Changes in biota, species distribution range shift and catastrophic climate influence due to recent global warming have been observed during the last century. Since global warming affects various sectors, such as agriculture and vegetation, it is important to predict more accurate impact of future climate change. The purpose of this study is to examine the observed distribution of Abeliophyllum distichum in the Korean peninsula. For this purpose, two period (present and future) climate data were used. Mean data between 1950 and 2000, were used as the present value and the year 2050 and 2080 data from A1B senario in IPCC SRES were used for the future value. Potential habitation is analyzed by MaxEnt(Maximum Entropy model), and Abeliophyllum distichum's coordinates data were used as a dependent variable and independent variables are composed of environmental data such as BioClim, altitude, aspect and slope. The result of six types GCM mean calculation, the potential habitability decreased by 40-60% of the average existing distribution. The methodogies and results of this research can be applicable to the climate changing adaptation stratiegies for the biodiversity conservation.

The environment of the modern library is changing rapidly with advancements in information technology, massive increse in information, and with the changing needs of users for information in order to keep up with developments in science and technology. The library should also be in a constant state of change in accordance with the changing environment. But the current situation is that library organizations in Korea do not show any change. Here arises the need to diagnose the health of these organization. Organizational innovations can be achieved either by change in the organizational structure or administrative methods or in personal attitudes. In making organizational innovations, however, it is not sufficient only to change the organizational structure or the administrative methods without changing personal attitudes. The purpose of this thesis is to diagnose the health of university library organizations in Korea and to suggest prescriptions based on the results of this diagnosis, by means of organization development theory. In this study, the action research model and the diagnostic model were developed for the health of university library organization in Korea. The action research model consisted of 3 steps: diagnosis, intervention and evaluation. The diagnostic model comprised diagnostic criterion and diagnostic indicators. The health of an organization was selected as the diagnostic criterion. Diagnostic indicators were divided into 3 levels: personal job-satisfaction at the individual level, cohesiveness at the group level, and the organizational climate at the organizational level. Both the interview and the questionaire were used as diagnostic methods. The questionaire form was designed according to the Likert typle 5-point scale. For the investigation, 10 university libraries were selected from the private universities in Seoul, and questionaire sheets were sent to their 156 librarians and responses were received from 116 persons. An interview was carried out with a selected chief of departments of the library concerned. The results of the diagnosis show that the average personal jobsatisfaction was 3.57, the group cohesiveness was 3.15 and organizational climate was 2.93, and accordingly the comprehensive health indicator was 3.22. The health of university library organizations in Korea was generally on the decline at all 3 levels. In particular, the organizational climate was in a very weak state. Most problems concern dissatisfaction with personnel policy, communications and non-professionally qualified directors. As the prescriptions, the following was suggested: institutionalization of the staff meeting for resolving problems with communication, appointement of professional directors, performance appraisal, conferring faculty status for librarians, and a suggest system. And for the improvement of the organizational climate, managerial grid training was suggested as one of the educational strategies for organizational development.
In this study, we evaluated the uncertainty in the process of selecting GCM and downscaling method for assessing the impact of climate change, and influence of user-centered climate change information on reproducibility of Chungju Dam inflow was analyzed. First, we selected the top 16 GCMs through the evaluation of spatio-temporal reproducibility of 29 raw GCMs using 30-year average of 10-day precipitation without any bias-correction. The climate extreme indices including annual total precipitation and annual maximum 1-day precipitation were selected as the relevant indices to the dam inflow. The Simple Quantile Mapping (SQM) downscaling method was selected through the evaluation of reproducibility of selected indices and spatial correlation among weather stations. SWAT simulation results for the past 30 years period by considering limitations in weather input showed the satisfactory results with monthly model efficiency of 0.92. The error in average dam inflow according to selection of GCMs and downscaling method showed the bests result when 16 GCMs selected raw GCM analysi were used. It was found that selection of downscaling method rather than selection of GCM is more is important in overall uncertainties. The average inflow for the future period increased in all RCP scenarios as time goes on from near-future to far-future periods. Also, it was predicted that the inflow volume will be higher in the RCP 8.5 scenario than in the RCP 4.5 scenario in all future periods. Maximum daily inflow, which is important for flood control, showed a high changing rate more than twice as much as the average inflow amount. It is also important to understand the seasonal fluctuation of the inflow for the dam management purpose. Both average inflow and maximum inflow showed a tendency to increase mainly in July and August during near-future period while average and maximum inflows increased through the whole period of months in both mid-future and far-future periods.

