본 연구는 문헌조사방법을 통해 보육정책의 현황을 정리하고, 문제점을 파악하여 향후 보육정책의 과제를 제시하는 것이다. 실태 분석을 통해 발견한 보육정책의 문제점은 0~2세 전 계층 무상 보육으로 인해 실수요계층인 맞벌이 가정의 이용이 어려운 점, 양육수당의 지원 대상에서 36개월 이상의 보육시설을 이용하지 않는 저소득층이 제외된 점, 보육시설 이용아동 대부분 국공립이 아닌 민간어린이집을 이용하므로 보육의 공공성 확보가 어려운 점 등이다. 이러한 문제점을 개선하기 위해 향후 보육정책에서 국공립어린이집 확충으로 보육의 공공성을 확보하고, 양육수당을 현실화하고, 질 높은 영아전담 어린이집의 수를 늘리고, 시간제 보육서비스를 확대하고, 부모교육 및 상담 프로그램을 지원하는 것이 필요하다.
A study on child care centers has been developed with a focus on normal children. Also the child care centers which take care of children with disability are rare. In Seoul, Korea, only 2% of children with disability are taken care of in child care centers. And even the disabled children at the child care centers are mostly mentally or emotionally disabled because the building, programs and services of the centers are restrictive to the children with severe physical disabilities. In Korea, it is not yet an obligation for child care centers to adopt Disability Accessibility Guidelines to make facilities accessible by the disabled. Also, Korea does not have specific design guidelines or legal standards. This study aims to review the legal standards and design guidelines which are applicable to child care centers for children with disability through a reference review. Japanese legal standards and references were collected and analyzed. As a result, we categorized the guidelines according to contents such as locations, areas, space organizations, nursing spaces, sanitary spaces, and doors and corridors. The goal of this study is to provide the basic information to develop domestic design guidelines to ensure that the child care centers are welcoming and usable for everyone possible.
본 연구는 한국 공보육 시스템의 근간이 되는 어린이집에서 최근 발생한 아동학대를 분석했다. 어린이집 아동학대를 이해하기 위한 첫걸음으로 본 연구는 어린이집 아동학대에 관한 가장 광범위하고 공신력있는 자료라고 할 수 있는 아동보호전문기관의 국가 아동학대 사례조사관리 시스템에 접근하여 2010년에서 2012년 사이 아동보호전문기관에 신고된 어린이집 아동학대 전수(n=462)를 연구 대상으로 삼았다. 자체 개발된 코딩 시스템을 통해 사례조사기록에서 아동학대의 구체적 특성 및 관련정보와 최종 조치 결과를 체계적으로 추출했다. 연구 결과 어린이집 아동학대의 낮은 학대 판정율과 낮은 신고 의무자에 의한 신고 비율, 높은 신체학대 비율(즉, 학대 유형별 동질성), 학대 심각성의 다양성이 나타났고 최종 조치 관련요인들이 피해아동, 학대 행위자, 어린이집 대상별로 서로 다르게 나타남을 알 수 있었다. 이를 바탕으로 아동학대 연구를 위한 학문적 함의와 어린이집 아동학대 근절과 예방을 위한 실천적 함의를 논하였다.
Purpose: A study of the family planning and Maternal-Child Health Services that disciplined itself in primary health care post form 1980 to 2009. Method: Investigation studies family planning in primary health care post and a change process of a Maternal-Child Health Services into case by case until 2009 from 1980. Results: Our country family planning business began at economic development dimensions in order to solve a poverty issue. Deterioration phenomenon of financial income and expenditure by consumption and investment contraction caused decrease of slowdown of economic growth and potential growth rate, and a social cost burden is increased by deterioration financial old man support burden increase by this and pensions and health insurance, a sharp increase of social welfare cost etc. Now, in order to solve a low birth issue, the government establishes a whole nation forwarding system and establishes basic plan social low birth and advanced age, and to prepare for childbirth fault factors removal and advanced age society shall endeavor.
