A Study on a Direction of the Development of City on Storm and Flood Risk Safety Standards in Consideration of Resilience (방재력을 고려한 도시의 풍수해 안전기준 개발방향 설정 연구)

  • This study has analyzed city plans and disaster prevention plans from the perspective of resilience and established a direction of the development of city safety standards. The analysis made use of the 5 functions of resilience (5Rs) and foreign cases. As a result of the analysis, the direction of the development of city safety standards was drawn from 4 perspectives at large. First, this study proposed a method of the systematization of the safety standards involved in components within city plans. Second, it suggested a method to strengthening urban resilience abilities in terms of the association between disaster prevention and city plans. Third, it found out components requiring safety standards considering foreign and other standards, and proposed a direction of complementary measures for safety standards. Lastly, it came up with a direction of the development of city safety standards, the necessity of which are required though existing plan criteria did not contain them. This study is significant in that it has defined the ultimate goal of safety a city should pursue as resilience and proposed a direction of the development of related standards.

  • Korea gas industrial because of received LNG in 1987 was converted by the Gas Safety Management System in relation to city gas, LPG and LNG. Gas accident were caused by treatment problem on the supplier and user, on technical and use management mater, on facilities and goods, and included problem with gas safety connection system. This study is present standard application plan of each department to use planning gas technical standard and gas utilization standard of introduction model than statute for change of self-regulation management system and complicated regulation of examination center and order.

  • This study demonstrates a basic concept and designing direction for the realisation of disaster prevention planning in u-City(u-BangjaeCity) that is from establishing a planning system in terms of the areas of professional disaster and safety management for the national disaster management. and designing disaster or safety management system via using ubiquitous technology for the scientific disaster management. In order to realise u-City it is necessary to maps out interrelation amongst various services such as traffic, environment and disaster prevention. Domestic and international case studies regarding the tendency of disaster prevention planing in u-City and its analysis could be the fundamental resource in order to develop the standard model of u-BangjaeCity.

Factors Affecting Nurses' Performance of Standard Precautions for Infection in Public Medical Institutions: Focusing on Knowledge and Safety Environment (공공의료기관 간호사의 감염 표준주의지침 수행도 영향요인 : 지식, 안전환경 중심으로)

  • This study is a descriptive research to investigate the, safety environment, and performance of nurses working in public medical institutions on standard precautions for infection, and to identify factors affecting the performance of standard precautions for infection. As for the research method, data were collected through a questionnaire on 192 nurses from two public medical institutions in S city and N city, and the results were analyzed using the SPSS WIN 22.0 statistical program. From the research results, there was a significant difference in the knowledge of standard precautions according to work experience, and there was a significant difference in the safety environment of standard precautions according to the position. The average level of knowledge of standard precautions was 21.98/25 points, the average safety environment was 5.68/7 points, and the average performance was 40.28/60 points. There was a significant positive correlation between the safety environment of standard precautions and the performance of standard precautions (r=.21, p<0.01). The affecting factor on the performance of standard precautions was found to be the safety environment of standard precautions(𝛽=.22, p=.003). Therefore, to improve the performance of standard precautions for nurses' infection control in public medical institutions, Different and persistent infection management educational programs that consider the Historical situation and monitoring are required other than providing financial support and supportive safety environment.

Study on the Development of K-City Roadmap through the Standard Analysis of the Test-Bed for Automated Vehicles in China (중국 자율주행차 테스트베드 관련 표준 분석을 통한 K-City 고도화 방안 수립에 관한 연구)

  • The Ministry of Land, Infrastructure and Transport (MoLIT) and the Korean Automobile Testing and Research Institute (KATRI) are supporting the development of Lv.3 automated vehicle (hereinafter, AV) technology by constructing an automated driving pilot city (as known as K-City) equipped with total 5 evaluation environments (urban, motorway, suburban, community road, and autonomous parking facility) which is a test bed exclusively for AV (2017~2018). An upgrade project is in a progress to materialize harsh environments such as bad weather (rain, fog, etc.) and reproduction of communication jamming (GPS blocking, etc.) with the purpose of supporting the development of Lv.4 connected & automated vehicle (hereinafter, CAV) technology (2019~2022). We intend to proactively establish a national level standard for CAV test-bed and test road requirements, test method, etc. for establishment of a road map for the construction of the test bed which is being promoted step by step and analyze and, when required, benchmark the case of China that has announced and is utilizing it. Through this, we plan to define standardized requirements (evaluation facility, evaluation system, etc.) on the test bed for the development of Lv.4/4+ CAV technology and utilize the same for the design and construction of a test bed, establishment of a road map for the construction of a real car-based test environment related to the support for autonomous driving service substantiation, etc. through provision of an evaluation environment utilizing K-City, and the establishment of a K-City upgrade strategies, etc.