An underlying assumption of traditional hydrologic frequency analysis is that climate, and hence the frequency of hydrologic events, is stationary, or unchanging over time. Under stationary conditions, the distribution of the variable of interest is invariant to temporal translation. Water resources infrastructure planning and design, such as dams, levees, canals, bridges, and culverts, relies on an understanding of past conditions and projection of future conditions. But, Water managers have always known our world is inherently non-stationary, and they routinely deal with this in management and planning. The aim of this paper is to give a brief introduction to non-stationary extreme value analysis methods. In this paper, a non-stationary hydrologic frequency analysis approach is introduced in order to determine probability rainfall consider changing climate. The non-stationary statistical approach is based on the conditional Generalized Extreme Value(GEV) distribution and Maximum Likelihood parameter estimation. This method are applied to the annual maximum 24 hours-rainfall. The results show that the non-stationary GEV approach is suitable for determining probability rainfall for changing climate, sucha sa trend, Moreover, Non-stationary frequency analyzed using SOI(Southern Oscillation Index) of ENSO(El Nino Southern Oscillation).
Climate of Mongolia is a driven force on natural conditions as well as socio-economic development of the country. Due to the precariousness of climate conditions and traditional economic structure, natural disasters, specially disasters of meteorological and hydrological origin, have substantial effect upon the natural resources and socio-economic sectors of Mongolia. Mongolia's climate is characterized by high variability of weather parameters, and high frequency and magnitude of extreme climate and weather events. During the last few decades, climate of the country is changing significantly under the global warning. The annual mean air temperature for the whole territory of the country has increased by $1.56^{\circ}C$ during the last 60 years,. The winter temperature has increased by $1.56^{\circ}C$. These changes in temperature are spatially variable: winter warming is more pronounced in the high mountains and wide valleys between the mountains, and less so in the steppe and Gobi regions. There is a slight trend of increased precipitation during the last 60 years. The average precipitation rate is increased during 1940-1998 by 6%. This trend is not seasonally consistent: while summer precipitation increased by 11 %, spring precipitation decreased by 17. The climate change studies in Mongolia show that climate change will have a significant impact on natural resources such as water resources, natural rangeland, land use, snow cover, permafrost as well as major economic activities of arable farming, livestock, and society (i.e. human health, living standards, etc.) of Mongolia. Therefore, in new century, sustainable development of the country is defined by mitigating and adaptation policies of climate change. The objective of the presentation is to contribute one's idea in the how to reflect the changes in climate system and weather extreme events in the country's sustainable development concept.

There is a high confidence based on scientific evidence that climate is changing over time. Now climate change is considered as one of the challenges facing the construction industry. As no project is risk free and climate change has a strong impact on the different phases of the construction project lifecycle. This research aimed at providing a platform of knowledge for the construction management practitioners about the impacts of climate change on the construction projects lifecycle, identify the most dangerous climate change factors on the construction project lifecycle, and identify the most affected phase by climate change factors through the construction projects lifecycle. The study depended on the opinions of civil engineers who have worked in the construction projects field among the reality of Gaza Strip. Questionnaire tool was adopted as the main research methodology in order to achieve the desired objectives. The questionnaire included 127 factors in order to obtain responses from 88 construction practitioners out of 98 representing 89.79% response rate about the influence of climate change on the generic lifecycle of construction projects. The results deduced that the most significant influence on the construction project lifecycle was related to the extreme weather events, rainfall change, and temperature change respectively. There was a general agreement between the respondents that the most affected phase by temperature, rainfall, and extreme weather events is the execution phase. The results also asserted with a high responses scale on the need to alternative procedures and clear strategies in order to face the climate change within construction industry.

