항공기의 개발에 있어 비행시험은 통상적으로 크게 민간용과 군용의 두 분류로 나눌 수 있다. 민간용 항공기의 비행시험은 해당 정부의 감항당국에서 제시하는 안전/성능 요구도를 항공기가 충족하는지 여부를 개발자가 확인하는 것이다. 이에 반해 군용항공기의 비행시험은 소요제기를 한 해당 정부의 요구도를 항공 기기가 충족하는지 여부를 개발자의 사전점검(DT: Developmental Test) 이후에 정부의 독립적인 평가팀에 의해 Operational Test(OT)가 수행되어 최종적으로 확인하는 과정으로 진행된다. 이 논문에서는 민수용 항공기와 군용항공기 각각의 목적상 추진되던 인증업무가 비용의 효율성 제고, 민간항공기의 군용화 추세에 따라 민간항공기 인증방안을 사용해 군용항공기의 감항인증을 추진하는 선진국의 최신동향을 살펴보고 국내의 여건 및 향후 발전발향을 제시하고자 한다.

금융위기로 불거진 불경기와 불확실성에서 기인한 국제 유가의 변동은 세계 항공기 시장에도 심각한 영향을 끼쳤다. 항공 수요의 급감과 운영비용의 증가를 가져왔으며, 이에 따라 항공기 수요의 특성과 양에 있어서도 변화가 발생하였다. 2000년대 중반의 경기 회복기조 속에서 항공기 주문과 인도가 급증하였으나, 2009년에는 주문량이 급감하였으며, 신형 항공기의 인도와 항공수요 급감에 따라 중고항공기 및 임대 시장 그리고 MRO 시장도 축소되었다. 이렇게 위축된 항공기 수요는 2009년 하반기 세계 항공물류 및 승객 수송의 회복으로 다시 반등을 보이고 있으며, 향후 수요는 단일 통로기가 광동체기의 수요를 인도할 것으로 보인다. 현재, 시장의 반등이 단기적으로 끝날지 지속적으로 이어질 지에 대해서 확답을 내릴 수는 없으나, 장기적으로는 지속적인 항공기 수요의 증가가 이어질 것으로 예상되며, 이러한 수요는 아시아, 아프리카 등의 신흥시장의 성장에 힘입을 것으로 기대된다.

The engine is the most significant and essential part of the aircraft. As a result, systematical handling in the aircraft development stage is required from engine design to implementation to the full-scale airframe. This survey demonstrates the procedures demanded by the KAS 23 Civil Aircraft to acquire the engine Type Certification and the flight test procedures for ensuring the operational stability. Surveys were conducted on domestic and international aircraft engine certifications, technical regulations and documentations related to the Means of Compliance for flight test development stage. In addition, organized reference items that should be considered for the certification of engine flight test procedures were reviewed based on the KC-100.

국가항공기는 국제민간항공협약의 적용 예외 대상이지만 각 국가는 타당한 고려 (due regard)를 통해 민간항공기의 안전을 확보해야 한다. 이에 따라 우리나라 항공안전법도 국가항공기는 법의 적용을 예외로 하고 있으나 해양경찰 항공기는 5개 조항에 대하여 법의 적용을 받도록 입법되었다. 해양경찰 항공기가 국제법과 국내법의 일부 조항의 적용하에 운용됨에 따라 서해상 공해인 잠정조치수역 상공 비행시 중국 민간항공관제기구로부터 비행절차에 대한 통제를 요구받게 된다. 중국의 이러한 요구는 해양경찰 항공기 본연의 임무인 국민의 안전을 보호하는 역할을 수행하는데 커다란 제한요소가 되고 있기에, 본 연구를 통해 범 국가적 차원에서 이러한 문제점을 해결할 수 있는 대안을 제시하였다.

KC-100 is a 4 seats, single piston engine, civil aircraft whose type certificate is applied for KAS 23 (FAR 23) for the first time in Korea. Its system safety assessment and analysis have been conducted to meet the minimum safety requirement in KAS 23 and to verify the safety of equipment, system, and installation in accordance with the requirement of ${\S}$23.1309 and the guidelines in FAA AC 23.1309-1D and SAE ARP 4761. This safety assessment begins with the FHA (Functional Hazard Assessment) at aircraft and system level in preliminary design phase, and all of the safety assessment and analysis reports including the preliminary version of SSA (System Safety Assessment) have been prepared during detail design phase. The revised version of these safety reports will be approved by Airworthiness Authority through the ground and flight test phases. In this paper, the safety assessment requirement in ${\S}$23.1309, safety assessment guideline in AC 23.1309-1D, and safety assessment and analysis methods in ARP 4761 will be explained based on the application example for KC-100 development. The experience and knowledge of this system safety assessment for civil aircraft can be applied to commuter aircraft of FAR 23 class or large transport airplane of FAR 25 class.

