Foot-and-mouth Disease (FMD) is a highly infectious and fatal viral livestock disease that affects cloven-hoofed animals domestic and wild and the FMD outbreak in Korea in 2010/2011 was a disastrous incident for the country and the economy. Thus, efforts at the national level are put to prevent foot-and-mouth disease and to reduce the damage in the case of outbreak. As one of these efforts, it is useful to study the spread of the disease by using probabilistic model. In fact, after the FMD epidemic in the UK occurred in 2001, many studies have been carried on the spread of the disease using a variety of stochastic models as an effort to prepare future outbreak of FMD. However, for the FMD outbreak in Korea occurred in 2010/2011, there are few study by utilizing probabilistic model. This paper assumes a stochastic spatial-temporal susceptible-infectious-removed (SIR) epidemic model for the 2010/2011 FMD outbreak to understand spread of the disease. Since data on infections of FMD disease during 2010/2011 outbreak of Aniaml and Plant Quarantine Agency and on the livestock farms from the nationwide census in 2011 of Statistics Korea do not have detail informations on address or missing values, we generate detail information on address by randomly allocating farms within corresponding Si/Gun area. The kernel function is estimated using the infection data and by using simulations, the susceptibility and transmission of the spatial-temporal stochastic SIR models are determined.

In South Korea, systems related to the provision of public data were recently implemented. As a result, policy changes have been made that are headed in the direction of actively providing open access to data held by public institutions, such as government agencies and local municipalities. The purpose of the open I will be divided into two broad. To ensure the transparency of government operations, and is intended to satisfy the right to know the people. The other one is to create national interest by utilizing the public data as one country endowment assets. In this study, we analyze the open situation of public data, were presented the improvement measures. The aim of this study is to represent the residential population distribution in Seoul, Korea more precisely through the dasymetric mapping method. Dasymetric mapping can be defined as a mapping method to calculate details from truncated spatial distribution of main statistical data by using ancillary data which is spatial data related to the main data. In this research, there are two types of data used for dasymetric mapping: the population data (2010) based on a output area survey in Seoul as the main data and the building footprint data including register information as ancillary spatial data. Using the binary method, it extracts residential buildings as actual areas where residents do live in. After that, the regression method is used for calculating the weights on population density by considering the building types and their gross floor areas. Finally, it can be reproduced three-dimensional density of residential population and drew a detailed dasymetric map. As a result, this allows to extract a more realistic calculating model of population distribution and draw a more accurate map of population distribution in Seoul. Therefore, this study has an important meaning as a source which can be applied in various researches concerning regional population in the future.

This study analyzed the relationship between spatial characteristics and heat waves in the distribution area of the elderly population in Changwon, Gyeongsangnam-do. For analysis, the Statistics Census data, the Ministry of Environment land cover, Landsat 8 surface temperature, and the Meteorological Agency's heat wave days data were used. The spatial characteristics of the distribution of the elderly population was classified into 5 types through K-mean cluster analysis considering the land use types. The characteristics of the elderly population by spatial type were higher in the urbanized type(cluster-3), but the proportion of the elderly population was higher in the agricultural and forest area types(cluster-1, cluster-2). In the characteristics of the surface temperature and the heat wave days, the surface temperature was the highest in the urban area, but heat wave days were the highest in the rural area. As a result of analyzing the heat wave characteristics according to the spatial type of the distribution area of elderly population, cluster-2 with the largest area in agricultural areas was highest at 15.95 days, and cluster-3 with a large area in urbanized types was the lowest at 9.41 days and 9.18 days. In other words, the elderly population living in rural areas is more exposed to heat waves than the elderly population living in urban areas, and the damage is expected to increase. The results of this study could be used as basic data to prepare various policy measures for effective management and prevention of vulnerable areas in summer.

This paper proposes a method of boosting-based classification for the purpose of real-time face detection. The proposed method uses depth images to ensure strong performance of face detection in response to changes in lighting and face size, and uses the depth difference feature to conduct learning and recognition through the I-MCTBoost classifier. I-MCTBoost performs recognition by connecting the strong classifiers that are constituted from weak classifiers. The learning process for the weak classifiers is as follows: first, depth difference features are generated, and eight of these features are combined to form the weak classifier, and each feature is expressed as a binary bit. Strong classifiers undergo learning through the process of repeatedly selecting a specified number of weak classifiers, and become capable of strong classification through a learning process in which the weight of the learning samples are renewed and learning data is added. This paper explains depth difference features and proposes a learning method for the weak classifiers and strong classifiers of I-MCTBoost. Lastly, the paper presents comparisons of the proposed classifiers and the classifiers using conventional MCT through qualitative and quantitative analyses to establish the feasibility and efficiency of the proposed classifiers.

In the studies on residential move, there has been tendency of dichotomy where short distance moves are largely caused by housing to adjust to changes in households while long distance moves are induced by shift in labor market. However, some empirical studies have proven that residential move is so complex process that the simple dichotomy should be elaborated. In this sense, the present study seeks to identify compounded course of residential move in Korea. In determining migration history, families with younger householders, renters, householders with higher educational attainment and smaller households show a higher probability to move. In case of mobility, women were more prone to move compared to man. Women compared to man, older age augmented the probability to own a house after migration. Families with householders following an occupation of sales and technical service showed lowest tendency to own houses while it marked the highest in the group of professionals. Higher land price of a region was negatively related to owning houses after migration. The present study revealed that factors in macro level as well as micro level significantly affect the move of individuals with varying effects in accordance with migration history.