Gilgit-Baltistan (GB) is a highly mountainous and remote region covering 45% of Upper Indus Basin (UIB) with around 1.8 million population is vulnerable to climate change and socio-economic growth makes water resources management and planning more complex. To understand the water scarcity in the region this study is carried out to project water supply and demand for agricultural and domestic sector under various climate-socio-economic scenarios in five sub catchments of GB i.e., Astore, Gilgit, Hunza, Shigar and Shyok for a period of 2015 to 2050 using Water Evaluation and Planning (WEAP) model. For climate change scenario ensembled mean of three global climate models (GCMs) was used under three different Representative Concentration Pathway (RCP) scenarios (RCP2.6, RCP6.0 and RCP8.5). The Shared Socioeconomic Pathways (SSPs) and agricultural Land Development (LD) scenarios were combined with climate scenarios to develop climate-socio-economic scenario. Our results indicate that the climate change and socio-economic growth would create a gap between supply and demand of water in the region, with socio-economic growth (e.g. agricultural and population) as dominant external factor that would reduce food production and increase poverty level in the region. Among five catchments only Astore and Gilgit will face shortfall of water while Shyoke would face shortfall of water only under agricultural growth scenarios. We also observed that the shortfall of water in response to climate-socio-economic scenarios is totally different over two water deficient catchments due to its demography and geography. Finally, to help policy makers in developing regional water resources and management policies we classified five sub catchments of UIB according to its water deficiency level.

Rice is an important staple in the world. And drought is one of the important constraints that negatively affect yield loss and grain quality of rice. CRISPR/Cas9 is a new breeding strategy that can improve the characteristics of rice quickly and accurately. CRISPR/Cas9 is a novel approach that can reliably harvest rice yields in response to a rapidly changing climate. In addition, there is no externally inserted DNA left in genome-editing rice, and it is receiving attention as being able to take responsibility for future food because its characteristics are continuously improved. In the future, high levels of drought resistant in water-constrained environments will be required, which will reduce yield loss. OsSAP was genome-editing with CRISPR/Cas9 in rice. A different line number was assigned to each panicle, and the generation advanced by applying the ear-to-row method. Genome-editing rice has improved drought resistance in drought conditions. Also, in genome-editing rice, the target sequence was homozygous in the 0 generation, and the coefficient of variation of heading date, number of tiller, and 1,000-grain weight was very small in 2 generation. In the era of rapidly changing climate change, CRISPR/Cas9 presents a new breeding strategy that can rapidly and accurately improve agronomic traits of major food crops as well as rice. CRISPR/Cas9 is applied together with traditional breeding to develop into a new breeding strategy, it is suggested that food can be obtained stably in response to climate change.

The paddy rice consumptive use in the six plains of the Korean peninsula was projected with changing climate under the representative concentration pathway (RCP) scenarios. High resolution climate data for the baseline (1961-1990) was obtained from the International water management institute (IWMI) and future high resolution climate projection was obtained from the Korea Meteorological Administration. Reference evapotranspiration (ET) was calculated by using Hargreaves equation. The results of this study showed that the average annual mean temperature would increase persistently in the future. Temperatures were projected to increase more in RCP8.5 than those in RCP4.5 scenario. The rice consumptive use during the growing period was projected to increase slightly in the 2020s and then more significantly in the 2050s and 2080s. It showed higher values for RCP8.5 than for RCP4.5. The rice consumptive use after transplanting in the study areas would increase by 2.2 %, 5.1 % and 7.2 % for RCP4.5 and 3.0 %, 7.6 %, and 13.3 % for RCP8.5, in the 2020s, 2050s, and 2080s, respectively, from the baseline value of 534 mm. The results demonstrated the effects of climate change on rice consumptive use quite well, and can be used in the future agricultural water planning in the Korean peninsula.

The main objective of this research is to develop a hydroclimate drought index (HCDI) using the gridded climate data inputs in a Variable Infiltration Capacity (VIC) modeling platform. Typical drought indices, including, Standardized Precipitation Index (SPI), Standardized Precipitation Evapotranspiration Index (SPEI), and Self-calibrated Palmer Drought Severity Index (SC-PDSI) in South Korea are also used and compared. Inverse Distance Weighting (IDW) method is applied to create the gridded climate data from 56 ground weather stations using topographic information between weather stations and the respective grid cell ($12km{\times}12km$). R statistical software packages are used to visualize HCDI in Google Earth. Skill score (SS) are computed to evaluate the drought predictability based on water information derived from the observed reservoir storage and the ground weather stations. The study indicates that the proposed HCDI with the gridded climate data input is promising in the sense that it can help us to predict potential drought extents and to mitigate its impacts in a changing climate. The longer term drought prediction (e.g., 9 and 12 month) capability, in particular, shows higher SS so that it can be used for climate-driven future droughts.