Knowledge, Perception, Safety Climate, and Compliance with Hospital Infection Standard Precautions among Hospital Nurses (병원간호사의 감염예방 표준주의지침 지식, 인식, 안전환경 및 수행도에 관한 연구)

  • Purpose: The purpose of this study was to examine knowledge, perception, safety climate and compliance with hospital infection standard precautions and to identify the factors influencing nurse's compliance with standard precautions. Methods: Using the structured survey, data were collected from 292 nurses working at 4 general hospitals in the metropolitan city Seoul in October, 2008. Data were entered and analyzed with SPSS 12.0. Results: The majority of nurses were female with a mean age of 27.8. The mean score for knowledge of standard precautions was 21.2 out of 25. The nurses lacked knowledge on reusable gloves or gowns. Nurses perceived use of protective devices may not only increase time strain but also hinder development of therapeutic relationships with patients. Of safety climate factors, lack of time was the most frequently reported barrier to compliance with standard precautions. Knowledge, perception, and safety climate explained 16.1% variance of compliance with standard precautions. Conclusion: To improve nurses' compliance with standard precautions, provision of education and support for safety climate are necessary.

Safety of Drinking Water in Korea (국내 음용수의 안전성)

  • The present standard of drinking water quality is not reached to the guidelines of WHO and US EPA recommended. The appraisal of safety is not appropriate by the results of intermittent and limitted analysis. 45 items of drinking water quality are regulated in the Korean standard and 9 items for inspection designated by Seoul City. This report is the results of analysis of the water quality in the water stations of Seoul which are concerned with the items of Korean water quality standard and the priolity pollutnats recommended by WHO. In the results, 45 items of water quality, and the priolity pollutants were not exceeded to the standard and criteria, while DDT, heptachlor-epoxide, THMs, benzo(a)pyrene, Ba, Al, Gross beta, $^{226}$Ra, $^{90}$Sr were detected, the levels were not exceeded to the WHO guidelines. In ordes to evalute the safety of drinking water quality, besides of the existed items of standard, new hazardouse pollutants should be considered monitored continenously. For the regulation of hazardous pollutants, it may be introduced from the risk assessment. According to the relevant assessment, the acceptable risk of pollutants estimated could be applied to set the water quality standard or recommendations or quidelines as well as the number of monitoring.

  • By the time the interest on the u-City is continuously growing as a test bed for verifying the potentials of ubiquitous convergence industries, research on the u-Safety gradually increases as well, as a typical service and application area of u-City. Like the other service areas of u-City, in order to provide u-Safety services smoothly, it is crucial to integrally connect u-City services and infrastructures that have operated under distributed environment. In this study, we suggest an approach for design of u-Safety service and monitoring architecture by combing CIM/WBEM standard with GMA. CIM/WBEM and GMA are broadly applied in the distributed resource monitoring environment and are widely recognized as data acquisition architecture under massive monitoring data volumes respectively. Considering the growing research needs for standardization and extension of u-City service infrastructure, it is expected that our integrated infrastructure model will be used as a reference model for effective integration of distributed resources with newly added services.

Running safety of metro train over a high-pier bridge subjected to fluctuating crosswind in mountain city

  • Due to the rugged terrain, metro lines in mountain city across numerous wide rivers and deep valleys, resulting in instability of high-pier bridge and insecurity of metro train subjected to fluctuating crosswind. To ensure the safe operation in metro lines in mountain cities, running safety of the metro train over the high-pier bridge under crosswind is analyzed in this paper. Firstly, the dynamic model of the wind-train-bridge (WTB) system is built, in which the speed-up effect of crosswind is fully considered. On the basis of time domain analysis, the basic characteristics of the WTB system with high-pier are analyzed. Afterwards, the dynamic responses varies with train speed and wind speed are calculated, and the safety zone of metro train over a high-pier bridge subjected to fluctuating crosswind in mountain city is determined. The results indicate that, fluctuating crosswind triggers drastic vibration to the metro train and high-pier bridges, which in turn causes running instability of the train. For this reason, the corresponding safety zone for metro train running on the high-pier is proposed, and the metro traffic on the high-pier bridge should be closed as the mean wind speed of standard height reaches 9 m/s (15.6 m/s for the train).

The Measurement of Electromagnetic Wave in Power Cable Tunnel of Underground Utility Tunnel (전력구 내 전자기파에 대한 작업 환경 측정)

  • Electromagnetic measurements of the power cable tunnel were conducted from August 10 to 20, 2018, in the ${\bigcirc}{\bigcirc}$ city underground utility tunnel. During this period, the average temperature was $31.89^{\circ}C$ and the humidity was 67.56% in power cable tunnel. As a result of the electromagnetic measurement, the highest electric field was 25.3 V/m and the magnetic flux density was $42.6{\mu}T$. The average electric field was 18.56 V/m and the magnetic flux density was $29.32{\mu}T$ in the power cable tunnel. As a result of comparison with the electric equipment technical standard, the electric field in the power cable tunnel was 0.5% of the electric equipment standard and 35.2% of the magnetic flux density. It's similar value that electric field is about robotic vacuum(15.53 V/m), and magnetic flux density is similar value about capsule- type coffee machine ($23.07{\mu}T$). The number of cable lines and the size of the electromagnetic waves were not proportional to each other through comparison of cable lines in the power cable tunnel. It was confirmed that 154 kV, rather than 22.9 kV, could have a greater influence on occupational.