The purposes of this study were (a) to ascertain early childhood teachers' beliefs and practices relative to the developmentally appropriate practices, and (b) to determine the relative differences of child care center teachers' beliefs and practices and kindergarten teachers' beliefs and practices. Although interest in obtaining information regarding teachers' beliefs and practices for developmentally appropriate practices in early childhood education is not new, it has commanded considerable attention recently, reflecting concern about growing fragmentation and discontinuity between the early childhood education and care services. A questionnaire measure of 4-and 5-year-old classroom teachers' beliefs and practices based on the guidelines for developmentally appropriate practices of the National Association for the education of Young children, which was consisted of the Teachers' Beliefs Scale(TBS) and the Instructional activities Scale(IAS), was administered to 215 child care center teachers and 215 kindergarten teachers. Positive correlations were found not only between teachers' beliefs and practices but also between developmentally appropriate belief and activities, and between developmentally inappropriate beliefs and activities. There was significant difference between child center and kindergarten teacher groups on the mean scores of each subscale, revealing that kindergarten group had a greater mean score on both TBS and IAS than child care center group. The results of this study implies that there is a great deal of teaching in either child care centers or kindergartens which is not congruent with developmentally appropriate practice. Also, the information obtained with the questionnaire has supported the contention that early childhood education and care services are need to be amalgamated based on the developmentally appropriate practices.
Purpose: This study was conducted to design services for improving the quality of care of hospitalized children with acute diseases. Methods: The service design process had four phases: discovery, definition, development, and delivery. The participants were 23 mothers of hospitalized children with an acute disease, and seven nurses and three doctors working at a pediatric hospital. Data were collected through self-report questionnaires, in-depth interviews, and observations. The data were analyzed using content analysis and descriptive statistics. Results: The participants reported needs for explanations about the treatment, skillful nursing, and environmental improvements. The concept of the services was familiarity and enjoyment, aimed at solving the problems of unfamiliarity and boredom. A six-guideline was presented for improving the quality of care of hospitalized children with acute diseases: improvement of awareness, development of educational materials, improvement of skills, environmental improvements, play activities, and evaluations of user satisfaction. Conclusion: These findings indicate that nursing services should deliver familiarity and enjoyment to hospitalized children and their families. The findings of this study emphasize that the service design methodology can be used to improve the quality of care of hospitalized children with acute diseases.

Accessibility to toilet is noted as significant problem, especially wet floors in toilets. In a nursing room, a space for psychological rest and special education is needed for children with mental disability. Technical specifications on how to make buildings and facilities accessible for the children with disability should be developed. The goal of this study is to provide basic information to develop domestic design guidelines to ensure that the child care centers are safe, convenient, and usable for everyone possible.

This study defined awareness of professionalism and job stress in 353 child-care teachers of children with special needs and analyzed the relative contribution of professional awareness to job stress. Teachers showed high awareness of 'ethics' and 'enthusiasm enhancing professionalism', and this awareness correlated highly with professionalism in the 'specialized knowledge and skills' sub-factors. Teachers showed high levels of stress in the 'general duty' and the 'guidance of children with special needs' categories, and this correlated highly with stress caused by 'child-care center management.' The results of canonical correlation analysis indicated that of professionalism sub-factors only the awareness of 'social services' contributed positively to job stress.
사회구조의 변화와 가족기능의 변화로 인한 보육의 공백을 사회와 국가차원에서 서비스되어야 한다는 인식이 보편화되고 있다. 보육시설에서의 보육서비스 질에 대한 관심도 높아졌다. 본 연구는 보육서비스의 질 향상을 위해서는 영유아권리존중 보육서비스가 필요하다는 인식을 가지고 조직문화가 어떤 영향을 미치는가를 연구하였다. 연구방법으로는 보육시설에서 근무하는 보육교사 340명을 대상으로 설문조사를 실시하였으며, SPSS 22.0 통계프로그램을 사용하여 통계 처리하였다. 조직문화가 영유아권리존중 보육에 미치는 영향에 대한 분석결과, 조직문화의 하위요인인 개발문화, 합리문화, 집단문화, 위계문화가 영유아권리존중 보육의 하위요인인 하루일과 존중과 아동최선의 이익에 통계적으로 유의미한 정(+)의 영향을 미치는 것으로 나타났다. 영향의 정도는 개발문화>위계문화>합리문화>집단문화로 나타났고, 특히 집단문화의 영향이 매우 낮은 것으로 나타나 조직문화의 유형에 따른 차이가 있음이 검증되었다. 이러한 결과는 보육시설의 조직문화가 영유아권리존중 보육에 영향을 미치는 것을 보여준다. 결론에서 보육시설 조직문화 개선을 위한 정책적, 실천적 제언과 연구의 한계점 및 향후 연구 방향을 제시하였다.
