Most studies of organizational effectiveness previously done, have measured financial performance such as productivity, efficiency or subjective performance such as a commitment, satisfaction, and turnover intention of employees. However, these measurements have limitations to evaluate a organizational effectiveness in recent knowledge information era because evaluation of organizational effectiveness in knowledge-based society needs measurements in various aspects such as financial, customer, internal business process, and learning and growth. The purpose of this study is to overcome these problems and to introduce an appropriate system for evaluation of organizational effectiveness under knowledge management paradigm. In this paper, we suggest a Balanced Scorecard(BSC) as a new measurement standard of organizational effectiveness in a knowledge information era. The balanced scorecard is designed to help firms that have historically overemphasized short-term financial performance. When measuring organizational effectiveness through Balanced Scorecard(BSC) suggested by Kaplan and Norton[31], it is to present the measurement indices that can cover the limitation of the past evaluation indices of organizational effectiveness.
For successful accomplishment of six sigma innovation, one of the most important factor is performance evaluation and proper compensation. Six sigma project teams are well motivated to perform the projects only when their activities are properly evaluated and reasonable compensations are secured. In this paper, a systematic evaluation system of financial effect of six sigma projects is presented for order-based aerospace industry.

With the increasing demand for public housing, the Singapore government decided to reduce the waiting time of future public housing owners, which requires these projects to be completed on time. As a result, this study aims to identify the frequent and impactful factors affecting schedule performance of public housing projects in Singapore. The survey conducted with 36 industry experts revealed that "site management", "coordination among various parties", "design changes by owner during construction", "availability of laborers on site", "availability of material", and "availability of staff to manage projects" were the six factors that should be emphasized to assure the schedule performance of public housing projects. In addition, there was statistically significant agreement between public housing projects and other building projects on both the frequency and impact ranks of the factors. The findings from this study will help practitioners involving public housing projects to take measures to assure the achievement of project schedule objectives.
Flash memory is suitable for real time systems because of its consistent performance for random access, low power consumption and shock resistance. However, flash memory needs blocking time to perform a garbage collection to reclaim invalidated pages. Moreover, the worst-case garbage collection time is significantly longer than the best-case garbage collection time. In this paper, we propose a FTL (Flash Translation Layer) mapping scheme called KAST (K-Associative Sector Translation). In the KAST scheme, user can control the maximum association of the log block to limit the worst-case garbage collection time. Performance evaluation using simulation shows that not only KAST completes the garbage collection within the specified time but also provides about 10~15% better average performance than existing FTL schemes.

Recently, due to external environment like the changes in health policy and various healthcare accreditations, along with hospital's internal efforts to improve the quality of medical services, demands for the development of medical information systems are increasing. Some examples are clinical information like DUR (Drug Utilization Review), CVR (Critical Value Report), and automatic benefit processing by treatment purposes, or hospital DSS (Decision Support System) on overall medical practice. Such systems act as a guide in making clinic judgments during practice or in other medical practice, and their effects on the medical treatment improvements are being proven by previous studies. In the reality of increasing attention in the effects of medical treatment improvement, studies related to hospital DDS were mostly focused on clinical, technical, and engineering points of view, and studies focusing on the user viewpoint are very limited. In order to verify the effects of DSS on practice improvements and hospital's management performance, this study used a research model constructed to verify how SERVQUAL of hospital DSS affects hospital management performance in BSC (Balanced Score Card) point of view. To empirically verify the research model, a questionnaire was conducted on the basis of "K-University Hospital's DSS" on clinicians and hospital employees related to system development, and the relationships between the factors were analyzed through path analysis. As a result of path analysis, excluding reactivity, tangibility, confidence, reliability, empathy among service qualities, had partially significant effects on management performance factors (learning and growth, internal process, financial affairs). This study is to prepare the theoretical ground on the management performance analysis of hospital DSS, and suggest the service quality of the system that should be considered in the planning and development stages for improved system.
The demand for naval spare parts is intermittent and erratic. This feature, referred to as non-normal demand, makes forecasting difficult. Hierarchical forecasting using an aggregated time series can be more reliable to predict non-normal demand than direct forecasting. In practice the performance of hierarchical forecasting is not always superior to direct forecasting. The relative performance of the alternative forecasting methods depends on the demand features. This paper analyses the influence of the demand features on the performance of the alternative forecasting methods that use hierarchical and direct forecasting. Among various demand features variability, kurtosis, skewness and equipment groups are shown to significantly influence on the performance of the alternative forecasting methods.
The proposed system measures business performance by considering both VA(Value-Added), which represents stakeholder's point of view and EVA(Economic Value-Added), which represents shareholder's point of view. To do so, we suggest a business performance scheme which utilizes VA per Capita (Value- Added/Workers) and EVA to Invested Capital(Economic Value-Added /Invested Capital). For effective measurement of business performance, we consider simultaneously not only quantitative financial factors such as VA, EVA and cash flow but also qualitative value drivers such as defect ratio, inventory level, customer satisfaction, enterprise culture and so on. However, we don't consider the qualitative factors due to the limited data. To demonstrate the performance of the system, we conducted a case study using financial data of Korean automobile industry over 16 years from 1981 to 1996, which is taken from database of KISFAS (Korea Investors Services Financial Analysis System).

Construction operations generate a significant amount of air pollutant emissions, including carbon emissions. The environmental performance of construction operations is closely relevant to the operational efficiency of each resource employed, which indicates how efficiently each resource (e.g., construction equipment) is utilized. In this context, monitoring the operational efficiency of construction equipment provides key information in managing and improving the environmental performance and productivity of construction operations. In this paper, we report our efforts to measure the operational efficiency of construction equipment, using low-cost accelerometers. An experimental study and real-world case studies are conducted to demonstrate the feasibility of the proposed approach. The results have shown the potential of this approach as an economically feasible means of monitoring the environmental performance of construction operations.

This study uses a hybrid estimation tool for effective cost data management of building projects, and develops a realistic cost estimation model. The method makes use of newly available information as the project progresses, and project cost and percentage progress are analyzed and used as inputs for the developed system. For model development, case-based reasoning (CBR) is proposed, as it enables complex nonlinear mapping. This study also investigates analytic hierarchy process (AHP) for weight generation and applies them to a real project case. Real case studies are used to demonstrate and validate the benefits of the proposed approach. By using this method, an evaluation of actual project performance can be developed that appropriately considers the natural variability of construction costs.
For supporting seamless service in NGN, various schemes for mobility are studying in ITU-T, 3GPP, IETF, and so on. Currently, mobility support schemes such as MIPv6, IP2, Q.MMF, IMS was introduced. However the performance analysis and comparison of all existing schemes is not examined as yet. That is, the existing mobility methods need to be compared according to same performance parameter. So, in this paper, we investigate and compare the performances of MIPv6, IP2, Q.MMF on latency during location registration. The latency in location registration is consider as cost and time. Then, the performance analysis of Q.MMF Case1 has shown the best performance as it is measured the minimum cost and time. Q.MMF Case1 is the location registration process in case that MT moves within a local network. As LLM in a access network manages the location of MT in this case, Q.MMF Case1 has lower location cost and time than other cases.