The noise problem has been a public interest for several years in Korea. Especially, the noises which were emitted from aircrafts on the airport and in the air have injurious effects on people over a vast range. Hence, there need vast data on the aircraft noise to evaluate the effect of various parameters. In present study, the works which consist of social surveys and noise measurements were conducted at points near the airport and the airbase. Total of 1,784 participants give effective responses in forty-five areas nearby the measurement points. Questionnaires asked the responses concerned with attitude, noise sensitivity, directive effects, secondary effects, annoyance and attempts to lower noise level exposed. From the field survey, the doseresponse relationship of community response to aircraft noise was established and there are different characteristics between civil and military aircraft. Though the study is still continuing on a few interest, one among some results is that %HA (%highly annoyed) of civil aircraft is higher than military's under the 70 WECPNL.

금융위기에 따른 경기침체로 위축되었던 항공운항시장은 빠르게 회복되고 있으며, 국제유가 급등에 따른 영향으로 구형항공기의 퇴역 및 신형항공기로의 교체가 활발히 이루어지고 있다. 2010년의 항공기 순 주문대수는 2009년과 비교하여 감소하였으나 수주잔량은 역대 최고수준을 기록하고 있어, 민간항공기 시장의 호황은 앞으로도 한동안 이어질 것으로 예상되고 있다. 이러한 시장 성장은 100~200인승 급의 단일 통로기가 선도하고 있으며, Airbus, Boeing의 기존 제작업체의 신규 항공기 개발과 Bombardier 및 중국, 러시아 등의 신규 업체에서도 시장에 새로이 진입하기 위해 노력하고 있다. 이러한 신형기체 수요의 증가와 기존 기체의 퇴역은 기존 기체에 대한 MRO 및 임대 시장을 위축을 가져오고 있으며, 국제 유가 불안과 경쟁심화에 따른 고효율 신형항공기에 대한 선호는 더욱 강조되고 있는 상황이다. 향후 20여 년간의 시장 전망을 살펴보면, 신흥시장의 성장과 기존 시장의 회복에 따라 견고한 성장세를 이어갈 것으로 예상된다.

The purpose of the study was to injury types in Daegu subway fire accident, Sampung department store collapse, Mokpo airport civil aircraft accident, and Buan sunken ship disaster. The conclusion obtained from these analyses are as following. 1. The total of victims were Sampung department store collapse(l440 people). Buan sunken ship disaster(355 people), Daegu subway fire accident(340 people), and Mokpo airport civil aircraft accident(110 people). 2. The total of dead people were Sampung department store collapse(502 people), Buan sunken ship disaster(287 people), Daegu subway fire accident(192 people), and Mokpa airport civil aircraft accident(66 people). 3. The total of injured people were Sampung department store collapse(938 people), Daegu subway fire accident(148 people), Mokpo airport civil aircraft accident(84 people), and Buan sunken ship disaster(67 people). 4. The major types of victims presented smoke inhalation such as coughing, dyspnea, and sore throat in Daegu subway fire accident. 5. The major types of victims presented crushing(multiple fractures), vertebral, and soft tissues injuries in Sampung department store collapse. 6. The major types of victims presented multiple fractures. In addition to, a lot of people showed vertebral injuries and shock symptoms in Mokpo airport civil aircraft accident. 7. The major types of victims presented drowning as well lots of hypothermia patients in Buan sunken ship disaster. There were a wide variety of types in human disaster. Therefore, the most important disaster training program need to each disaster aspect in the local emergency medical services system. Moreover, the emergency medical services personnel should be understand and training for injury types of each human disaster.

본 논문은 한국 항공산업의 발전 과정과 현황에 대해 정리하였다. 해방 이후 창 정비에서 시작한 국내 항공 산업이 1976년 500MD 헬기 생산에서 시작하여 군수를 중심으로 발전한 과정과 21세기의 전략산업으로 육성되고 있는 현황에 대해 각종 국책 사업, 정책, 업계 현황을 중심으로 서술하였다. KTX, KFP, KAH 등과 같은 대형 국책사업을 통해 발전한 국내 항공산업은 현재 진행되고 있는 세계 민수 시장의 확대에 대응하기 위해 정부, 기업, 연구기관 등이 다대한 노력을 기울이고 있다. 이러한 노력의 결과, 국내 항공산업은 비록 규모면 에서 왜소하나 질과 양 모든 분야에서 지속적으로 성장하고 있다. 그러나 해외 항공선진국과의 경쟁은 여전히 치열한 상태이다. 대한민국의 미래에 있어서 항공산업이 선택이 아닌 필수적인 육성 분야라는 점에서, 한국의 항공산업의 지속적이고도 강력한 발전노력은 더 한층 필요해질 것이다.
