In this paper, a study was made of the technology used to measure the remaining amount of energy in secondary cells, for which demand is ever increasing. First, the standard data were stored for measurement of the remaining energy and a compare/analysis algorithm was developed. Next, hardware was designed and a prototype that can display the SOC(State Of Charge) through an LCD displayinstrument was created. The small size of the prototype allows it to be portable and its performance is within ${\pm}4$[%].

There are two major operation and management (O & M) systems in Korea, one by the Korea Agricultural and Rural Infrastructure Corporation (KARICO), a government corporation, and the other by non-KARICO, which includes Irrigation associations (IAs) and individual farmers under the supervision of city or county authorities. Main issues and constraints in the irrigation facility management are: (1) The dual system of the irrigation water management system; management by KARICO and that by IAs, and (2) From the commencement of KAICO in 2000, farmers were exempted from water charge. This is opposite to the international trend, which follows' user pay principle: Main specific strategies to improve irrigation management system are: (1) Introduction of water metering for water charge as well as water conservation, (2) Adoption of demand-oriented irrigation rather than supply-oriented to reduce waste of water, (3) To augment farmer's participation by forming water user associations, (4) To maintain consistency of government policy, (5) To promote roles of local governments, and (6) To reestablish the role of KARICO.
This simulation based study reports a novel tunable, compact, room temperature terahertz (THz) transistor source, operated on the concept of charge plasma oscillation with the capability of radiating within a terahertz gap. A vertical cavity with a quasi-periodic distributed-Bragg-reflector has been attached to a THz plasma wave transistor to achieve a monochromatic coherent surface emission for single as well as multi-color operation. The resonance frequency has been tuned from 0.5 to 1.5 THz with the variable quality factor of the optical cavity from 5 to 290 and slope efficiency maximized to 11. The proposed surface emitting terahertz transistor is able to satisfy the demand for compact solid state terahertz sources in the field of teratronics. The proposed device can be integrated with Si CMOS technology and has opened the way towards the development of silicon photonics.
The current increases in fuel price contribute to reducing level of congestion and air pollution. In this paper, this measure is compared with the congestion toll charge and the 10 'buje'(a $10\%$ demand control measure of registered vehicle i.e. each vehicle can not operate when its plate's last digit matches the last digit of the date). The purpose of our study is to give a priority order to various measures and to propose the win-win solution of Seoul for policy makers. We recommend the congestion toll charge coupled with some metering measures is the win-win solution for Seoul. Also we conclude a priority order such as metering; congestion toll charge; increase in parking fee; increase in fuel price; the 10 'buje' must be acceptable for implementation. Various ITS subsystems needed to support the proposed win-win solution are identified and field operational tests for them are introduced in this paper.
As the demand on displays increases, new thin-film transistors such as metal oxide transistor are continuously being invented. When designing a circuit consisting of such new transistors, a new transistor model based on proper charge transport mechanisms is needed for each of them. In this paper, a modeling framework which enables to choose charge transport mechanisms that are limited to certain operation regions and assemble them into a transistor model instead of making an integrated transistor model dedicated to each transistor. The framework consists of a graphic user interface to choose charge transport models and a current calculation part, which is also implemented in AIM-SPICE for circuit simulation.

The development of paper machines, increasing machine speeds with new, mostly low basis weight and/or high ash content paper grades, as well as the fact that several trends regarding process items have increased the sensitivity of papermaking. At the same time, papermakers are looking for flexibility in the production line. We can say that with all PMs the biggest benefits with the lowest capital spending can be achieved by focusing on improved wet end management. In order to manage wet end chemistry on a paper machine, our goal is to control sub-process through which we can influence the operation of the entire wet end with maximum effect. Key measurements and controls are-white water consistency control which is the most effective way to control retention - charge demand measurement and control which takes care of concentration of the anionic material entering to PM -ash measurements and controls which are deeply related to retention and paper quality This paper presents and concentrates to two of these key controls ; retention and charge. The purpose of charge control is to give the process control the tools to react to changes caused by amount of dissolved and colloida material incoming to wet end system. It is called coagulation or fixing control. Retention control is then taking care of retention aid flow to the process by responding any changes seen in white water consistency. It is called flocculation control. Each of these solutions separately , and even more effectively all together, stabilize the wet end operations and so greatly improve the produced paper quality and machine runnability. Practical results will be presented and they are referring to the latest mill cases. We have developed the first wet end measuring system in the late 1980s and control solutions based on this modern measuring technology were completely updated in 1990s. This paper introduces the principle, operation , and results of our unique wet end analyzers (retention and charge ) which are at the level of automation solutions as a part of paper machine quality control Especially our newest member of the platform , on-line charge analyzer has reached and set new standards to the on-line charge monitoring.

It is necessary to charge electric vehicles in order to drive them. Thus, it is essential to have electric vehicle charging facilities in place. In the case of a household battery charger, the power similar to that consumed by a household with a basic contract power of 3kW is consumed. In addition, many consumers who own an electric vehicle will charge their vehicles at the same time. The simultaneous charging of electric vehicles will cause the load to increase, which then will lead to the imbalance of supply and demand in the distribution system. Thus, a smart charging scheme for electric vehicles is an essential element. In this paper, simulated conditions were set up using real data relating to Korea in order to design a smart charging technique suitable for the actual situation. The simulated conditions were used to present a smart charging technique for electric vehicles that disperses electric vehicles being charged simultaneously. The EVs and Smart Charging Technique are modeled using the Electro Magnetic Transients Program (EMTP).

There has been rapid progress in the portable electronics industry. which has led to a great increase for a demand of portable, lightweight power sources. Lithium 2'nd batteries have met these demand. and many studies on the cahtod materials for the lithium 2,nd batteries have been reported during the last decade. Possible candidates for the cathode materials for lithium 2,nd batteries are $LiCoO_2$, $LiNiO_2$, and $LiMn_2O_4$. Currently $LiCoO_2$ is widely used. but $LiMn_2O_4$ is an excellent alternative material in view of its several advantages such a low cost as well as the wasy availability of raw materials and environmental benignity. In this study, find the most suitable synthesis method that satisfied high capacitor and stability cycle character, etc in Li-Mn oxide for 2'nd batteries. And also made an experiment on doping the $LiMn_2O_4$ spinel with a small amount of metal ions has a remarkable effect on the electrochemical properties and characterics of powder, BET, PSA, Porosity, etc.

This paper presents optimal operational scheduling model and economic assessment of Li-ion battery energy storage systems installed in non-residential customers. The operation schedule of a BESS is determined to minimize electric bill, which is composed of demand and energy charges. Dynamic programming is introduced to solve the nonlinear optimization problem. Based on the optimal operation schedule result, the economics of a BESS are evaluated in the investor and the social perspective respectively. Calculated benefits in the investor or customer perspective are the savings of demand charge, energy charge, and related taxes. The social benefits include fuel cost savings of generating units, construction deferral effects of the generation capacity and T&D infra, and incremental CO2 emission cost impacts, etc. Case studies are applied to an large industrial customer that shows similarly repeated load patterns according to days of the week.
