational campaign and the promotion of the formation of anti-corruption consciousness among a large number of citizens.

경호학과 또는 경호비서학과로 명칭 되는 민간시큐리티의 학과설치는 시민의 안전의식 증대와 밀접한 연관성을 갖고 있으며, 사회치안활동에 대한 경찰력의 물리적 한계를 보완하기 위한 조치로서 안전 전문인력 양성에 그 목적을 두고 있다. 시민의 안전지킴이로서 시큐리티 전문요원을 양서하기 위한 관련학과의 설치는 1995년을 기점으로 하여 2006년 현재 전국적으로 63개 대학(2년제, 4년제 포함)에서 설치${\cdot}$운영되고 있다. 물론 학과의 명칭은 다소 차이가 있더라도 학과가 추구하는 공통목표는 민간인에 의한 대민안전서비스 활동이다. 민간인 또는 민간기관에 의한 사회범죄예방 및 생활안전서비스는 이미 선진국에서는 보편화되어 사회의 중추적인 안전역할을 담당하고 있고, 경찰력인 공경비와의 보완적인 관계에서 독자적인 영역을 형성하고 있다. 그러나 아직 대학교육체계의 확립이 미흡한 실정이며 이로 인한 전문교육의 정착도 민간경비산업의 발달에 부응하지 못하는 측면을 나타내고 있다. 따라서 본 논문에서는 특히 현실적인 문제점으로 부각되고 있는 전문교육기관인 대학에서 전문 인력의 양성을 위한 교육과정의 본질과 차이성에 대한 분석을 함으로서 전문인력의 양성체계와 사회적 수요문제의 적합성을 논하려 한다.

China is an ancient country that has one of the oldest civilizations on earth. Since the end of 1970s, China has made her administrative and economic reform and opening up to the outside world. Now the administrative and economic reforms has scored great success with a series of important accomplishments. China's peculiar political economy largely explained the changing reform initiatives over times. The problems confronting Chinese officials are markedly different from the West despite the fact the China and the West have engaged their efforts in undertaking administrative reforms in the last two decades or so. The purpose of this study is to analyze the bureaucracy, especially the police civil service system in China. Core features of the institution of China's civil servant system is discussed in this study.