The purpose of this study is to investigate the environmental equity of the accessibility to public transportation services in the city of Daegu. The 2005 census data as well as bus stop and subway station datasets were integrated for building the GIS database. Public transportation service areas were then identified by a coverage method. Mann Whitney U test was used for statistically comparing the socioeconomic characteristics over different levels of access to the public transportation services. Both Dong-gu, Suseong-gu, Dalseo-gu, and Buk-gu located outside of the city had worse accessibility than others while Jung-gu, Seo-gu, and Nam-gu had better accessibility than others. There appeared no environmental inequity pattern in terms of the percentages of men, women, and teenagers over the city of Daegu whereas there existed some environmental inequity pattern in terms of the percentages of people above the age of 65 and people below poverty line. This environmental inequity pattern would be caused by some factors. Firstly, the lower income class has tended to reside in the declined or blighted areas far away from public transportation facilities since this class can not afford to pay expensive rents and land prices around the main roads with higher accessibility. Many old people belonging to the lower income class also reside in the declined or blighted areas. Secondly, there has been no law to locate bus stops and subway stations considering residents' socioeconomic characteristics and the spatial distribution of public transportation facilities has been not managed systematically by the city government. This research would shed insight on building the public transportation policy to locate bus stops and subway stations and to select the routes of buses and subways considering the spatial distribution of residents' socioeconomic characteristics.

Knowledge recipes are packages of knowledge which arise from the process of combining the knowledge assets in the organization in distinctive ways. This involves converting them into useful outputs which are the ideal core competitive advantage enablers for companies. The major objective of this study was to propose a knowledge recipe for financial-sector state corporations in Kenya. The study adopted a convergent parallel mixed methods research design. Quantitative and qualitative data were collected using questionnaires and key informant interviews. The target population of the study was 1574 respondents drawn from all financial state corporations. A multistage sampling technique was used for the study. The first phase involved purposive sampling of the organizations to be studied whereby the four state corporations namely: Capital Markets Authority, Competition Authority of Kenya, Kenya Investment Authority, and Kenya Revenue Authority were identified. The second phase entailed stratified sampling of the respondents in three strata namely senior management team, knowledge management team, and general staff. The authors used a census of all senior management team and knowledge management staff while a simple random sampling technique was used for the general staff. By use of the Krejcie and Morgan table, the actual sample size was 358 respondents from all the four organizations. Data were collected using questionnaires and interview schedules. The qualitative data were analyzed using content analysis while the quantitative data were analyzed by the use of Ms. Excel and VOSviewer and presented using pie charts, bar graphs, and tables. The response rate for this study was 257 (72%). The study revealed that while most employees in the financial sector organizations understand their knowledge needs, knowledge types, knowledge uses and knowledge gaps, they do not have a universal knowledge recipe to facilitate effective knowledge management in their organizations. Consequently, the authors propose a universal knowledge recipe for the state corporations in the financial sector in Kenya. The ingredients of the recipe are legal-knowledge (18%), financial knowledge (15%), administrative knowledge (11%), best practice (10%), lessons learnt (8%), human resource knowledge (8%), research and statistics knowledge (7%), product knowledge (6%), policy and procedure knowledge (5%), ICT knowledge (4%), investor knowledge (3%), markets knowledge (2%), general knowledge (2%) and regulatory framework knowledge (1%).

In this study, we have intended to precisely analyze the aspect of propagation and the extent of damage due to the traffic noise as hon as a main source of noise in urban area. The propagation of traffic noise has a strong relationship between distance and shape of surface. Thus, it is necessary to consider the distribution of buildings for estimating effects of noise in urban area because noise propagations will be affected by buildings. For this, we developed the DEM and DBM using the airborne LiDAR data in the study area and compared with results from the noise simulations using the each model. The extent of damage occurred by the traffic noise above 60 dB(A) from the case of DEM were shown at the 60% of a whole study area, whereas the extent from other case of DBM were shown at the 30% of a whole study area. Also, the extent of the noise levels between 45 dB(A) and 50 dB(A) will be generally recognized as calm environment was increased(the 0% to the 43%) in the case which simulated with building informations. These results indicated that the shape informations of buildings like a DBM is a essential source to simulate the propagation of traffic noise in urban area especially. With results in this study, the effect of traffic noise at a specific area will be easily and precisely estimated if we have the LiDAR data and a traffic census for Korea. Furthermore specific area's traffic noise simulation could be possible using only road traffic information once we have DBM data from LiDAR surveying. This also could be applied as a base data for noise pollution petitioning, traffic planning, construction, etc. in huge city planning projects like a U-City.

This study evaluated the urban vitality of Daegu metropolitan city in 2018 using emerging geographic data such as spatial big data, Wi-Fi AP(access points) and nighttime light satellite image. The emerging geographic data were used in this research to quantify human activities in the city more directly at various spatial and temporal scales. Three spatial big data such as mobile phone data, credit card data and public transport smart card data were employed to reflect social, economic and mobility aspects of urban vitality while public Wi-Fi AP and nighttime light satellite image were included to consider virtual and physical aspects of the urban vitality. With PCA (Principal Component Analysis), five indicators were integrated and transformed to the urban vitality index at census output area by temporal slots. Results show that five clusters with high urban vitality were identified around downtown Daegu, Daegu bank intersection and Beomeo intersection, Seongseo, Dongdaegu station and Chilgok 3 district. Further, the results unveil that the urban vitality index was varied over the same urban space by temporal slots. This study provides the possibility for the integrated use of spatial big data, Wi-Fi AP and nighttime light satellite image as proxy for measuring urban vitality.
